1.0 Introduction
Indian major carps (IMC) and exotic carps (silver carp, grass carp and
common carp) form the mainstay of Indian freshwater aquaculture and
contribute over 90 percent of the total fresh water aquaculture
production. Besides the IMC and exotic carps, there are several other fast
growing species, which include minor carps (Labeo calbasu, L. bata),
catfishes (singhi, magur) and murrels Channa species) that can also be
cultured as the demand for such fish species is high in certain areas of the
country.
About 2.41 million hectares of water bodies are available for freshwater
aquaculture in the country, of which the majority area falls under tropical
warm water conditions and is amenable for increasing production and
productivity levels to about 5 tonnes/ ha/ annum. With better inputs in
terms of seeds, feed and fertilizers, it may be possible to bring in about 8
lakh hectares under intensive aquaculture, in a span of 5-6 years. Through
adequate forward and backward linkages, another 50 000 hectares of
new area can also be brought under the fold of intensive aquaculture.
Such linkages will inter alia require availability of quality fish seed and
capacity augmentation of farmers and entrepreneurs to take up scientific
methods of fish farming and modern and efficient means of cold chain to
market fish in safe and hygienic conditions.
The NFDB will assist the following five components to support intensive
aquaculture in ponds and tanks:
2.1.1 Introduction
The unit cost for renovation/ repair of one hectare (water spread
area) existing fresh water tank/ pond has been estimated as Rs
30,000/Ha-. Farmers who wish to avail bank loan or who wish to
invest on their own be provided with a subsidy not exceeding 20
percent of the unit cost (Rs.6,000/Ha) for all farmers except SCs/STs
& NE States for whom it will be 25% of the unit cost (7,500/ha).
2.2.1 Introduction
The following criteria will be used to select farmers that would enable
coverage of 50 percent of the estimated 50,000 hectares for subsidy
to take up intensive aquaculture in new ponds and tanks:
The unit cost for development of one hectare (water spread area)
new pond for aquaculture in plain areas has been estimated as Rs
2,00,000/Ha. Farmers who wish to avail bank loan or who have
invested on their own shall be provided with a subsidy of 20 percent
of the unit cost i.e. Rs 40,000/Ha for all farmers except SCs/STs and &
NE States for whom it will be 25% of the unit cost (Rs.50,000/Ha).
2.3.1 Introduction
The support towards first year inputs will be available for one time to
farmers, those who have availed assistance for
construction/renovation ponds/tanks.
2.3.3 Unit cost (input cost)*
The unit cost for first-year inputs has been estimated as Rs. 60,000/Ha
for both categories of farmers i.e. construction ponds and tanks/
renovation of ponds and tanks. Farmers who would have availed
bank loan/ invested on their own shall be provided with a subsidy of
20% of the unit cost i.e., Rs.12,000/Ha except SCs/STs & NE States for
whom it will be @ 25% of the unit cost (Rs. 15,000/ha.).
The unit cost for first-year inputs for fresh water prawn culture has
been estimated as Rs. 1,20,000/- per ha. Farmers who would have
availed bank loan / invested on their own shall be provided with a
subsidy of 20% of the unit cost i.e., Rs. 24,000/Ha, except SCs/STs &
North East States for whom it will be @ 25% of the unit cost (Rs.
30,000/Ha).
2.4.1 Introduction
2.5.1 Introduction:
The unit cost of each fish seed rearing unit (2.5 acres) with a
production capacity of about 2.50 lakhs fingerlings (from 40 lakhs
spawn/ 16.00 lakhs fry) has been estimated as Rs 3.00 lakhs per
hectare only. The entrepreneur/ farmer shall be eligible for subsidy
of 20% on the unit cost, subject to a maximum of Rs 60,000 per
individual and for SCs/STs & North East States for whom it will be @
25% i.e. Rs.75,000/Ha. The subsidy provided to the entrepreneur/
farmer shall be back-ended.
2.5.1 Introduction
The support towards first year inputs will be available one time to
farmers those who undertake construction/renovation of fish seed
rearing unit from fry to fingerlings under NFDB program.
The unit cost for first-year inputs has been estimated as Rs. 60000/Ha
farmers those who undertake construction/renovation of fish seed
rearing unit from fry to fingerlings under NFDB program. Farmers who
would have availed bank loan/ or who have invested on their own
shall be provided with a subsidy of 20% of the unit cost i.e., Rs.12,000
/Ha except SCs/STs & NE States for whom it will be @ 25% i.e.
Rs.15000/Ha.
2.6.1 Introduction
The unit cost includes a standard training period of ten (10) days
and the following activities shall be funded under the programme:
(b) In case the State Government does not posses its own facility
which can be used for training/ demonstration, it would be eligible
to develop the facility by taking a village Panchayat pond or tank
on lease for undertaking training/ demonstration and for the
purpose a one-time grant of Rs Fifty thousand only (Rs 50 000) shall
be available for making payment towards lease amount and
development of the facility for imparting training/ demonstration.
The lease shall be for a minimum period of five (5) years and the
water spread area should be a minimum of 0.5 ha or more.
(c) In the absence of (a) and (b) above, the State Government
may engage the pond(s) of a private farmer for which an amount
to Rs 5 000 per training programme shall be made available as fee
for hiring the facility.
Application forms at Sl. Nos. (i) to (iv) above shall be filled up by the
applicant and counter signed by the Implementing Agency. However, the
application form at Sl. No. (v) prescribed for training and demonstration
shall be filled up by the Implementing Agency and submitted to the NFDB
for consideration of release of funds. If the implementing agency is Non-
Government Organization, the application must be routed through the
Commissioner/Director of Fisheries of the state concerned.
