Australian Aid to Solomon Islands


Australia has an enduring interest in a stable Solomon Islands, underpinned by
economic growth and viable institutions. Under the Solomon Islands Aid
Position:
Investment Plan, Australia’s aid program in Solomon Islands focuses on three

Solomon Islands Governance Program (Governance Program)
The Governance Program commenced on 1 July 2017 and is a development
initiative funded by the Australian Government.
ARF Classification:

The primary purpose of this long-term role is to support implementation of
the Governance Program. Supporting the Head of Program towork with key
stakeholders to design and implement innovative activities aimed at building
coalitions for reform and creating demand for better governance across
multiple sectors and with various state and non-state actors. The position will
also contribute to program planning, monitoring and reporting and assist the
Head of Program to manage a team of international technical advisers, as well
as locally engaged program management and support officers.

This position will be remunerated in line with the Australian Government’s
Adviser Remuneration Framework (http://dfat.gov.au/about-
us/publications/Documents/adviser-remuneration-framework-2016.pdf) and
will fall within the broadband of Discipline Group C, Job Level 2-3. The level at
which the Adviser is engaged will be based on the successful candidate’s
relevant experience. The role will be adjusted to this level.

Expected outcomes:

• The design, implementation and monitoring of innovative activities


and Program approaches are supported, to foster collaboration and
reform in key areas identified through Governance Program planning.
• Development of an effective Program with high level oversight and
management including fostering robust relationships with Program
stakeholders, management and support of technical advisers.
• Engagement with SIG which promotes a commitment to and
identification of joint governance outcomes.
• Activities and outputs delivered in accordance with Governance
Program Design and Work Plan.

Roles and Responsibilities

• Engage with stakeholders to develop innovative proposals, projects


and activity designs aimed at building coalitions for reform and
creating demand for stronger governance across multiple sectors and
with various state and non-state actors;
• Work closely with the Solomon Islands Resource Facility (SIRF) to
establish and maintain effective program systems and workflows,
particularly in relation to procurement, finance, contract management
and recruitment;
• Foster collaboration and well-structured communication between
Governance Program, Australian Government, SIRF and SIG partner
agencies;
• Contribute to Governance Program strategic and operational planning,
monitoring and reporting;
• Assist the Head of Program to identify sustainable capacity building
approaches and methods for application across the Governance
Program;
• Assist the Head of Program to manage and support technical advisers
working with or across SIG agencies;

• On a day to day basis, manage and/or coordinate a range of different
program activities to support effective delivery of the Governance
Program;
• Assist with the scoping and development of terms of reference (TORs)
for advisory roles and participate on selection panels as required;
• Monitor the Governance Program budget and report any risks of over
or under expenditure to the Head of Program;
• Lead the Governance Program in the absence of the Head of Program;
• Maintain close working relationships with key stakeholders to ensure
work is progressed in line with the broader Australian Government aid
program, responsive to the changing demands of the SIG and DFAT;
• Support the implementation of gender and social inclusion strategies
across the Governance Program; and
• Other duties as directed by the Head of Program, Governance.

Deliverables:

1. Outline of work approach within two weeks of commencement:


outlines how the Program Coordinator will approach, prioritise and
implement the roles and responsibilities outlined in this ToR. The Work
approach should be developed in consultation with the Head of
Program using an agreed format.
2. Six monthly program reports: contribute to development of the
Governance Program Six Monthly Report which summarises progress
against planned program activities based on information provided in
Adviser Quarterly Reports. This report will identify enabling/inhibiting
factors, risks and challenges, and options to mitigate and be
developed collaboratively with the Head of Program.
3. Exception reports, as required.
4. Exit report, one month prior to completion date: Outlining a frank
assessment of progress against the work plan, a concise situational
analysis, and recommendations to inform decisions around future
support.

Reports will be forwarded to Head of Program, Governance.

Reporting Lines and Performance Management:

• The Program Coordinator will report on a day to day basis to the Head
of Program, Governance.

• Monitoring and evaluating performance will be undertaken by the


Head of Program, Governance in collaboration with DFAT and other
key stakeholders.

The Program Coordinator will be expected to collaborate with senior
personnel in SIG agencies as necessary to fulfil their ToR. They will also
coordinate and work collaboratively with technical advisers and development
partners as necessary.

The Program Coordinator will also have direct engagement with DFAT
Governance team in relation to program monitoring, budget management and
reporting.

The Adviser will report on contractual and administrative matters to the SIRF
Facility Manager.

SELECTION CRITERIA
Essential Experience and Knowledge
1. A minimum of five years’ experience supporting the implementation
of complex development programs and projects, preferably within a
cross-cultural context.
2. Experience in thinking and working politically and translating these
principles into program implementation.
3. Demonstrated experience managing programs, projects or activities
including human resources and financial management.
4. Excellent communication and interpersonal skills including the ability to
build effective relationships and coalitions.
5. Demonstrated experience building capacity in diverse environments.
6. A demonstrated understanding of, or direct experience in applying
gender equality and anti-corruption strategies.

A tertiary qualification in management, governance, development or related


discipline with be highly desirable.

Solomon Islands Resource Facility (SIRF)

Cardno has been engaged to provide a facility management team to manage


the Solomon Islands Resource Facility operations to ensure effective service
delivery, including:
• Conducts procurement and contract management of technical
assistance and supports performance management
• Provides support services for Australian Government’s deployees and
technical advisers; and
• Financial management and reporting including monitoring and
evaluation of the Facility

The Facility is a critical source of operational support to DFAT, deployees and
technical advisers as they attempt to navigate a shifting operating context,
consolidate previous achievements while also prioritising new ways of working
to ensure Australia’s assistance better achieves service delivery impact.

The successful candidate will be recruited through SIRF.

Other Information:

Amendments to the position’s Terms of Reference may be made during the


period of the engagement as required.
The successful candidate will be subject to a 3-month probation period.
