Note:

2. Applicants for the post of Dy.Librarian / Asstt. Librarian/Asstt.Regsitrar will use
Application Form meant for teaching posts which is also available on the School website
http://sol.du.ac.in.
3. Applicants already employed should apply through proper channel, however an advance
copy may be sent to SOL, DU by before the last date. Application received after the last
date will be automatically rejected.
4. Application fee of Rs.200/- (Rs.100/- in case of SC/ST and no fee is required in case of
Physically Challenged candidates for all the posts) Non-refundable, in the form of Bank
Draft drawn in favour of Executive Director, School of Open Learning, University of
Delhi, Delhi–110007 payable at State Bank of India, University of Delhi is required to be
submitted along with the Application Form. Candidates must write their name, address and
post applied for on the backside of the Bank Draft.
5. The Scheme of examination, components of written test, syllabus etc., will be intimated to
the candidates concerned in advance.
6. The upper age limit prescribed for direct recruitment shall be relaxable in case of
candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes
(Central List), Physically Challenged, Ex-servicemen and other specified categories of
persons in accordance with the orders issued in this behalf from time to time by the Central
Government and adopted by the University.
7. The upper age-limit as prescribed for direct recruits shall not be insisted upon in the case of
departmental candidates provided they have rendered at least three years regular service in
the University.
8. The upper age-limit shall also be relaxed up to a maximum of five years or the number of
years (in completed years) whichever is less provided they rendered regular service in
same or allied field in organization(s) under Government Departments/ Statutory or
Autonomous bodies/Universities/ affiliated or constituent colleges under the
University/Public Sector Undertakings rendered at least three years regular service in the
same or allied field.
9. The upper age limit for the posts advertised shall be determined as on last date of
submission of applications.
10. The number of posts advertised may vary, and the School of Open Learning reserves the
right not to fill up some or all the posts advertised.
11. In case of any dispute, the jurisdiction will be in Delhi only.

QUALIFICATIONS

Librarian Essential:
i) Good academic record with at least 55% marks or its equivalent grade of B
in the UGC seven point scale in Masters’ degree in Library Science/
Information Science/ Documentation or an equivalent professional degree
ii) Five years experience as Assistant Librarian in a University/Professional
Junior/Documentation Officer/ College Librarian or equivalent cadre
iii) Evidence of innovative library services, published work and professional
commitment, computerization of Library

Desirable :
M. Phil/ Ph.D. degree in Library Science/ Information Science/
Documentation /Archives and Manuscript Keeping

The minimum requirement of 55% marks shall not be insisted upon for the
existing incumbents who are already in the University System.
2. Assistant Pay Band-3 Rs. 15600-39100 + AGP Rs. 6000
Librarian
Qualifications:- As per the UGC regulation and guidelines revised from time
to time.
1. Master’s Degree in Library Science/Information Science/ Documentation or
an equivalent professional degree with at least 55% of marks or its
equivalent grade of “B” in the UGC 7 point scale + A consistently good
academic record.

2. Qualified
in the National Eligibility Test (NET) in the relevant subject
conducted by UGC or any other agency approved by the UGC.

Relaxation of 5% in Master’s Degree Marks to those who did it prior to 1991,


have a Ph.D Degree and are already in the University System.

3. Assistant Pay Scale - Rs. 15600-39100+ Grade Pay Rs. 5400 (PB-3)
Registrar Essential:
Master’s degree with at least 55% of marks or its equivalent grade of ‘B’ in
the UGC seven point scale along with a good academic record (5%
relaxation in marks for SC / ST / PH category).
Desirable:
1. At least three years experience in supervisory or equivalent cadre in a
Group ‘B’ post in a government department/University/Educational or
Research Institution/Teaching and/or Research Experience along with
proven administrative capabilities.

2. LL.B or MBA or CA/ICWA or MCA or M.Phil. / Ph.D. qualification.

Note:
1. The incumbent should possess good communication and analytical skills
and aptitude for drafting/noting in English. Should be able to
coordinate/liaise with other divisions/departments and participate in
discussions with senior functionaries and Academicians.
2. He is expected to handle independently one or more functions related to
Administration/ Examinations/ General Administration/Purchase/
Establishment / Accounts & Finance/Project Management/HR/Legal.
3. All the candidates for direct recruitment will be required to appear in a
written test to adjudge their ability of expression and knowledge of the
administrative aspects relating to educational administration; the selection
being based on the performance of the candidates in written test and
interview. The scheme of the examination and weightage
etc. is given below.
4.All the direct recruits should possess working knowledge of computers

AGE LIMIT: 35 YEARS


4. Section Pay Scale-Rs. 9300-34800+ Grade Pay Rs. 4600 (PB-2)
Officer
Essential:
a) Graduate/Post Graduate with at least second division (50% marks).
b) At least three years post qualification experience in handling Educational
Administration/ General Admn/ Purchase/Accounts & Finance in a
University/Research Institution/Government department/bodies/ PSU or reputed
commercial establishment.
Desirable:
Preference will be given to candidates holding professional qualifications like
LL.B or PG Diploma in Business Administration or MCA/PGDCA or
CA(Inter)/ICWA(Inter).

Note:
1. The incumbent should possess an aptitude for drafting/ noting in English,
adequate exposure in handling one or more functions related to General
Administration/House keeping/ Purchase/ Service matters/Office
management/ Establishment/ Accounts & Finance/ /HR/Legal in a
computerized environment.
2. All the candidates for direct recruitment will be required to appear in a
written test to adjudge their ability of expression and knowledge relating to
their work. The selection being based on the performance of the candidates
in written test and interview.
3. The scheme of the examination including weightage of marks for written
test and interview etc., as prescribed by the University from time to time
with the approval of the Executive Council in this regard.
4. All direct recruits are expected to work in a computerized environment and
required to qualify a skill test in handling computers within one year from
their appointment before completion of probation period.

5. Professional Pay Scale-Rs. 9300-34800+ Grade Pay Rs. 4200 (PB-2)
Assistant
Qualifications:
1. M.Lib.Sc./ MLISc. OR equivalent with 50 % marks;
OR
Master’s Degree in Arts/ Science/ Commerce or any other discipline with
50% and B.Lib. Sc./B.L.I.Sc with 50% marks.

2. Computer Science paper at Graduate/ PG level or six months computer


science course from a recognized institution.

AGE LIMIT: 35 YEARS


6. Senior Pay Scale-Rs. 9300-34800+ Grade Pay Rs. 4200 (PB-2)
Assistant
Essential:
a) Graduate or Post Graduate with second division (50% marks) from recognized
University in any discipline with working knowledge of computers.
Desirable:
a) Two years experience in Educational Administration ,General Administration/
Accounts & Finance/Purchase/ Personnel/HR/ Legal etc. in a
University/Research Institution/Government department/ bodies / PSU or
reputed commercial establishment.

b) Professional qualification like LL.B or PG Diploma in Business Administration


or MCA/PGDCA or CA(Inter)/ICWA(Inter).

Note:
1. The incumbent is expected to work under the supervision of Section
Officer or Assistant Registrar/Assistant Controller of Examinations. He
should possess an aptitude for drafting/noting in English and office
procedure in a computerized environment and is expected to handle one or
more functions related to Educational Administration/
Examinations/General Administration/House Keeping/ Establishment/
HR/Legal/Purchase/Accounts & Finance/ Project management/Public
Relations.
2. All the candidates for direct recruitment will be required to appear in a
written test to adjudge their ability of expression and knowledge relating to

in written test and interview.

7. Personal Pay Scale-Rs. 9300-34800+ Grade Pay Rs. 4200 (PB-2)


Assistant Essential:
(Bilingual) a) At least Sr. Secondary (10+2) Examination but Graduate with experience of
drafting and noting (English & Hindi) will be preferred.
b) Minimum 100 words per minute in English Shorthand and 80 words per minute
in Hindi Shorthand and 40 words per minute in English typewriting and 35
words per minute in Hindi typewriting.
Desirable:
a) Knowledge of Computers.
b) Diploma in Computers and/or Office Management and Secretarial Practice.

AGE LIMIT: 30 YEARS


8. Assistant Pay Scale-Rs. 5200-20200+ Grade Pay Rs. 2400 (PB-1)
Essential:
A Graduate from a recognized University in any discipline with working
knowledge of computers.
Desirable:
1. One year experience in Educational Administration, General
Administration and Finance, Purchase, etc. in Government
department/bodies/Cooperation or reputed Educational Institutions.
2. Degree/Diploma in Computer Application/Science and knowledge of
operation of latest packages relating to Pay roll, Accounts, MIS etc..
Note:
1. The incumbent is generally expected to work under the supervision of
Section Officer or Assistant Registrar/Assistant Controller of
Examinations. He should possess an aptitude for drafting/noting in English
and office procedure in a computerized environment and is expected to
provide support services in one or more functions related to Educational
Administration/ Examinations/General Administration/ House Keeping/
Establishment/HR/Legal/Purchase / Accounts /
Project management /Public Relations.
2. All the candidates for direct recruitment will be required to appear in a
written test to adjudge their ability of expression and knowledge relating to
their work. The selection being based on the performance of the candidates
in written test and interview. The written test will consist of two parts:
Part-A: Objective, and Part- B: Descriptive. Answer scripts of Part-B of a
candidate would be evaluated only if he qualifies in Part-A of the test
component.
3. The scheme of the examinations including weightage of marks for written
test and interview etc., shall be as prescribed by the University from time to
time in this regard.
4. All direct recruits should qualify a typing test in computer within one year
from their appointment and before completion of their probation period.
AGE LIMIT: 30 YEARS
9. Steno- Pay Band-1: Rs. 5200-20200 + GP Rs. 2400
grapher
Essential:
1. Passed Senior Secondary School (10+2) Examination or its equivalent
examination.
2. Shorthand speed of 80 words per minute and typing speed of 40 words per
minute in English.
Desirable:
1. Knowledge of Computers.
2. Diploma in Computer and/or Office Management and Secretarial Practice.

Note:
1. All the candidates for direct recruitment will be required to qualify the
preliminary test comprising of four components (General English, General
Awareness, General Intelligence and Numerical Ability).
2. Those candidates, who qualify in the preliminary test, will be required to
appear in English Essay Test to adjudge their ability of expression and
knowledge relating to their work, followed by Shorthand and Typing Test.
The selection shall be based on the performance of the candidates in
written test, trade test and interview.
3. All direct recruits should qualify a typing test in computer within one year
from their appointment and before completion of their probation period.

AGE LIMIT: 27 years.


10. Junior Pay Scale-Rs. 5200-20200+ Grade Pay Rs. 1900 (PB-1)
Assistant
Essential:
1. A senior Secondary School Certificate (+2) or its equivalent qualification
from a recognized Board/University/Institution with at least 50% marks or
a Graduate from a recognized University.
2. Having a typing speed of 40 w.p.m. in English or 30 w.p.m. in Hindi
Typewriting through computers.

Desirable:
1. Degree/ Diploma in Computer Applications/Science and knowledge of
operation of latest packages relating to Pay roll, Accounts, MIS etc..
2. Diploma in Office Management and Secretarial Practice.

Note :
1. The incumbent is expected to work under the close supervision of Section
Officer or Assistant Registrar/Assistant Controller of Examinations. He
should possess an aptitude for drafting/noting in English, office procedure,
Data processing in a computerized environment and is expected to provide
support services in one or more functions related to Educational
Administration/ Examinations/ General Administration/ House Keeping/
Establishment/ HR/ Legal/ Purchase/ Accounts & Finance/Project
management/Public Relations.
2. All the candidates for direct recruitment will be required to qualify the
preliminary test comprising of four components (General English, General

11. Driver Pay Scale-Rs. 5200-20200+ Grade Pay Rs. 1900 (PB-1)

Essential :
a) Matric Pass from a recognized Board.
b) Possession of a valid driving license of the motor vehicle, knowledge of motor
mechanism (The candidate should be able to remove minor-defects in vehicle)
c) Experience of driving a motor vehicle for a least 3 years

Desirable :
a) Valid driving license for Heavy vehicles

Note : A driving test will be conducted through Government of India authorized


Agency viz. Airport Authority of India.

AGE LIMIT: 30 YEARS


12. Office Pay Scale-Rs. 5200-20200+ Grade Pay Rs. 1800 (PB-1)
Attendant
Essential:
a) Matric Pass from a recognized Board.

Desirable:
a) Experience in Armed Forces (Army/Navy/Air Force).
b) Training in Basic & Refresher Course in Home Guards and
c) Civil Defense.
d) ITI or Trade Certificate from recognized institute which can
be useful for working in University.
