WE, the Heads of State and Government of the Association of Southeast Asian
Nations (hereinafter referred to as “ASEAN”), namely Brunei Darussalam, the
Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic
Republic (Lao PDR), Malaysia, the Republic of the Union of Myanmar, the
Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand
and the Socialist Republic of Viet Nam, gathering hereby at the 28th ASEAN
Summit in Vientiane, Lao PDR;
COGNIZANT that all Member States of ASEAN are Partıes to the Conventıon on
the Rıghts of the Chıld (CRC), the Conventıon on the Elımınatıon of All Forms
of Discrimination against Women (CEDAW) and the Conventıon on the Rıghts
of Persons wıth Dısabılıtıes (CRPD), and that the CRC defınes a chıld as a

person under eighteen years of age and emphasizes the principles of non-
discrimination, the right to life, survival, and development, the best interests of the
child, and respect for the child’s views.

DIMENSIONS OF OOSCY
1. The term “Out-of- School Children and Youth” (OOSCY) encompasses children
and youth in one or more of the following four key situations:
a) Children and youth who do not have access to a school in their community;
b) Children and youth who do not yet enroll at a school, despite the availability
of a school;
c) Children and youth who have enrolled but do not attend school or are at risk
of dropping out;

b) Incentives to enable all girls and boys to complete (not less than) free,
equitable and quality primary and secondary education leading to
relevant and effective learning outcomes and to advance to other levels
of education;
c) Provisions for all girls and boys to have access to quality early childhood
development, care and pre-primary education so that they are ready for
primary education;
