GENERAL SPECIFICATIONS
1.0 SCOPE
This specification covers the minimum requirements for indoor medium voltage
switchgear and motor controllers.
2.1 Vendor shall meet or exceed the requirements of the latest edition of the following
codes, regulations and standards, except as superseded herein. In cases where
more than one code, regulation or standard apply to the same condition, the most
stringent shall be followed. In the event of a conflict between this specification and
other specifications or correspondence, the OWNER shall be consulted and a
ruling, in writing, shall be obtained before any work is started.

2.3 Any deviation from this specification must be approved, in writing, by OWNER.
Such written approval must be obtained prior to the commencement of any work
which would constitute such a deviation.

3.0 GENERAL
3.1 Approvals
3.2 Definitions
OWNER shall mean the OWNER as set out in the Request for Quotation (RFQ),
or any other person, firm or corporation engaged by OWNER, to perform services
to which this specification is applicable.
Vendor shall mean the person(s) or company(ies) selling the product specified in
this Specification to the OWNER.
4.0 DESIGN
4.1 Standards
Material and equipment shall be designed, fabricated and tested to meet the
requirements of IEC Standards.
4.3 Assembly
4.3.2 Switchgear assemblies shall be metal clad and motor controllers shall be metal
enclosed. Enclosures shall be drip-proof.
• The control compartments from the power compartments containing the circuit
breakers, fuses and contactors.
GENERAL SPECIFICATIONS
4.4.1 A continuous horizontal ground bus sized to the requirements of IEC 298 shall be
provided at the bottom of the assembly extending throughout the full length of the
switchgear. It shall be equipped with two-hole, compression-type connectors at
both ends for the connection of OWNER's ground grid conductors.
4.6.1 Power circuit breakers shall use either Sulphur Hexafluoride (SF6) or vacuum for
interruption and isolation, and shall be applied and rated on a symmetrical current
basis according to IEC 56 and IEC 694. Breakers not rated or tested to IEC
standards require specific approval by OWNER and must be noted as such in
Vendor's proposal.
4.6.2 Circuit breakers shall have an electrically controlled, stored energy type (motor
charged spring) operating mechanism. The operating mechanism and its control
shall conform to the functional requirements of IEC 56.
4.6.3 Circuit breakers shall be equipped with control relays connected in series with the
trip coils. These relays shall function to give an alarm if the trip coil power or circuit
continuity is lost while the circuit breaker is in the closed position. The alarm shall
be inhibited when the circuit breaker is in the open position.
4.6.4 Circuit breakers of the same rating shall be interchangeable. A feature shall be
provided in the breaker compartment to prevent insertion of under-rated breakers.
GENERAL SPECIFICATIONS
4.7.1 Load interrupter switches shall be applied and rated according IEC 56. The
required fault carrying capability is specified on the Data Sheet.
4.7.2 The opening and closing of the switch shall be independent of the speed of
operation of the actuating device. The type of operating mechanism and control
required (e.g. blown fuse trip, stored energy opening device) is specified on the
Data Sheet.
4.7.3 Power fuses, when required, shall be the current limiting type with blown-fuse
indicators.
4.8 Contactors
4.8.1 Contactors shall be solenoid operated using AC power derived from the line side of
the contactor through a primary and secondary fused control power transformer.
The contactor and associated equipment shall operate correctly during power dips
of at least 25%.
4.8.2 The contactors shall use either vacuum or sulphur hexafluoride (SF6) as their
interrupting medium.
4.8.3 Contactors may either use a non-load break isolating switch or be a draw-out
device. Interlocks shall be provided to prevent accidental isolation under load. The
isolation shall be done by an externally operable and lockable handle.
Shutters shall be provided to isolate the line side of the isolating switch from the
load side. When a draw-out contactor assembly is used as the isolating means,
shutters shall isolate the line side stabs in the drawn-out position.
4.8.4 Contactors shall have an interrupting capacity of 6000 Amps symmetrical at rated
voltage. They shall have current limiting fuses on the line side, capable of
interrupting 50,000 Amps symmetrical.
4.9 Protection
4.9.1 Protective relays shall, as a minimum, comply with the service conditions, ratings
and testing requirements specified in IEC 255.
4.9.2 Protective relays and devices shall be provided as shown on the OWNER's Data
Sheet and Single Line Diagram(s) included with this Standard.

4.10.1 Metering and control shall be provided as shown on the Data Sheet and Single
Line Diagram(s) included with this Standard. As a minimum, all generator fed
cubicles shall meter amps, volts, watts and power factor, while motor feeders shall
meter amps.
4.10.2 Indicating meters may be digital or analog and may be included as part of multi-
function protective relays.
4.10.3 Control switches shall be the pistol-grip type for circuit breaker control, and
"ON/OFF" push buttons for contactor control.
4.10.4 For circuit breakers and contactors, indicating lights for close and open status shall
be provided with the colour as specified on the Data Sheet.
4.11.1 When specified in Data Sheet or indicated in drawings, switchgear and motor control
shall be provided with serial communications link for interfacing with OWNER’s
Distributed Control System.

5.0 MATERIAL
5.1 Coatings
The equipment shall be protected against corrosion from gases by the use of
coatings and material selection. The use of bare copper or silver or their alloys
should be avoided.
5.2 Busses
All busses shall be constructed of tin-plated copper. The use of other materials
and coatings must be specifically approved by OWNER.
All control wiring shall be stranded, tinned copper. Dipping wire ends in solder is
not acceptable.
6.0 CONSTRUCTION
6.1.2 The control power source for circuit breakers shall be AC derived from bus voltage
for closing, and DC from a capacitor trip device for opening.
For motor controllers, power shall be AC, derived from bus voltage at each
controller.

6.1.2 Wiring between terminals of various devices shall be run "point-to-point", without
splices, as illustrated on OWNER approved wiring diagrams. Wiring shall be run
neatly in wireways. For the end runs to the devices, the wiring shall be bundled
and attached to the panel at frequent intervals for support.
• Terminal blocks shall be mounted not less than 500 mm above floor level.
• Terminal blocks for similar functions shall be located in the same relative
position in each cell.
• The manufacturer's recommended fill (number and size of wires) shall not be
exceeded for any terminal block.
6.1.4 Wires that terminate on screw type terminals (as opposed to clamp type), shall use
compression type lugs with insulated sleeves.
6.1.5 Wires and terminal blocks shall be identified with the corresponding number shown
on schematic and wiring diagrams. Wires shall be identified at both ends with 360°
slip-on or heat-shrink wire markers.
6.1.6 Close and trip circuits for each device shall be individually fused.
6.2.1 For metering and relaying applications, the minimum accuracy rating of instrument
transformers shall be as specified on the Data Sheet.
6.2.2 Potential transformers shall be withdrawable and provided with primary and
secondary fusing with two primary fuses per transformer.
GENERAL SPECIFICATIONS
6.3.1 Engraved, laminated plastic nameplates shall be used to identify the following:
• Each device mounted inside the switchgear including fuses, terminal block
assemblies, etc.
All nameplates shall be in accordance with the Single Line Diagram(s) and Wiring
Diagrams using device function numbers as per IEC 298.
6.3.2 All metal surfaces shall be clean, free of rust and de-greased before any primer is
applied. Metal surfaces shall receive one coat of primer or phosphate treatment
and two coats of top grade finishing enamel. Colour of the interior surfaces shall
be white and exterior surfaces shall be gray.
6.4.1 Extra circuit breaker and contactor auxiliary contacts shall be provided as shown
on the Data Sheet. Auxiliary contacts shall be operative in the "TEST" and
"CONNECTED" positions.
6.4.2 Cell switch contacts which operate when a circuit breaker is withdrawn from the
"CONNECTED" position shall be provided as shown on the Data Sheet.
• Device for positioning the breaker to and from the "CONNECTED", "TEST",
and "DISCONNECTED" positions.
6.5.1 Unless otherwise specified on the Data Sheet, at least two normally open and two
normally closed contactor auxiliary contacts shall be provided in addition to those
required for controller operation. Auxiliary contacts shall be operative in the
"TEST" and "CONNECTED" positions. Unused auxiliary contacts shall be wired to
terminal blocks for OWNER's use.

6.5.2 "START(TEST)-STOP" push buttons shall be provided to allow local testing of the
contactor from an external power source. The "START(TEST)" push button shall
only be operable in the "TEST" position. The "STOP" push button shall be
operable in the "CONNECTED" and "TEST" positions.
6.5.3 "RUNNING" (green) and "TRIPPED" (amber) indicating lights shall be provided to
indicate the status of the controller and its protection features.
6.5.5 When specified on the Data Sheet, a factory prepared space shall be provided with
the hardware and wiring to allow easy installation of a contactor, power fuses and
control transformer in the future. Additional accessories for the control
compartment are specified on the Data Sheet.
7.1.1 With its proposal, the Vendor shall state the Quality Assurance Standard (e.g. ISO
9001) to which the manufacturing plant has been certified. In addition, Vendor will
be required to demonstrate compliance through the Quality Control Audit by
OWNER.
7.1.2 The OWNER shall have unrestricted access to the Vendor's shop, shop
procedures, schedules, testing and inspection procedures and documents.
7.1.3 If requested, the Vendor shall make the designer available for design requirements
and review meeting.
7.1.4 Vendor shall make the plant's Quality Assurance Manual available for OWNER
review.
7.1.6 The OWNER shall be given a minimum of seven (7) days notice before shipment
so that a final inspection can be organized, if desired.
GENERAL SPECIFICATIONS
Design tests for power circuit breakers shall be in accordance with IEC 56.
Production tests shall include the 50 Hz dielectric tests, mechanical operation tests
and electrical operation test. Also, polarity tests are required to ensure the correct
connections of the instrumentation circuits. OWNER reserves the right to observe
these tests, and must be given at least seven (7) days prior notice.
Serial communications, when supplied, shall have the communications link fully
tested and proven at Vendor’s works in the presence of the OWNER prior to
dispatch to site. Vendor shall prove that the system is capable of being monitored
and controlled from the Distributed Control System for all parameters specified.
Vendor to include with the bid the method proposed to carry out the communications
system checks.
Upon successful completion of factory tests the equipment shall be packaged for
shipment.
All moveable items weighing less than 50 kg shall be braced and locked in place in
the switchgear.
Spare parts, miscellaneous hardware and touch-up paint shall be packed in sturdy
boxes, preferably with maximum weights of 100 kg.
Space heater leads shall be accessible without opening up the package, and the
leads shall be identified.
GENERAL SPECIFICATIONS
The Vendor shall supply a minimum of one reproducible copy of all drawings and
data unless otherwise specified on the Purchase Order.
