Background, Two focuss of this research is a patronage and recruitment of
bureaucracy. First, a patronage is a vertical dyadic, i.e, an alliance between one person who is superior which is called a patron to the the inferior person which called clients. a patronage is based on distribution of interest, which always there unequality of distribution. And second, recruitment is a selection process to search a new member or employee for some occupy in an organization or office. Based on definition of patronage and recruitment this study wants to analyse how the patronage concept used by governor for recruitment of bureaucracy in local government. cause in this study wiil look the recruitment not only process selection for a new member but also for a new client in patronage. A new governor will be a patron for bureaucracy and the recruitment is the instrument of patron to selected the new clients in bureaucracy. For the cases, In Indonesia there are law of number 5 in 2014 in the legislation of republic Indonesia which give the decentralization of authority to the leader in the local government to get the authority in making appointments for the local bureaucracy. So, based on that law means that the governor has the legality to exercise the patronage concept in the bureaucracy recruitment to choose the new client in the local government. The purpose of this research is to analyze the role of governor (leader of local government) in the process of recruitment in local structural officers and also to analyze the pattern of recruitment system structural officer in the provincial government of South Borneo. Methods, This study will use a qualitative approach, because this study want to get a deeper analyses for the role of governor and the pattern of recruitment system in local bureaucracy. The subject of research is governor (leader of local government) of South Borneo and for the object research is the bureaucracy of structural officials in the governmental of South Borneo. This study will use three data collection technique such as observation, interview, and literature study. For observation, this study will observe the province governmental officer especially in staffing instance. for the interview, there are four informan such as the head of local staffing instances, the governor, some of the public officer in the bureaucracy, and also for the recruitment system, the informan are the selection team especially from the academic background. And the literature study, for all of study about patronage, bureaucracy, politics, and the recruitment. The results, there are sixth findings of this research which related to patronage and bureaucracy recruitment. The first finding is a strong role of Governor by rule of law will create a patronage system in political bureaucracy especially in the recruitment process of structural officials in South borneo provincial government. Second, when Sahbirin Noor as a governor of South Borneo got the authority by rule of law in making appointments for local bureaucracy means that governor as a legitimate patron in local bureaucracy. Third, a patronage not just for to see the relation between governor and bureaucracy but patronage as the gate to began the relation between governor and local bureaucracy especially for new governor for their new period to ruled. Fourth, the reformation and recruitment of bureaucracy as an instrument by governor to selecting the new clients in bureaucracy. Fifth, the result of recruitment system are dominate by merit system but also there are several candidates which selected by patronage system. And sixth, this research has found that the recruitment system of bureaucracy in south borneo governmental used mixed system between Patronage System and the Merit System from the the process till the result of recruitment structural officials government in South Borneo.
