• Hyogo Framework for Action 2005-2015:
– Emphasizes importance of strong local–level setup that will
implement disaster reduction measures
– LGC of 1991 (RA 7160) “… secures general welfare and
provides basic services and facilities to constituents…”

• In response to DILG mandates:


– RA 6975- DILG Act -“formulate plans, policies and programs…”
– RA 9729- Climate Change Act - “facilitate the development and
provision of training program for LGUs on climate change”
– RA 10121-Disaster Risk Reduction Management Act of 2010 –
