2.0 Introduction
SHANGRI-LA RETAIL & OFFICE DEVELOPMENT in Phase 3 has to undergo Rock
Excavation while constructing the Basement Raft of the Office Tower. Fresh rock surface
encounter at MSL -5.0 m and excavation shall be carried out to Raft Soffit at MSL -7.85 m.
further excavation to be done in Lift Pits locations.

As the main contractor for Phase 3 of above project, we introduce “GSMB Technical
Services (Pvt.) Ltd at 569, Epitamulla Road, Pitakotte, Sri Lanka as the specialized
sub-contractor for Rock Blasting at the Basement Raft of Phase 3. Hence this method
statement directly exhibits their methods and procedures comply with the Occupational
Health & Safety Plan for Phase 3.

3.0 Purpose of Method Statement


This method statement provides the details of the materials, the equipment, the procedure
and relevant documents related to the Rock Blasting activity, including the quality control
verifications, measurement verifications, and also the safety procedure to be implemented
for this work.

4.0 Scope of Method statement


As a basic requirement of the project there is Bed Rock and Rock Boulders has to be removed
within the project locations. We are expected to apply the method of Blasting for the
removing of Bed Rock and Rock Boulders within total project area. The licenses, permits
and clearance are the main important requirements for the blasting activities. The
Environment clearance is obtained from Environmental Authority. Mining License shall be
obtained from Geological Survey and Mines Bureau. The Use of Explosives during the
period of blasting is extensive and when large or small quantities of explosive have to be
handled properly. Acquisition, storage, transportation, Handling and use of Explosive as well
as the procedures adopted in case of misfire, accident or fire are the responsibilities for which
fall upon the supervisory staff. The acquisition and use of explosives are strictly adhered with
the requirements of the concerned government authorities.

5.0 Locations Identified


The bed rock at the basement of housing project has been identified to be blast and removed
throughout the project area. The project location is located within the Colombo Municipal
Council.

6.0 Responsibilities
All related licenses, Clearances, and permits will be obtained from relevant government
authorities after paying fees and charges in respect to the purpose. Permits will be obtained
for transportation and storage of explosive from relevant government bodies.
Experience and skilled personals will be taken part in blasting operations under the

supervision of Senior Mining Engineer.

All employees are taken part in blasting operations shall be in good health condition and
over 18 Years old and they will be properly trained to operate equipment provided. All
employees will be made aware the rules and conditions stipulated in the licenses and
clearances issued by the relevant government authorities.

The Mining Engineer will lead the blasting activities and will be responsible for the safe
handling and storage of explosives in site, Detonators and other blasting equipment which
are to be use by himself or other responsible persons under his supervision. He has to ensure
that no any unauthorized persons are allowed access to the blasting site and all explosives are
carefully guarded in a safe location.

7.0 Resources
Whole Work would be categorised to specified sub tasks as follows to assign resources effectively.
The capacity/size of the below tools and equipment shall be judged in accordance with site conditions,
requirements, and availability at the time of execution.

8.0 Rock Blasting Method


Prior to commencement of work the Mining Engineer shall confirm the following documents are
in order.
 Valid Mining License issued by the GSMB.
 Clearance from Central Environmental Authority (CEA)
 Explosive Permit Issued by the Assistant Explosive Controller.

Rock Blasting (Excavation) method will be decided depending on the location properties,
geological formation of the rock. The maximum borehole depth will be 3.0 meters or less than 3.0
meters. The maximum Number of boreholes expected to be blast at a time will be (Ten). Drilling
depth and number of boreholes at a time will be decided base on the location by considering the
existing social and environmental condition.

Drilling angle and blasting face also will be decided base on the topography of the location to
minimize possible impact for the public living around.
Recommendations given in the GSMB Mining License will be strictly followed to control the
Ground vibration and Air Blast over Pressure.
(Please refer Annexure A for Blasting Parameters and Drilling Patterns)

9.0 Rock Blasting Schedule


Estimated total rock volume to be blasted and removed is approximately 3500.00 m3. This
quantity includes only Bed Rock.
While rock excavation is under process, the blasting schedule may be changed to accommodate
other work which are planned to be done concurrently with the excavation program.
Charging and blasting operations will be scheduled during weekdays to allocate more time period
for Drilling and rock removing.
Drilling, Charging and rock removals will be carried out on a regular basis as a part of overall
excavation program.
Charging and Blasting work will be conducted at day time on the days when blasting operations
are scheduled.
Explosive will be supply to site with prior arrangement with complying the security and safety
procedures.

10.0 Explosive Handling, Transportation and Storage Procedure


Explosive handling, transportation and storage shall be carried out in accordance with explosive
Act No. 21 of 1956 and Amendment published in the gazette thereafter, under the authority of
Ministry of Defence, Public Security, Law and Order.
Permission in working will be initially obtained from the designated authorities before explosive
or blasting agent brought in to the site.
Only competent person who have experience and knowledge in handling explosive will be
appointed take charge of the blasting operations.

Vehicle use for the transportation of explosive shall be approved by the Explosive Controller of
the relevant District.

10.1 Storage and Transport Method


Storage facilities for the Electric Detonators, Dynamite (Water Gel) and Ammonium Nitrate
Shall be make arrangement with the Permission of Assistant Explosive Controller of the
relevant District to be store at the approved explosive magazine of the nearest authorized
explosive agent.

There are four criteria for the storage of explosive.

1. Security.
2. Safety.
3. Prevention of fumes, which could be hazardous for the health.
4. Maintain Explosive inventory record book.

Care shall be taken, when handling and transporting explosive, to ensure that they do not
come in with any source of ignitions. Smoking during charging or close proximity of
explosive is forbidden.

 Transport of explosive shall be handled by the responsible person who shall be over
21 years of age that is nominated by the license holder.
 Transportation of explosive shall be under police escort from Explosive magazine to
site.
 Balance quantities of blasting materials shall be return to the magazine at the end of
the each blasting day
 Electric Detonators and blasting agents shall be transport separately.
 Explosive Log Book shall be maintained

11.0 Safety and Security Management and control Procedure


The contractor will be responsible for the implementation of existing Laws and regulations
enforced by the Government authorities in order to confirm safety and security of the general
public, private properties and workers.

The Vibration and Air Blast over Pressure will be controlled according to parameters given in
the National Environmental Act, No.47 of 1980.

Vibration and Air blast over pressure will be control 5 mm per second & 120dB respectively.

All blasting operations will be carried out experienced drilling operators and skilled labors
under the supervision of a qualified mining Engineer.

11.1 Fly Rock Controlling Procedure


Special attention will be paid for the generating of FLY ROCK. The following precautionary

action shall be taken in order to control them.

 Improved drilling technique will be used.


 Heavy covering mats will be used to cover blasting face and surface
 Explosive quantity will be decided after considering condition of the rock.
 People living close proximity will be evacuated at the time of blasting.
 People living in the deep slope areas will be informed prior to blasting.
 Rock surface will be carefully checked and remove all remaining rock particles and
clean before each and every blasting operation.
 Blasting parameters given in the GSMB Mining License will be carefully studied by the
mining Engineer and which will be implemented in the blasting operations.

11.2 Misfire Handling Procedure


 In case of misfire the mining Engineer shall provide safety for the employees and keep
them out of danger zone.
 Ensure that no outside personals entering in to the danger zone.
 Suspend all other work temporary and remove the hazard of the misfire only those
employees necessary to do the work remaining in the danger zone.
 No attempt shall be made to extract explosive from any charged or misfire hole. A new
prime shall be put in and recharged the hole.
 No activities shall be commenced until all missed holes are detonated.

11.3 Site Inspection after Blasting Operation


 Immediately after the blast has been fired, the firing line shall be discontinued from the
Exploder or Power switch shall bring back to the off position.
 Sufficient time gap shall be allowed (About 15 Minutes) for the smoke and fumes to
leave the blast area before returning to the site.
 A brief inspection shall be carried out after every blast by Mining Engineer shall at
surrounding area and check and confirm all charges have been exploded before
employees are allowed to return to the site,.

11.4 Site Safety Management Procedure


 Safety officer shall be appointed to handle all outstanding safety matters.
 Safety requirements of the government authorities shall be implemented to ensure the
safety of general public and workers of the site.
 Personal protection Equipment (PPE) shall be provided to all the employees according to
(occupational health) Labour Law.
 All general public living close proximity will be informed in advance.
 Access shall be provided for the pedestrian to cross over the construction site safely.
 All access roads and foot paths shall be Temporary closed at the time of blasting to ensure
safety of the pedestrians.
 Traffic plan shall be implemented for the diversion of traffic.
 Safety warning sign boards shall be provided

 Flagman shall be located in the entrance of the access roads.
 Proper covering mats shall be used to cover Blasting face and surface.
 Standby vehicle for in case of emergency shall be available at site.
 Special attention shall be taken to remove all unstable boulders from slope.
 Siren alarm system shall be implemented before blasting operation as follows.
After final confirmation of evacuations are completed:
1st Signal a series of long alarm five minute before blast.

2nd Signal a series of short alarm one Minute prior to the blast.

3rd Signal a prolonged alarm following the exposure.

 Mining Engineer shall confirm that there are no any remaining explosives are kept in the
close proximity of the blasting site before firing.
 The area where blasting operations are to be carried out will be demarcated with barricade
tape.
 Warning boards shall be exhibited in the required locations.
 The Independent Monitoring team shall be arranged if recommended by the GSMB.

11.5 Warning to Residence and Traffic


Adequate warning signals shall be given to neighbouring residence before blasting operation
is commenced. A siren will be activated and men with red flags posted on all roads close
proximity to the blasting point.

12.0 Controlling of Environmental Impacts


The Environmental Clearance will be obtained from Provincial Environment Authority and
Central Environment Authority prior to commence major activities of the project, the action
will be taken to fallow the conditions stipulated therein.
Proper demarcation of boundary of the blasting location shall be completed prior to
commence excavation in order to ensure unnecessary removals of trees.
In case of disturbance to existing water paths, suitable diversion shall be provided.

12.1 Environmental Management Procedure


 Mechanism for Protection of environment shall be implemented in accordance with the
authority requirements.
 Possible environmental impacts due to blasting operations shall be identified prior to
commence related activities.
 Solid waste shall be separated and discard in an acceptable manner.
 Noise and Vibration shall be controlled in accordance with national environmental
standers.
 Air pollution due to dust suppression shall be controlled by wetting road surface
frequently.

13.0 Utilities
Prior to commence excavations, obstruction of utilities will be identified and it will be
relocated in suitable locations which will be negotiate with utility authorities.

Underground utilities shall be identified and diverted to avoid possible damages.

Overhead Electricity and telephone cables will be identified prior to blasting operations, safe
distance shall be decide before use electric detonators.

Any damages occurred by an error shall be informed to the utility authorities immediately for
necessary repairs.
