INTRODUCTION

Purpose

The purpose of this document is to catalog the current business processes performed by SCH that are
related to payroll. Once Signed off, this document will be the base on which the system will be
designed.
Oracle Payroll enables organization to run a payroll and conduct post–processing on payroll that has
completed successfully. Any subsequent changes and corrections for the payroll can be done that has
not completed successfully. It Process many payrolls quickly and easily in a single day. Executive
can run the different report on payroll result.
This document is prepared after review of policy document / detailed discussion with HR/Payroll
process owners. This document lists down the current business process followed at SCH for payroll.
The scope of this document is to understand the current business process on payroll based on which
the Solution Design will take place.

This document provides an overview of the general business process of Payroll at SCH (Supreme
Council of Health Qatar).

OVERALL DESCRIPTION

Assumptions and Dependencies

 NNEBRAS has only one Business Group and one Legal entity.
 NEBRAS Employees are categorizing as per Contract, Probation and permanent employees.
 Salary Basis is based on the NEBRAS and HR Law and the payment frequency for the salary basis are
monthly.
 All the allowances calculates based on 30 days and Employees joins on middle of the month than
calculation of employee salary would be based prorate basis.
 The NEBRAS employees are paid through Bank transfer(Direct deposit) payment methods.
 All Leaves are calculated based on Employee type,NEBRAS/HR Law.
 Each month the salary details of the employees send to bank and the bank process the payment.
 Currently leaves are calculated as per the Calendar Month in the system (Ex: 01-Jan-2016 to 31-Dec-
2016) for HR law and HMC law leaves calculate based on contractual year.
 Allowances will be entered manually for each employee who belongs to Special Contract type.

This section will describe the requirements of Payroll for SCH Qatar.

1. Payroll

Currently NEBRAS is using only one payroll for all the employees and the frequency of the payroll
run is monthly. The cutoff date of the payroll could be every month 20th but and payroll run date in
NEBRAS is 21st of every month but can be change as this is not static as well. Employee joins after
20th will be paid in the next month salary. In case of over payment, the recovery of the same done in
the next month payroll.

2. Allowances

2.1 Basic Salary

 Eligibility Criteria: HR Law :

 All the employees belong to HR Law eligible for Basic Salary.
 Basic Salary is calculating as per the Grade rate.
 The grade rate has minimum, maximum and mid value.
 Each employee is assigned to different salary basis depends on the Grade rate table as per nationality.
 For Qatari 5% of Basic Salary deducts for Employee pension and 10% of Basic as Employer pension.
 Grade rate table is used to calculate NEBRAS Basic salary.
 In case of promotion, If employee gets the appraisal rating as Extraordinary than 4% to 5% of basic
salary given to employees (not for as bonus) and If employee gets the appraisal rating as Outstanding
than 3% to 4% of basic salary given to employees, If employee gets the appraisal rating as Consistent
than 2% to 3% of basic salary given to employees and , If employee gets the appraisal rating as
Inconsistent than 1% to 2% of basic salary given to employees
 Proration calculation of basic would be, number of days as per the old basic Salary defined + number
of days as per the new basic salary defined.
 Adjustment for basic salary would be, (Basic Salary for current Month) - (Basic Salary difference to be
deducted for the previous month or the date from which the change happened)

 Eligibility Criteria: HMC Law :

 All the employees belong to HMC Law eligible for Basic Salary.
 Basic Salary is calculating as per the Grade Rate.
 For Qatari 5% of Basic Salary deducts for Employee pension and 10% of Basic paid as Employer
pension.
 Proration calculation of basic would be, number of days as per the old basic Salary defined + number
of days as per the new basic salary defined.
 Adjustment for basic salary would be, (Basic Salary for current Month) - (Basic Salary difference to be
deducted for the previous month or the date from which the change happened).

 Only the employees under Grade 1-7 are eligible for Basic Salary.
 Basic Salary is calculating as per the Grade rate.
 The grade rate has minimum, maximum and mid value. In case of new hire the basic salary should not
be more than the mid value.
 Each employee is assigned to different salary basis.
 For Qatari 5% of Basic Salary deducts for Employee pension and 10% of Basic paid as Employer
pension.
 Different grade rate table is used to calculate Medical Attaché Basic salary. The pay scale of the
employee under Grade 1-7 are same as HR Law.
 In case of promotion, If employee gets the appraisal rating as very good or excellent in a consecutive
year than 10% of basic salary given to employees as bonus.
 Proration calculation of basic would be, number of days as per the old basic Salary defined + number
of days as per the new basic salary defined.
 Adjustment for basic salary would be, (Basic Salary for current Month) - (Basic Salary difference to be
deducted for the previous month or the date from which the change happened)

2.2 Social Allowance

 Eligibility Criteria: HR Law :

 Only the Qatari employee shall be awarded a monthly social allowance.


 Married employee under grade 1-7 will be paid 6400 QAR as social allowance per month and Single
employee under same grade are paid 4000 QAR per month. It is included both male and female.
 Married employee under grade 8-13 are paid 4000 QAR as social allowance per month and single
employee under same grade are paid 2560 QAR per month.
 If wife works on government entity and she was taken this allowance as a married then the husband
will take this allowance as a single.
 If both spouses are employed by a government entity, the allowance prescribed under the category of
“Married or having custody of children” shall be awarded to the spouse who receives the higher
bonus and the other spouse shall receive the allowance prescribed under the category “Single”.
 For Qatari nationality 5% of Social allowance deducts from social allowance and 10% of Social
allowance contributes by Employer.
 No social allowance will be given if the number of day’s more than 30 days and employee is on
Unpaid Leave (Leave without pay) and no salary after he/she exceeds 30 days.
 The 5% of social allowance calculates based on the number of unpaid days leave. For example:
employee has applied for unpaid leave 15 out of 30 days in the month than only for 15 worked days
social allowance will deduct based on 5%.
 Proration for social allowance would be, Social Allowance as per the old Social Allowance Defined +
Social Allowance as per the New Social Allowance Defined.
 Adjustment for social allowance would be, (Social Allowance for current Month) - (Social Allowance
difference to be deducted for the previous month or the date from which the change happened).

“Married or having custody of children” shall be awarded to the spouse who receives the higher
bonus and the other spouse shall receive the allowance prescribed under the category “Single”. If
husband does not get as married than wife will get as married.

2.3 Housing Allowance
 Eligibility Criteria: HR Law :

 The Qatari/Non-Qatari employee shall be awarded a monthly housing allowance.


 Married employee under grade 1 are paid 6000 QAR as housing allowance per month and single
employee under same grade are paid 3500 QAR per month.
 Married employee under grade 2-7 will be paid 4000 QAR as housing allowance per month and single
employee under grade 2-7 will be paid 2500 QAR per month.
 Qatari Married employee under grade 8-13 will be paid 3000 QAR as housing allowance per month
and single employee under same grade will be paid 1500 QAR per month. Non-Qatari married
employee under Grade 8-9 gets 3000 QAR per month and Non-Qatari single under Grade 8-9 gets 1500
QAR per Month. Non-Qatari single employee under Grade 10-13 gets 800 QAR per month.
 Housing Allowance will be given only when employee is not using company accommodation.
 For employees under HR law, if both spouses are entitled to a housing allowance, the allowance
prescribed under the category “Married or having dependent children” shall be paid to the spouse
who is entitled to the higher allowance and the other shall receive the single allowance. If husband is
working on governmental entity then wife takes housing allowance as single. If husband working on
private entity then wife gets housing allowance as married.
 A non-Qatari married employee may only be entitled to housing allowance if the family lives with
him/her in the state. Otherwise the employee shall be eligible for the allowance payable to the ‘Single’.
 No Housing Allowance for the number of Days employee is on “Unpaid leave”. Also no other
allowance will be given to employee.
 Proration would be, Housing Allowances as per the old Housing Allowance Defined+ Housing
Allowance as per the Housing Allowance Defined.
 Adjustment for housing allowance would be, (Housing Allowance for current Month) - (Housing
Allowance difference to be deducted for the previous month or the date from which the change
happened).

 The Qatari/Non-Qatari employee shall be awarded a monthly housing allowance. Non-Qatari Female
having Special contract not eligible for housing allowance
 Married employee under Grade 111-114 will be paid 6500 QAR as housing allowance per month and
single employee under same grade will be paid 3250 QAR per month.
 Married employee under grade 108-110 will be paid 5000 QAR as housing allowance per month and
single employee under same grade will be paid 2500 QAR per month.
 Proration would be, Housing Allowances as per the old Housing Allowance Defined+ Housing
Allowance as per the Housing Allowance Defined.
 Married employee under grade 104-107 entitle for 3000 QAR as housing allowance per month and
single employee under same grade entitle for 1500 QAR per month.
 Married employee under grade 103 entitles for 2000 QAR as housing allowance per month and single
employee under grade 103 entitle for 1000 QAR per month.
 Housing Allowance will be given only when employee is not using company accommodation.
 If both husband and wife working only one of them will be eligible for housing allowance.
 A non-Qatari married employee may only be entitled to housing allowance if the family lives with
him/her in the state. Otherwise, the employee shall be eligible for the allowance payable to the single.
 No Housing Allowance for the number of Days employee is on “Unpaid Leave” more than 30 days.
After 30 days no allowance will be paid.
 Adjustment for housing allowance would be, (Housing Allowance for current Month) - (Housing
Allowance difference to be deducted for the previous month or the date from which the change
happened).
 If one of the spouses takes housing allowance from any company, be it Govt or private they are not
eligible for the allowance. Housing allowance will be paid only to one of the spouse not both.

 Eligibility Criteria: Medical Attaché:

 The Qatari employee shall be awarded a monthly housing allowance.


 Group A Married employees under Grade 1-7 gets 200%from basic as Housing allowance and single
employees gets 180% of basic as housing allowance for the same grade. Employee belongs to these
country applicable (America(South and North America), Canada, Europe, japan, GCC, Australia, NZ,
China, Turkey, SA, Singapore)
 Group B Married employees under Grade 1-7 gets 180% from basic as Housing allowance and single
employees gets 160% of basic as housing allowance for the same grade. Employee belongs to other
than these country applicable (America(South and North America), Canada, Europe, japan, GCC,
Australia, NZ, China, Turkey, SA, Singapore)
 For employees under Medical Attaché, if both spouses are entitled to a housing allowance, the
allowance prescribed under the category “Married or having dependent children” shall be paid to the
spouse who is entitled to the higher allowance and the other shall receive the single allowance. If
husband is working on governmental entity then wife takes housing allowance as single. If husband
working on private entity then wife gets housing allowance as married.
 No Housing Allowance for the number of Days employee is on “Unpaid leave”. Also no other
allowance will be given to employee.
 Proration would be, Housing Allowances as per the old Housing Allowance Defined+ Housing
Allowance as per the Housing Allowance Defined.

2.4 Transport Allowance
 Eligibility Criteria: HR Law :

 Only Qatari and Special Contract employees entitle for Transport Allowance.
 All employees who have company provided car or provided transport do not get transport allowance.
 Employee under Grade 1 entitle for 2000 QAR, Under Grade 2-7 entitle for 1500 QAR and Under
Grade 8-13 entitle for 1000 QAR per month.
 Allowance should be discontinued when government entity provides a vehicle mean for the
employee.
 No Transportation Allowance for the number of Days employee is on “Unpaid Leave”.
 Proration for Transport allowance would be, Transportation Allowance as per the old Transportation
Allowance Defined +Transportation Allowance as per the new Transportation Allowance Defined.
 Adjustment for transportation allowance would be, (Transportation Allowance for current Month) -
(Transportation Allowance difference to be deducted for the previous month or the date from which
the change happened)

 Eligibility Criteria: HMC Law :

 A Qatari employee under grade 108-114 entitle for 1500 QAR and Non-Qatari employee under same
grade entitle for 1250 QAR per month.
 Qatari/Non Qatari employee under grade 103-107 entitle for 1000 QAR per month.
 A Qatari employee under Grade 116-119 entitle for 2000 QAR and Non-Qatari employee under same
grade entitle for 1250 QAR per month.
 A Qatari employee under grade 112-115 entitle for 1500 QAR and Non-Qatari employee under same
grade entitle for 1250 QAR.
 Allowance should be discontinued when government entity provides a Vehicle mean for the
employee.
 No Transportation Allowance for the number of Days employee is on “Unpaid Leave”.
 Proration for Transport allowance would be, Transportation Allowance as per the old Transportation
Allowance Defined +Transportation Allowance as per the new Transportation Allowance Defined.

2.5 Supervisor Allowance
 Eligibility Criteria: HR Law :

 A Qatari employee occupying a supervisory position (Ex: Director, Ass director, Head of section) shall
be entitle for a supervisory allowance.
 Employee having position as Director entitle for 3000 QAR, Ass Director 2500 QAR and Head of
section 2000 QAR per month.
 No Supervisor Allowance for the number of Days employee is on “Unpaid Leave”.
 Proration for Supervisor allowance would be, Supervisor Allowance as per the old Supervisor
Allowance Defined + Supervisor Allowance as per the new Supervisor Allowance Defined.
 Adjustment for Supervisor allowance would be, (Supervisor Allowance for current Month) -
(Supervisor Allowance difference to be deducted for the previous month or the date from which the
change happened).

 Eligibility Criteria: HMC Law :

 A Qatari employee occupying a supervisory position (Director, Ass director, head of section) shall be
entitling for a supervisory allowance.
 Employee having position as Chairman, Chief Executive officer, Director of department and executive
Director entitle for 3000 QAR, Deputy/Assistant Director of Department entitle for 2500 QAR and
Head of section, Manager entitle for 2000 QAR.
 No Supervisor Allowance for the number of Days employee is on “Unpaid Leave”.
 Proration for Supervisor allowance would be, Supervisor Allowance as per the old Supervisor
Allowance Defined + Supervisor Allowance as per the new Supervisor Allowance Defined.
 Adjustment for Supervisor allowance would be, (Supervisor Allowance for current Month) -
(Supervisor Allowance difference to be deducted for the previous month or the date from which the
change happened).

 Eligibility Criteria: Medical Attaché :

2.6 Representation Allowance( Not created because it’s a information element and paid through
payable)
 Eligibility Criteria: HR Law :

 All Qatari/Non Qatari employees shall be entitled to receive a representation allowance if he/she was
sent for an official mission outside the state.
 Employee under Grade 1 entitle for 3500 QAR per Diem which include accommodation and if
accommodation given than half of the per diem amount.
 Employee under Grade 2-13 entitle for 2500 QAR per Diem which excludes accommodation and if
accommodation given than half of the per diem amount.
 If employee stays for more than one month and accommodation is not given, he/she will be eligible
for half of the per diem amount(Ex: 2500/2).
 This allowance will be captured in Payroll as Information element because Payables department made
the payment to employees.
 Travel date would be full paid and worked days if accommodation given than half pay for GCC.
 Qatari and Non-Qatari employees under Grade 1-3 eligible for First class ticket, Grade 4-7 business
class, and Grade 8-13 economic class ticket.

 Eligibility Criteria: HMC Law :

 All Qatari/Non Qatari employees shall be entitled to receive a representation allowance if he/she was
sent for an official mission outside the state.
 Employee under grade 116 and above entitle for 3500 QAR and Below the Grade 116 entitle for 2500
QAR which excludes accommodation.
 Incase accommodation is given to employee than he will be paid half of the eligible per diem amount.
 If employee stays for more than one month and accommodation is not given, he/she will be eligible
for half of the per diem amount per day(Ex: 2500/2).
 Qatari employee under Grade 114 and above First class, Grade 108-113 Business Class, Other
Economic class For Qatari.
 Non-Qatari employee under Grade 119-115 gets Business class and other gets Economic class.
 Travel date would be full paid and worked days if accommodation given than half pay for GCC.

 Eligibility Criteria: Medical Attach :

 Qatari employees shall be entitled to receive a representation allowance if he/she was sent for an
official mission outside the state.
 Employee under Grade 1 entitle for 3500 QAR per diem which excludes accommodation.
 Employee under Grade 2-7 entitle for 2500 QAR per Diem which excludes accommodation.
 Incase accommodation is given to employee than he will be paid half of the eligible per diem amount.
 If employee stays for more than one month and accommodation is not given, he/she will be eligible
for half of the per diem amount(Ex: 2500/2).
 Two days for GCC and Four days for other country. In case of America, Australia, NZ and Japan 6
days as travel day and will be paid as full per diem.

2.7 Overtime Allowance
 Eligibility Criteria: HR Law :

 All Qatari/non-Qatari employees shall be entitled for an overtime allowance for the extra working
hours.
 Employee can be paid overtime allowance provided that it has to approve from minister of health.
 During ordinary working days one hour is equals to one hour and fifteen minutes(1.25) and during
public holidays (including Weekend, all public holidays) extra one hour equals to one hour and half
(1.50).
 Maximum extra hours of work shall be three hours for ordinary working holiday and eight hours for
public holiday.
 For Qatari under employment grade Overtime allowance shall not exceed 40% of the basic salary and
shall not go beyond the amount for 7000 QAR per month.
 For non-Qatari Overtime allowance shall not exceed 20% of the basic salary and shall not go beyond
the amount for 5000 QAR per month.
 All Calculation will be based on Basic salary.(30 days month)

2.11 Leave Encashment

 HR law employees can take half of leave eligibility (50%) as leave Encashment in a financial Year and
can request one time in a year at the end of the year.
 For HR Law, it is sum of all the allowances except personal vehicle allowance.

2.13 School Fees Reimbursement Allowance

 Non-Qatari employees in HMC law and on grade 112 and above and on overseas contract are eligible
for School Fees reimbursement of 21000 QAR per year per child.
 Qatari employees Under Grade 112 and above in HMC law shall be entitled to the school fees for three
of his/her children with a maximum of QAR 21,000 for each child per academic year.
 Non-Qatari Under Grade 112 and above employee in HMC Law shall be entitled to the school fees for
maximum 3 of his children with a maximum of 21000 QAR per each of them in a year and whose age
should be in between 5 to 18 years.
 If the employee is female Qatari and her child is non-Qatari, then eligible amount for school fee
reimbursement is QAR 21, 000 per year. It has to be prorating from the date of Academic year.
 Female Non Qatari, The child must be under her sponsorship. It should give an error message if it is
already paid in the current year.
 Incase her husband is getting the same benefit from his organization then female employee will not
get the allowance.

2.14 Air fare allowance
 Eligibility Criteria: HR Law :

 Only Non-Qatari employee under Grade 1-7 is eligible for air fare allowance and if he/she is hired as
Overseas Contract also eligible. Local contract employee not eligible.
 For non-Qatari employees ticket will be given only to employee, spouse and three children till the age
of 18 years.
 Only Overseas contract and special contract employee eligible for air fare allowance provided that, if
during the recruitment allowance is included in salary. Special contract employees are given the air
fare allowance during recruitment than they will be eligible for the same else only overseas contract
employee will be eligible.
 After completion of probation period employee can apply for air tickets. To get the air ticket he/she
has to apply for only Annual Leave.
 Employee belongs to craft and labor contract jobs are eligible for only one air ticket once in every two
years provided that he/she has to apply for only annual leave.

 A Qatari employee whose government entity provides him/her with unfurnished accommodation
shall be entitled for it.
 Married employee under grade 1 will be paid 50000 QAR as furniture allowance and single employee
under same grade will be paid 30000 QAR once in a service period.
 Married employees under grade 2-7 are paid 40000 QAR as furniture allowance and single employee
under same grade are paid 28000 QAR once in a complete service period.
 Married employee under grade 8-13 is paid 30000 QAR as furniture allowance and single employee
under same grade will be paid 21000 QAR once in a complete service period.
 Non-Qatari employees are eligible if it is included in the contract else not eligible.
 Furniture allowance valid up to 4 years from the start date of allowance. Each year 25% of allowance
amount will be depreciated and deducted the same depreciation amount during EOS of the employee

2.19 Acting Allowance

 Acting allowance is paid for the period of Acting Job.
 Internal employee if belongs to supervisor category job and also assign to acting job are given
supervisor allowance and supervisor acting allowance.
 Internal employee, acting allowance can be 1 year and maximum 3 years with renewing each year.
 Internal employee of SCH gets 25% of basic as acting allowance which should not exceed more than
2000 QAR per month. If it exceeds, only 2000 QAR per month will be paid. If it does not exceed only
the 25% of basic is paid.
 External employee will be paid maximum 5000 QAR per month as acting allowance. They will not be
eligible for Basic, Social and Housing allowance as it will be given by his/her entity.
 External employee has to provide approved pay slip from his/her entity to SCH. 25% on basic will be
given as acting allowance to employee and should not exceeds 5000 QAR per month.

2.23 Leave Advance Pay Allowance
 Eligibility Criteria: HR Law :

 All the employees belong to HR Law are eligible for leave advance pay allowance.
 Both Qatari and Non-Qatari employee’s eligible after the completion of probation period.
 Advance leave is only paid when applied for at least 15 days of annual leave.

 Eligibility Criteria: HMC Law :

 All the employees belong to HMC Law are eligible for leave advance pay allowance.
 Qatari employee need to complete 1 year and Non-Qatari employee need to complete 3 years of
service period to be applicable for applying the leave advance allowance.
 Minimum of 15 days annual leave has to apply to requesting for Leave advance.
 Scenario: If employee has applied for leave advance of 15 days in the month of sept 2015 and he is
going on leave from Nov 15th 2015 than he will be paid October and November salary in October
payroll.
 For Non-Qataris under HMC who have not completed 3 years of service, the advance given is for the
days worked in the month provided they have worked for 15 or more days in the month. Their salary
will be stopped till he/she returns from leave.

2.30 Shift Allowance

 Eligibility Criteria: HR Law:

 HR Law Qatari and Non-Qatari employees under G1-13 eligible for shift allowance.
 For Qatari and Non-Qatari employees the calculation for shift allowance under G 1-7 would be
(Number of days*55).
 For Qatari and Non-Qatari employees the calculation for shift allowance under G 8-13 would be
(Number of days*25)

3. Deduction

3.1 Pension Employee Contribution

 Eligibility Criteria: HR/HMC Law and Medical Attaché:

 Qatari Employees contribute 5% of Basic Salary and 5% of Social Allowance.


 UAE employees contribute 10% of Basic and 20% of Housing Allowance.
 Kuwaiti Employees contribute 8.5% of Basic and 18.5 % of all other recurring Allowances.
 Saudi Employees contribute 9% of Basic.
 Omani Employees contribute ( 7 % of Basic and 7% of 75% of Housing allowance)
 Bahrain employees contribute 11 % of Basic Salary.
 Pension employee contribution should be calculated as zero if basic salary pay value is zero.
 If Qatari employee promotion happened and basic salary is increased than increased basic salary of
5% will be deducted and deduct as retro.
 For Qatari Employees the deduction starts from the date of joining .For GCC employees the deduction
will start after the approval from pension authority. In case of delayed in approval the same number
of delayed days will calculate and deduct as retro.
 If employee social allowances changed than 5% of increased social allowance will be deducted from
Qatari employee and deducted as Retro for.

 For Saudi Employees, SCH contribute 9% of Basic Salary.
 For Omani Employees, SCH contribute 10 % of Basic Salary.
 For Bahrain employees, SCH contribute 10 % of Basic Salary.
 Pension employee contribution should be calculated as zero if basic salary pay value is zero.
 If employee promotion happened and basic salary is increased than 10% of increased basic salary will
be paid by SCH and paid as Retro.
 If employee social allowances changed than 10% of increased social allowance will be paid by SCH
and paid as Retro.

3.3 Disciplinary Deduction
 Eligibility Criteria: HR/HMC Law:

 Disciplinary day’s deduction is used to process deduction from employee salary for disciplinary
action provided approval has to be given by ASG Admin Affairs.
 Disciplinary deduction for first time violation of rule, If it is in between 1 to 15 days, one day basic
salary will be deducted from employee salary. The maximum day’s deduction should not be more
than 15 days in a year.
 Accumulated days should not be more than 45 days in a year.

3.4 Air Fare Deduction
 Eligibility Criteria: HR Law :

 The fare limit should not be more than 500 QAR. In case employee spends more than the eligible
amount, the extra amount will not be reimbursed from the company.
 Labor contract employee eligible for one ticket in every two years of service.
 If employee does not avail the air ticket in particular year, same air ticket will not be carry forward to
next year.

 Eligibility Criteria: HMC Law :

 Maximum number of annual ticket carry forward would be once. From second year, ticket will not be
carry forward.
 G115-119 eligible for Business class and G114 and above eligible for Economic class.

 Employee can reimburse the amount which is been spend on their child during High school.
 Employee has to submit the required document while request for reimbursement.
 Fixed 150000 QAR are given to employee if his/her child study in University and can be reimbursing
the amount with complete document.
 Son/Daughter should not be sponsored by any entity or any financial organization. If children
continually failed in the exam for second time than employee will not get the education
reimbursement amount.

3.6 Family Court maintenance Deductions

 Eligibility Criteria: HR Law/HMC Law/Medical Attaché :

 This deduction is applicable for Qatari/Non Qatar employees under the entire employee category.
 A letter will be sending from court to SCH. A fixed amount will be decided by court and the same
amount will be deducted from the employee salary.
 The deduction will continue till SCH receives the second letter from the court.
 The deduction can be done as arrears, For Ex: SCH received the letter in the month of November but
in court letter it has mentioned from August than previous months deduction will be made as arrears.
 There will be an Open amount and all the balances will be maintained.
 The report will be sending to Court from SCH HR.

3.7 Court Justice maintenance Deductions

 Eligibility Criteria: HR Law/HMC Law/Medical Attaché :

 This deduction is applicable for Qatari/Non Qatar employees under the entire employee category.
 A letter will be sending from Court to SCH mentioning the Total amount.
 Maximum of 25% from basic will be deducted every month till it reaches the total amount.
 The deduction can be done as arrears, For Ex: SCH received the letter in the month of November but
in court letter it has mentioned from August than previous months deduction will be made as arrears.
 The recovery will be automatically stop once it reaches the Total amount.
 The report will be sending to Court from SCH HR.

4. Loans

4.1 Car Loan

 Eligibility Criteria: HMC/HR Law and Medical Attaché:

 All the employees in HMC law and HR law Qatari and Non-Qatari are eligible for Car loan.
 Qatari Employee under HR law can take 5 times of Basic salary and not less than 25000 QAR.
 Only employee under Medical Attaché 100000 QAR given as Car loan but while disbursing the loan
25% of loan amount will be deducted and remaining amount will be given as loan. Employee can pay
the loan in maximum of 48 months installments.
 Qatari can take any number of times for any types of loans, but max 2 loans at a time.
 Non-Qatari employee can be taken the car loan any time but should complete the installment of
previous one.
 Employees can request for change in number of installment at any point while they are repaying the
loan.
 The balance car loan amount is recovered as part of full and final settlement when employee leaves the
organization.
 The loan is recovered over a period of 4 years and employees can choose to repay in installment from
1 to 48.
 HMC law non-Qatari employee needs a sponsor for applying the car loan.
 A non-Qatari employee under HMC law eligibility amount is lower of 50,000 or (higher of 25,000 or 5
times basic).

4.2 Marriage Loan

 Eligibility Criteria: HMC/HR Law and Medical Attaché:

 Only Qatari male and female employees in HR/HMC law are eligible for Marriage Loan.
 All HR/HMC law employees are eligible for fixed 50000 QAR as marriage loan.
 Employees on probation period are not eligible for this loan.
 Marriage certificate needs to be provided as document for availing marriage loan.
 The loan is recovered over a period of 4 years and employees can choose to repay in instalments from
1 to 48.
 Employees can request for change in number instalment at any point while they are repaying the loan.
 Employees can apply for only one Marriage loans in the complete service period.
 The balance Marriage loan amount is recovered as part of full and final settlement when employee
leaves the Organization.
 Employee can’t apply for marriage loan if there are 2 active loans exist.

4.3 Personal Loan

 All the employees in HMC law and HR Law Qatari are eligible for Personal Loan.
 Personal loan can be applied any number of time for Qatari.
 Employees can request for change in number of installment at any point while they are repaying the
loan.
 The balance personal loan amount is recovered as part of full and final settlement when employee
leaves the organization.
 The loan is recovered over a period of 4 years and employees can choose to repay in installment from
1 to 48.

 A Qatari employee under HMC law eligibility amount is lower of 50,000 or (higher of higher of 25,000
or 5 times basic).

4.4 End of Service Benefit (EOS)

 Eligibility Criteria: HR/HMC Law :

 EOS is applicable only for the HR/HMC Non Qatari employees.


 Only basic salary will be paid and it should be as per the last basic salary amount during the EOS.
 All the Leave of absent amount will be deducted from the EOS.
 In case of unpaid leave, maximum of one year approved unpaid leave will be consider and given to
employees during his/her EOS.
 HMC Law employees are not eligible for EOS if the service period is less than 3 years.
 HR Law employees are not eligible for EOS if the service period is less than 1 years.
 Maximum of 10 year service period is considered for EOS for an employee and amount will be paid as
per the last Basic salary.
