O R D E R:

In the D.O. Letter 1st read above, the Finance (SMPC) Department have given
clearance for filling up of certain vacancies in Government Departments including
507 Civil Assistant Surgeon posts and 25 Dental Assistant Surgeon posts under the
control of Director of Health by direct recruitment by following the due
procedure.

2. In the Government Memo 2 read above, the Director of Health was
requested to take necessary action for filling up of the vacancies under his control by
Direct Recruitment by following due procedure and guidelines issued in the D.O.

letter 1 read above.

3. In the letter 3rd read above, the Director of Health has informed that with
reference to the instructions issued in the Government Memo 2nd read above, a
notification along with the guidelines has been issued inviting applications from the
eligible candidates for filling up of 507 posts of Civil Assistant Surgeon and 25 posts
of Dental Assistant Surgeon in AP Medical & Health Services by direct recruitment.

4. The Director of Health has requested to ratify the action taken in notifying the
above vacancies.

5. The Director of Health has also requested to issue certain amendments to the
guidelines issued along with notification.

6. After careful examination of the circumstances reported by the Director of


Health in the Letter 3rd read above, the Government hereby ratify the action taken by
the Director of Health in issuing Notification No.1/2008 along with the guidelines
for filling up of the vacancies of 507 posts of Civil Assistant Surgeon and 25 posts
of Dental Assistant Surgeon in AP Medical & Health Services by direct recruitment.

7. The Government also order following amendments to the guidelines already


issued by the Director of Health along with Notification No. 1/2008:-
(1) The last date of receipt of applications shall be taken as the cut-off date
for awarding weightage marks. Weightage marks will be awarded to
the contract doctors even though they are not continuing in service as on
cut-off date, if they have put in six months of service.
(2) Service will be counted at 6 monthly periods for awarding weightage
marks, and 7 ½, 6 and 5 marks will be awarded for every six months
period of contract service in Tribal, Rural and Urban Areas respectively.
No weightage will be given for the contract service rendered for less than
six months. Total contract service rendered in different spells will be
counted for awarding weightage marks. The maximum weightage of 45
marks prescribed in the Notification No.1/2008 issued by the Director of
Health, AP, Hyderabad for recruitment to the posts of Civil Assistant
Surgeons and Dental Assistant Surgeons in Andhra Pradesh Medical and
Health Services by following the earlier guidelines issued in G.O. Ms.
No.43, HM & FW (B2) Department, dated 25.2.2005 shall be retained.
(3) Maximum of 5 days grace period will be allowed uniformly in the cases
where the candidates fall short of eligible contract service for awarding
weightage marks irrespective of the length of service put in by the
candidates i.e. 6 months, 12 months, 18 months etc.
(4) Zone will be decided on the basis of location of the Institutions.
(5) No disincentive or minus marks for failures in the MBBS / BDS
examination.
(6) No weightage marks will be awarded for waiting period after completing
MBBS / BDS Course.
(7) The contract service rendered at any State Government Medical &
Health institution will be considered for awarding weightage marks.

8. The Director of Health, AP, Hyderabad shall take necessary action


accordingly.
