1.1.1 ENGINEERING, PROCUREMENT & COMMISSIONING (EPC)

1.1.2 PROJECTS AND ENGINEERING CAPABILITIES:


Project management shall be carried out by Bhaskar Solar, which would put up a local team on ground,
headed by Bhaskar Solar Project Management Wing. The compliance to local regulations (electrical,
mechanical and civil) will be ensured by local teams in partnership with the customer. Based on in-house

3. SYSTEM DESIGN:

The PV system consists of solar cells assembled in a module, which are themselves connected together to
form a solar PV array. The DC power generated from this array is connected via appropriate wiring and
switches to an Inverter also called a Power Conditioning Unit or PCU. This outputs a 3 phase AC power
which is then routed through Transformer and switchgear as in any conventional power project. The 3 phase
AC power is appropriately stepped up in a substation and then using the right controls, switchgears,
synchronizers and interlocks is connected to the 11kv Bus Bars available at substation.

The PV sub-system size is capped to the maximum size of inverters which are rated to work reliably and
convert from DC to AC power efficiently. The typical size of inverters in the market are 1.25 MW or lesser.
In order for the overall system size to be supported, it is important to connect a number of such sub-systems
together and synchronize and connect them to the main substation which will then interact with the grid. The
overall system schematic diagram is shown in figure below where a total of l0 sub-systems are connected.

3.1 SELECTION OF COMPONENTS:

We will source all components strictly as per Annexure A (Technical Proposal)

3.1.1 PHOTOVOLTAIC MODULES:


All the modules will be procured from leading manufacturers with emphasis on quality and reliability of
products. As per requirements we will be offering high quality polycrystalline modules which has excellent
track record.

3.1.2 INVERTERS:
Refer attached Make list.

3.1.3 MOUNTING STRUCTURES:


Module mounting structures will be assembled using various profiles of cold formed MS steel, with
minimum 85 Microns Hot DIP Galvanized coating or Al/Galvanume. All Hardware will be of High Tensile
strength and will have HD Galvanized finishing. The structure shall be designed to allow easy replacement
of any module with simple mechanical and electrical installation. At a given orientation it will support SPV
modules, absorb and transfer the mechanical loads to the ground properly. The structure shall be so designed
that it will occupy minimum space without sacrificing the output from SPV panels; at the same time it will
withstand with wind speed up to a maximum of 150 kmph. The legs of the structures with appropriate
strength will be fixed in the ground based on site soil condition. Sufficient minimum clearance between
lower edge of the PV and roof shall be maintained. While making civil designs, due consideration will be
given to weight of module assembly

3.1.4 JUNCTION BOXES:


We shall source all junction / string combiner boxes from reputed manufacturer which will meet IP-65
Protection. The terminals will be connected to bus-bar arrangement of proper sizes will be provided. The
junction boxes will have suitable cable entry points fitted with cable glands of appropriate sizes for both
incoming and outgoing cables. Suitable markings shall be provided on the bus-bars for easy identification
and cable ferrules will be fitted at the cable termination points for identification. Each Array Junction Box
will have Suitable Reverse Blocking Diodes of maximum DC blocking voltage of 1100 V with suitable
arrangement for its connection. The Array Junction Box will also have suitable surge protection.

The Junction Boxes shall have suitable arrangement for the following: ~
 Combine groups of modules into independent charging sub-arrays
 Provide arrangement for disconnection for each of the groups
 To provide group array isolation

The current carrying rating of the Junction Boxes shall be suitable with adequate safety factor to inter
connect the Solar PV array.

3.1.5 AC-DISTRIBUTION PANELS


AC Distribution panels will be of IP-20 standards or higher protection class, in between Inverters & HV
Evacuation System. Panels will have suitable rated Air Circuit breakers/MCCB Panels will have adequate
Protection Relays for
 Over Voltage
 Over Current
 Earth Fault
 Short Circuits

3.1.6 CABLES & ACCESSORIES

All the cables will be conforming to ISO: 1554, IS: 694 & other relevant International Standards. The size of
the cables between Array interconnections, Array to JBs, JBs to combiner boxes/Inverters, & inverters to
ACDB etc. will be selected to keep the Voltage Drop & losses to the minimum. All the cable installations
will be as per Best Engineering practices.
Note: All the cables which are exposed to sun rays will have UV rays Protecting Coating and all cable
glances will have UV rays protecting coating.

3.1.7 HT TRANSFORMERS
The solar PV power will be stepped up to 11 kV by suitable rating power transformers of reputed make as
per list attached. Transformers shall have relevant IS or international certifications. Transformers shall have
all relevant monitoring and protection devices as per the relevant Indian Standards. Appropriate HT Circuit
breakers and Isolators from either ABB or Siemens shall be provided as per the relevant Indian Standards
and IE rules. The system shall be designed with appropriate CTs & PTs to have all relevant protection
arrangements like Reverse Power, Over Current, Earth fault relays.

Note: Hit-Run test of all LT and HT transformers will be conducted in the presence of the developer at the
manufacturer's testing facility if requested. Moreover, all type of protections Circuits will be incorporated
and elaborated.

3.1.8 EARTHING PROTECTION


Entire system will have adequate Earthing & Lightening Protection system as per relevant Indian Standards.
The array structures will be grounded properly using adequate number of Earthing conductors. All metal
casing / shielding of the plant will be thoroughly grounded to ensure full safety of power plant. The earthing
for array and LT power system shall be as per provisions of IS. Each Array structure of the SPV Yard shall
be grounded properly. The entire Earthing System will be, incompliance, with Indian Electricity Act 1956/7
amended till date.

3.1.9 LIGHTNING PROTECTION


The SPV Power plant will be provided with Lightening & over voltage protection as per Indian
Electricity Act & other relevant Indian & International Standards Lightning arrestors of adequate
capacity, conforming to IEC specification will be provided for transformer/ switchyard equipment
protection and on terminating ends of the transmission lines. Adequate number of individual earth pits
will be provided as per provisions of IS. Following companies will be considered for purchase of
lighting protection items -Dehn, ABB, OBO Betterman.

3.1.10 MODULE CLEANING SYSTEM

(OPTIONAL if required) Skid-mounted pressurized cleaning system shall be offered for quick and regular
cleaning of modules. Or else sufficient walkways & adequate equipment shall be provided for
vehicle/manpower movement.

3.1.11 MANUFACTURERS WARRANTY OF COMPONENTS

Warranty of the major component selected for the projects is as follows:

3.2 MONITORING OF POWER GENERATION

Plant monitoring systems offered by the inverter manufacturer wi1l be used. SCADA, if desired by client,
will be provided as option from reputed brand with operator & engineering licenses with required tags,
product box and dongle and smart client base.

3.2.1 OTHER MONITORING DEVICES


Wind sensor, irradiation sensor and temperature sensor equipment for optional Weather Monitoring
System, if desired by client will be sourced from the chosen inverter or equivalent manufacturer.

3.3 PROTECTION SYSTEM


When working with PV systems, there are a number of measures that should be followed in order to provide
safety for both the system and persons that may be working with the system. Some of safety and protection
issues will be discussed in this section; measures that concern these issues are also described.

3.3.1 OVER CURRENT PROTECTION


For string over-current protection, reverse current ratting of module is 20A i.e. comprehensive for the
reverse current from other parallel strings, even so circuit breakers (from ABB or Siemens or equivalent) are
applied to strengthen string protection. Moreover, they will also be useful as auxiliary switching device.

3.3.2 MEANS OF DISCONNECTION:


All strings cables are connected with readily available two pole disconnection devices in all active
conductors. String cables and SJB outputs are ready disconnect while the Array combiner boxes inputs and
outputs are crimped Lugs. There rating is calculated considering string's maximum power point current and
short circuit current.

Since the voltage on each string is very high we install industry leading standard plug and sockets will come
from Phoenix, Multi-contact, Tyco or Equivalent to allow safe and easy connections.

3.3.4 OUTDOOR ENCLOSURES PROTECTION:


For all outside enclosures for distribution box are IP 65 rated.

The PV sub-array of DC solar power capacity is installed on the ground with fixed mounting structures.
Using appropriately sized DC cables with required surge and fault protection devices the output of PV
strings is fed to inverters. The inverters convert the DC input fed from the PV to AC three phase output
which is supplied to the Main transformer station at the site where it is boosted to 11 KV as required and
then connected to the grid with appropriate protection, isolation and interlock switchgear and transformers.

Note: This design is a basic standard model based on the current information we have, the design might
need to be changed after detailed engineering and analysis.

7.0 EXPECTED ENERGY GENERATION AT PROPOSED SITE


In order to ensure that the plant financials are based on reliable and dependable inputs, Bhaskar Solar
chooses to use multiple data sources and overall conservative estimates for the amount of light received. The
solar conditions at the site are as given from NASA data, compared to those from MNRE and NREL studies.
In addition, the analysis takes into account additional guard bands for year to year variation and expected
variation in output. For the given capacity of 3.5 MW, the project site and using the technologies chosen, our
estimate for the average annual energy generation at the sites based on PV SYST analysis would be as given
below:

Detailed analysis is shown in Annexure B. Final energy simulation will be provided after detailed
engineering.

Note: The total uptime of the system is expected to be 97%, subject to 100% Grid availability and other
equipment uptime based on service agreements.

8.0 SCHEDULE FOR PROJECT COMPLETION


The complete 3.5MW EPC -project will be completed within 120-150days of receiving technical and
commercial order with requisite advance, and all clearances from local authorities. In order to expedite the
completion, it will be necessary to initiate a number of activities simultaneously, such as site investigation,
topographical contour mapping, soil testing and data collection. These can be initiated as soon as a firm
order and advance payment is made towards the project. A strict time-bound project monitoring system is
followed for Project monitoring.

An approximate detail of schedule is given in Annexure C

9.0 OFFER FOR EPC SERVICES:


Engineering, procurement & commissioning (EPC) offer from BHASKAR SOLAR shall be in accordance
with the requirements of Jindal Poly Film Ltd., Nashik.

9.1.2 TECHNICAL GUARANTEE


In order to ensure that the plant financials are based on reliable and dependable inputs, Bhaskar Solar
chooses to use multiple data sources and overall estimates for the amount of light received. The solar
conditions at the site are as given from NASA data, compared to those from MNRE and NREL studies. Also,
widely used database of Meteonorm has been used as part of the design software. In addition, the analysis
takes into account additional guard bands for year to year variation and expected variation in output. For the
site given and using the technologies chosen, Bhaskar Solar estimates the average annual output at the site.

9.1.3 POWER GENERATION ESTIMATE:


The calculation of the specific output of the PV power plant is based on the global irradiation values as set
out in the data bases such as NASA, METEONORM, and PV GIS etc. These data bases each define a long
year median of the global irradiation on horizontal surfaces for Uttarakhand. When applying the average of
the values given by such databases for the long year median of the global irradiation on horizontal surfaces a
value arrived for each site is applicable. A estimated performance ratio (“PR”, meaning the ratio of created
electrical energy to irradiated solar energy, multiplied with the degree of efficiency of the PV Module) for
the PV power plant results in the below stated irradiation value.

This value is arrived at assuming that there is no external shading, no internal shading and electrical losses
are below 1.5 % at the location.

The Yearly Target Value shall be estimated for a term of 2 years, provided that an annual reduction of 0.7%
of the Yearly Target Value shall apply in order to account for an assumed degradation of the PV modules.
Should, in a relevant year during the term of this performance guarantee, the actual global irradiation, as
officially measured, be lower than the long year median of such value, the Yearly Target Value, as adjusted
for degradation, is automatically reduced accordingly, i.e. it is reduced on a pro rata basis according to the
ratio between the actual global irradiation, as officially measured, versus the long year median of such value
(the "Yearly Target Value").

The above estimation will remain valid provided the following terms & conditions are met:
a) Power generation estimate is given on system design, components, service, etc. Any drop in power
generation resulting from factors out of the control of BHASKAR SOLAR will not be considered by
us. Such factors are but not limited to -irradiation levels of the site based on site metering, rain,
thunder storms, cyclones, or any act of nature, shading from outside and inside the plant, and similar
factors.

b) BHASKAR SOLAR has to be awarded O&M services and has on the ground full access to operate
and repair the plant. This is must for us to provide any kind of performance estimate.

c) Operation and maintenance contract .shall exclude following activities responsibilities:


a. In case of non-performance/under-performance, of solar Module not supplied by Bhaskar
Solar, the module supplier has to compensate the deficit in generation.
b. Repair, maintenance and replacement of inverter not supplied by Bhaskar Solar, shall be
excluded from the scope of Maintenance. For inverters, the manufacturers generally offer
extended maintenance contract, which is a must. Repair & maintenance of Inverters not
covered under supply contract can be included for an extra service charge which would have
to be discussed.
d) The availability of grid at the plant is measured to be greater than 99% during the solar hours. The
grid availability will be logged at the plant, evacuation point, ensuring the grid availability to the
plant is outside the scope of BHASKAR SOLAR services.
e) Any generation increase from the estimated PR for one particular year will be bankable and will be
used against any shortfall for the subsequent years.
f) Force Majeure exclusions will apply.
g) PR assurance shall be 1.5 % less than the estimated P.R.

NB: The PR value provided is based on preliminary data & actuals may vary during detailed engineering.

9.2 GUIDELINES FOR OPERATIONS & MAINTAINENCE:


The concept of maintenance provided by Bhaskar Solar includes:
 Cleaning of Modules (once a month), area (twice a year) & Grass clearance.
 Monitoring tools & sensors inspection and cleaning.
 Servicing, in case of faults or failures of the system, with short service times
 Periodic maintenance of Inverters, Relays, Breakers, H.T. L.T. Panels, SMB, LA,
Transformers and other components, to avoid faults and long downtimes and to
optimize the yield
 Replacement of components as per warranty terms.
 Aim of the, service is to guarantee for period of contract a continuous and regular
operation of the PV system. Bhaskar Solar, with its internally developed technical
capabilities will provide the client with online access to the plant anytime through
an internet-based monitoring system if desired by client on optional basis.

9.4 TERMS & CONDITIONS OF THE OFFER:


These Terms and Conditions form an integral part of all offers and contracts for the deliveries and services,
including those in current or future business relationships. A separate EPC contract will be entered post
discussion to incorporate all the terms and conditions for the contract once purchase work order is conferred
on us, Express written consent is required in respect of any deviation from the below terms and conditions
-BHASKAR SOLAR reserves the right to make necessary changes in the design of system during the stage
of final detailed engineering without affecting the committed output level.
-BHASKAR SOLAR reserves the rights of ownership and exploitation of copyright in respect of cost
estimates and all documents relating to offers.
In case the service deliveries require statutory permits, approvals, consents, licenses, etc. the same shall be
provided by the Customer at its own cost and BHASKAR SOLAR shall assist in providing technical inputs
if any required.

9.5 VALIDITY & ASSUMPTIONS:

 This is a non-binding offer


 This offer is valid until client receives financial closure with all their bankers, but to a maximum period of 30 days. Any
fluctuation in the foreign currency will be compensated by Client and BHASKAR SOLAR will not compensate for any
currency risk.
 All types of Civil-construction as required for the SPV plant, periphery lighting are all included in this offer.
 This offer is prepared based on the exchange rate of Euros/Rs -70.47, and USD/Rs -65.24 as on March 21 st, 2017. Any,
change in same would impact our offer directly. Cost bifurcation of total EPC value can be given on finalization of EPC
order. Currency hedging is in client’s scope.
 Costing is for a typical land layout (The costing could vary depending on the actual site conditions)
 Construction power is already available at site. BHASKAR SOLAR will use electricity till project commissioning.
 Auxiliary power supply will be in client’s scope and electricity consumption during plant operation will be borne by
project developer.
 Appropriate subsoil and sea level surface land within the project area with soil testing report to be given to BHASKAR
SOLAR.
 Client will be responsible for availing the Excise & Custom duty exemption certificate from MNRE. Excise amount due
to MNRE certificate unavailability will be passed on to Client. Cost bifurcation of total EPC value can be given to Client
on finalization of EPC order.
 Project HOTO will be on successful PR testing of the plant for 3 days with 100% Grid availability and clear daylight
irradiation.

9.6 COMMERCIAL TERMS:

9.6.1. PRICE BASIS:

Our prices are offered on the basis that


 The project shall be awarded to us on Lump Sum Turnkey basis with a separate contract for module
& Inverter supply.
 Our offer is FIRM during execution of the contract.

9.6.2. TAXES AND DUTIES:


Our offer is exclusive of all taxes & duties and shall be paid extra as applicable. However we are mentioning
the applicable taxes and duties below.

9.6.2.1 EXCISE DUTY


As per the present norms Excise Duty is exempted for Solar Projects, so Excise duty will be NIL. For
availing the Excise Duty benefit, Employer has to provide us relevant Certificates to avail these benefits
before dispatch of materials. Failing which Excise Duty will be reimbursable at actuals to us.

9.6.2.2 SALES TAX / VAT


Client has to provide sales tax declaration form (Form 'C') (to be issued to the contractor on a quarterly basis
based upon the materials received during the period) to avail tax benefits.

9.6.2.3 FREIGHT
Shall be charged extra as applicable.

9.6.2.4 ENTRY TAX / OCTROI:


Octroi /entry tax as applicable for destination site/state on all items of supply including bought out finished
items, which shall be dispatched directly from the Contractor's/sub-vendor's works to the Client’s site (sale-
in-transit) are not included in the Contract price: If applicable, octroi/entry tax in respect of all the items of
supply would be reimbursed to the Contractor separately by the Employer subject to furnishing of
documentary proof.

9.6.2.4 SERVICE TAX:

Our offered prices for Erection Charges and Design Charges (if applicable) are: exclusive of Service Tax and
the same shall be paid to us at the prevailing rate of 15%.

9.6.2.5 STATUTORY VARIATION OF TAXES:


The additional cost due to statutory variation of taxes and duties and introduction of a new tax or duty shall
be reimbursable to us.

9.6.2.6 ALL IMPORT EQUIPMENT'S including the Supply of Modules, Inverters & DAU and any other
imported equipment will be on High sea sale basis and we shall be provided with necessary documentation
to avail the tax benefits due to the same.

9.6.2.7 ATTAINING BOCW CERTIFICATE is not considered in our Scope.

9.7 INSURANCE:
Bhaskar Solar has included All Risks insurance in its final quoted price, specifically developed for the
Indian market that covers following during erection and commissioning stage:
 Direct and indirect losses, due to natural events or mechanical/electrical faults;
 Theft and its consequential damages;
 Third party liability;
 Loss of earnings resulting from the above mentioned causes.

10. Force Majeure:


The following clauses which substantially affect the performance of the Contract to be considered as Force
Majeure conditions:

a. Natural phenomena, including but not limited to floods, droughts, earthquakes and epidemics.

b. Acts of any Government, domestic or foreign, including but not limited to war, Declared or undeclared,
quarantines, embargoes.
c. In case the completion of line delayed due to ROW issues or clearance from statutory authorities, or any
reasons which can be attributed to such issues, this shall be deemed to be a Force Majeure Condition.
d. Contamination of radio-activity from any nuclear fuel or from any nuclear waste from the combustion of
nuclear fuel, radioactive toxic explosive, or other hazardous properties of any explosive nuclear assembly or
nuclear component of such assembly.
