STATUTORY INITIATIVE
SUBMITTED TO SECRETARY OF STATE
BISMARCK, ND ~ Secretary of State Al Jaeger announced today that a proposed petition to
initiate a statutory measure has been submitted to the Secretary of State's office for review and
approval to circulate. The proposed statutory initiative relates to:

‘Attached is a copy of the proposed petition, which contains a list of the 28 sponsoring
committee members, and a time line related to the process.
The Secretary of State and Attorney General have five to seven business days to draft a petition
title. This short and concise statement must fairly represent the measure and must be included
‘on the petition circulated for the signatures of qualified electors. The petition title will be
provided to the sponsoring committee no earlier than Friday, February 9, 2018, nor later than
Tuesday, February 13, 2078.

signatures of qualified electors to place a statutory initiative on the ballot for an upcoming election. It is
related to the establishment of personalized vehicle plates for volunteer emergency responders,
‘According to Section 16.1-01-09 of the North Dakota Century Code (N.D.C.C.), “Upon receipt of a petition
to initiate or refer @ measure, the secretary of state shall draft a short and concise statement that fairty
represents the measure. The statement must be submitted to the attomey general for approval or
disapproval’
‘That section of law further specifies that, “The secretary of state and the attomey general shall complete
their review of a petition in not less than five, nor more than seven, business days, excluding Saturdays.”
Based on the time line stipulated in state law, the review cannot be completed earlier than Friday,
February 9, 2018, nor later than Tuesday, February 13, 2018.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF NORTH DAKOTA:
SECTION 1, A new section to chapter 39-04 of the North Dakota Century Code is created and enacted as follows:
Special vehicle license plates for volunteer emergency responders.
Upon application, the director shall issue red personalized plates to volunteer emergency responders at no initial or
annual cost to the volunteers. Volunteers shall include fire fighters and emergency medical responders. Qualified
applicants are eligible to receive one set of plates. Plates may not be displayed on a vehicle with a registered gross
weight exceeding 20,000 pounds. The first three digits of the plate are the last three digits of the zi code where the
volunteer's department is located. The remaining space may contain up to three characters of the volunteer's choosing,
This plate serves as an entrance pass to all North Dakota state parks. In cooperation with the volunteer organizations, the
