and caused the collision and left the scene of the collision in violation of section 169.09, subdivision 1 or

STATEMENT OF PROBABLE CAUSE 2/9/2018 02:41:21 PM

Complainant is a duly acting and appointed peace officer and as such is familiar with the following facts:

On February 8, 2018, at approximately 7:29 p.m. Becker County Dispatch received a call of a hit and run
motor vehicle crash on Pow Wow Highway in Becker County, Minnesota. Upon arrival, Deputy Adam
Kumpula observed a male lying on the south shoulder of the road and two females attempting CPR.
Carsonville Rescue and North Memorial Ambulance arrived and attempted life-saving measures, but the
male was pronounced dead at the scene.

Deputy Kumpula observed numerous vehicle parts including a side mirror on the road. Based upon the
location of the vehicle parts, it was determined that the vehicle was traveling eastbound when it struck the
male.

A witness was interviewed who stated that he had observed a white colored Pontiac Grand Prix or Grand
Am leave a residence and begin traveling eastbound on Pow Wow Highway shortly before the crash was
reported. Deputies went to that residence and located a white Grand Prix in the driveway that was missing
the passenger side mirror and had significant damage to the hood and windshield, consistent with being
involved in the crash.

Investigators spoke to the homeowner, who stated that the vehicle had arrived back at his residence shortly
before law enforcement arrived and that it had been driven by BRUCE ALLEN BASSWOOD, dob
03/19/1970. Two other passengers from the vehicle were also interviewed and admitted that BASSWOOD
was driving the Grand Prix on Pow Wow Highway when he hit someone that was walking. BASSWOOD
did not stop, but drove around for a while and then returned back to the residence.

Investigator Sweere observed BASSWOOD at the residence. He smelled of alcohol and had bloodshot,
watery eyes. BASSWOOD also admitted to using methamphetamine a few days prior. The keys to the
Pontiac Grand Prix were located on a table next to BASSWOOD.

BASSWOOD was arrested and brought to the Becker County Law Enforcement Center. BASSWOOD
submitted to a PBT at approximately 10:48 p.m., which showed an alcohol concentration of .10. A search
warrant was obtained and a blood sample was also taken from BASSWOOD, which was sent to the BCA
for testing.

A records check revealed that BASSWOOD has a prior driving under the influence conviction in June 2016
(44-CR-16-255).

court appearances may result in additional criminal charges, and in addition to any arrest warrant that may
otherwise be issued by the Court.

determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).
