SECTION C – PART 1 GENERAL SPECIFICATION
GENERAL SPECIFICATION
A. The Works shall be executed in accordance with the following latest Government
Specifications, Regulations, Notices and Circulars:
B. The Contractor shall be deemed to have his own copy of the Government
specifications, regulations, notices and circulars given at (a) to (v) above.
C. These Government specifications, regulations, notices and circulars are amended and
complemented by "Part 2 - Project Specification" as detailed hereafter.
D. In the case of any ambiguity or discrepancy the provisions of the Project Specification
shall prevail over the provisions of the Government published specifications.
E. The Contractor shall contact the Survey Section of the Ministry of Municipal Affairs and
Agriculture for prior earthwork or other works to determine if the work is likely to disturb
survey marks. If Survey Section require a survey mark to be moved the Contractor will
be responsible for recreating the survey mark to an approved design and specification,
and for resurveying the point using survey companies approved by the Survey Section.
F. The Contractor shall be responsible for the protection of the Survey marks, within the
boundaries of the site, for the duration of the contract period, and shall be liable for all
costs of any remedial work required of the Survey Section.
G. On the practical completion of the work, the Survey Section will issue a certificate
stating that all survey marks, whether disturbed or otherwise, by the Contractor have
been reinstated or protected to the satisfaction of the Survey Section.
H. In the event of failure to comply with the requirements of the above Clause PWA,
without prejudice to any other rights and privileges and method of recovery, may
deduct the costs of any remedial work after the practical completion date, carried out
by Survey Section from any monies due or which become due to the Contractor.
I Where any Standard Publication, Specification, Regulation, Notice, and the like or
any correspondence refers to a Government Ministry, Department, Division, Section,
and the like it will be deemed to be the same as any successor Ministry, Department,
Division, Section, and the like which has or may subsequently be officially promulgated
by the Government of the State of Qatar
The Contractor shall arrange to obtain following Clearance Certificates from the
appropriate authorities upon completion of the works:
1. Municipality Backfill Excavation Certificate – to certify that the site has been cleared
of all debris.
2. CGIS Survey Clearance Certificate – to certify that all the survey control stations are
undisturbed.
3. Land Information Centre Clearance – to certify that all street name boards and signs
are in satisfactory condition.
Upon approval from Engineer’s representative on any road closure for the purpose of
carrying out the works of PWA, the Contractor shall place a sufficient notification to
the general public in local newspapers both in Arabic and English languages at least
one (1) week prior to the road closure. The contents of the notification shall be
approved by the Engineer and the extent shall not be less than a quarter of the
standard size page of a reputed local newspaper. In order to evident the notification
the contractor shall submit to the Engineer a copy as appeared on the newspaper on
the same day of the notification.
The Contractor shall obtain a photographic and video record showing the progress of
the works in every month, and / or as necessary, in order to provide sufficient visual
evidence of the progress and to record the specialized events features of the works or
other matters of interest in connection with the works or other matters of interest in
connection with the works or their surroundings of the project. Such media
documentation shall be submitted to the Engineer in the form of an accepted media
document as a complete package at the completion of the project.

SECTION C – PART 2 PROJECT SPECIFICATION
1. SECTION 1 – GENERAL
1.1 Qatar Construction Specification
All work to be executed under this Contract shall be carried out in accordance with the Qatar
National Construction Standards (QCS 2010) issued under Memorandum from the Ministry of
Environment and all subsequent revisions and addenda prior to the date of the
announcement inviting Tenderers.
Due to the open nature of above works, individual Work Orders shall be issued by the
Engineer from time to time which shall follow this BOQ and the rates and the both parties
should agree reasonable time period for completion of such works within the Contract
period and failing to meet these independent agreed completion periods will invite Penalties
as mentioned in Appendix A - Form of Tender, which will be applied individually and no
consideration will be given for the total duration of Contract while applying penalties for
delay.
Reinstatement Works
o Reinstatement works shall be carried out in accordance with the Amendment to the
Code of Practice and Specification for Road Openings in the highway. (May-2013
edition) – Refer attached document from Roads O & M Dept.
o As per the latest amendment, an additional layer of Base Course with a minimum
width of 1meter shall be laid as shown in the code of practice, also all backfill
materials within 1 meter from the finished road level shall be Concrete SRC 20 or
FTB – Fluidized Thermal Backfill (5N/mm2) {up to the bottom of the Base Course}.
o Phase-2 reinstatement is compulsory for all house connection jobs and shall be
completed immediately and shall not be more than 28 days after the completion of
the works and opening the road for traffic.
Works shall be issued as Work Orders and each work order may consist of either
one house connection or more than one, depending on the scope and extent of
works involved in each connection.
Every Work Order shall have a start and completion date and the contractor has to
complete it within the specified period.
The scope and extent of works forming in this contract is based on anticipated
House Connection Requests and subsequent survey drawings. (Approximately 60
Nos.)
Total number of connections mentioned above is only indicative which may vary
according to the scope of works involved in each house connection.
Co- ordinates shall be provided for Manhole No. 1 and all new manholes from an
approved Survey company.
2.1 Specifications
(1) The Tenderer is to note that all the specifications stated in the Tender document are to be
considered the minimum specifications and requirements required.
(2) All the Works to be executed under this Contract shall be carried out in accordance with
the QCS2014 amplified or amended by the Project Specifications of the Tender document
and reinstatement works shall be carried out in accordance with the Amendment to the
Code of Practice and Specification for Road Openings in the highway (May-2013 edition) –
Refer attached document from Roads O & M Dept.
(3) This section “Project Particular Specifications” shall be read in conjunction with the Tender
Document “Drawings and Reference Documents” which shall be read as part of the
“Project Specific Requirements and Specifications”.
