Dear Ms. Goldschmiat
‘Thank you for your leter dated January 31, 2018, regarding the 2018-2019 North
‘Shore surt applications and calendar. In your letter, you outline the requests for changes to
your permit applications.
| understand that you are new to the World Surf League, but the organization has
been doing business in Hawaii for decades, and your local representatives are
knowiedgeable and experienced in honoring the competive process. AAs you know, the high
‘quaity of suf in Hawaii during the winter season isthe reason we have so many
‘organizations applying for the same beaches at the same time period. As such, we have a
process in place in order to make a seleton that i fair and systematic, and to ensure that
‘everyone is treated equally
| reviewed the variances you are requesting and | am unable to accommodate WSL
for the following reasons:
‘+ As Mayor, Ido not have the authority to grant variances during the competitive
process. 't is the applicant's resronsibilty to be aware of deadlines and to make
‘whatever changes are needed. In addition, the department must take into
‘consideration that other applicants have applied for the same location and time
period. All the applications are reviewed and scored. It's unfair to hand-selact WSL.
{a the permit awardee prematuraly, witn no consideration to the other applicants, and
to allow WSL to change the contenis of the application, while the process is on-going
‘+ You've stated that you've been talking tothe department about these changes for
about a year. If so, you had ampse time to include these variances in your original
pplication which were due in August 2017. In addition, as is the case every year, the
department allows changes to the application, and this past year the deadline for
those changes was November 9,2017. All applicant, including WSL, were
reminded in witing ofthis deadiire in October 2017.Ms, Goldschmidt

Please know thatthe Cty fully appreciates the economie spending the WSL brings to
the islands, but as I've stated, this is an Issue about faimess, not about money. You have
Stated that the changes ere minor, and if this is truly the case, we are perplexed that you
would jeopardize your relationship to Hawaii on a minor change. | sincerely hope the WSL
will continue to hold events in Hawa the bithplace of the spor of suring. We encourage
You to consider implementing the changes for the next application period in late summer
2018, for tne 2019/2020 winter surt season
