NewVista Local Economy

Description
01-23-2015
NewVista provides resources and support for the operation of
a local economy of 15,000 to 20,000 people.
Purposes and Targets
The purpose of the NewVista “Local Economy” project is to create a
platform for the stable and sustainable creation of income and wealth
through the full-cycle material resources and labor of a local economy.

Targets:
• Size of local economy: 15,000 to 20,000 people
• Basic needs locally produced including food, water, shelter, clothing,
full cycle materials, and energy
• Hundreds of small business enterprises
• Work opportunity for everyone – all levels of ability
• All productive resources owned by the community and used by
businesses under stewardship principles
Economics Is Key
A sustainable society must focus
heavily on building and maintaining
an effective economic system.
Without a strong economic system,
sustainable prosperity is
impossible. Productivity,
entrepreneurship, and correct
economic incentives are essential;
they cannot be treated as the
enemy. But our modern global
materialistic economy has many
negative effects. We must find an
economic system that is compatible
with genuine sustainable
prosperity.
Issues to Solve
A sustainable economic system capable of achieving genuine prosperity
must address many issues.
• Incentives to produce
• Information and markets
• Market failures – encouragement of all forms of human abundance
• Availability of capital for entrepreneurs
• Incentives to be good stewards of the environment
• Protection of society’s most
vulnerable individuals
• Preservation of local
communities
• Employment opportunity
• Stability in the face of regional
and international economic
instability
21st Century Economy
New approaches are needed in the technologically advanced “information”
economy of the 21st century.
• Funding for technology development
• Incentives to innovate
• Distribution of technology for wide benefit
• Availability of work
15,000 to 20,000 Participants
For NewVista, a "local" economy means 15,000 to 20,000 participants.
The physical community’s infrastructure is designed to accommodate that
number of residents. Industrial capacity supplies employment, goods,
and services for that number. Community leadership is intended for that
number. A full community cannot be created with fewer than 15,000
participants. A community cannot grow beyond 20,000 participants.
NewVistas grow by replicating full communities.
500 Local Businesses
The NewVista community is comprised of several hundred independent
business enterprises (VistaBizzes) that produce goods and services for the
community and for sale outside the community. The goal is to establish
and maintain many different kinds of businesses, able to supply basic needs
(including food, water, shelter, clothing, full cycle materials, and energy)
and many types of employment opportunity.
Key Enterprises
NewVista districts and villages contract with VistaBizzes for construction services,
physical facilities maintenance, energy production, water systems, farming, and
materials processing. These functions constitute a large part of every NewVista
local economy.
Service Economy
NewVista dramatically reduces consumption of material things but it promotes a
high level of local trade, especially in services. It is expected that food services,
laundry services, cleaning services, gardening services, hobby services, crafts,
recreation, and many other local services will flourish in a NewVista community.
Managed Economy
All of the businesses in the community are supported by a trust (the
NewVista Trust) and two for-profit NewVista companies (NewVista Capital
and NewVista Property Holdings). The NewVista companies determine
what businesses are allowed to participate in the community. They may
recruit businesses that are needed to achieve the community’s goals. They
are established for the benefit of the community and own all of the
community’s major productive resources.

Operational Autonomy
Although community companies provide direction and manage assets,
independent VistaBiz owners have full autonomy to operate their business
enterprises competitively and to respond to market conditions as they see
fit. Goods and services are allocated through markets and prices.
Private v. Political
A key characteristic of a NewVista community is that it is private, not political. It
does not seek to establish a government and it does not rely on government
mandates to achieve its objectives. The community companies (NewVista Capital
and NewVista Property Holdings) establish and enforce policies and procedures
through leases and participation agreements.
NewVista Property Holdings
NewVista Property Holdings owns (or leases) all land, buildings, equipment,
and a community computer system. Its primary function is to provide
physical assets and arrange for support services to community participants,
including VistaBizzes. Its objective is to develop a portfolio of productive
tangible assets and to optimize the use of resources for the benefit of the
community. It does not operate any business.

Pooling of Capital
The NewVista local economy obtains
benefits by pooling capital. NewVista
Capital holds intellectual assets. NewVista
Property Holdings holds all land, buildings,
and equipment. VistaBizzes hold tools,
inventories, and operating cash. And
households hold personal property and
operating cash. The community is the
capitalist and manages productive assets to
benefit the system. By pooling capital, for-
profit NewVista entities can spread risk and
make resources available for all community
enterprises.
Economic Management
At a local level of 15,000 to 20,000 participants, it is possible to manage
economic activities for the benefit of all. For-profit NewVista companies
can set overall community goals, establish policies and procedures, and
make broad decisions regarding the employment of community resources.
Both money and non-money factors can be considered.

Funding of Innovation
The NewVista local economic structure
provides options for funding innovation.
NewVista Capital manages the risks of
innovation funding in cooperation with
NewVista Property Holdings. Direct
ownership of a broad portfolio of
intellectual assets enables an Edison Labs
approach to innovation. NewVista invests
in intellectual assets for the benefit of
participants, and all VistaBizzes have
access.
Individual Empowerment
The NewVista local economic structure
empowers individuals. NewVista Property
Holdings holds all big-ticket assets needed
for VistaBizzes, which means individuals
have the opportunity to start businesses
without the burden of debt. Individuals
also have access to cars, housing, etc.
without the burden of debt. VistaBizzes
have access to a wide range of professional
services, which means owners can focus on
operations and marketing. Individuals have
access to a variety of tools for achieving
success.
Individual Responsibility
With individual empowerment comes individual responsibility. A person
becomes a participant in the community by obtaining work or starting a
VistaBiz. Everyone is expected to work. Everyone is expected to contribute
to the prosperity of the community. Everyone is a steward of community
resources and ecology. Sustainable prosperity ultimately comes down to
sustainable individual behavior.
Marginal Labor
The structure of the NewVista labor
market and the requirements of the
community make labor intensive
production viable. Close proximity
of residents and industries
facilitates employment of marginal
labor, including teenagers, students,
the elderly, and the disabled.
Productivity and Employment
By implementing a locally-oriented managed
economy, NewVista assures productivity and
employment opportunity. NewVista entities
manage assets for 500 small businesses, which
is not beyond the capability of human genius.
Full employment and material prosperity are
possible when productive assets are in the
hands of leaders who are committed to human
welfare, particularly in a system that preserves
freedom and incentives for small businesses.
Moreover, a broad local economy that can
produce its own necessities can be stable and
continue to provide employment even in the
face of regional and international instability.
Genuine Prosperity
By implementing a locally-oriented managed
economy, NewVista enables all of its participants to
thrive. Community leadership pursues abundance
at a human level, including abundance not
measured by dollars, good ecological stewardship,
promotion of employment, social interaction, and
protection of society’s most vulnerable individuals.
Such goals can be pursued effectively only at a local
level. The NewVista system allows markets to do
what markets do well and management to do what
management does well.
