Tie-Breaking In accordance with Government Procurement Policy Board
Methods (GPPB) Circular 06-2005 - Tie-Breaking Method, the Bids and
Awards Committee (BAC) 1 shall use a non-discretionary and
non-discriminatory measure based on sheer luck or chance,
which is “DRAW LOTS,” in the event that two or more Lessors
have been post-qualified and determined as the Lessor having
the Lowest Calculated Responsive Bid (LCRB) to determine the
final LCRB, based on the following procedures:

C. The winning Lessor must comply with the following Annexes and

1.Food and Beverage – Availability of at least two (2) restaurants with one
(1) restaurant within the casino premises that shall not be covered by the
lease area.
2.Ballroom/function room outside leased area and easily accessible to the
casino with an area of at least four hundred (400) square meters.
3.Parking lot [at least one hundred (100) slots) not included in the leased
area should be secured (it should be lighted, enclosed with roving security

II. CCTV CABLING DETAILS
I. GENERAL REQUIREMENTS:
All installed CCTV equipment shall be in accordance with the plans,
specifications and all related documents with the following governing
codes and standards:
a. National Building Code of the Philippines (NBC)
b. Institute of Electronics Engineers of the Philippines, Inc. (IECEP)
c. Philippine Electrical Code (PEC)
d. National Electrical Code (NEC)
e. American National Standard Institute (ANSI)
f. Underwriter’s Laboratories (UL)
g. International Standards Organization / International Electro-
Technical Commission (ISO/IEC)
Must ensure that there are NO SPLICES for any cable involved in
transmitting video and data.

Cables shall be labeled at each end. The cable or its label shall be
marked with its identifier. The label shall be mechanically printed
(handwritten labels or use of masking tapes are not acceptable).
All cabling not concealed in walls or above finished ceiling should be
in conduit, metal wire trough or wire mold
This includes cabling to panels and field devices as well as any
cabling between panels.
All cabling and termination points shall be 100% tested, verified and
certified to allow for manufacturer's warranty of the cabling system.
Any and all defects in cabling system installed including but not limited
to cables, connectors, couplers, patch panels, punch down blocks
shall be repaired or replaced in order to ensure 100% usable
conductors in all parts of the cabling system.
C. ADDITIONAL PROVISIONS:
The Lessor agrees and warrants to:
Provide brand-new independent Surveillance System for the conduct
of overall gaming operations ;
With site's Monitoring room/command center (at least 50 Square
Meters excluding Sr. Surveillance Manager's office) and provide for
the necessary raised floorings, equipment racks, office equipment,
cable trays, furniture and fixtures (such as tables and chairs), painting
and other necessary electrical works, with included pantry area etc.
Airconditioning equipment must be included.
With a separated CCTV console panel exclusively for the use of
Assistant Surveillance Officer.
Surveillance equipment that will be installed by the Lessor should
conformed to the minimum standards of PAGCOR. Operation,
supervision and full control of all surveillance equipment, particularly
CCTV and its personnel shall be the sole responsibility of PAGCOR;
For junket operations where the Lessor operates their own
Surveillance system, PAGCOR should be allowed to conduct a 24/7
full access inspection of the monitoring area.
The lessor shall shoulder all costs related to the
upgrades/enhancements and additional equipment necessary.
Will shoulder all preventive and corrective maintenance costs of
Surveillance equipment during and after the warranty period.
Likewise, procurement of all Surveillance related equipment to include
replacement and pertinent software requirements during and after the
warranty periods must be the responsibility of the Lessor.
Should designate a particular staff/person to contact/sign in on the
behalf of the proponent to facilitate CCTV/Surveillance requirements
24/7 including holidays.
Installation of Surveillance equipment shall be supervised by
PAGCOR. The lessor shall be responsible for shouldering costs of all
corrective maintenance e.g. repairs after the warranty period.
Likewise, shall shoulder all costs related to the
upgrades/enhancements and additional equipment necessary.
Every five (5) years, the lessor must provide upgrade / replacement to
all CCTV/Surveillance system related equipment e.g. tv monitors,
DVR,NVR,VMS, Servers,POE switch, hard disk, defective cables, etc.
The system must be protected with double on-line uninterruptible
power supply systems that allow back-up time for any system
component (includes cameras, switches, servers, workstations, etc.).

redundant UPS's.
D. ADDITIONAL CONDITIONS:
All installed CCTV/Surveillance equipment related items must be
brand new.
The Lessor Must have Helpdesk Support System or “Hot Line” from
their service provider in place to accommodate PAGCOR technical
issues. As such, must have locally available qualified and experienced
technical support personnel who will provide assistance in the
installation and configuration of the equipment.
The Lessor must ensure the availability of technical support 24/7
including holidays form their service provider.
24/7 availability of spare equipment as “service unit” from the Service
provider of the lessor.
The service unit equipment during support should meet the minimum
technical requirement of PAGCOR.
Technical Support must also be available via the internet and/or e-
mail.
Response time from the lessor service provider for technical support
should be within 24 hours upon receipt of call.
Must installed Direct and Local Telephone lines and/or mobile/cellular
phones for early contacts of Police/Officers including provision of NTC
approved Two-way radio devices for fast and accurate
communications of all related casino transactions.
E. ACCEPTANCE CRITERIA
All installed Surveillance System should have full redundancy such
that no one hardware failure will result in a loss of viewing and/or
recording. Spare equipment should be part of logistics management of
the equipment supplier and the proponent.
All installed Surveillance System must be able to run for at least 10
minutes without the main power to simulate a brown out/power failure
scenario.
F. TRAINING
The lessor’s service provider must provide comprehensive training to
all concerned technical personnel by the service provider within two
(2) months after final acceptance notice by PAGCOR. The training
must provide necessary certifications and training materials in both
electronic and paper form. Training and course materials shall include
configuration and operation of Surveillance equipment such as
cameras, storage systems, servers, workstations and other equipment
supplied. Training shall also include basic troubleshooting and
maintenance for continuous operation of the system.

B. TECHNICAL REQUIREMENTS
B.1. Horizontal Cabling
The Horizontal Subsystem is the portion of the telecommunications
cabling system that extends from the work area telecommunications
outlet to the horizontal cross-connect in the telecommunications room.
It consists of the telecommunications outlet, the horizontal cable,
consolidation point, and that portion of the cross-connect in the
telecommunications room serving the horizontal cable.
All horizontal copper cables shall conform to ANSI/TIA/EIA-568-C2
Commercial Building Telecommunications Cabling Standard (latest
amendment and including all applicable addenda) and ISO/IEC 11801
(International) Generic Cabling for Customer Premises standard
(latest amendment and including all applicable addenda).
CM, CMR or CMP rated depending on the applications and
maximum length for end-user cables (CAT-6) shall be limited to
90 meters or 295 feet from user outlet faceplate to HTC/IDF
CM rated cables is acceptable if routed, end-to-end, through
conduits or used as tie cables within the MTC/MDF and
HTC/IDF room only.
CMR rated cables is acceptable when routed exposed in non-
return air spaces and risers, in sleeves through fire rated floors
between stacked wiring closets or CM rated applications.
All other cables shall be CMP rated in open spaces
All cables must be plastic tip tagged on both ends (home run,
terminal block assignment at HTC/IDF).
Maintain the natural twist of all conductor pairs as close as
possible to the termination point. The maximum length of
untwisted pairs is 0.5”
Do not run UTP cables over heater ducts or hot waterducts.
Never use staples to position cables
For Cat 6 cabling, store service loops in a figure “8” pattern to
minimize cross-talk and EMI noise pick-up
B.1.1 Category 6 Cabling (For Workstation and Slot Machines)

area location and its associated TR and consists of 4-pair,
24-gauge, UTP, and shall terminate on 8 pin modular

connection between the information outlet and the device, (TITO Slot
Machine) is achieved by means of this subsystem.
B.1.2.1 Telecommunications Outlet
All telecommunications outlets shall be 100 W and supports 22-26
AWG copper cable.
B.1.2.1.1 Category 6 Outlet (SLOT MACHINES)
All Category 6 outlets shall meet or exceed Category 6
transmission requirements for connecting hardware, as
specified in TIA/EIA 568-B.2-1 Commercial Building
Telecommunications Cabling Standard and ISO/IEC
11801:2002 Second Edition.
The Category 6 outlets shall be backward compatible with
Category 5e, 5 and 3 cords and cables.
The Category 6 outlets shall be of a universal design
supporting T568 A & B wiring.
The Category 6 outlets shall be capable of being installed
at either a 45¡ or a 90¡angle in any M-series modular
faceplate, frame, or surface-mounted box avoiding the
need for special faceplates.
The Category 6 outlets shall have improved pair splitters
and wider channel for enhanced conductor placement.
The outlet shall also have a low-profile wire cap, which
protects against contamination and secures the
connection. Multicolored identification labels shall be
available to assure accurate installation.

B.1.3.1 Patch Panels
All Category 6 horizontal cables (intended to support Work Area PC)
shall be terminated to Category 6/Class E compliant patch panels
loaded with Category 6/Class E outlets. Interconnection of data ports
shall be facilitated using Category 6 modular patch cords (same
specification as the horizontal cables).
The patch panel shall be modular with snap-in modular
jack, and allow front access.
The modular patch panel shall support the appropriate
Category 6 cabling and shall facilitate cross-connection
and inter-connection using RJ45 8 position 8 conductor
modular plug patch cords.
The modular patch panel shall be able to accommodate
24 AWG cable conductors.
The modular patch panel shall be UL listed or equivalent.
The modular patch panel shall be of 1RU 24-port or 2RU
48-port for 19” rack mounting.
High density 1RU-48 port configuration might be used if
rack space is limited.
For Slot Machine cabling, Patch Panel outlet port color
shall be gray.
The modular patch panel must have a built-in rear cable
management for cable strain relief and insertion of cable
ties to affix the cable onto the rear panel.
The modular patch panel must have individual port
identification numbers.
B.1.3.2 Patch Cords & Equipment Cords
This equipment cord or patch cord shall be used to interconnect the
data horizontal cabling to the network devices/ports. The equipment
cord shall be Category 6/Class E compliant (would match the
horizontal cabling installed) and shall be the same specifications and

The Universal Horizontal Cable Manager shall provide an
enhanced horizontal pathway for patch cords and
multimedia applications using coax, copper and fiber-optic
cables.
The horizontal cable manager shall have extra-wide and
contoured cable guides separate and organize patch
cords for quick and easy moves, adds and changes
(MAC’s).
They shall be used above or below patch panels or
network switches to route patch cords to exact connection
points on the rack.
They shall have the following features:

through the flanged pass-through slot. After routing
the patch cords, simply Snap-on the cover for a clean,

B.1.4 Backbone Cabling
The cable route within a building, connecting telecommunications
rooms to the equipment room is called the Intra-building Backbone
Subsystem. It links the Main Cross-connect (MC) in the equipment
room to Horizontal Cross-connects (HC) in the Telecommunications
Room (TR). It consists of the backbone transmission media between
these locations and the associated connecting hardware terminating
this media.
All fiber optic cables shall conform to ANSI/TIA/EIA-568-C2
Commercial Building Telecommunications Cabling Standard and
ISO/IEC 11801 (International) Generic Cabling for Customer
Premises standard.
B.1.4.1 Multimode Optical Fiber Cabling:
The backbone for data shall be 50/125mm multi-mode fiber optic
cables and shall meet and exceed the following specifications:

B.1.4.5 Cable Routing
Fibers will be terminated in the telecommunications and
equipment rooms using SC connectors in rack mounted
interconnect panels equipped with sufficient ports, 3 meter
slack storage space to terminate and secure all fibers.
The backbone cables shall be installed in a star topology,
emanating from the main cross-connect in the equipment
room (MDF) to each telecommunications room. This is
known as a hierarchical star topology.
Backbone pathways shall be installed or selected such that
the minimum bend radius of backbone cables is kept within
manufacturer specifications both during and after
installation.
Backbone cables installed vertically shall be supported by
clamps or other mechanisms. The support shall occur at
least twice per floor.
B.1.5 TELECOMMUNICATION CABINET
The frames components can be mounted by means of cage nuts.
The front door shall be perforated type and metal framework on the
rear with hinges. Front and rear doors shall be equipped with a lock
system. The side panels shall have equipped with a hinges on the left
or right side in order to facilitate the access to the equipment.

manage both copper and fiber optic cables.
The pathway sections shall be provided in four widths: 12" (305
mm), 18" (457 mm), 24" (610 mm) and 30" (762mm).

Trapeze, cantilever, and wall mount, shall be provided to
support the system.
Don’t exceed forty percent (40%) cable fill ratio in any pathway
For shared pathways, use partitioned raceway with 2” minimum
separation from power wiring.
B.1.7 GROUNDING AND BONDING
The approved lessor contractor shall install and terminate a
Telecommunications Bonding Backbone (TBB) in each project sites
inclusive in the contract. This backbone shall be used to ground all
telecommunications cable shields, equipment, data and server racks,
IDF cabinets, raceways, and other associated hardware that has the
potential to act as a current carrying conductor. The TBB shall be
installed independent of the building’s electrical and building ground
and shall be designed in accordance with the recommendations
contained in the ANSI/TIA/EIA-607 Telecommunications Bonding and
Grounding Standard.
With a Telecommunications Main Grounding Bus-bar (TMGB) in each
project sites inclusive in the contract. Each branch / arcade IDF and
MDF telecommunications room shall be provided with a
Telecommunications Ground Bus-bar (TGB). The TMGB shall be
connected to the building electrical entrance grounding facility. The
intent of this system is to provide a grounding system that is equal in
potential to the building electrical ground system. Therefore, ground
loop current potential is minimized between telecommunications
equipment and the electrical system to which it is attached.
All network and servers racks, metallic backboards, cable sheaths,
metallic strength members, splice cases, cable trays, bank switches
etc. entering or residing in the IDF or MDF shall be grounded to the
respective TGB or TMGB using a minimum #6 AWG stranded copper
bonding conductor and compression connectors.
All wires used for telecommunications grounding purposes shall be
identified with a green insulation. Non-insulated wires shall be
identified at each termination point with a wrap of green tape. All
cables and bus-bars shall be identified and labeled.

30amps) both male and female plug.
To provide bus bar on telecommunication room were data cabinet is
located.
B.1.8 FIRE STOP
1.8.1 A fire stop system is comprised of the item or items
penetrating the fire rated structure, the opening in the structure and
the materials and assembly of the materials used to seal the
penetrated structure. Fire stop systems comprise an effective block
for fire, smoke, heat, vapor and pressurized water stream.
1.8.2 All penetrations through fire-rated building structures (walls
and floors) shall be sealed with an appropriate fire stop system. This
requirement applies to through penetrations (complete penetration)
and membrane penetrations (through one side of a hollow fire rated
structure). Any penetrating item i.e., riser slots and sleeves, cables,
conduit, cable tray, and raceways, etc. shall be properly fire stopped.
1.8.3 Fire stop systems shall be UL compliant and shall be
approved by a qualified Professional Engineer (PE). The approved
contractor shall provide layout/drawing showing the proposed fire stop
system, stamped/embossed by the PE shall be provided to
PAGCOR’s Technical Representative prior to installing the fire stop
system(s).
B.1.9 Physical Installation
B.1.9.1 Cable Pathways
Pathways shall be designed and installed to meet applicable
local and national building and electrical codes or regulations.
Grounding / Earthling and bonding of pathways shall comply
with applicable codes and regulations.
Pathways shall not have exposed sharp edges that may come
into contact with telecommunications cables.
The number of cables placed in a pathway shall not exceed
manufacturer specifications, nor, will the geometric shape of a
cable be affected.
Pathways shall not be located in elevator shafts.
B.1.9.2 Cable Routing
All horizontal cables, regardless of media type, shall not
exceed 90 m (295 ft) from the telecommunications outlets in
the work area to the horizontal cross connect.

Horizontal cable connected to an information outlet shall be 4-
pair, 100 W unshielded twisted-pair (UTP).
In open ceiling cabling, cable supports shall be provided by
means that is structurally independent of the suspended
ceiling, its framework, or supports. These supports shall be
spaced no more than 1.5 m (5 ft) apart.
4-pair UTP or fiber optic cables shall be run using a star
topology from the telecommunications room serving that floor
to every individual information outlet.
The Contractor shall observe the bending radius and pulling
strength requirements of the 4-pair UTP and fiber optic cable
during handling and installation.
Each run of UTP cable between horizontal cross-connect in the
telecommunication room and the information outlet shall not
contain splices.
In the telecommunications room where cable trays or cable
racking are used, the contractor shall provide appropriate
means of cable management such as reusable color-coded
hook and loop cable managers (ties) to create a neat
appearance and practical installation.
In a false ceiling environment, a minimum of 3 inches (75 mm)
shall be observed between the cable supports and the false
ceiling.
Continuous conduit runs installed by the contractor should not
exceed 30.5 m (100 ft) or contain more than two (2) 90 degree
bends without utilizing appropriately sized pull boxes.
Metal flexible conduit is not recommended due to possible
cable abrasion problems.
All mounted conduits must be per line run
No section of conduit can contain more than two 90 degree
bends between pull points or pull boxes.
All horizontal pathways shall be designed, installed and
grounded to meet applicable local and national building and
electrical codes.
The number of horizontal cables placed in a cable support or
pathway shall be limited to a number of cables that will not
cause a geometric shape of the cables.
Maximum conduit pathway capacity shall not exceed a 40% fill.
Horizontal distribution cables shall not be exposed in the work
area or other locations with public access.
Minimum power clearance distance separation shall be
observed in laying copper UTP cables and cross-connects

B.1.9.4 Bend Radius
In spaces with UTP cable terminations, the maximum bend
radius for 4-pair cable shall not exceed four times the outside
diameter of the cable and ten times for multi-pair cable.
In spaces with Fiber cable terminations, the maximum bend
radius for fiber shall not exceed 10-times the outside diameter
of the cable.
B.1.9.5 Slack
In the work area, a minimum of 300 mm (12 in) should be left
for UTP, while 1 m (3 ft) is left for fiber cables.
In telecommunications room a minimum of 3 m (10 ft) of slack
should be left for all cable types. This slack must be neatly
managed on trays or other support types.
B.1.9.6 Cable Tie Wraps
Tie wraps shall be used at appropriate intervals to secure cable
and to provide strain relief at termination points. These wraps
shall not be over tightened to the point of deforming or crimping
the cable sheath.
B.1.9.7 Grounding
The TBB shall be designed and/or approved by a qualified PE,
licensed in the state that the work is to be performed. The TBB
shall adhere to the recommendations of the TIA/EIA-607
standard and shall be installed in accordance with best industry
practice.
Installation and termination of the main bonding conductor to
the building service entrance ground shall be performed by the
crew of approved contractor with electrical licensed.
B.1.9.8 Workmanship
All work shall be done in a workman like fashion of the highest
standards in the telecommunications industry. All equipment and
materials are to be installed in a neat and secure manner, while
cables are to be properly dressed. Workers must clean any debris
and trash at the close of each workday
C. TESTING
C.1 Testing Procedures
All cables and termination hardware shall be 100% tested for defects
in installation and to verify cabling system performance under
installed conditions according to the requirements of ANSI/TIA/EIA-
568-B. All pairs of each installed cable shall be verified prior to system
acceptance. Any defect in the cabling system installation including but
not limited to cable, connectors, feed through couplers, patch panels,
and connector blocks shall be repaired or replaced in order to ensure

100% useable conductors in all cables installed.
All cables shall be tested in accordance with this document, the
ANSI/TIA/EIA standards, the chosen manufactures certification
program and best industry practice. If any of these are in conflict, the
bidder shall bring any discrepancies to the attention of the project
team for clarification and resolution
C.2 Copper Testing
All Category 6 field testing shall be performed with an approved level
III field test device (recommended: Fluke DTX-1800 or DSP-4300,
Agilent Wirescope 350).
100% of cables installed shall be tested and shall all result to
PASS remarks from level III tester for TIA channel or TIA
permanent link.
All UTP field testers shall be factory calibrated each calendar
year by the field test equipment manufacturer as stipulated by
the manuals provided with the field test unit. The calibration
certificate shall be provided for review prior to the start of
testing.
Category6 UTP horizontal cables, whose length does not
exceed 90 m (295 ft) for the basic link, and 100 m (328 ft) for
the channel shall be 100 percent tested according to
ANSI/TIA/EIA-TSB-67 and ANSI/TIA/EIA-568B. Test
parameters include wire map, length, NEXT loss (pair-to-pair),
NEXT loss (power sum), ELFEXT loss (pair-to-pair), ELFEXT
loss (power sum), return Loss, attenuation, propagation delay,
and delay skew.
C.3 Fiber Optic Testing
Fiber backbone cables shall be 100% tested for attenuation
and length.
Length shall be tested using an OTDR or any optical length
test measurement device

Attenuation shall be tested at 850 nm and 1300 nm for 50/125
mm multimode in at least one direction. Acceptable
attenuation test results shall be determined using the following

D.1 Labeling
D.1.1 Cables
Horizontal and backbone cables shall be labeled at each end. The
cable or its label shall be marked with its identifier. The label shall be
mechanically printed (handwritten labels or use of masking tapes are
not acceptable).
D.1.2 Faceplates
A unique identifier shall be marked on each faceplate to
identify it as connecting hardware.

D.1.3 Racks, Panels, Blocks
A unique identifier shall be marked on each piece of
connecting hardware to identify it as connecting hardware.
Each port on the connecting hardware shall be labeled with its
identifier.
D.2 Drawings
The drawings are to include cable routes and outlet locations. Outlet
locations shall be identified by their sequential number as defined
elsewhere in this document. Numbering, icons, and drawing
conventions used shall be consistent throughout all documentation
provided. Proponent will provide floor plans in paper and electronic
(DWG) formats signed and sealed by a Professional Electronics
Engineer on which as-built construction information can be added.
Drawings must have identifiers for all:
Horizontal cable routing and terminations
Telecommunications outlets/connectors
Backbone cable routing and terminations
D.3 Records
All records shall be created by the installation contractor and turned
over at the completion of work. The format shall be computer based
and both soft copies and hard copies shall be part of the As-built
package. The minimum requirements include:
Cable records must contain the identifier, cable type,
termination positions at both ends, splice information as well as
any damaged pairs/conductors.
Connecting hardware and connecting hardware position
records must contain the identifier, type, damaged position
numbers, and references to the cable identifier attached to it.
Test documentation on all cable types shall be included as part
of the As-built package.
D.4 Reports
All reports shall be generated from the computer-based program used
to create the records above. These reports should include but not
limited to:

D.5 SYSTEM DOCUMENTATION
The Lessor through telecommunications contractor shall provide
three (3) full documentation sets to PAGCOR. Documentation shall
include the items detailed in the sub-sections below.

Documentation shall be submitted after the completion of each testing
phase (e.g. subsystem, cable type, area, floor.). This is inclusive of all
test result and draft as-built drawings. Draft drawings may include
annotations done by hand. Machine generated (final) copies of all
drawings shall be submitted after the completion of each testing
phase. At the request of the Engineer, the telecommunications
contractor shall provide copies of the original test results.
The Engineer may request that a ten percent (10%) random field re-
test be conducted on the cable system, at no additional cost, to verify
documented findings. Tests shall be a repeat of those defined above.
If findings contradict the documentation submitted by the
telecommunications contractor, additional testing can be requested to
the extent determined necessary by the Engineer, including a one
hundred percent (100%) re-test. This re-test shall be at no additional
cost to the Owner
D.6 TEST RESULTS
Test documentation shall be provided by the lessor on disk within
three (3) weeks after the completion of the project. The disk shall be
clearly marked on the outside front cover with the words “Project Test
Documentation”, the project name, and the date of completion (month
and year). The results shall include a record of test frequencies, cable
type, conductor pair and cable (or outlet) I.D., measurement direction,
reference setup, and crew member name(s). The test equipment
name, manufacturer, model number, serial number, software version
and last calibration date will also be provided at the end of the
document. Provide copy of calibration certificate. The tester
equipment should be loaded with the latest software version.
The field test equipment shall meet the requirements of
ANSI/TIA/EIA-568-B including applicable TSB’s and amendments.
The appropriate level III tester shall be used to verify Category 6
cabling systems. ANSI/TIA/EIA-568-B.
Test results generated for each cable by the wire (or fiber) test
instrument shall be submitted as part of the documentation package.
The approved contractor must furnish this information in electronic
form (CD or external device).
When repairs and re-tests are performed, the problem found and
corrective action taken shall be noted, and both the failed and
*passed test data shall be documented and resolved.
E. WARRANTY AND SERVICES
A twenty five (25) year system warranty certificate shall be issued by
the Cabling System Manufacturer to the lessor after getting PASS test
results on one hundred percent (100%) of installed links.
The warranty shall cover for twenty five (25) years are the following:
