Introduction

Fire Fighting and Fire Alarm Systems works shall be carried out in accordance with the QCS 2010 (Qatar
Construction Specifications 2010) Section 23 Parts 1 to 5, Volume 6 (Design Specifications) and Volume 7
(Materials and Workmanship Specifications) of the Employers Requirements (herein referred to as the
‘Base Specification’).

This document is the ‘Particular Specification’ for the Fire Fighting and Fire Alarm Systems works for the
Education City to be followed in addition to the standards and clauses of QCS 2010 Section 23, Volume 6
and 7 of the Employer’s Requirements. If there is a conflict between the ‘Base Specification’ and the
standards and / or clauses referenced in this ‘Particular Specification’, the latter shall take precedence.

Incase of contractor considering there is a need to deviate from any requirements of the ‘Base
Specification’ and this ‘Particular Specification’, he shall detail the matter and his reasoning, for the review
and consent of the Contractor’s Consultant.

In this ‘Particular Specification’, the actions in italics refer to the modifications in relation to the QCS.

4.1.3 Protection of Piping Against Earthquake Damage

1. The system piping shall be protected against damage from earthquakes. Seismic protection shall
include flexible and rigid couplings, sway bracing, seismic separation assemblies where piping
crosses building seismic separation joints, and other features as required by NFPA 13 for
protection of piping against damage from earthquakes.

4.1.4 Fire Fighting System Installer

1. Work specified in this section shall be performed by the Fire Fighting System Installer.

2. The Fire Fighting System Installer shall be regularly engaged in the installation of the type and
complexity of system specified in the Contract documents. Prior to commencing work, submit
data showing that the Fire Fighting System Installer has successfully installed fire fighting
systems of the same type and design as specified herein. Include the names and locations of at
least three installations where the Contractor or the subcontractor referred to above, has installed
such systems. Indicate the type and design of each system, and certify that the systems have
performed satisfactorily for a period of at least 24 months.

3. Qualifications of System Technician: Installation drawings, shop drawing and as-built drawings
shall be prepared, by or under the supervision of, an individual who is experienced with the types
of works specified herein, and is currently certified for this type of works. Contractor shall submit
data for approval showing the name and certification of all involved individuals with such
qualifications at or prior to submittal of drawings.

4.1.5 Regulatory Equipments

1. Compliance with referenced NFPA standards is mandatory. This includes advisory provisions
listed in the appendices of such standards, as though the word "shall" had been substituted for
the word "should" wherever it appears.

2. In the event of a conflict between specific provisions of this specification and applicable NFPA
standards, this specification shall govern. Reference to "Authority Having Jurisdiction" shall be
interpreted to mean the local civil defence.

3. Materials and Equipment shall have been tested by Underwriters Laboratories, Inc. and listed in
UL Fire Prot Dir or approved by Factory Mutual and listed in FM P7825a and FM P7825b. Where
the terms "listed" or "approved" appear in this specification, such shall mean listed in UL Fire Prot
Dir or FM P7825a and FM P7825b.

4.2 Sprinkler Systems

4.2.1. System Description

1 Wet pipe sprinkler systems (combined with standpipe and hose system) shall employ automatic
sprinklers attached to a piping system containing water and connected to a water supply. Each
pipeline in the system shall be fully pressurised, so that water discharges immediately from
sprinklers opened by a fire.

4. The fire fighting system shall be fed from a storage tank located at concourse level.
5. The (combined) sprinkler system shall be complete with an automatic packaged fire pumping
station and valves, water flow detectors, pressurised water main with distribution pipework, range
pipes, hangers and supports, sprinkler heads and a piped drain system.
6. All the isolation/control valves in sprinkler system shall be provided with supervisory switches and
interfaced with BMS (Building Management System) through fire alarm system. Flow switches
shall be interfaced with the BMS and FAS (Fire Alarm System). Such supervisions shall be
monitored at an approved, instantly attended location.
8. Drain/flushing of the wet/combined risers shall be through drain risers and shall be connected to
the nearest drain.

9. The distance between sprinklers shall not exceed 4.6 m. The maximum floor area to be covered
by a single sprinkler for different hazard class are as follows:

(a) Light hazard = 21 m
2
(b) Ordinary hazard = 12 m
2
(c) Extra high hazard = 9 m

12. The Contractor shall supply an adequate quantity of additional sprinkler heads of the correct
temperature rating. The number will depend on the size of the installation and number of
sprinkler heads likely to be opened. The following figures are the minimum number of additional
sprinkler heads that shall be kept as stock of spares:

(a) for systems not exceeding 300 sprinklers, 6 spare heads shall be maintained

(b) for systems exceeding 300 sprinklers but not exceeding 1000, 12 spare heads shall be
maintained

(c) for systems exceeding 1000 sprinklers, 24 spare heads shall be maintained

All the spare sprinkler heads shall be maintained on the premises so that any sprinklers that have
operated or been damaged in anyway can be promptly replaced.

7. The water motor alarm and gong shall consist of a simple water turbine having the shaft
connected to a rotary ball clapper mounted within a domed gong. The alarm system shall be self
winding, adjustable recycling non-thermal type and equipped with signal retarding device to
prevent false alarms due to surges in the water system. Auxiliary pressure sensing devices shall
be incorporated in the feed to the alarm gong to actuate the central fire alarm panel.

4.2.2. Sprinkler Heads

1. Sprinklers heads generally are of pendent, upright and sidewall type. Sprinklers for the concealed
ceiling and concealed floor spaces shall be provided in accordance with QCDD FSS -6.4.
Generally, parts of the voids in excess of 400mm in depth shall be provided with sprinkler
protection.

6. Sprinklers with internal O-rings shall not be used. Sprinklers shall be used in accordance with
their listed coverage limitations. Sprinklers in high heat areas including attic spaces shall have
temperature classification in accordance with NFPA 13. Extended coverage sprinklers shall not
be used unless permitted by The Engineer.

7. Sprinkler Types and Categories: Nominal 12.7 mm orifice for "Ordinary" temperature
classification rating, unless otherwise indicated or required by application.

a. Open Sprinklers: UL 199, without heat-responsive element.

(i). Orifice: 12.7 mm, with discharge coefficient K between 5.3 and 5.8.
(ii). Orifice: 13.5 mm, with discharge coefficient K between 7.4 and 8.2.

8. Sprinkler Finishes: Chrome-plated for all areas. Sprinklers installed in stainless steel false ceiling
type shall have stainless steel finishes.

9. Special Coatings: Wax, lead, and corrosion-resistant paint.

10. Sprinkler Escutcheons: Materials, types, and finishes for the following sprinkler mounting
applications. Escutcheons for concealed, flush, and recessed-type sprinklers are specified with
sprinklers. The escutcheon shall have a factory finish that matches the pendent sprinkler heads

(a) Ceiling Mounting: Chrome-plated steel or stainless steel as required, 1 piece, flat.

(b) Sidewall Mounting: Chrome-plated steel or stainless steel as required, 1 piece, flat.

(c) Pendent Mounting: Chrome-plated steel or stainless steel as required, 1 piece with a depth
of less than 20 mm and suitable for installation on pendent sprinklers.

11. Only UL listed and FM approved Sprinklers shall be approved.

12. Sprinklers shall be arranged such that there is no interference with the discharge pattern and
they shall be positioned between 75 and 150mm below ceilings.

13. Operating temperature of the sprinkler heads shall be based on the maximum room temperature
expected at the ceiling level at any time in accordance with clause 6.2.5 of NFPA 13.

14. Minimum design density and design area of application shall be in accordance with relevant
sections of NFPA 13 as applicable to the specific occupational hazard.

15. Minimum operating pressure of any sprinkler head shall be 0.5 bar. Where a higher minimum
operating pressure for the designed application is specified in the listing of the sprinklers, this
higher pressure rating shall be considered.

1. The system shall incorporate a 50 mm drain and a 25 mm test pipe connection for flow control
inspection testing and drainage of feed mains.

4.2.12 Accessories
1. Sprinkler Cabinet: Spare sprinklers shall be provided in accordance with NFPA 13 and shall be
packed in stainless steel cabinet. Spare sprinklers shall be representative of, and in proportion to,
the number of each type and temperature rating of the sprinklers installed. At least one wrench of
each type required shall be provided.

2. Identification Sign: Valve identification sign shall be minimum 150 mm wide x 50 mm high with
enamel baked finish on minimum 0.6 mm aluminium with red letters on a white background or
white letters on red background. Wording of sign shall include, but not be limited to "main drain,"
"auxiliary drain," "inspector's test," "alarm test," "alarm line," and similar wording as required to
identify operational components.

4.2.13 Sprinkler Installation


1. Handle, transport and store sprinklers with care to prevent damage. Use only wrenches supplied
by manufacturer to tighten sprinklers in fittings.

2. Install sprinklers only in position for which they are designed. Deflectors are to be parallel to
ceiling and frames parallel to pipe and not across.

3. Locate sprinklers on ends of branch lines not more than half sprinkler spacing from walls or
partitions.

4. Do not alter or apply ornamentation, coatings or paint to sprinklers. Exercise care when painting
sprinkler piping to avoid touching sprinklers with paint.

5. Do not attach wiring, ropes or fixtures to sprinklers or to sprinkler piping.

6. Pendent Sprinklers: Drop nipples to pendent sprinklers shall consist of minimum 25 mm pipe with
a reducing coupling into which the sprinkler shall be threaded. Hangers shall be provided on arm-
overs to drop nipples supplying pendent sprinklers when the arm-over exceeds 300 mm. Where
sprinklers are installed below suspended or dropped ceilings, drop nipples shall be cut such that
sprinkler ceiling plates or escutcheons are of a uniform depth throughout the finished space. The
outlet of the reducing coupling shall not extend more than 25 mm below the underside of the
ceiling. On pendent sprinklers installed below suspended or dropped ceilings, the distance from
the sprinkler deflector to the underside of the ceiling shall not exceed 100 mm. Recessed
pendent sprinklers shall be installed such that the distance from the sprinkler deflector to the
underside of the ceiling shall not exceed the manufacturer's listed range and shall be of uniform
depth throughout the finished area.

7. Pendent Sprinkler in suspended ceilings shall be a minimum of 150 mm from ceiling grid.

8. Upright Sprinklers: Riser nipples or "sprigs" to upright sprinklers shall contain no fittings between
the branch line tee and the reducing coupling at the sprinkler. Riser nipples exceeding 750 mm in
length shall be individually supported.

4.3 Water Supply

4.3.1 General

4.4.5 Fire Hose Cabinets

1. Description: Stainless Steel 316 cabinet with 5 mm thick tempered glass door, and complete with
the following features:

(a) Valves: UL 668, 2070 kPa (300-psig) minimum pressure rating, 90 degree angle pattern hose
valve with female NPS inlet and outlet, unless otherwise indicated.
(b) Valve Operation: Pressure-regulating type.
(c) Threads and Gaskets: NFPA 1963 and matching local fire department threads.
(d) Fire Hose: NFPA 1961 and UL 219, lined fire hose with couplings, gaskets, and nozzle.
Include the following fire hose materials:

2. Fittings shall be UL listed and FM approved. Mechanical grooved pipe couplings and fittings as
manufactured by specialised manufacturers shall be used for all fire fighting systems application.

(a) Standard flexible couplings shall be cast ductile iron to ASTM A 536 Grade 65-45-12 with
chlorinated butyl gaskets and heat treated carbon steel bolts and nuts to ASTM A 183,
zinc plated to ASTM B 633
(b) Grooved end fittings shall be cast ductile iron to ASTM A 536 Grade 65-45-12.
(c) Flange adapters shall be cast ductile iron to ASTM A 536 Grade 65-45-12 with a hinged,
two-piece design, suitable for opening and engaging the grooves, and shall be secured in
position with a tight-fitting lock bolt. Flange Adapter allows a direct transition from flanged
components into a grooved piping system. Flange bolt patterns conform to ANSI class 125
and 150 standards.
(f) All the valves except butterfly valves shall be flanged end design with encapsulated body
and disc for sized 65 mm and above, and shall be threaded/screwed end design for sizes
50 mm and below. All the butterfly valves shall be grooved end design and shall be with
gear actuator.

4.6.3 Pipe Sleeves

4.7 Pumps

4.7.1 General

Amend

1. Furnish and install where shown on the drawings two number of UL listed and FM approved
single stage or multistage centrifugal fire pump complete with motor, controller, necessary fittings
and speciality accessories necessary to complete the installation in every respect. The complete
installation shall be in accordance with the requirements of, and meet with the approval of, the
Civil Defence Department and any other Authorities Having Jurisdiction. Centrifugal fire pumps
shall have a horizontal shaft with electric motor drive. Jockey fire pumps shall have electric
motor drives.

2. Pumps serving water supply to fire fighting systems are normally driven electrically and shall
always be arranged to start automatically in the event of system operation. In addition,
arrangement for starting manually shall also be installed. It is important that the electricity supply
shall always be maintained to the pumping set. It is therefore essential that the electrical
connections be such that a power supply is always available for the motors when the switches for
the distribution of electrical power throughout the building are cut. Any switches on the power
feed to the motor shall be clearly labelled, “FIRE PUMP MOTOR SUPPLY -NOT TO BE
SWITCHED OFF IN THE EVENT OF FIRE”. Such switches shall be of the locking type and shall
be kept locked on. An indicator lamp shall be provided to show continuously that full power
supply is available for the motor. Any fuses in the electricity sub-circuit shall be of the high
rupturing capacity (HRC) type.

4.7.4 Fittings

4.7.6 Controller and Transfer Switch

manual and automatic, across the line type. Control equipment shall be furnished in a steel
mounted, drip proof enclosure with front operated circuit breaker and disconnect switch.

than 115 percent of motor full-load current and suitable for switching motor-locked rotor current.

8. Controllers: As follows:

(a) Isolating means and circuit breaker.

(b) "Power on" pilot lamp.

(c) Fire alarm system connections for indicating motor running condition, loss-of-line power,
and line-power phase reversal.

(d) Automatic and manual operation, and minimum run-time relay to prevent short cycling.

(e) Water-pressure-actuated switch with independent high and low calibrated adjustments
responsive to water pressure in fire-suppression system.

(f) Automatic and manual shutdown.

(g) System pressure recorder, electric ac driven with spring backup.

4.7.8 Jockey Fire Pumps

pressure switch with gauge cock.

8. The jockey pumps and pump drives shall be installed on suitable RCC foundation in accordance
with the manufacturer’s recommendations.

4.7.11 Gate Valve (Rising and Non-Rising)

Gate valve shall be UL listed and FM approved. It is specifically designed for fire line
applications, where a positive indication of the open or closed position necessary. The valve shall
have flanged ends with cast iron body and a working pressure of 12 bar.

4.7.12 Butterfly Valve

Butterfly valve shall be UL listed and FM approved. They shall be gear operated butterfly valves
with internal or external monitor switch. They shall have a wafer style body with grooved ends.
They shall be rated for a 12 bar operating pressure and have a cast iron body and an EPDM seat
with bronze disc.

4.7.13 Check Valve (Non-Return)

Check valve shall be UL listed and FM approved. It shall be a swing check type with flanged end
connection. They shall be rated for a 12 bar operating pressure and have a cast iron body.

4.7.14 Ball Valves

Ball valves shall be UL listed and FM approved. It shall be with bronze body and threaded ends.

4.8 Wet Riser (Combined Riser)

4.8.1 General

Amend

1. The wet riser (combined with sprinkler system) installation shall incorporate an inlet box which
shall be constructed from 1.5 mm thick galvanized sheet steel and shall be suitable for recessed
mounting, with 3 mm thick x 40 mm wide architrave. The box shall be provided with a hinged,
lockable door with a central panel glazed with wired glass and having the words “BREECHING
INLET” in 50mm high red letters on the inside face. The box shall be finished in baked enamel
inside with prime coat outside to the required colour, and shall be supplied by an approved
manufacture of fire equipment.

3. The wet riser (combined with sprinkler system) installation shall incorporate landing valves which
shall be a spindle valve controlled breaching with a 65 mm diameter inlet and 65 mm diameter
instantaneous female outlet with blank cap. The chain valves shall be straight or oblique pattern

as required, and shall be fixed in the closed position. Each landing valve shall be provided with a
30 m long by 65 mm diameter fire hose lined with coated woven synthetic fire hose as well as a
diffuser branch pipe nozzle. The valve, hose and nozzle shall be accommodated in a wall
mounted box supported on purpose made hangers and ready for immediate use. The box shall
be generally constructed as for the inlet breaching, but with the words “WET RISER OUTLET” in
50 mm high red letters on the inside face of the glazing.

4. The top of each wet riser shall be fitted with a 25 mm automatic air release valve (brass
construction, with internal solid rubber ball) and a pressure gauge with isolation cock.

4.9 Portable Fire Extinguishers

4.9.1 General

1. Fire extinguishers shall be UL listed.

2. Fire extinguishers shall be colour coded according to their type. The colour shall be as follows:

(a) black - carbon dioxide

(b) blue - dry powder(ABC)

3. The types of extinguishers that can be used on a fire is dependent upon the class of the fire.
Final selection of extinguisher type shall be in accordance with and to the approval of the Civil
Defence Department.

4. The capacity of fire extinguishers shall be as indicated in the drawings.

4.11 FM 200 System

4.11.1 System Description

1. The FM 200 system shall be sized to provide the required 6.25 – 7.0 % design concentration of
agent in the space protected. A piping arrangement and nozzle shall convey the agent from the
cylinders to the hazard and discharge the agent completely within 10 seconds. The discharge
time is defined to achieve 95 % of the minimum design concentration for flame extinguishment,
based on 20 % safety factor or otherwise required by the Authority Having Jurisdiction. The
piping and nozzles shall be engineered for the specific flow rates required and calculations shall
be furnished with the system layout drawings for review and approval by the Engineer.

4.11.3 Basic Pipes and Pipe Fittings
