NewVista provides resources and support for the operation of
a local economy of 15,000 to 20,000 people.
Purposes and Targets
The purpose of the NewVista “Local Economy” project is to create a
platform for the stable and sustainable creation of income and wealth
through the full-cycle material resources and labor of a local economy.

Targets:
• Size of local economy: 15,000 to 20,000 people
• Basic needs locally produced including food, water, shelter, clothing,
full cycle materials, and energy
• Hundreds of small business enterprises
• Work opportunity for everyone – all levels of ability
• All productive resources owned by the community and used by
businesses under stewardship principles
Economics Is Key
A sustainable society must focus

an effective economic system.
Without a strong economic system,
sustainable prosperity is
impossible. Productivity,
entrepreneurship, and correct
economic incentives are essential;
they cannot be treated as the
enemy. But our modern global
materialistic economy has many
negative effects. We must find an
economic system that is compatible
with genuine sustainable
prosperity.

15,000 to 20,000 Participants
For NewVista, a "local" economy means 15,000 to 20,000 participants.
The physical community’s infrastructure is designed to accommodate that
number of residents. Industrial capacity supplies employment, goods,
and services for that number. Community leadership is intended for that
number. A full community cannot be created with fewer than 15,000
participants. A community cannot grow beyond 20,000 participants.
NewVistas grow by replicating full communities.
500 Local Businesses
The NewVista community is comprised of several hundred independent
business enterprises (VistaBizzes) that produce goods and services for the
community and for sale outside the community. The goal is to establish
and maintain many different kinds of businesses, able to supply basic needs
(including food, water, shelter, clothing, full cycle materials, and energy)
and many types of employment opportunity.
Key Enterprises
NewVista districts and villages contract with VistaBizzes for construction services,
physical facilities maintenance, energy production, water systems, farming, and
materials processing. These functions constitute a large part of every NewVista
local economy.
Service Economy
NewVista dramatically reduces consumption of material things but it promotes a
high level of local trade, especially in services. It is expected that food services,
laundry services, cleaning services, gardening services, hobby services, crafts,
recreation, and many other local services will flourish in a NewVista community.
Managed Economy
All of the businesses in the community are supported by a trust (the
NewVista Trust) and two for-profit NewVista companies (NewVista Capital
and NewVista Property Holdings). The NewVista companies determine
what businesses are allowed to participate in the community. They may
recruit businesses that are needed to achieve the community’s goals. They
are established for the benefit of the community and own all of the
community’s major productive resources.

Operational Autonomy
Although community companies provide direction and manage assets,
independent VistaBiz owners have full autonomy to operate their business
enterprises competitively and to respond to market conditions as they see
fit. Goods and services are allocated through markets and prices.
Private v. Political
A key characteristic of a NewVista community is that it is private, not political. It
does not seek to establish a government and it does not rely on government
mandates to achieve its objectives. The community companies (NewVista Capital
and NewVista Property Holdings) establish and enforce policies and procedures
through leases and participation agreements.

NewVista Property Holdings owns (or leases) all land, buildings, equipment,
and a community computer system. Its primary function is to provide
physical assets and arrange for support services to community participants,
including VistaBizzes. Its objective is to develop a portfolio of productive
tangible assets and to optimize the use of resources for the benefit of the
community. It does not operate any business.

NewVista Capital owns all intellectual assets, receives cash investments,
and holds financial assets. Its primary function is to provide intellectual
assets and support to community participants, including VistaBizzes. Its

operate any business.
