Introduction

One of the initiatives from the US - European Union "Open Skies" treaty
is the "Atlantic Interoperability Initiative to Reduce Emissions" or AIRE
involving the FAA, the European Union and multiple international
airlines. Part of this project is to fly a constant-descent angle (CDA)
tailored arrival (TA) into MIA. Flights cleared over the SUMRS
intersection, may request the FLORIDA EIGHT TA which is a
modification of the existing HILEY2 STAR and was designed to use idle
thrust to the maximum extent practical to reduce carbon emissions. This
TA will also utilize datalink to uplink this procedure to the FMS to further
test capabilities that will be used in the FAA Next Generation air traffic
management system ("NextGen"). As the lead carrier for MIA,
American Airlines crews are requested to fly the FLORIDA EIGHT TA
on Flight 57, the 777 trip from LHR to MIA.

Procedures

NOTE: Only flights planned over the SUMRS intersection will be


permitted to fly the FLORIDA EIGHT TA. Dispatch will not specifically
flight plan over SUMRS; if SUMRS is part of the flight plan routing, then
you may request the TA. If a higher cruise altitude is desired, request it
prior to requesting the TA.

NOTE: Each uplinked arrival clearance will include the name
FLORIDA EIGHT TA to ensure the oceanic controller, center
controller, and the pilots are all referring to the same message.

page to load the route clearance into the FMC.
• LEGS Check...................................................... Accomplish
• Review the route modification and any altitude or speed
constraints using the CDU and ND displays
CAUTION: Do not modify the ATC uplinked clearance.
NOTE: If discontinuities or partial routes exist in the uplinked
message, reject the ATC clearance message and erase the route
modification. If possible, notify ATC via text message of any
issues with the received clearance. The first section of the
uplinked message identifies where the clearance begins and does
not authorize any change in the route prior to the point where the
new clearance begins. For example, the uplinked message for a
Tailored Arrival that begins at SUMRS will state "FLORIDA
EIGHT TA AT SUMRS CLEARED [ROUTE CLEARANCE]
MAINTAIN FLxxx." In this case, ATC expects compliance with
the previous clearance for the portion of routing prior to SUMRS
and to maintain the assigned flight level (this should be the
currently assigned flight level).

If ATC clearance and route are acceptable:

Note: The load of the route clearance will remove the already
loaded wind.

NOTES: If landing east, expect to fly the FLORIDA EIGHT as


described here. If landing West, ATC may or may not be able to
use the FLORIDA EIGHT arrival. At any time, either you or ATC
may discontinue use of this procedure. If this occurs, expect
normal ATC handling to MIA.

If ATC clearance and route are not acceptable:


• ATC clearance message ........................................... Reject

ATC Communication / Descent Planning


• Select a descent speed schedule of 280kts (+/- 10kts), above
10,000ft. On initial contact with Miami Center, the aircrew checks
in with: "American 57, Florida Eight TA, FL xxx".
• If the Tailored Arrival is to be continued, the controller issues a
descent clearance:
- If no speed restriction is needed:
"American 57, descend via FLORIDA 8 TA, maintain 14,000,
Miami altimeter xxxx"
- If speed restriction is needed:
"American 57, descend via FLORIDA EIGHT TA, maintain
14,000, do not exceed 260 kts, Miami altimeter xxxx"
NOTE: Flights must maintain the assigned altitude after uplinking
the FLORIDA EIGHT TA until clearance is received to descend
via the TA.

• Expect to begin the descent about 32 NM after passing RAMJT
(depending on cruise altitude and winds)
• Engage LNAV and VNAV and descend at the planned ECON
descent speed
- If necessary, use speed brakes or thrust to maintain the VNAV
path
- If unable to maintain the VNAV path, notify ATC

NOTES: Expect a continuous descent on the FLORIDA EIGHT


TA to intercept the LOC RWY 08L.
Please note any segments of the profile that are non-optimum
(e.g., require either the use of speed brakes or above idle thrust).
The purpose for this procedure is to reduce carbon emissions
associated with fuel burn.

Effective December 1, 2011, arrival procedures for MIA east
operations will change to improve the efficiency for arriving aircraft
by reducing flight distances and times. This is a collaborative effort
between the airlines, FAA and NATCA. These changes include:
• South arrivals should expect Runway 09.
• North arrivals should expect Runway 12.
• West arrivals on the SCOTT or CURSO STARS may get either
runway.
• Runway 12 and 09 arrivals will utilize tower frequency 123.90.
• Runway 08R and 08L arrivals will utilize tower frequency 118.30.
Arriving aircraft should not request a specific runway to avoid
frequency congestion.
MIA tower will give one controller responsibility for both runways 12
and 09 utilizing a single frequency - 123.90. Having arrivals to
runways 12 and 09 on the same frequency will increase pilot
situational awareness as LAHSO aircraft will be on the same
frequency. In the case of a go-around, one controller will be talking
to both aircraft. This will add a layer of safety.
Slight increase in taxi times for aircraft landing runway 12 will be
offset by decreased flight times due to better downwind positioning.
These changes will alleviate numerous runway crossings and
improve traffic flow between aircraft taxiing for departure and arrival.
In addition, reduce traffic conflicts with push backs from the gates on
the north side of D concourse with aircraft that are waiting for gate
availability.

The purpose of this information is to give American’s pilots insight
into the MIA Hub Operation to better understand the business of
running the hub and how it affects customers and fellow employees.
MIA Operations / Ramp Tower
Delaying a Flight
The Operations Manager on Duty is the source for complete information
regarding all issues affecting a delay decision. The MOD can quickly
provide downline information or hub information. Do not delay a flight
without first coordinating with the Manager on Duty.

Delay Information
For late departures, provide a brief description of the reason for any
delay to AA Ramp Control or AA Ops during pushback (not MIA
gates).
Arrival Delay Codes
ACARS Code 56 (waiting for guidemen), Code 58 (waiting for agent),
and Code 57 for 99 minutes (no ground power) are reviewed and
action taken. Accurate reports make a difference.
Off Schedule Operations (OSO)
MIA Ops will keep flights advised either by radio or ACARS of
projected delays during extended gate holds off the ramp during OSO.
Keep customers informed.

MIA policy is to connect external electric and PCA on all arrivals. If not
connected, enter ACARS code 57 for 99 minutes and advise MIA Ops.
Power hookup may take up to 3 minutes.
Aircraft Maintenance
Flight Crew Placarding
Flight Crew placarding, if allowed by MEL, prior to gate departure is
authorized for outbound flights. This is encouraged if maintenance has
not arrived by 15 minutes prior to departure, when appropriate, to
prevent delaying a flight. Refer to MEL Introduction.
ARMS Messages
Early notification of maintenance items via ARMS messages is
encouraged so that maintenance can respond in a timely manner.
Send ARMs code messages in flight or make VHF calls after you land.
Note: ARMs codes sent after the ON event will be sent to the next
destination station.

Air Traffic Control
On taxi-out, advise Ground if load closeout has not been received
BEFORE reaching the runway pad area. For takeoff behind a "Heavy"
if two minutes is needed vs. the normal 5 miles spacing, advise MIA
Tower prior to taking the runway.
MIA Approach and Tower have a standing request for 08R (when
assigned 08L) and 26L (when assigned 26R).

ARRIVAL
CAUTION
Most gates have the Docking Guidance System (DGS). Wing
walkers/guidemen may still provide guidance but are not required.
The guidance system does not ensure the gate area is clear of
obstructions. Self-parking is PROHIBITED if ground equipment
is observed within the painted obstacle-free areas and is not
parked inside the designated red box. See AA Operational
Information Tab, Section 5, for procedures and information.
Use minimum thrust in all gate areas.
Do not turn toward gate from taxi lane until ground crews are ready
to bring aircraft all the way to parking position.
If the wrong alleyway is entered or the gate is bypassed, stop the
aircraft and call AA Ramp 130.95 or 131.40 for assistance.

– Tailwind component is 3 knots or greater.
– Runway is wet or contaminated.
– Ceiling and visibility are less than 1500' and 5 miles

– MEL/CDL items require a weight penalty, or if any aircraft stopping

Rejected Landing Procedure (RLP)

CAUTION
Follow Ramp instructions to Exit Spot. DO NOT enter active taxiway
until cleared by Ground. Use caution when exiting spots 1-7, runway
08R/26L can be confused for taxiway Mike. Advise Ground on initial
contact if closeout numbers have not been received.
Concourse D/E alleyway jetblast:
Expect on pushback to be released and start engine(s) at the
powerball spot. Do not ask for early release. Consider starting both
engines when multiple aircraft are pushing back to minimize
jetblast. For pushbacks that release between E11 and E30, start
both engines to minimize jetblast.
NOTES
Monitor Ops on 131.40 when parked at the gate prior to pushback.
If engine start at the gate is required, Contact AA Ramp or Miami
Gates as applicable.
Special Procedures
– Gate Departure
• Gates D-4,D-4A, D-6, D-8, D-8A, D-10, D-10A, D-12 and D-14
require the aircraft be pushed onto an active taxiway. In this case
contact FAA Ground Control prior to pushback.
• DO NOT call Ground until No. 1 at exit spot.
• Aircraft holding for takeoff on Runways 08R or 12 should be
prepared for takeoff on either runway.
• Widebody aircraft departing from southside of Concourse E, must
be towed to Spot 11N or 11S prior to taxi-out.
Noise Abatement (all runways)
– All aircraft maintain V2 + 10 to V2 + 20 knots on initial climbout. At
1500' AGL (1510' MSL), set climb power and initiate aircraft
clean-up acceleration.
• 737 Only
- Enter or change (as required) to show reduction altitude of 1500’
on TAKEOFF REF page 2.
– The SIDS BSTER, DEEEP, HITAG, JONZI, POTTR and SOUBY
are runway specific RNAV noise abatement SIDS between 2300-
0600 local. Expect to be filed on the traditional RNAV SIDS and ATC
will issue the appropriate SID.
