1 Project Brief
National Highway Authority (NHA) announced the Dualization of Rawalpindi - Kahuta
Road including 4-Lane Bridge over Sihala Railway Pass, Sihala Bypass & Kahuta Bypass
PACKAGE - I - Km 0+000- Km 16+500 (Trikiyan)Project at Rawalpindi.
2 Scope Of Work
NHA requires Contractor for the Construction of Approximately 16.5 Km of Asphalt Road
along with construction of Bypasses and Allied Structures.
3 Organization Chart
Refer attachment Echo West International Pvt. Ltd. (EWI) Organization Chart attached as
Annexure.
4 Project Schedule
Refer Proposed Construction Schedule attached as Annexure.
An asphalt concrete trial mix for base course /wearing course will be prepared under
direct supervision of the Engineer. All necessary Marshall Stability and Flow tests
and required Asphalt Content by weight in the total mix will be determined and
submitted for approval of the Engineer.
Samples of asphalt concrete will be taken from the work front according to AASHTO
tests procedures. Following major tests will be carried out at-least once a day.
Percentage of asphalt content in total mix by asphalt extraction test.
Grading of total mix & its comparison with design mix formula.
100 mm diameter standard cylinders will be cast and tested for stability and flow
of asphalt concrete according to Marshall test method.
Air voids content determination.
Density of asphalt concrete
Cores will also be cut off and on from the site for final confirmation of the
properties of asphalt concrete laid in place.

Equipment Preparation:
Transportation equipment: 1 Light Truck
Heating Equipment: 1 Hot Melt Kettle
Road Marking Equipment: 1 Hot Melt Pain Marking Machine
Other Equipment: Generator, Liquid Gas Storage Tank, Rope, Tape, Broom,
Spade, Glove, Chalk etc.
Material Preparation:
The manufacturer certificate and test report for the paint will be provided after it
reaches the site.
Heat melt marking paint should be stored in hermetic two-layer packing bags.
The paint shall be protected from sunburn and rain when transportation and
storing.
Pay attention to damp proof when storing the paints, and avoid putting directly
on the concrete or mud ground, keep ventilation, keep away from fire and
protect from sunburn. On the construction site for outdoor storage, coat with
waterproof cloth and put into use as soon as possible.
2. Process:
Construction preparation – Setting out – Road Cleaning – Pre-marking – Road
marking – Modification and Approval
3. Construction Method
Construction Preparation:
Road marking construction shall only be carried out in no case less than 48 hours
after the second surface dressing is fully compressed. Road marking material shall
not be applied to damp surface or when the relative humidity exceeds 80% or at
temperatures lower than 10 oC, or when, in opinion of the Engineer, wind strength is
such that it may adversely affect the road marking operations.
4. Setting Out:
Mark the center point every 20m for straight lines, and 10m for curved lines Pedestrian
line, parking line, give-way line should be marked in compliance with the design drawing,
and then check whether it is in harmony with the whole road and adjust accordingly. The
centerline shall be put in place and the design road width shall be accurately set out as
shown on the approved drawings.
5. Road Cleaning:
This exercise is usually before commencement of works but normally done together or
after pre-marking. It shall be done by cleaning equipment which includes: blower, water

tank, tractor broom, compressor etc. the road surface shall be very dry and clean and
without sand, mud, dust etc.
6. Pre-marking:
This is the first stage of road-marking where the surveyor inspects the road to ensure
that the road sketch plan tallies with the physical road based on the marking points,
draw the centerline with long rope and make sure the rope is tensioning, the people
treading on the rope should not move randomly to avoid the line out of shape. Pre-
marking line shall be painted discontinuously every 100mm and 1000mm intervals.
7. Road Marking:
Road cleaning shall be done when it is necessary and the pre-marking line shall be
solidified prior to road marking construction.
The paint shall be heated into very high temperature before being applied on the road to
ensure that once it is applied on the road surface, the heat is enough to penetrate on the
road permanently.
The said paint is carefully mixed with glass beads to make sure that the paint reflects at
night and any other atrocious weather. Road marking is done by a modern sensitive
road-marking machine. Adjust the scaleplate to target at the approved pre-marking line
firstly before the activity being carried out. The construction speed shall be properly
adjusted according to the viscosity of paint and the coarse condition of the road surface.
Check the reflective glass beads to make sure it is well-proportioned and proper usage at
any time.
9. Spray Rate:
The thermo-plastic road marking material shall consist of light colored aggregate,
pigment and extender bound together with resin, elasticized with oil as necessary, in
approximately the following proportions:
Aggregate, Including Ballotini Beads: 60%
Pigment and Extender: 20%
Binder: 20%
Road marking paid shall be applied at nominal rate of 0.42 litre / m 2 or as directed by the
Engineer. The rate of application of the beads shall be 300-400 g/m 2 of paint or such
other rate as the Engineer may direct.

5.3 Test Pile
Prior to actual piling work execution the “Test Pile” has to be bored and pile to be
concreted and left for curing purpose. The test loads shall be applied and the testing
of pile process shall be carried out. The required data shall be jointly recorded and
after review the Engineer shall ascertain the ‘Pile depth’ to be bored and casted along
with to design the work in scope.
The Contractor’s Survey Team shall adopt these handed over data and use for his all
project survey & setting out work using most sophisticated and calibrated survey
instruments.
The Contractor Survey Team then transfer and make new intermediate Survey Control
Points for it’s required survey & setting out.
Supply & laying of aggregate sub base and base course courses, grading, watering,
rolling and compaction the surface and testing each layer to required density.
The required Asphalt base, wearing courses shall be laid through full length
mechanical paver, rolled through pneumatic road rollers, tandem rollers and etc.
The road marking and road safety signs shall be then installed.
The reinforcement of the pile caps are fixed after cutting loose and left over concrete
pieces/portion at pile top. Formwork is fixed and the concrete to pile caps to be done
through concrete batch plant transporting through transit mixers, pumping the
concrete at the ground with the help of concrete pumps.
5.7 Piers
After the completion of the pile caps the steel reinforcement of the piers are tied and
fixed vertically steel sheeted fair face formwork of the piers gets fixed according to the
workable height, bolted, plumbed and gets concreted through batched and
transported concrete with the help of concrete placement pumps up to the bottom of
the transoms.

5.8 Transoms
Transoms are to be casted at height by fixing steel sheeted fair face forms and the
form work with tubular scaffolding work after fix of formwork. The steel reinforcement
fixing at place. The steel formwork of the four sides are fixed with the forms and rebar
fixed Transom gets concreted with the help of concrete placement pumps at the top of
piers.
In case of cast at place Box Girders the bearing pads shall be installed at the transoms,
prior to the start of the work of cast in place concrete work of the cast in place girders.
The pre casted Box Girders concrete work has to be carried out at the designated
place by the client sufficiently enough to have all such arrangement of fixing
reinforcement steel, Prestressing items such wire strands, cones & etc including
casting of the concrete space located close to the site work, which then after
completion of the curing of the pre casted girders shall be launched with the help of
heavy cranes.
5.10 Prestressing
The prestressing system shall be applied as per defined/ specified multi strand system:
However the contractor may suggest any alternate equipment acceptable multi wire
or multi strand system for the approval to the consultant for prestressing purpose in
consideration to the available steel for prestressing strand (normal relaxation stress)
Classs-1 relaxation.
5.12 Decking
After the launching of concrete Box Girders the form work and the rebar of the Deck
slab shall be carried out and the concrete to the deck slab shall be carried out with the
help of transmit mixers starting and the concrete pump from one end to other.
Approved steel from moulds are prepared and fixed at the required places after fixing
of the rebar.
The concrete work is carried out with the help of Transmit mixer etc.
5.14 Asphalt Concrete for Pavement at the Casted Deck slab and at the Grade
The Asphalt concrete for pavement at the casted deck slab and at the Aggregate
surface of the road at grade shall be carried out at the time, when the concrete to

deck slab portion has been cured. The aggregate surface has been laid, compacted,
rolled and tested from the zero point till the abutment of the road.
The asphalt concrete shall be carried out through Asphalt plant, and shall be layed
with the help of pavers and rollers as specified up.
6 Construction Methodology
EWI divided the whole project into the following activities
1- Mobilization
2- Construction of Diversion Road
3- Construction of Road Works & Bypass.
4- Handing Over of Project
5- Demobilization
6.1 Mobilization
EWI survey team along with Civil Engineer will survey the whole route of proposed
Project at Kashmir Highway.
Based on their report, Project Manager & Construction Manager will decide the
location of Temporary Employer’s/ Engineer’s Offices along with related facilities as
per the contract requirements.

Mentioned plan will be submitted to Resident Incharge at Site & after getting his formal
approval EWI will start execution of Mobilization activities.
This drawing than go to EWI Safety department which will analyze the required
safety measures during, after construction of Road Diversion, during the use of
diversion road to ensure smooth flow of traffic.
2- Proper Signage Boards will be placed before the start of diversion till the end of
diversion. EWI will follow the Guideline of Local Traffic Department in this regards.
Sign Boards will be secured proper to avoids overturning during High Winds.
Proper lighting system will be in placed to illuminate the Signs during night time.
3- EWI will provide soft barication on either sides of the diversion road ends by
means of Plastic Barriers (Water or Sand Filled) towards the start & end of the
Diversion Road
Plastic Cones & Tiger Tape will be used for the remaining areas.
To ensure that Plastic Cone will not fall over road during high wind, sand
bags will be placed at the base of each cone to fix its position.
Flasher Lights will be placed on each alternate Plastic Cone during night time
to indicate the edge of the diversion road.
4- Proper Road Marking will be done at diversion road in order to have better lane
discipline of motorists.
5- EWI will make sure that there will be a Single car park area available at a suitable
distance in case of emergency parking (due to break down of Car etc.) to ensure
the smooth flow of traffic.
6- There will be day & night safety crew will be placed during the use of Diversion
roads as per following details
Day Shift:

Day shift will consist of following Safety Staff
a- Safety Manager
b- Safety Officer
c- Assistant Safety Officer
d- Flag Man – 12 Nos.
e- Safety Worker – 10 Nos.
Night Shift:
During Night Time, Safety crew will make sure that Flasher Lights placed on Plastic
Cones are “ON” along with the Lights of Sign Boards. Flag man will use light beacons
to assist the motorist as required. Night Shift will consist of following Safety Staff
a- Safety Officer
b- Assistant Safety Officer
c- Flag Man – 10 Nos.
d- Safety Workers – 10 Nos.
7- Proper lighting will be provided to illuminate the Road Diversion during Night
time.
8- EWI will make sure that all Heavy Equipment movement will be controlled by
Safety Department.
EWI Safety Department will make sure following before allowing any Heavy
Equipment or Vehicle to be used for this project
a- Vehicle should have proper Registration Document
b- Driver should have License to operator/drive particular Heavy Equipment or
Vehicle
c- Reverse Alarm should be working
d- Safety Induction of Driver & his helper
EWI will submit a detailed drawing having input from EWI Traffic & Road Safety
Department to EWI Project Manager. After successful review & approval from EWI
Project Manager, this drawing will be submitted to Resident Incharge & after
getting his approval, EWI will get required permits from Concerned Traffic/Other
Authorities to start construction of Diversion Road.
8 Demobilization
Three Months Prior to completion of project EWI will submit a detailed Demobilization
Plan which will include following details
a- Demobilization of Employer’s/ Engineer’s Offices
b- Demobilization of Engineer’s lab & all storage yards
c- Removal of all Diversion Roads
d- Clearing of all area used by EWI for offices, Stock Piles, Storage Yards & for
Construction Activities.
