Proposal poor planning in Pakistan

Summary of the Research Proposal

Construction projects plays a vital for a country like Pakistan in the development of a country. Proper
construction planning is very important to complete any project allocated. Construction Projects plays a
vital role in the economic development of a country. Some of the construction project delays are time
overrun, cost overrun, political instability, poor planning, poor management etc. In this study, detailed
causes of delays will be analyzed in Pakistan. On the basis of this study some of the guide lines would
be provided to over come the construction project delays. These guidelines will be a useful asset for the
Government, Non-Government and Private Organization.

Introduction

The construction industry is a very important sector for the development and economic growth of
Pakistan. There are many construction projects completed, going on and many to come. In
construction projects, there are some problems faced such as delays in the completion or delivery of
the project. The delay in completion of construction projects is a worldwide problem. In construction
industry, construction delay refers to the time overrun in specified completion data or time overrun in
the delivery of the construction projects on which all parties agreed.
For the client, construction delay refers to the loss of revenue, lack of productivity, dependency on
existing facilities, lack of rentable facilities etc. For the contractor, construction delays refers to the
higher costs, longer work duration, increased labor cost, higher material and equipment costs etc.
Completion of construction projects on specified time or time agreed within parties indicates the work
and construction efficiency. These causes lead to the delay in construction completion and this delay
leads to some negative effects on the construction projects.
In Pakistan, it is very rare case the construction project is completed on the time specified or agreed
upon. There are many construction projects in Pakistan, which suffered delay or in some cases
suffered suspension or abandonment. Some examples of construction projects, which suffered delay,
are: Reconstruction of Earthquake affected roads, Neelam Jhelum Power project, Kalabagh Dam,
Motorway of Pakistan, China industrial cities in Punjab, Sindh, Khyber Pakhtunkhwa and Baluchistan,
Nandipur Power Project etc.

Purpose of Study/Justification
This study will be carried out with the vision of helping the knowledge base of the Project Management
to improve their implementation and practices,this study will provide informations to help all the three
parties involved in construction project that are Client, Consultant, and Contractor. In addition of this the
study will provide How Government / Non-Government and Private organization can use these
information to overcome the delays in construction projects due to cost overrun and poor planning.

Statement of the Problem

The present study is about the " Delays in the Large Scale construction projects due to Cost over-run
and poor planning in Pakistan"
The general preception of the delays in construction projects have a negative impact on the economic
and financial growth of the country. The construction industry is a very important sector for the
development of Pakistan. There are many construction projects completed, going on and many to
come. In construction projects, there are problems faced such as delays in the completion or delivery of
the project. In order to understand the project delay problem, this study will first review the literature to
identify existing factors of projects delays and then this study will identify some new factors due to
which construction projects get delayed.

Objectives

1: To analyze the effects of poor planning on project delays on large scale construction projects in
Pakistan.

2: To analyze the effects of cost over-run on project delays on large scale construction projects in
Pakistan.

Study Area
The study area in this research is Pakistan, It has many ongoing construction projects such as Orange
Line Metro, Neelum Jhelum Project, Nandipur Power Project, Motorway 2 EXTENSION, Metro Bus
Project Multan etc.

Research Design (Methodology)

In this research, Quantitative investigation is used to get the data from respodents, Quantitative
research is a formal, objective, systematic process in which numerical data are used to obtain
information.

A questionnaire will be adopted in order to assess the perceptions of different Respondents involved in
the construction process in Pakistan construction industry. The questionnaire will be divided into Two
parts.

1:Profile and background of the respondents.


2:The causes of large scale construction project delays due to cost over-run and poor planning.

First the questionnaire will be discussed with related people working in the construction industry for
the confirmation of whether this questionnaire is enough for the gathering of required data. After their
approval and positive response, Then we did random sampling for the selection of respondents, and
distributes the questionnaires.
