Preamble
The world demands the wholly new philosophy of sustainable development and smart
community living for a progressive evolution of humanity, as a great synergy of nature, people,
territories, technologies, facilities, and ideas, documents, data, knowledge, concepts, strategies,
models, policies, projects, programs, and solutions [1].
In line with such big philosophy, the Universal Agenda 2030 for Sustainable Development was
adopted at the United Nations Sustainable Development Summit on 25 September 2015 for
“Transforming our world” [2].
The interlinked and integrated 17 global Sustainable Development Goals (SDGs) and 169 targets
will stimulate action over the next fifteen years in areas of critical importance for humanity and
the planet: People; Planet; Prosperity; Peace; Partnership [2].
To enable sustainable development and its basic goals, the United Nations has to use new digital
intelligence resources; for existing multinational governance systems have been failing
miserably.
Research and development of sustainable smart communities of the future is a stated objective of
academia, research institutes and think tanks, as well as many governments and corporations
worldwide [3-4].
First of all, future territories and human settlements shall meet the dual objectives of
sustainability and improvement in the quality of life.
In addition, as the global population increases, the world must also move towards more
sustainable and smart, intelligent use of available resources, natural, human, financial and
material.
“Smart” and “Intelligent” is now emerging as a fundamentally innovative multidisciplinary
concept that helps the human communities of any scale and scope by enhancing their overall
sustainability, livability and techno-social progress.
As such, it meets the triple goals of fundamental innovations, sustainable future and
improvement in the quality of life.
“Smart” concepts integrate a diverse set of assets and expertise in the areas of AI, engineering,
and innovative technologies, natural science, social science, political science, and economics,
electronics, informatics, computing, and mathematics, urban planning and city administration,
project management and business management.

ICT infrastructure, Artificial Intelligence, smart devices, the internet, digital infrastructure and
virtualization drive a new innovative intelligent world, as having as having three major
characteristics: All sensing; All connected; All intelligent (Everything will become intelligent,
and our world as a whole will be intelligent, including its territories, geopolitical communities
and cities) [5].
Given “the world's blueprint for global sustainable development”, our research is aimed to
develop a synergistic concept of Smart Territories and Intelligent Communities (STs & ICs) at
the level of local, urban, national, transnational and global communities [6].
The organic development concept of STs & ICs is advanced as fundamental for the future human
communities and geopolitical territories of any scale and scope to secure the overall
sustainability, livability and techno-social achievements [7-8].
We are to study how to translate the STs & ICs into national legislation, developing national
strategies, allocating a budget, drawing sustainable investment, being open for public-private-
citizen partnerships.
The STs & ICs revolves around 5 pillars—smart nation, i-governance, new economy, the
intelligent environment and AI-driven infrastructure, hard and soft, —all with the smart citizens
at the centre.
The STs & ICs national wealth will be created by the combination of materials, labour, and land,
with the critical role of AI industry, groundbreaking innovations and smart technology.
The STs & ICs imply seizing the major strategic opportunity for the development of real AI, to
accelerate the construction of an innovative space of smart communities and intelligent territories
to build the first-mover advantage in science and technology, economy and industry.
The STs & ICs are to integrate 21st century fundamental innovations and disruptive technologies
to meet territorial, political, economic, environmental, infrastructure, social, cultural and
demographic challenges.
The STs & ICs meet the triple goals of fundamental innovations, sustainable, smart and secure
future and improvement in the quality of life.
The STs & ICs have a two-pronged approach: top-down (government-led) to build foundations
to promote and stimulate bottom-up (community-driven) innovation to conduct local sector-
specific initiatives, such as delivering innovative services by citizens and local Small and
Medium Size Enterprises.
The I- EU Platform [supported by the Europe 2020 Strategy and the European Innovation
Partnership on Smart Cities and Communities] is to be concept-proved as a case of transnational
i-community, while its one of smallest of Member States, i-Cyprus, is taken as a sample of
national i-community [9].

Today, even noted politicians recognize that “artificial intelligence is the future ... for all
humankind”. “Whoever becomes the leader in this sphere will become the ruler of the world”
[1].
And according to Huawei’s CEO Eric Xu, “The journey to an intelligent world has already
begun” [2].
The EU, China, Russia, and the United States are engaged in a worldwide race to develop AI and
define the sustainable future.
Big powers are all in agreement that artificial intelligence will be the key technology
underpinning national power in the future, scientific, technological and industrial achievements,
economic growth and sustainable community development.
Google, Facebook, Amazon, IBM, Microsoft and Apple created the Partnership on Artificial
Intelligence to
“Benefit People and Society, to study and formulate best practices on AI technologies, to
advance the public’s understanding of AI, and to serve as an open platform for discussion and
engagement about AI and its influences on people and society” [3].
AI is becoming ubiquitous and AI automation development and deployment is becoming a
global phenomenon, to be resulting in a reshaping of our world, its territories, communities and
economies. The emerging AI revolution will profoundly change human society and life
cardinally transforming the world, the ways the humanity lives, studies, plays and works.
Crucially, the impact of AI automation on human employment might be so critical that around
half of today's high-level "human jobs" could be eliminated by automated processes over the
next 10 or 15 years.
To estimate the size of the AI global impact is hardly possible, and there are different projections
found in various annual and financial reports, presentations, press releases and journals, as Big
Data (Artificial Intelligence) by EU Business Innovation Industry, or databases Google Finance,
Factiva (By Dow Jones & Company), Yahoo Finance.
As to PWC, AI could contribute up to $15.7 trillion to the global economy in 2030, more than
the current output of China and India combined. Of this, $6.6 trillion is likely to come from
increased productivity and $9.1 trillion is likely to come from consumption side effects [4].
Taking into account the next generation AI systems, as the IoT and AI in New Weapon Systems,
might overthrow such prognoses completely.
Up to date, AI is widely divided into general and applied, strong and weak, smart or stupid, or
big and small, respectively. Strong real AI X.0 refers to General Intelligence or Encyclopedic
Intelligent Systems while weak AI focuses on narrow specialized tasks performed by expert
systems or machine learning algorithms [5]. Most AI research and projections turn around an
applied, weak, small AI as the Gartner’s "systems that change behaviors without being explicitly
programmed, based on data collected, usage analysis and other observations."
In fact, Global AI is an intelligent complex socio-technological system according to the Future
Intelligence Architecture [5]:

Global Encyclopedic AI is emerging as an integration of state-of-the-art technologies, AI,
cognitive computing, machine learning, big data, internet of things, telemetry, robotics,
predictive analytics and groundbreaking emerging technologies, to develop complex intelligent
systems, services and products. Still it is to be added with data processing & management,
(cyber)security, visualisations, sensors, cloud computing, open data, i-Government, GIS, internet

On other side, AI is a collective term for computing systems that can sense their environment,
think, learn, and take action in response to what they’re sensing and their objectives.
As such, AI involves: Automated intelligence (Automation of manual/cognitive and
routine/nonroutine Tasks); Assisted intelligence (Helping people to effectively perform tasks);
Augmented intelligence (Helping people to make smarter decisions); Autonomous intelligence
(Automating decision making processes without human intervention) [6].

Assistant; Querying Method; Natural Language Processing; Context-Aware Processing; Smart
Internet of Things.
Its industrial impact is as wide as: urban sustainable development; transportation; public utilities;
service robots; healthcare; education; low-resource communities; public safety and security;
employment and workplace; and entertainment.
Thus, for AI territories and communities, it is critical to create General AI Strategy and
Development Plan, setting out a top-level design blueprint to chart the community's approach to
developing AI science and technology, infrastructure and industry, services and applications.
The Strategic Plan for the AI-driven STs& ICs proposes the actions as below.
Build open and coordinated AI research, development and innovation eco systems: Establish
basic theory systems for a new generation of AI; Build a next-generation AI key general
technology system: Construct AI innovation platforms; Accelerate the training and gathering of
AI ecosystems.

nation and global power in science and technology, …, this plan has been formulated".
White House also issued report “Preparing for the Future of Artificial Intelligence” striving to
keep a global leadership [8].
The EU is still looking for a Common Union AI Strategy [9-10], having critical importance for
an Artificial Intelligence Arms Race [11].
Our research proposal is aimed to outline a globally competitive "Next Generation Artificial
Intelligence Strategy and Development Plan", distinguished by the sustainable development
concept of STs& ICs.

A Common Union AI Strategy for STs& ICs contains the plans how to grow the AI industry and
Smart Economy [1], as applied to the EU, having a choice to stay among the world leaders in AI
in the future, or allow other countries to dominate.
Economic challenges to stabilising the present recessive unsustainable economy include:
o non-innovative traditional economy
o high government spending
o high public debt
o high youth unemployment
o high non-performing loans
o lack of innovative business
o state bureaucracy and slow procedures
o state corporations technological inefficiency
o growing mass poverty
o economic inequality, etc.

Synergistic Triple Helix Model of Sustainable Communities and Cities


One of the principal the UN SDGs is Goal 11: Sustainable Cities and Communities.
Over half the world’s population already lives in urban areas, while the United Nations
projecting that number to 70% by 2050. Given the rapid global urbanization, coupled with
shifting demographics and disruptive technological change, many countries and cities have
started planning the development of smart cities and communities: urban centers and rural
regions that use eco-engineering solutions, intelligent innovations, smart connected technologies
and automated systems that optimize the allocation of resources and the efficiency of services.
The significant part of the world’s wealth is in the form of urban land and buildings, commercial
property and residential property and infrastructure capital. Now the world’s population, is
mostly concentrated in an urban area, as a town, large town, city, large city, metropolis,
conurbation, megalopolis (unified super-city), or ecumenopolis (the urban world).
Cities are engines of innovation, economic growth, and technological progress, and the way for

The distinction of any city is its capacity to aggregate people, skills, talents, resources, capital,
businesses, government, and infrastructure, physical and social, supported with complex systems
for land use, transportation, utilities, sanitation, housing, and public services.
Over the last several years we have seen how the concept of Smart Cities [1] and Intelligent
Cities [2] has been fast moving from the academic world of conferences and workshops to the
strategic planning of national governments and primary commercial projects of global IT
corporations, multinational infrastructure providers and system integrators.
The whole topic of sustainable intelligent urbanization is as critical for human living as confused
by many different approaches [1]. Habitat III Secretariat has brought out an Issue Paper on smart
cities that provides an overview of the Smart Cities [3].
In all, the labels prevailing today for smart cities are: cybercities, digital cities, innovative cities,
information cities, smart cities or intelligent cities, creative cities, green or sustainable cities,
innovative cities, flexible cities, mesh cities, and cities of the future.
As the smart city projects spread across the world, Nikkei Business Publications has conducted a
research on the sunrise market and projected the market size of 3,1 trillion Euro for the next
twenty years. Meantime, according to the Cisco’s estimations, the emerging market of smart/
intelligent cities is projected over $ 1 trillion in the next decade.
It is widely cited that a Smart City System comprises of six key building blocks: (i) smart

But the 21st century cities driven by the most groundbreaking and disruptive AI technology is

How to Build Intelligent Urban Communities, or i-Cities


The i-Community Development Fund is to be responsible for implementing the mission in
collaboration with the local authorities of the respective cities and communities.
Each city and community will create the SPV as a public sector company to implement the smart
city/community mission. The execution of projects may be done through joint ventures,
subsidiaries, development companies, public-private partnership (PPP), municipal bonds,
subsidies and grants, bilateral and multilateral borrowings, turnkey contracts, civic associations,
NGOs, etc. The Smart Community Development Fund will provide a designated funding to the
entity, as equal contribution of each. The entity has to raise additional fund from the financial
market as a debt or equity.
The developments as guided by the Smart City planning could be as different as solar farms,
sewage treatment plant, waste water recycling and smart metering, green housing project, smart
learning in municipal schools, public transit project, green mobility, affordable housing, clean
environment, urban knowledge centre, smart class rooms, muni WiFi, smart LED streetlights,
intelligent traffic management system, city surveillance, and command and control centre.
In all, the strategic components of territorial development in the Smart Cities Mission are
implemented by 100 Smart Cities Mission in India [4]:
1. city/community improvement (retrofitting),
2. city/community renewal (redevelopment),
3. city/community extension (greenfield development using innovative planning, plan financing
and plan implementation tools),
4. combination thereof,
5. pan-city initiative in which Smart Solutions are covering larger parts of the city, as applied to
the existing city-wide infrastructure.

Unlike the traditional legacy city, a smart city, new or retrofitted, is anticipated as a prime city of
well-being, prosperity and productivity.
It is characterized as an innovative urban settlement with Intelligent Information and
Communications Technology Infrastructure inbuilt in the Environment, Transport, Utilities and
Energy Networks, Buildings, Social Infrastructure, Government, and Services.
Now, what is not a real smart sustainable city looks as follows [3].
It is not a conventional city/metropolis/urban center
It is not a digital city or wireless city
It is not an ecological city or green city or ecologically healthy city or quality urban system
It is not an intelligent city or knowledge city or social intelligence city or creative city
It is not a network-based smart + connected community
It is not a city only with a smart community
It is not a city only with a smart environment
It is not a city only with a smart economy
It is not a city only with a smart transportation
It is not a city only with smart utilities and energy systems
It is not a city only with smart education
It is not a city only with a smart public safety
It is not a city only with smart buildings
It is not a city only smart healthcare
It is not a city only with smart public administration

A smart city is not public administration/authorities that deliver innovation services and
infrastructure, based on information and communication technologies
Still, a smart city is not a city with a smart economy; smart mobility; a smart environment; smart
people; smart living; and, finally, smart governance
It is not also a city with smart transportation, utilities, healthcare, education, public safety, or
building systems management.
If the government is striving to advance ecological infrastructure, smart utilities, smart transport,
smart buildings, smart economy, smart government, smart environment, smart lifestyle, or smart
communities, in the fragmented ways, without an integrated, holistic regional/urban planning,
it’s hardly about a real smart city.
Thus, what is not a real smart city, it is not the trinity city; and what is not the trinity city, it is
not a real smart city.
Then new energy cities, like Masdar, economic cities, like King Abdullah Economic City, or ICT
cities, like Songdo or GIFT city, are hardly truly smart cities. For the real sustainable community
strongly implies an extensive full sustainability modeling, digital, environmental, and social
planning in the first place, what the study is promoting.
The Sustainable Smart Cities and Green Communities Strategy, or smart interventions and
investments, is to become one of the key public policies in creating STs & ICs [1].
The Strategy involves an urban renewal and retrofitting program and communal redevelopment
with a mission to develop the communal territories, global, transnational, national, urban and
local areas, as citizen friendly, interconnected and sustainable.
All in all, the Smart Cities and Green Communities are to be consisted of 4 components at least:
o Embracing new solutions, innovative systems and intelligent computing technologies,

o Controlling, monitoring and integrating the entire critical infrastructure and services as

We have to note the European Innovation Partnership on Smart Cities and Communities (EIP-
SCC), an initiative supported by the European Commission, bringing together cities, industry,
SMEs, banks, research and other smart city actors to improve citizens’ quality of life; increase
competitiveness of Europe’s industry and innovative SMEs; make our cities more competitive
and better places to live in; achieve social, environmental and economic sustainability for our
cities [5].

Conclusion
By 2025, the Earth’s population will have hit 8.1 billion, which will exert pressure on our

A Next Generation Artificial Intelligence Development Plan
On July 20, 2017, China's State Council issued a seminal document, entitled A Next
Generation Artificial Intelligence Development Plan.
This important aspirational document sets out a top-level design blueprint charting the country's approach
to developing artificial intelligence (AI) technology and applications, setting broad goals up to 2030.

The rapid development of AI will profoundly change human society and life and change the world. To
seize the major strategic opportunity for the development of AI, to build China’s first-mover advantage in
the development of AI, to accelerate the construction of an innovative nation and global power in science
and technology, in accordance with the requirements of the CCP Central Committee and the State
Council, this plan has been formulated.
The research that fuels the AI revolution in China.
Build open and coordinated AI science and technology innovation systems: Establish basic theory
systems for a new generation of AI; Build a next-generation AI key general technology system: Construct
AI innovation platforms; Accelerate the training and gathering of high-end AI talent
Basic Theories
1. Big data intelligence theory. Research new data-driven and knowledge-driven AI methods, theories and
methods for sensing computing theory with natural language understanding, images and figures at the
core, comprehensive deep reasoning and creative AI theories and methods, basic theories and frameworks
on smart decision-making with incomplete information, data-driven common AI data models and
theories, etc.

2. Cross-media sensing and computing theory. Research sensing that exceeds human visual abilities,
active visual sensing and computing aimed at the real world, auditory sensing and computing of natural
acoustic scenes, language sensing and computing in an environment of natural interaction, human sensing
and computing aimed at asynchronous orders, autonomous learning aimed at smart media sensing, and
urban omnidimensional smart sensing and reasoning engines.
3. Hybrid and enhanced intelligence theory. Research hybridization and convergence where “the human is
in the loop,” behavioral strengthening through human-machine smart symbiosis and brain-machine
coordination, intuitive machine reasoning and causal models, associative recall models and knowledge
evolution methods, complex data and task blended and enhanced intelligence learning methods, cloud
robotics coordination computing methods, and situational comprehension and human-machine group
coordination in real-world environments.
4. Swarm intelligence theory. Research swarm intelligence structural theory and organizational methods,
swarm intelligence incentive mechanisms and emergence mechanisms, swarm intelligence learning
theories and methods, common swarm intelligence computing paradigms and models.
5. Autonomous coordination and control, and optimized decision-making theory.
Research coordination sensing and interaction aimed at autonomous unmanned systems, coordination,
control and optimized decision-making aimed at autonomous and unmanned systems, knowledge-driven
human-machine-object triangular coordination and interoperability theories.
6. High-level machine learning theory. Research basic statistical learning theories, reasoning and
decision-making under uncertainty, distributed learning and interaction, learning while protecting privacy,
small-sample learning, deep intensive learning, unsupervised learning, semi-supervised learning, active
learning and other such learning theories and efficient models.
7. Brain-inspired intelligence computing theory. Research theories and methods on brain-inspired sensing,
brain-inspired learning, and brain-inspired recall mechanisms and computing blends, brain-inspired
complex systems, brain-inspired control, etc.
8. Quantum intelligent computing theory. Explore cognitive quantum models and intrinsic mechanisms,
research efficient quantum intelligence models and algorithms, high-performance and high-bitrate
quantum AI processors, real-time quantum AI systems that can exchange information with the outside
world, etc.
Key General Technologies

1. Knowledge computing engines and knowledge service technology. Researching knowledge computing
and visual interaction engines; researching innovative design, digital creation, and commercial
intelligence with visual media at the core; developing large-scale organic data knowledge discovery.
2. Cross-medium analytic reasoning technology. Researching cross-medium unified indicators, connected
understanding and knowledge mining, knowledge map building and learning, knowledge evolution and

intelligent control technology and autonomous unmanned operating systems. Researching positioning,

exchange between users and virtual counterparts and virtual environments; intelligent counterpart
modeling technology and method systems.
7. Intelligent computing chips and systems. Researching neural network processors, as well as high-
energy efficiency, reconfigurable brain-inspired computing chips, etc.; new-model perception chips and
systems, intelligent computing system structure and systems, and AI operating systems. Researching
architectures suitable for AI hybrid architectures, etc.
8. Natural language processing technology. Researching short text computing and analysis technology,
cross-language text mining technology and turning toward semantic comprehension technology for
machine cognitive intelligence, and human-machine interaction systems for multimedia information
comprehension.
Basic Support Platforms

1. AI Open-Source Hardware and Software Infrastructure and Platforms. Establish big data and AI open-
source software platforms, terminal, and cloud collaborative AI cloud service platforms, new multi-
intelligent sensor and integrated platforms, new product design platforms based on AI hardware, and
future network, big data intelligent service platforms.
2. Group Intelligent Service Platforms. Establish group knowledge-based computing and support
platforms, science and technology public service systems, group intelligent software development and
verification automation systems, group intelligent software learning and innovation systems, open
environment cluster decision-making systems, and group-sharing economic service systems.
3. Hybrid Enhanced Intelligent Support Platforms. Establish AI supercomputing centers, large-scale super
intelligent computing support environments, online intelligent education platforms, “human-in-the-loop”
driving brains, intelligent platforms for complexity analyses and risk assessment in industrial
development, intelligent security platforms to support nuclear power security operations, and research and
development and testing platforms for human-machine joint driving technology.
4. Autonomous Unmanned System Support Platforms. Establish common core technology and support
platforms, independent unmanned systems, independent control of unmanned aerial vehicles, and
automatic driving support platforms for auto, ship and rail traffic, service robots, space robots, marine
robots, polar robot support platforms, technical support platforms for intelligent factory and intelligent
control equipment, etc.
5. AI Basic Data and Security Detection Platforms. Construct artificial data-oriented public data resource
libraries, standard test data sets, and cloud service platforms. Establish test models and evaluation models
for the security of AI algorithms and platforms. Research and develop security evaluation tools for AI
algorithms and platforms.

Fostering a high-end, highly efficient smart economy

Accelerate the fostering of an AI industry with a major leading and driving effect, stimulate
the profound convergence of AI and all industrial areas, and create data-driven smart economic patterns
with human-machine coordination, cross-sectoral convergence, and joint creation and sharing. Data and
knowledge will become the first factor for economic growth; human-machine coordination will become
the mainstream method of production and service; cross-sectoral convergence will become an important
economic model; joint creation and sharing will become basic characteristics of the economic ecology;
individualized demands and made-to-order will become new consumption trends; and productivity will
increase substantially, drive industries to migrate towards the high end of value chains, powerfully

support the development of the real economy, and comprehensively increase the quality and efficiency of
economic development.
1. Forcefully develop new AI industries
Accelerate the transformation and application of key AI technologies, stimulate the integration of
technologies with commercial model innovation, promote the innovation of smart products in focus areas,
vigorously foster new AI business models, compose highend industry chains, and forge AI industry
groups with international competitiveness.
Smart software and hardware. Develop operating systems, databases, intermediary devices, development
tools, and other such key software and hardware aimed at AI; make breakthroughs in graphic processing
and other such core hardware; research solution plans for smart systems in pattern recognition, voice
understanding, machine translation, smart interaction, knowledge processing, control and decision-
making, etc.; and foster and expand basic software and hardware industries aimed at AI.
Smart robots. Tackle core components and special sensors for smart robots, perfect hardware interface
standards, software interface standards, and safe usage standards for smart robots. Research and develop
smart industrial robots and smart service robots, realize large-scale application, and enter into global
markets. Research, produce, and popularize space robots, maritime robots, polar robots, and other such
special kinds of smart robots. Establish smart robot standard systems and security norms.
Smart delivery tools. Develop self-driving vehicles and rail traffic systems; strengthen the integration and
coordination of vehicle load sensing, automatic driving, the Internet of cars, the Internet of Things, and
other such technologies; develop smart traffic sensing systems, create national indigenous automatic
driving platform technology systems and industrial assembly capabilities; and explore self-driving vehicle
sharing models. Develop consumer and commercial unmanned aircraft and unmanned ships, and establish
and trial specialized service systems for authentication, monitoring, technology competition, etc., perfect
management measures for the space and maritime areas.
Virtual reality and augmented reality. Make breakthroughs in key technologies such as high-performance
software modelling, content capturing and generation, augmented reality and human-machine interaction,
integrated environments and tools, etc. Research and create virtual display devices, optical devices, high-
performance three-dimensional display devices, development engines, and other such products. Establish
standards and evaluation systems for virtual reality and augmented reality technologies, products, and
services, and promote their converged application in focus sectors.
Smart terminals. Accelerate the research and development of smart terminal core technologies and
products, develop new-generation smart phones, on-board smart terminals for cars, and other such mobile
smart terminal products and equipment.
Encourage the research and development of smart watches, smart earpieces, smart glasses, and other such
wearable terminal products, and expand product forms and application services.
Basic Internet of Things devices. Develop high-sensitivity and highly reliable smart sensors and chips
supporting the new-generation Internet of Things. Make progress in core Internet of Things technologies
such as RFID and short-distance machine communications, as well as key components such as low-power
processors.
2. Accelerate and promote the upgrade of industrial intelligentization Promote the converged innovation
of AI in all sectors. Launch AI application demonstrations and trials in focus sectors and areas such as
manufacturing, agriculture, logistics, finance, commerce, household goods, etc. Promote the application
of AI at scale, and comprehensively upgrade the smartness level of industrial development.

Smart manufacturing. Focus on the major demands for building a strong manufacturing country, move
forward the integrated application of systems such as key technologies and equipment for smart
manufacturing, core supporting software, the industrial internet, etc. Research and develop smart products
and smart connected products, tools and systems that can be used in smart manufacturing, and smart
manufacturing cloud service platforms. Popularize smart manufacturing processes, distributed smart
manufacturing, networked coordinated manufacturing, long-distance diagnosis and operational services,
and other such novel manufacturing models. Establish smart manufacturing standard systems, and move
forward with the intelligentization of manufacturing activities across the entire lifecycle.
Smart agriculture. Research and formulate smart agricultural sensing and control systems, smart
agricultural equipment, autonomous tasking systems for farming equipment across fields, etc. Establish
and complete smart agriculture information remote sensing and monitoring networks integrating air,
space, and land components. Establish model agriculture big data smart decision-making and analysis
systems, launch trials of smart farms, smart plant factories, smart pastures, smart fisheries, smart
orchards, smart farm produce processing workshops, green and smart farm product supply chains and
other such integrated applications.
Smart logistics. Strengthen research, development and broad use of smart logistics equipment for smart
loading, unloading, and transportation; parcel sorting, processing and delivery; etc. Establish smart deep-
sensing storage systems, and enhance storage and operational management levels and efficiency. Perfect
smart logistics public information platforms and command systems, product quality authentication and
tracing systems, smart distribution and dispatch systems, etc.
Smart finance. Establish big data systems for finance, and enhance multimedia data processing and
comprehension capabilities for finance. Innovate smart financial products and services, develop new
financial business models. Encourage the financial sector to use smart customer service, smart inspection,
and other such technologies and equipment. Build smart warning and prevention systems for financial
risk.
Smart commerce. Encourage the application of cross-media analysis and reasoning, knowledge
computing engines and knowledge services, and other such new technologies in the commercial area, and
popularize AI-based novel commercial services and decisionmaking systems. Build cross-medium data
platforms covering geographic positioning, online media, urban basic data, etc., and support enterprises'
launching smart services.
Encourage the provision of made-to-order commercial smart decision-making services focusing on
individual demands and enterprise management.
Smart household goods. Strengthen the converged application of AI technology and household and
building systems, and enhance the smartness levels of building facilities and household goods. Research,
develop, and use household connection and interactivity agreements, as well as interface standards suited
for different application settings.
Enhance sensing and connection capabilities of household electrical appliances, durable goods and other
such household products. Support smart household enterprises in innovating new service models, and
promote interactive and sharing solutions and plans.
3. Forcefully develop smart enterprises
Promote the upgrading of enterprises' smartness levels on a large scale. Support and guide enterprises to
use new AI technologies in core operational segments such as design, production, management, logistics,
sales, etc. Build novel enterprise organization structures and operational models; create smart and
converged business models for manufacturing, services, and finance; and develop individualized made-to-

order; and broaden smart product supply. Encourage large-scale Internet enterprises to build cloud
manufacturing platforms and service platforms, and provide online key industry software and model

and promote the development of smartness among small and mid-size enterprises.
Popularize the use of smart factories. Strengthen the application and demonstration of key technologies
and system methods for smart factories. Focus on popularizing production line reconstruction and
dynamic smart control, production faculty smart interconnection and cloud data collection, multi-
dimensional human-machine-object coordination, interoperability, and other such technologies.
Encourage and guide enterprises to build factory big data systems, networked distributed production
facilities, etc. Realize the networking of production equipment, the visualization of production data, the
transparency of production processes, and the automation of production sites; and enhance the smartness
levels of factory operational management.
Accelerate the fostering of AI industry-leading enterprises. Accelerate the creation of global leading AI
enterprises and brands in advantageous areas such as unmanned aircraft, speech recognition, pattern
recognition, etc. Accelerate the fostering of a batch of key enterprises in novel areas such as smart robots,
smart cars, wearable equipment, virtual reality, etc. Support AI enterprises to strengthen their patent
structures, and take the lead in or participate in the formulation of international standards. Promote
domestic advantageous enterprises, sectoral organizations, scientific research bodies, higher education
institutes, etc., to jointly establish the AI Industry and Technology Innovation Alliance of China. Support
key backbone enterprises to build open source hardware factories, open source software platforms, create
innovative ecologies integrating all kinds of resources, stimulate small and mid-size AI enterprises to
develop and to be used in all areas. Support all kinds of bodies and platforms to provide specialized
