TELANGANA POWER TRENDS

It gives me immense pleasure to know that the Telangana State Power Engineers
Association is bringing out its New Year Diary 2016 & Telangana Power Trends News Letter.

Our Telangana Government is determined to supply reliable power to the people of

Telangana duly increasing the power generation, improving distribution system and reducing
the line losses apart from arresting pilferages to the maximum extent.

You all know coming new year for the Telangana Power Sector is a challenging as
announced by our Hon'ble Chief Minister 9 hours continuous power has to be given to the
farming sector during daytime.

The power sector has now become the flag-bearer of development of economy in our
state. I am hopeful that the utilities will rise to the challenge and efficiency in making
Telangana state an effective state in power sector..

I hope all the Electricity Employees of Telangana State will put their best efforts to
improve efficiency of power utilities and in providing reliable power supply to our Telangana
people and make our State as best in India.

I wish all the office bearers, members of credible & responsible Telangana State Power

At the outset, I wish everyone a Happy, Healthy and Prosperous New Year.
The State Government has introduced novel initiatives to meet the
electricity requirements of Telangana. Employees of all the electricity utilities of the
State have played an important role in providing electricity supply to the
consumers with minimum interruptions. The tariff is also affordable when
compared to other States.
As electricity is essential for the economic growth and development of the
State, the people of Telangana have high expectations from the electricity
employees to meet the objective of providing quality power supply to every
consumer in the State.
I am sure the Newsletter “Telangana Power Trends” will bring information
symmetry to everyone through this common knowledge dissemination.

Electricity consumption is one of the most important indic that decide the development of the State. The
Hon'ble Chief Minister Sri K Chandrashekar Rao Garu and the Government of Telangana are committed to improving
the life of people of Telangana by supplying quality and quantity power at an affordable price to all sections of the
society in the State.
Power shortage was one of the major problems confronted in the post-natal stage of new born Telangana.
Under the dynamic leadership of our Hon'ble Chief Minister Sri K Chandrashekar Rao Garu and the dedicated team
work by one and all of power sector, we could overcome most of the hurdles hurled and 'power cuts'. We strived hard to
bridge the gap between supply & demand and provided satisfactory power supply during the last Rabi and Khariff
seasons. We are able to supply reliable and quality power supply to all categories of consumers without any
restrictions from more than one year. Power Sector is the torch bearer in bringing a hope and confidence in the people
of Telangana that the state will certainly develop and become the dreamt 'Bangaru Telangana' in the coming years.
It is expected that the demand of power may increase around more than 10% per year in the next five years
considering the load forecast. Accordingly it is planned to add 6000 MW capacity by TSGENCO with an investment of
about Rs.37,937Crores to meet the projected power demand in Telangana and to become self sufficient in the coming
3 to 4 years.
I am happy to share that all proposed projects by TSGENCO for 5880MW are grounded and works are in
progress. In the year 2015, we have completed the CODs of two units of 40MW each at Lower Jurala Hydro Electric
Station, besides successful commission of Kakatiya TPP stage-II (1x600MW). Remaining units of Lower Jurala and
Pulichinthala Hydro Electric Station will be commissioned before the next rainy season.
Simultaneously, keeping in view of the requirement of evacuating the expected bulk generation and to meet
the demand of Lift Irrigation Schemes, the transmission network is being strengthened & augmented in a systematic
way. TSTRANSCO has commissioned 4No.s 220KV and 11No.s 132KV EHV Sub Stations after formation of
Telangana. The Transmission Corporation of Telangana has the distinction of having the lowest transmission losses
of around 3.12% and highest transmission availability in the country at 99.95%.
This year, power utilities could meet peak demand of 6849 MW and have focused on strengthening the
Transmission & Distribution network with an aim to further reduce the Transmission & Distribution losses to below
15%.
TS DISCOMs, in an endeavour to serve the electricity consumers in a better way, have taken up several new
initiatives and have been constantly improving efficiency in various facets of functioning and have positioned the
companies as the best managed power utilities in the country.
State of Telangana has come out with one of the best 'Solar Power Policy 2015' with an aim to create an
enabling environment for prospective solar power developers to harness large quantum of solar power in the best
possible manner. This in turn is expected to meet the objective of a sustainable energy.
As per the policy of State Government, Telangana power utilities are fully gearing up to provide 9 hours power
supply to farming community in day time from the next financial year onwards. In line with the vision of our Hon'ble
Chief Minister Sri K.Chandrashekar Rao Garu, power utilities have been striving hard for the overall development of
the State. I am sure that, with the pro-active role played by power sector, Telangana will attract much more
Investments and become a leading investment destination in the country.
I request all the Electricity Employees of Telangana State to put their best efforts to improve efficiency of
power utilities and in providing reliable and affordable power to all sections of consumers in the State and live to the
expectations of the Hon'ble Chief Minister and the Government of Telangana.

Dear Colleagues,
At the outset, I wish each one of you and your families a very happy and prosperous
New Year 2016.
As we take stock of our performance in 2015, it is indeed heartening to note that as an
organization our performance is outstanding. In line with the objective of the GoTS, we have
been successful in providing power to all consumers without any load shedding. Metering,
Billing and Collections forms the core of our activities. Energy sales have increased by 2,763
MU corresponding to an increase in input by 2,601 MU. Revenue Collections have improved
and stands at 99.58%, in absolute terms revenue collections have increased by Rs 1,431Cr.
On the operational front, distribution losses has reduced by 0.73% and DTR failure rate has
reduced by 2.82% and 'Power for All' initiative has been signed with GoI.
As we step into the New Year, we should gear up to meet new challenges which would
come our way with renewed vigor and strength. New initiatives such as supply of day-time
9 hrs power to agricultural consumers, network planning and additions for water grid project,
increasing the penetration of solar roof-tops are being planned. TSSPDCL has successfully
run the largest grid connected solar tender across India, for 2,000 MW and 515 MW of solar
addition is already in progress. It is expected that the state would have about 3,079 MW of
solar by FY 2016-17 and TSSPDCL would be playing a lead role in promoting solar capacity
additions under distributed generation mode. On the solar roof-top front, TSSPDCL has
given technical feasibility for 18 MW and 6.5 MW of solar roof-top capacity is already
installed.
I take this as an opportunity to appreciate sincerity, hard work and commitment shown
by all my colleagues and hope the renewed efforts from each one of you will enable
TSSPDCL to achieve greater laurels and would enable it to be placed among the best
performing discoms in the country.

Dear Friends
Through this message I extend my heartiest greetings and good wishes for New Year
2016 to you all. This Year we made significant progress in operational performance –
reduction of DTR failures and energy losses. We are honored at National Level for one of
new consumer initiative - GPRS enabled Integrated Spot billing System. I thank you for
continued commitment and all that you do to deliver on our purpose- to provide consumers
quality power supply and prompt services.
As you are aware that Government of Telangana made a commitment to provide 9
hours day time supply to agriculture from March 2016 and we have identified many
distribution augmentation works to strengthen our system to meet increased load. Some of
these works are already under execution stage and remaining works shall be executed on
war foot basis. In any case we must keep our system ready to provide 9 hours day time
supply to agriculture by March 2016.
I wish to inform that the State Government and Central Government have jointly
initiated DDUGJY, IPDS and Power For All schemes for strengthening of distribution system
with support of partial grant. Timely completion of the works covered under schemes and
reduction of AT&C losses are criteria for eligibility of grant under these schemes. Therefore,
we must prepare an action plan and make all efforts to complete these works in a time bound
manner to get eligible grant under these schemes.
The New Year will bring its own mix of successes and challenges, but our direction is
clear and we know what we must do. A detailed action plan for improving our operational and
financial efficiency was circulated to you all on 29.9.2015. I am confident that many of you
either implemented these initiatives or at least making an attempt to do so. Again, I am
reiterating that Our job is to continue to focus intently on: 9 hours day time supply to
agriculture; Undertake intensive energy audit measures on technical and commercial side to
reduce AT&C loss; Expedite phasing out of existing mechanical /stuck up/defective meters
with electronic meters; Preventive maintenance of critical equipments for reduction of
failures, interruptions and outages; Improve safety measures by erection of middle poles,
spacers to lines, strengthening of earthing and proper line clearance; and Enhance public
participation to reduce power theft, regular payment of electricity bills, energy conservation
and awareness on electrical safety aspects.

extend my warm wishes to you and your family a very happy, peaceful and prosperous New Year 2016,

through this News letter.

It is very heartening to note that we have reached at second mile stone after achieving the state
and in the Endeavour of making the state as “BANGARU TELANGANA”.
At this hour, we reiterate our pledge that we will contribute all our Might and dedicate our
experience, knowledge and skills for empowering the state with surplus power and achieve
“BANGARU TELANGANA”.
Infact, it is indeed a great honor and fortune to work for the prestigious Association, TSPEA at
this juncture where major role is being played by power sector Engineers in reconstruction of new
Telangana State and making a “Bangaru Telangana”, a reality and a True dream of our Hon'ble Chief
Minister Sri. K. Chandra Sekhar Rao Garu.
The year 2015 has beginned with lots of hope and fresh aspirations for all Telangana Engineers
and also the people to get the fruits of Telangana State. If we ponder over the past, it can be clearly
understood that the previous Governments has done great injustice to Telangana region without
planning the power requirements and power stations in Telangana region in spite lot of resourced like
coal, water etc. But to our fortune Telangana government has given utmost priority to power sector and
planned huge addition of Generation in unimaginable way. Whole country is looking at Telangana for
miracles to happen. We are all have to shoulder that responsibility and achieve surplus power to the
state and impart the fruits of Telangana to people and contribute for real industrial and infrastructural
development in the state. Now the power sector has attained global importance and the country's
image, Growth and economy is rated by taking the parameters of the power sector into consideration.
Secondly, we are grateful to the government and the Managements of TS Power sector for
issuing promotions to all eligible Telangana Engineers in big way as fruits of separate state and this has
increased our responsibility in many folds.
As such, we being Power Engineers need to improve the performance of the sector and scale
new heights in all the parameters considered as bench mark, at the same time, we also request the
management to look at the career prospects, good environment, necessary man-power, infrastructure
required for creating excellence in the sector to achieve the targeted results.
Here, we remind you all that we have taken an oath on the eve of “Engineers Day” that “we do
solemnly pledge to advance the science and practice of Engineering for sustainable development of
our profession by promoting Integrity and Efficiency.”
Friends we would like to make you all alert regarding challenges in our sector in these initial years.
Government of Telangana has highly aimed to add 6000MW of Generation Capacity in coming three
8 years which is big challenge to the engineers working in TS Genco in the sense of timely completion.

Telangana State Transco has programmed the existing network strengthening in a big way for
evacuation of proposed additional Generation. Lot more network to be added to meet the demand of
two major Lift Irrigation Projects Pranahitha-Chevella and Palamoor-Ranga Reddy and also the
prestigious projects of ITIR & Metro Rail Hyderabad which requires a total Power of 9000 MW
approximately.
Lot more efforts are required in Discoms with an objective of giving reliable 9 hours Power
Supply during day time to Agriculture sector of Telangana State which is a very big challenge. A part
from this, lot of measures are to be taken to cut down the per unit cost mainly by reducing the AT &C
losses in distribution system and impart the benefits to consumers. Focus and attention is also required
in improving the levels of customer satisfaction by giving 24 hours Power Supply to all sectors of
Telangana State through PFA Schemes. We got immense confidence on our engineers to complete the
above challenging programmes successfully on time, but only thing is the Managements should also
provide required manpower duly creating addl. Posts proposed by the Association last year with its
advance vision.
Friends, we again remind you the significance of unity among Engineers in our sector, we need

not reiterate the effectiveness of the United Association since you all have already experienced good
results and witnessed the dignified existence of the Engineering cadre in the sector in the past.
You are all aware regarding the long & sincere efforts of central body in forming united Association
for the Graduate Engineers, through the efforts are not yielded the end results, we strongly believe that
they are not in vain. All of you, the members of Engineering community, with profound wisdom will
definitely take the matured judgment and choose the appropriate direction in supporting and
strengthening the only Association which works for the cause of Engineering Community and also for
the development of Power Sector.
Our Association is putting sincere efforts to resolve the long pending issues like final allocation of
Employees, EPF to GPF, Sanction of additional posts etc and assure all the members that these issues
will be resolved soon positively in the first part of the New Year. We also thank the management &
Government for commencing the recruitment of AEs which is added force in our Endeavour. We always
feel that the AEs are the pillars of the Power Sector and hence always strivers to safeguard the
interests and welfare of Assistant Engineers Community. We congratulate and appreciate the
members for laying foundation stone for YADADRI ghest house and planning for construction of guest
houses at BASARA, BHADRADRI and also VEMULAWADA pilgrimage towns. Finally, we re-assure all
of you that the Association strives hard in protecting the interests of Engineering Community and at
the same time request all of you to re-dedicate and pledge to perform with much more vigor, sincerity
and discipline to make the power sector vibrant and extend your strong support to TSPEA.
Finally we thank our editorial team for bringing out the the newsletter 'Telangna Power Trends'
and appeal to all the members to share the views and offer valuable suggestions for improvement of the
Telangana Power Sector.

Respected Senior Engineers, Dear Brother & Sister Engineers,
It gives us immense Pleasure to wish everyone a Very Happy Peaceful and Prosperous New Year 2016
After our dream state formation we completed one memorable year with fruitful results. Like PRC-
2014, Promotions in all cadres and successful synchronization of 600MW unit at KTPP Stage-II with great
leadership of visionary, Engineer Mithra Prabhakar Rao garu, with well support of our KTPP Engineers
along with Director Projects Er. C. Radha Krishna garu and President A. Sudhakar Rao sir too.
Now the people of Telangana State and all industrial sector are enjoying the quality and uninterupted
power throughout day, with the vision and well planning of our management in coordination by govt. of TS
with the same installed capacity in Telangana Power Sector.
First one of the greatest years after our state formation in TSGENCO, TS TRANSCO, TSSPDCL &
TS NPDCL had been successful. It was the greatest because we took a big step in the way to make Bangaru
Telangana imparted by Initiating major projects like Kothagudem Thermal Power Station (1x800 MW),
Bhadradri Thermal Power Station (BTPS 4 x 270MW) ,Yadadri Thermal Power Station (YTPS 5 x 800 MW)
and New 400 kv evacuation lines.
It was the greatest movement for Telangana Engineers as our association TSPEA took another big
step by laying of Foundation stone for our Association Guest House “SHAKTHI BHAVAN” at YADADRI
on Dec 5th 2015 Construction of guest house. In this time, it was quite a great challenge from financial and
Association point of view. Our beloved Dynamic, Dedicated & Determined Engineer Sudhakar garu & team
Centricity, Pivotal and passion to give the best facilities to the members to deliver better hospitality &
accommodation where ever we all.
Change is the only process that never ends. Yes, by virtue of Telangana formation we are all tasting
new positions by getting promotions. This is the other opportunity to prove that we can sustain the smooth
running of our Power sector by innovative thoughts & turned actions.
In the history of Association, since inception, on 27.01.15 TSPEA made prominent job, as being a
responsible Association and team of office bearers has visted KTPP-Stage 2, at Chelpur and observed the
construction activities of the plant. The Office bearers have also interacted with the site Engineers, Staff &
Contractors regarding various concerns the progress of works and the porblems and also submitted the ground
realities to the management.
We thank all the affiliates for believing that Telangana State Power Engineers Association always
strive not just for benefits for today, but also to impart quality power for tomorrow

Analysis of Transformer Oil

Whenever electrical power transformer goes under
abnormal thermal and electrical stresses, certain gases
are produced due to decomposition of transformer
insulating oil, when the fault is major, the production of
decomposed gases are more and they get collected in
Buchholz relay. But when abnormal thermal and electrical
stresses are not significantly high the gasses due to
decomposition of transformer insulating oil will get enough
time to dissolve in the oil. Hence by only monitoring the
Buchholz relay it is not possible to predict the condition
of the total internal healthiness of electrical power
transformer. That is why it becomes necessary to analyse
the quantity of different gasses dissolved in transformer
oil in service. From dissolved gas analysis of transformer
Oil or DGA of transformer oil, one can predict the actual
condition of internal health of a transformer. It is preferable
to conduct the DGA test of transformer oil in routine manner
to get prior information about the trend of deterioration of
transformer health and life.
Actually in dissolved gas analysis of transformer
oil or DGA of transformer oil test, the gases in oil are
extracted from oil and analyze the quantity of gasses in
a specific amount of oil. By observing percentages of
different gasses present in the oil, one can predict the
internal condition of transformer.
Generally the gasses found in the oil in service are
hydrogen (H 2 ), methane(CH 4 ), Ethane (C 2 H 6 ),
ethylene(C2H4), acetylene (C2H3), carbon monoxide (CO),
carbon dioxide (CO2), nitrogen(N2) and oxygen(O2).
Most commonly used method of determining the
content of these gases in oil, is using a Vacuum Gas
Extraction Apparatus and Gas Chronographs. By this
apparatus first gasses are extracted from oil by stirring it
under vacuum. These extracted gasses are then
introduced in gas Chronographs for measurement of each
component.
Generally it is found that hydrogen and methane are
produced in large quantity if internal temperature of power
transformer rises up to 150°C to 300°C due to abnormal
thermal stresses. If temperature goes above 300°C,
ethylene(C2H4) are produced in large quantity. At the
temperature is higher than 700°C large amount of
hydrogen(H2) and ethylene(C2H4) are produced.
Ethylene(C2H4) is indication of very high temperature
hot spot inside electrical transformer.If during DGA test
of transformer oil, CO and CO2 are found in large quantity
it is predicted that there is decomposition of paper
insulation.
Furfural Test or Furfuraldehyde Analysis of
Transformer Oil
Transformer core and winding have mainly paper
insulation. Base of paper is cellulose. The Cellulose
has a structure of long chain of molecules. As the paper
becomes aged, these long chains are broken into
number of shorter parts. This phenomenon we often
observe in our home. The pages of very old books
become very much brittle. In transformer, the aging
affect of paper insulation is accelerated due to oxidation
occurs in oil. When insulating paper becomes
mechanically weak, it can not withstand the mechanical
stresses applied during electrical short circuit and leads
to electrical breakdown.
It is therefore necessary to monitor the condition
of paper insulation inside a power transformer.
It is not possible to bring out a piece of paper
insulation from a transformer in service for testing
purpose. But we are lucky enough, that there is a
testing technique developed, where we can examine
the condition of paper insulation without touching it.
The method is called Furfuradehyde analysis of in
short Furfural test.
Although by dissolved gas analysis one can predict
the condition of the paper insulation primarily, but it is
not very sensitive method. There is a guide line in IEC-
599, where it is told that if the ratio of CO2 and CO in
DGA results is more than 11, it is predicted that the
condition of paper insulation inside the transformer is
not good. A healthy cellulose insulation gives that ratio
in a range of 4 to 11. But still it is not a very sensitive
way of monitoring the condition of paper insulation.
Because CO2 and CO gases also produced during oil
breakdown and sometimes the ratio may misleads the
prediction.
When paper is soaked into oil, it is damaged by
heat and some unique oil soluble compounds are
realized and dissolved in the oil along with CO2 and
CO. These compounds belong to the Furfuraldehyde
group. These are some times called Furfural in short.
Among all Furfurals compounds 2- Furfural is the most
predominant. These Furfural family compound can only
be released from destructive heating of cellulose or
paper. Furfuraldehyde analysis is very sensitive as
because damage of few grams of paper is noticeable
in the oil even of a very large size transformer. It is a
very significant diagnostic test. It is best test for
assessing life of transformer. The rate of rise of
percentage of Furfurals products in oil, with respect to
time, is used for assessing the condition and remaining
life of paper insulation in power transformer.

TSSPDCL bagged the prestigious “SKOCH – Smart
Technology Award 2015” at National Level Skoch
Summit on “Technologies for Growth” held at New Delhi
during 10-11th December, 2015. This was awarded for
“Smart Metering infrastructure for Electricity
Consumers”, a standalone Smart Metering project
implemented at Prakash Nagar, Hyderabad.
The two entries sent by TSSPDCL on “Smart
Metering infrastructure for Electricity Consumers”
and”Automatic Spot Billing through IR/IRDA Meters” were
shortlisted under Skoch Order-of-Merit from numerous
entries received throughout India in different spheres
of business.
TSNPDCL bagged the prestigious “SKOCH – Smart

GPRS Enabled Integrated Sport Billing is an e-governance
initiative of Northern Powr Distribution Company of Telangana
(TSNPDCL). TSNPDCL reaches out to a population of nearly
155.22 lakhs (as per provisional 2011 census) spread across
hamlets, villages and towns spanning an area of 66,860 Square
Kilometers.
8.95 lakh consumers are provided monthly bills under
GPRS Enabled Integrated Spot Billing.
TSNPDCL was the first Discom to introduce the GPRS
Enabled integrated Spot Billing System in March last year in
the erstwhile combined state of Andhra Pradesh. It will soon
rollout more GPRS Enabled integrated Sport Billing infrastrucutre
to cover 25 lakh consumers in domestic and commercial
category.
It has helped in raising revenue and improving overall
efficiency with drastic reduction in bill related desputes.

What is Reactive Power ?
Almost all bulk electric power is generated,
transported and consumed in alternating current (AC)
networks, elements of AC system supply and consume
two kinds of power : Real power and Reactive . Real
power accomplishes useful work (e.g. Runs motors and
lights lamps) . Reactive power supports the voltage that
must be controlled for system reliability.
Reactive power is an inherent part of the generation,
transmission and distribution of electricity. Inductance
and capacitance are inherent properties of the electric
power system elements such as transmission lines,
transformers and capacitors. Inductance consumes
reactive power and capacitance supplies Reactive
power.
Most of the electric power loads are inductive in
nature. Induction Motors and transformer consumes
reactive power.Common Examples of application of
induction motors include air conditioners, house hold
applicances mining industrial equipment and
manufacturing processes. Underground and Overhead
transimission lines have inductance and capacitance and
can either supply reactive power or consumes reactive
power depending on the line loading. Generators can
supply or consumes reactive power within limits.
Why we need Reactive power compensation?
Maintaining frequency and the voltage with in the
prescribed limits is the statutory obligations of the power
utilities. For voltage control, reactive power management
(VAR control) plays very important role.
Voltage control (keeping voltage within defined limits)
in an electric power system is important for proper
operation of electric power equipment to prevent damage
such as over heating of generators and motors, to reduce
transmission losess and to maintain the ability of the
system to withstand disturbances and prevent voltage
collapse.
Inadequate reactive power supply lowers voltage;
as voltage drops, Current must increase to maintain the
power supplied, causing the lines to consume more
reactive power and the voltage to drop further. If current
increases too much, transmission lines trip.
Hence, Reactive power is to be compensated in a way
to ensure sufficient amounts are being produced to meet
demand so that electric power system can be efficient.
Types of Reactive Power Compensation:
1. Series compensation 2. Shunt compensation
Series compensation: Series capacitors are used for
improvement of transimission capacity of an existing line.
Shunt Compensation: Shunt capacitors are used for
supplying the reactive power required by the lines and
inductive loads. Shunt capacitors alleviate the excess
loading of system and enable further active loads to be
drawn from the same system.
Ideal way of reactive power compensation is at load
terminals. In Case of agriculture loads, which are highly
inductive, providing compensation at the load terminals
is a difficult task. The next best thing that can be done
to improve voltage in these areas and reduce losses is
to adopt high voltage distribution system and provide
shunt capacitors on the low voltage side of the
distribution transformers.
The more the reactive power generator supplies the
less is its capability to deliver active power.
The ill effects of uncompensated system feeding
inductive loads are:
(1) Poor voltage regulation due to low power factor.
(2) Increased losses and reduction in efficiency.
(3) Burdening of lines, cables, transformers due to
higher currents.
In order to increase the active power supplied by
the generator the reactive power the generated has to
be kept at minimum. .
Further to improve efficiency, voltage regulation and
reduce burden on lines and transformers, it is necessary
that reactive power compensation is provided by
connecting capacitors in the system. These capacitors
supply reactive power requirement of loads.
Voltage level at the load end is increased.

Where MVAR rating of size of the capacitor bank

cos ∅ new = 0.96 tan δ new=0.29
MVAR = MW (tan δ old – tan δ new)
= 3 (0.96 – 0.29)
= 2 MVAR
Benefits of Power Factor Improvement
I2 R power losses are reduced in the system due to
increasing of PF from 0.72 to 0.96.
% Power loss = 100 (1- (0.72/0.96) 2) = 43.75%
i.e., 43.75% of existing power loss can be reduced.
 Metering must be in place and maintained to capture
actual reactive consumption at various points.
 Transmission and Distribution planners must
determine in advance the required type and location
of reactive correction.
 Reactive power devices must be maintained and
functioning properly to ensure the correct amount
of reactive compensation.
 Distribution reactive loads must be fully
compensated before transmission reactive
compensation is considered.

The Telangana State Power Engineers’ Association
(TSPEA) which represents all the Engineers from the cadre
of Assistant Engineers to Chief Engineer of Telangana
Power sector appreciates the efforts of the Government and
the TSGENCO management to complete the construction
of ongoing power projects.
This association is also very much interested and ready
to co-operate with the management and Govt. of Telanagana
to speed up the progress of works and complete the projects
well before the schedule so as to provide reliable power
supply to the consumers especially, the Agricultural &
Industrial sector to fulfill the dream of Bangaru Telangana
of Hon’ble Chief Minister, Telanagana.
The Government of Telangana has entrusted TSGENCO
the huge target of Generation capacity addition of 6000MW
within a span of 3years. It shows the confidence of the
Hon’ble Chief Minister of Telanagana Sri, K.Chandra
Sekhar Rao garu on the TSGENCO Management and
Engineers.
As such , being a responsible Association and
representatives of the Engineers involved in construction
of new power projects, we feel it as our duty to get involved
in the improvement of the performance and progress of
works. Among the 6000MW of target in capacity addition
the Stage-II of KTPP with 600MW is the first Unit to be
commissioned . The sincere and committed efforts of all
the stakeholders will speed up the progress substantially
and put it into operation before target date in August 2015.
In this connection, a team of office bearers of this
Association has visited the Kakatiya Thermal Power Project,
at Chelpur on 27.01.2015 and observed the construction
activities of stage-II. The office-bearers have also interacted
with the local engineers, staff & contractors regarding
various issues concerning the progress of works and the
problems being faced by them in timely completion of the
project with a view to motivate the Engineers and also
submit the ground realities to the Management.
After detailed deliberations, The Association submits
the following report with necessary observations &
suggestions to the management of TSGENCO for taking
necessary steps so as to motivate the field Engineers, staff
& contractors and facilitate speedy progress of works to
commission the Unit well before scheduled date.
TSPEA Observations and Representation for further
improvement in progress of works at KTPP- Stage-II.
As per the discussions held at KTPP-site with various
Site engineers the following are some of the observations
and suggestions for lining up construction activities inline
with the scheduled dates.
Observations:
1. As per the payments are concerned it was observed
that the main contractor(VATECH) is not making regular
payments to the sub-contractors and sub-vendors due
to which men and material at site are badly affected.
2. Drawing approvals are delayed for want of repeated
revisions and Hard copies at M/s Desein Consultant.
3. VATECH has less man power than required for close
monitoring and to hasten up the progress at KTPP site.
4. HVAC , CHP, AHP, , Fire fighting Drawings have to be
finalized on top priority.
5. Procurement of material in TSGENCO scope is getting
delayed due to delegation of powers.
6. Single sub-contractor is entrusted with various works
in different locations without increasing the man power
resulting snail progress of work.
Suggestions:
1. Direct payments if possible shall be taken care by
TSGENCO to various sub-vendors and sub contractors
for immediate supply of material at site and to
strengthen the manpower at site.
2. To finalize the Drawings across the table with concerned
engineer of TSGENCO, DESEIN and Vendor.
3. Experienced construction engineers shall be deployed
by VATECH at site and regular review meetings with
VATECH, Consultant and TSGENCO engineers
concerned with project shall be conducted for every 15
days by CMD/TSGENCO.
4. Deputing of Engineers from head quarters for finalizing
HVAC, CHP,AHP and fire fighting system drawings
exclusively .
5. Constitute a committee comprising of CE/site,
DYCCA(Accounts), DYCCA(Audit) and SE concerned
for the purpose of emergency procurement of shortage
materials.
6. Different Sub-contractors with sufficient man power
shall be awarded with package wise works.

This Association expresses its sincere thanks to the
Management for initiating the process of Bifurcation of
employees and for declaring the list of region wise
Engineers of Telangana and Andhra Pradesh States working
in TSTRANSCO, TSGENCO, TSSPDCL and TSNPDCL.
In this connection, it is to inform that this association all
the times requesting to arrange for guidelines for bifurcation
of Power Sector Engineers between Telangana State and
Andhra Pradesh State based on “NATIVITY” only.
Further the Association feels that a discussion is
essential to deliberate on several factors related to
bifurcation of Engineers in all the utilities of Power
Sector of Telangana State. The process need to be
completed at the earliest to make the employees to
concentrate on their works with improved performance and
achieve the huge targets in the Power Sector.
In view of the above reasons, we request the
management to convene a meeting with this Association
for discussing on the bifurcation issue within a week so
that appropriate guidelines can be worked out and complete
the bifurcation process in most befitting way.

With reference to the list displayed on TSSPDCL
website regarding the nativity of Engineers, the office bearers
of this Association have raised objections on the nativity of
certain Engineers
The objections from various Branch members are
consolidated and herewith submitted in the Annexure
enclosed for strict verification and further necessary action
to rectify any discrepancy with regard to nativity of the
Engineers.
Further, this Association once again requests that
under any circumstances, the Non-Telangana Native
Engineers need not be allotted to TSSPDCL (Telangana
State) and all of them shall be allotted to either APSPDCL
or APEPDCL (Andhra Pradesh State) irrespective of
sanctioned cadre strength.
Finally, it is requested to complete the TSSPDCL
employee bifurcation process immediately based on
nativity to facilitate immediate recruitment, promotions and
transfers of Engineers in Telangana State so as to work
with renewed vigour and concentrate on development of
the State.

The above four Engineers’ Associatins of the
Telangana Power Sector have met a Vidyut Engineers’
Bhavan, Somajiguda, Hyderabad on 23.03.2015 @ 11 Hrs
and deliberated thoroughly on the issue of bifurcation of
Engineers’ in Power Sector between Telangana and Andhra
Pradesh states.
It is unanimously resolved to represent the issues
regarding bifurcation of Engineers’ collectively, henceforth.
While appreciating the efforts of the Management in
displaying the list of Engineers’ among the two states, the
Management of TSTRANSCO is further requested to speed
up the process of bifurcation of Engineers by issuing
guidelines on NATIVITY BASIS only. In this connection, it is
to inform that delay in final allocation of Engineers among
the two states is causing unrest among the Engineers
which is diverting their focus from duties and in turn affecting
the performance of the Sector. All the Engineers are eagerly
waiting for the bifurcation and are unable to concentrate on
their works.
The above four Engineers’ Assocation are very much
interested to discuss with the Management to arrive a
solution and to settle the issue at the earliest in such a
manner to allot the Engineers and employees to their native
states, so that all the employees will concentrate on their
works with much vigor and enthusiasm to develop the
Power Sector in their own states.
Hence, it is requested to arrange for the Joint Meeting
with above four Engineers’ Association within a week to
discuss on theissue of bifurcation of Engineers between
Telangana and Andhra Pradesh states and to create a
congenial atmosphere in the entire Power Sector of
Telangana.

With reference to the permanent allocation of
employees of Power Sector to Telangana & Andhra Pradesh
under AP Reorganisation Act’2014, the above Associations
would like to submit the following for taking immediate
necessary action.
As per the section 82 of the A.P. Reorganisation Act,
2014, the Managements of concerned Corporations shall
determine the modalities for distributing the personnel of
Public Sector undertakings between the two successor
states within a period of one year from 02.06.2014.
It is to submit that the final allocation of employees is
to be completed as early as possible to make the employees
to concentrate on their works to improve the performance
of the Sector.
In this connection, it is to submit that lot of injustice
was done to the people of Telangana in respect of
recruitment of Engineers and other employees in the Power
Sector of united Andhra Pradesh. The strength of Engineers
belonging to Telangana is not adequate in all the cadres
and not inline with the spirit of Presidential Order’1975,
G.O.No.610, etc,.
These Associations are very much disappointed with
the Guidelines issued by the General Administration (SR)
Department for permanent allotment of State Government
employees to the two States of Telangana and Andhra
Pradesh and submit the following views & suggestions for
your kind consideration for bifurcation of employees of
Power Sector.
Further, there is lot of disturbance at the time of
Telangana and Samaikyandhra movements and all the
employees are psychologically separated based on their
nativity.
It is pertinent to note that, all the employees who are
locals of Telangana area but originally native of
Seemandhra area have participated in Samaikyandhra
movement and vice-versa and also developed affection
towards their native state and animosity against the other
state.
The friendly atmosphere between the employees
belonging to Telangana and Seemandhra area is totally
disturbed and there is no possibility of commitment and
dedication to work for the development, if some of the
employees are allotted to other than their native States.
Further there is every possibility of non-cooperation to the
employees of the allotted state and leads to rupture among
the employee community.
We strongly feel that no employee shall be denied of
allotment to his/her native state on account of non availability
of sanctioned posts. As such, we request that the request
of employee for allotment to his own native state is to be
considered invariably duly sanctioning additional/
supernumerary posts if necessary in a particular cadre.
In view of the above, and as a common solution to all
the problems, it is requested to arrange for allotment of
all the employees to the two States based on their
“Nativity” only duly sanctioning required number of posts
where ever necessary.
There can be common guidelines to two state level
corporations in the Power Sector i.e., APTRANSCO,
APGENCO for allotment of employees between the two
states i.e., APTRANSCO & TSTRANSCO and APGENCO &
TSGENCO.
As far as the Distribution Companies of united Andhra
Pradesh are concerned, i.e., APCPDCL, APNPDCL,
APSPDCL and APEPDCL, they are confined to certain areas
of the state but needs to be considered for allotment of
employees between the four DISCOMs of the two States.
Guideline for Bifurcation of Employees between
TSTRANSCO & APTRANSCO
 All the Engineers of State / Multi Zonal / Zonal level
recruitment shall be considered for allotment to the two
States in the Bifurcation process.
All the Engineers shall be allotted to the two States
based on their “Nativity” as per service register supported
with necessary documentary evidence only.
The Engineers of all cadres shall be allotted based
on their Nativity, irrespective of existing cadre strength duly
sanctioning required number of posts where ever
necessary in the two states.
 The spouse working Engineers, both Native of a
particular state shall not be given a choice for allotment to
other state on this ground.
 There shall be no exemption to any other set of
Engineers for allotment to other than native state.

& APGENCO

particular state shall not be given a choice for allotment to
other state on this ground.
  There shall be no exemption to any other set of
Engineers for allotment to other than native state.
The employees of erstwhile APCPDCL which has the
jurisdiction of 7 Districts i.e, 5 from Telangana (Hyderabad,
Rangareddy, Mahabubnagar, Medak, & Nalgonda) and 2
from Andhra Pradesh, (Kurnool & Ananthapur) will any way
have to be considered for permanent allocation between
the DISCOMs of two States.
Now with the advent of formation of Telangana State,
the 2 Districts of Ananthapur and Kurnool which are in
APCPDCL are transferred to APSPDCL which is hither to
having jurisdiction of 6 Districts (Chittoor, Ongole, Nellore,
Kadapa, Krishna & Guntur) with Headquarter at Tirupathi.
Further certain No. of posts from APCPDCL Corporate office
and all the posts in Ananthapur and Kurnool Districts were
allocated to APSPDCL. It is worried that the employees of
erstwhile APCPDCL are proposed to be allocated between
TSSPDCL and APSPDCL only.
Hyderabad city being the Headquarter of the united
Andhra Pradesh State, many of the employees from all the
23 Districts have opted to work in APCPDCL during the
process of unbundling of erstwhile Andhra Pradesh State
Electricity Board (APSEB) into six Corporations/Companies
i.e., APTRANSCO, APGENCO, and 4 DISCOMs (APCPDCL,
APNPDCL, APSPDCL and APEPDCL) in the year 2002.
The choice of allotment of Non-Telangana employees
working in TSSPDCL (earlier APCPDCL) to any one of the
two DISCOMs in Andhra Pradesh i.e., APSPDCL or
APEPDCL based on their native place shall be considered.
The employees in TSNPDCL (earlier APNPDCL) who
belongs to Seemandhra area shall be given a choice to opt
either APSPDCL or APEPDCL for allotment to Andhra
Pradesh State, based on their Native place.
 The employees belonging to Telangana area but
working in the DISCOMs of Andhra Pradesh (APSPDCL &
APEPDCL) shall be given an opportunity to opt either
TSSPDCL or TSNPDCL based an their native place for
permanent allotment to Telangana State.
In this connection, it is also requested:
To communicate the final cadre wise Seniority lists of
Engineering Service in All Companies/Corporations of
Power Sector as on 01-06-2014 duly indicating their Nativity
(Telangana or Andhra Pradesh).
To communicate the Cadre wise posts of Engineering
Service as on 01-06-2014 allocated to all the Companies /
Corporations of Power Sector based on A.P. Reorganisation
Act, 2014.
Finally, we once again request the Management of
TSTRANSCO, TSGENCO & TS DISCOMs to consider above
genuine suggestions and arrange to issue guidelines at
the earliest for bifurcation of employees between the
two states for smooth transition and better functioning
for overall development of the two States.

Finally, we request the Government of Telangana and
Management of TSTRANSCO, TSGENCO & TS DISCOMs
to consider above genuine suggestions and arrange to
bifurcate the employees between the two states as per
their Nativity before the time frame mentioned in AP
Reorganisation Act’2014 i.e., 02-06-2015 for smooth
transition and better functioning of Power utilities in the
two States.

Telangana State Power Engineers’ Association is a
main Association of Telangana State Power Sector
(successor entity of APSEB Engineers’ Association of
combined state) and representing all the Engineers from
the cadre of Assistant Engineers to Chief Engineers
working in TSTRANSCO, TSGENCO, TSSPDCL &
TSNPDCL. This Association is representing in respect of
bifurcation of employees with the both state power utilities
since the separation of the states. This Association strongly
opines that if the employees are allotted to their own states,
they will work with much interest, dedication and with
renewed vigour for the development of their own State.
Hence, the efficiency of the Power Sectors will be improved
substantially.
It is pertinent to note that the process of final allocation
of employees between Telangana & Andhra Pradesh States
is abnormally delayed beyond the deadline of 2nd June,
2015 without any sincere and concrete steps. This has
resulted in unrest among the employees of Telangana state
and even the employees of Andhra Pradesh native.
 In this context, Telangana State Power Sector has
formulated the guidelines which were approved by Govt. of
Telangana for final allocation of employees and also acted
accordingly, by relieving all the Andhra Pradesh native
employees to report to Andhra Pradesh Power Sector. This
facilitates the employees to work for their “Native States” of
Telangana and Andhra Pradesh.
As the employees of Andhra Pradesh native were
already relieved from Telangana Power Sector, the
Association requests you to kindly accept their joining report
in Andhra Pradesh Power Sector as most of these
employees are also willing to work in Andhra Pradesh state.
Further, it is also requested to relieve all the Telangana
Employees forthwith as they are willing to work in Telangana
state so that the managements of Telangana Power sector
shall have to accept them.
In this connection, the Association earnestly requests
you to accept the joining reports of Andhra Pradesh native
relieved employees and also relieve all the Telangana
employees to resolve the unrest among all the employees.
So that they can focus on the development of Power Sectors
of both the States.

The Telangana State Power Engineers’ Association
represents all the Engineers from the cadre of Assistant
Engineer to Executive Director working in the Power Sector
of Telangana State i.e., TSGENCO, TSTRANSCO, and two
Discoms TSSPDCL and TSNPDCL.
The TSPEA is the successor entity of “APSEB Engineers’
Association” which has represented all the Engineers in
Power sector of united Andhra Pradesh State from the year
1956 to 1st June’2014.
It is to submit that the bifurcation of employees in Power
sector is abnormally delayed, which is causing unrest
among the employees and affecting the efficiency of Power
sector. In this regard as a lead role player, TSPEA has formed
Joint Committee with other major Engineers’ Associations
of Telangana State Power Sector i.e, Telangana State
Electricity Assistant Engineers’ Association, Telangana
Power Diploma Engineers’ Association & Telangana Vidyut
Engineers’ Association. The above Joint Committee has
deliberated thoroughly on the issue of bifurcation of
Engineers in Power Sector between Telangana & Andhra
Pradesh States and submitted the suggestions & views
several times to the State Governments and Managements
of Power utilities.
Now the matter is reached to Govt. of India and hence,
Home Secretary is holding a meeting on the above subject
with Chief Secretaries, Energy Secretaries, and CMDs of
power utilities of both states on 31-July. We would like to
submit the facts and views prior to the above meeting for
taking amicable decision. Hence it is humbly requested to
kindly give an opportunity to the main office bearers of all
Associations in the Joint Committee by giving your
esteemed appointment at the earliest.

The Joint Committee of TSPEA, TSEAEA, TSPDEA and
TVEA, as major Associations of Engineers in Telangana
State Power Sector would like to submit the following views
and suggestions on the subject referred above.
It is pertinent to note that the delay in final allocation of
Engineers/ Employees among the two states has resulted
in great unrest among them and drastically affecting the
performance of the Power Sector in two states. Friendly
atmosphere between employees belonging Telangana and
Seemaandhra is totally disturbed due to prolonged
approach of such a sensitive and sentimental issue.
The injustice done to the Telangana region employees
since last 60 years period and unimaginative damage done
due to violation of the Mulki Rules (held valid by Supreme
Court in 1972), Six-Point formula evolved in 1973,
Presidential Order issued in 1975, G.O. No. 610 dated 30/
12/1985 and Girglani Commission report in 2004 is very
much evident to all, by the deliberations of Telangana
Employees in all these years.
The true spirit of Presidential Order in recruitment of
Engineers with Zonal System is not followed in Power
Sector over all these years which has resulted in over
dumping of Andhra Region Engineers, depriving the
employment opportunities of Telangana Region Engineers.
The Zonal system in recruitment of Engineers in Power
Sector has just began in the year 2009.
Section 82 of AP Reorganization Act-2014 mandates
the Corporations to determine the modalities for
distributing the personnel between two successor States
within a period of one year from the appointed day i.e.,
before 02.06.2015.
There is no appropriate response from APTRANSCO
for determining the modalities in terms of section 82 by the
stipulated date.
APTRANSCO in their letter dated 18.03.2015
communicated the Kamalnathan committee guidelines
which are not suitable to Corporations especially to the
Power Sectors due to the reasons mentioned above, instead
of formulating the suitable modalities and hence deviated
the provisions of Section 82 of the Act. Kamalanathan
Committee guidelines are meant for state government
employees where recruitment is made based on Zonal
system and in spirit of Presidential Order.
As the specified time limit of one year has been expired,
to create congenial atmosphere among the employees, the
Telangana State Power utilities combinedly formulated the
modalities in the interest of Telangana Power Sector and
same were approved by the Government of Telangana vide
proceeding dated 06/06/2015.
Accordingly 1252 employees working in Telangana are
relieved on NATIVITY BASIS to report to AP Power Utilities.
Thus, the procedures adopted by Telangana State Power
Utilities is justified.
There are about 400 employees, who are NATIVE of
Telangana region working in AP power Utilities. But the
managements of AP Power Utilities are not relieving them
in spite of repeated requests by the managements of
Telangana Power Utilities and Employees themselves.
We strongly feel that no employee shall be denied
of the request in allotting to his/her NATIVE state on any
pretext. Majority of employees of AP NATIVE who are relieved
from TELANGANA are willing to work in their OWN NATIVE
state. All the employees of TELANGANA Region working in
AP Power utilities are also willing to work in their NATIVE
Telangana State. Hence the decision taken by Telangana
Managements to relieve all Andhra Native Employees to AP
state is very much genuine and appreciated.
As per the employees data, excess number of
employees over and above the sanction posts are existing
in some cadres in both Telangana and Andhra Pradesh
States. The Telangana Managements are willing to accept
the excess employees duly sanctioning additional posts
wherever required. If Andhra Pradesh Power Utilities are
also do the same, the problem will be solved amicably.
In view of the above, we request the following.
1. With reference to the communication received from
Ministry of Home Affairs vide letter F.No. 12012/12/2014-
SR, dt.xx/07/2015, it is requested to advise the
Governments of Andhra Pradesh & Telangana and
Power Utilities of both states to finalize the permanent
allocation of employees on NATIVITY basis only and
settle the issue amicably at the earliest.
2. To direct the managements of AP Power Utilities to
accept the 1532 AP NATIVE employees relieved from
Telangana Power utilities.
3. To direct the managements of AP Power Utilities to
relieve around 400 Telangana NATIVE employees
working in AP Power Utilities.
Finally, we thank your kind authority for considerate
audience on the subject and look forward for favorable
orders to resolve the issue permanently.

Important ORDERS pertaining to recruitment
procedures in combined Andhra Pradesh
A) Mulki Rules held valid by the Supreme Court, October
– 1972. To give preference to the local candidates in
employment etc.,
B) Six Point Formula evolved on 21.09.1973
To have certain fixed level of recruitment with local
candidates should be preferred and this policy should be
followed even in promotion giving preference to the local
candidate. This has given a way for zonal system.
This is not followed in power sector of erstwhile Andhra
Pradesh state since 1973. Contrary to formula - local
candidates employment opportunities were denied.
C) Presidential Order -1975
The president may by order made with respect of the
state of Andhra Pradesh provided having regard to the
requirement of each State, for equitable opportunities and
facilities for the people belonging to different parts of such
State, in the matter of public employment and in the matter
of education and different provisions may be made for
various part of States. The spirit of presidential orders was
not implemented in Power Sector since 1975.
D) G.O.No.610, dated: 30.12.1985
G.O. deals with the alleged violation in implementation
of Six Point formula in zones and orders issued for
rectification of the same.
E) Girglani Commission – 2004
Sorted out the anomalies, Irregularities and rectification
of debits in implementation of G.O. Ms. No.610 and
presidential orders and also suggested remedial actions.
It is very much evident with that, all the above
background history, the spirit of presidential orders, and
special provision of article 371D are gravely violated and
injustice is done to the employees of Telangana region.
Important Points regarding Bifurcation of Power Sector
Employees between Two States
1. Section 82 of the Act mandates the Corporation to
determine the modalities for distributing the personnel
between two successor States within one year period from
the appointment day i.e., before 02.06.2015.
There is no appropriate response from APTRANSCO
for determining the modalities in terms of section 82.
2. APTRANSCO in their letter dated 18.03.2015
communicated just Kamalnathan committee guidelines
which are not valid to Corporations, instead of formulating
the modalities suitable to Corporations and deviated the
provisions of Section 82.
3. Since the dead line specified in section 82 i.e.,
one year period is completed Power utilities of Telangana
State have formulated the guidelines. Telangana State
Government has also given concurrence vide proceedings
dated 06.06.2015.
4. Thus, the procedures adopted in notifying the
modalities and acting in terms of the said modalities is
justified.
5. Hence the relieving of 1252 employees working
in Telangana, but native of Andhra Pradesh State is perfectly
justified which is based on “Natural justice”.
6. There are about 400 employees, who are NATIVE
of Telangana region working in AP power Utilities. But the
managements of AP Power Utilities are not relieving them
in spite of repeated requests by the managements of
Telangana Power Utilities and Employees themselves.
7. Majority of employees working in the both state
Power utilities are willing to work in their Own NATIVE state.
Hence, no employee shall be denied to work in his/her own
state.
8. Telangana state Power utilities are willing to create
supernumerary posts, if excess employees opt for their Own
NATIVE Telangana state. If AP also do the same, the problem
will be solved amicably.
9. Lot of hardships caused to the employees as the
promotions are stopped and recruitment is delayed for want
of finalization of employee bifurcation.
Final request
1. With reference to the communication received from

The Telangana State Power Engineers’ Association
(TSPEA) is a constituent of All India Power Engineers
Federation (AIPEF) which is National Level Body
representing all the Power Engineers in the Country.
The AIPEF and other major Federations of Electricity
employees and Diploma Engineers have met on 25 th
June’2015 at New Delhi under the banner of National Co-
ordination Committee of Electricity Employees & Engineers
(NCCOEEE) to discuss the situation in the Power Sector
and the implications of enactment of Electricity
(Amendment) Bill 2014 initiated in the Loksabha on 19th
December’2014 alongwith the report of Parliamentary
Standing Committee on Energy.
The NCCOEEE has unanimously decided to oppose
the enactment of Electricity (Amendment) Bill 2014 due to
its awful and ruinous consequences on the Power Utilities,
Consumers, State Governments, employees and the Sector
as a whole.
The NCCOEEE has submitted a Memorandum to
Hon’ble Prime Minister of India on 1st July’2015 for which
AIPEF is a signatory with a demand to cancel the process of
enactment of the Electricity (Amendment) Bill 2014 duly
explaining the reasons for the same (copy enclosed).
It is also informed in the Memorandum that all Power
Engineers of State Power Utilities alonwith the members of
other major organisations representing electricity
employees and Diploma Engineers will resort to one day
token strike / work boycott as a mark of protest, on the day
of placing the Electricity (Amendment) Bill 2014 in either
house of parliament.
Inview of the above, it is requested to Government of
India through State Government to drop the idea of
enactment of such one sided Bill intended to cope up with
the profit greed of corporate business houses.
Finally, it is to inform that as per the directive of
NCCOEEE and All India Power Engineers’ Federation, the
members of this Association will resort to work-boycott and
demonstrate as a mark of protest, on the day of placing the
Electricity (Amendment) Bill 2014 in either house of
parliament.

In continuation to the representations submitted jointly
by the above Engineers Associations of Telangana State
Power Sector, the following views are submitted.
All the Engineers of Telangana Power Sector are
emotional and sentimental on the subject of bifurcation of
employees on “Nativity Basis” and are in total unrest as the
issue is being prolonged for such a long duration and
resulted as detrimental to the prosperities of Telangana
Engineers.
The Managements of Telangana State Power utilities
have taken an appropriate step by relieving all Andhra
Pradesh native employees from Telangana Power utilities,
but could not conclude the issue to its logical end. Moreover,
the Telangana employees working in Andhra Pradesh
Power utilities have not been brought to Telangana State
so far. Many Telangana employees working in Andhra
Pradesh are facing lot of hardship and humiliation in Andhra
Pradesh Power Sector since separation of the State.
Added to this unrest, recent court orders have created
much more disturbance in the cadres. It was submitted
several times that the relations and atmosphere between
Telangana and Seemandhra Native employees are badly
effected and working together may lead to many
complications and may also result in damage to the
interests of Telangana State Power Sector as a whole.
The matter has been thoroughly deliberated by all the
above Engineers Associations and resolved the following
unanimously.
a) Not to accept the joining reports of all the relieved
Andhra Pradesh native employees under any
circumstances.
b) If unwarranted, payment of salaries to the extent
of 42% without accepting joining reports may be examined.
 c) The issue of bifurcation of employees shall be
completed in full shape before the end of November’2015.
d) Promotions to all the eligible Telangana engineers
shall be taken up immediately as they are deprived of the
same since 02.06.2014 and even prior to that.
In this connection, we, the Engineers Associations
jointly request the managements of TSTRANSCO,
TSGENCO, TSSPDCL and TSNPDCL, not to accept the
joining of Andhra Pradesh Native relieved employees under
any circumstances and arrange to implement the above
resolutions forthwith.
Further, we strongly request the managements to
conclude the bifurcation of employees on the basis of
“Nativity” only before the end of November’2015 in the interest
of employees of Telangana and of Telangana Power Sector
as a whole.

with this Association on 13/10/2015 regarding implementing
of the Court orders on employee bifurcation and issuing

following.
The Association has conducted its emergency CEC
meeting on 14/10/2015 and deliberated on the above issues.
The CEC has unanimously resolved to putforth the following
demands before the management for favorable
consideration.
(a) To issue promotions to Telangana Engineers
immediately against all the existing vacancies
including the posts vacated by the AP native relieved
Engineers before joining of the relieved employees.
(b) The AP native relieved employees shall not be given
regular postings and shall not be allotted to same
Plants/Circles to avoid disturbances in working
atmosphere.
(c) To take further necessary action in order to complete
the process of employee bifurcation in full shape by
the end of Novermber’2015.
(d) To speedup the promotions to Telangana Engineers
against the additional posts also in all the power
utilities.
Further, it is to submit that all the Engineers / Employees of
TS Power Sector are in unrest and infuriated mood because
of stagnations in promotions due to abnormal delay in
employees bifurcation and also due to overload of work. If
the promotions are further delayed, the situation may lead
to uncontrollable stage for which the responsibility squarely
lies with the management.
Hence, the Association requests the Managements to
address the above issues immediately, else the Association
will be compelled to declare further course of action for
redressal of the above issues.

Note on discussion of NCCOEEE leadership with Shri
Piyush Goyal, Hon’ble Minister Power, Coal and N & RE,
Govt. of India.
On 1st December, 2015 NCCOEEE leadership decided
to postpone the one day power strike called on 8 th
December on assurance of Secretary (L & E) towards
amicable settlement of the pending issues. The meeting
took place on 21st December at 4.30 PM in the conference
room of MOP at Shram Shakti Bhawan. NCCOEEE was
represented by Shailendra Dubey (AIPEF), Prasanta N
Chowdhury (EEFI), P Ratnakar Rao (AIPEF), Subhas Lamba
(EEFI), Mohan Sharma (AIFEE), Kuldeep Kumar (INEWF),
G K Vaishnav (AIFOPDE) & Ramesh Sharma (AIPF),
Government of India was represented by Hon’ble Power
Minister & Officials of Power & Labour Ministry including
Central Labour Commissioner.
At the outset Shri Piyush Goyal briefly recapitulated the
points he mentioned in the meeting of Kochi on 6 th
November, 2015. He referred to the points of concern of
Electricity Employees and consumers. He reiterated that
employees need not be worried about on their service
conditions. Which will remain same as it is now. Object of
the Amendment of the Act is to provide quality and
uninterrupted Power at cheaper cost through competition
in the market. He mentioned the proposed UDAY scheme
towards reduction of loss, improvement of efficiency with
the object of all round development of the country, as power
is required for all the spheres of economic growth. He also
stressed upon co-operation of all concerned. He mentioned
that as Power generation is closely related to coal
production, he had discussion with trade unions in Coal
sector with the view of growth in Coal production. Shri Goyal
mentioned that he has already taken up the points of
concern of Electricity employees. Some modification of the
proposed Bill has been done. The Power department
officials present in the meeting will let the delegation be
apprised on the changes. Any further suggestion /
improvisation will be welcome and considered for
incorporation. Hon’ble Minister assured the delegation that
no hasty decision will be taken. If necessary further course
of discussion will take place. He solicited co-operation from
the unions.
NCCOEEE representatives expressed their grievances
over the attitude of the Parliamentary Standing Committee,
who has unilaterally taken for granted the views of houses
of industry and commerce. They were considered as only
stake holder, where as views of all the National Federations
of Power Sector employees and engineers as well 20 nos.
of state Governments objected to different provisions of the
Electricity (Amendment) Bill, 2014 were disdainfully
disregarded. Shri Goyal mentioned that the Parliamentary
Committee is not under his control. He is open to all for
discussion and exchange opinions.
NCCOEEE representatives objected to the mandatory
provision of the Bill towards splitting of distribution business
into carriage and content. Contention of the Ministry narrating
the concerned clause was the same is an enabling
provision, not a mandatory one. States will have to submit a
Road Map for preparation of transfer scheme within a span
of five years after promulgation of the Act. Any state may
adopt it as a pilot project covering one district or they may
indicate in the Road Map their intention to make it within a
span of 50 or 100 years. There would not be any time
stipulation.
NCCOEEE leadership cited the probable inconvenience
of low end consumers, when they will be isolated due to
cherry picking of the supplier. Power Ministry ascertained
that they have removed the clause. All consumers
irrespective of their voltage profile and quantity of
consumption will be treated at par. Besides that there will
be a cap on tariff to protect different category of consumers.
In respect of eligibility of supplier state owned / public
sector as well private sector will have the similar opportunity.
If any State Government desire they will have the scope
more than one state owned utilities in the same
geographical area in order to have competitive environment.
Until the transfer scheme is prepared and implemented as
per Road Map of the state concerned the present Discom
will serve the consumers.
In respect of cross subsidy for economically weaker
section of consumers cross subsidy will be in vogue.
Relevant clause towards elimination of cross subsidy has
been modified to that effect.
Salient points of discussion are as under:
 Clause related to splitting of carriage and content will
be an enabling provision not a mandatory one. States
will have its own ambit of implementation.
 Scope of private participation will be there but choice of
consumer / geographical area will not be earmarked
for private utilities. State owned utilities will have equal
opportunity to make business in all the area within the
state or in other state also.
 State will make their Road Map for implementation of
the provision of the Act partly, progressively or totally at
a time as indicated in the Road Map.
 Department of Power, GOI is open to have further
discussion with the workers, employees and engineers
before moving the Bill in the parliament. Object of these
discussions will be to minimize the gap.
Minister invited further clause wise clarification, opinion
and views on the modified Bill in black & white. Power
Ministry officials will examine those and revert back their
view points in the next meeting. NCCOEEE delegation will
submit their further observation, clarification within a
fortnight. Next course of discussion will take place by the
middle of January, 2016.
In brief, the outcome of the meeting is as under:
1. Electricity Amendment Act shall be enabling provision
& not mandatory on states.
2. No cherry picking will be allowed & all power supply
companies including pvt shall have universal power
supply obligation.
3. State Govts will have option to go with only Govt Supply
Companies for power supply, no compulsion for pvt
supply companies.
4. State Govts have to notify their road map in 5 yrs time
after enactment of Act for segregation of carriage &
content without any time limit for implementation.
5. Detailed meeting of NCCOEEE with Ministry of Power
officials and later with Power Minister will take place in
Jan 2016.
6. Power Minister will attend General Body Meeting of
NCCOEEE in Feb 2016 to listen to our view points and
address the Electricity Employees and Engineers.

Sub: TSPEA – Resolving of certain long pending
issues – Requested– Reg.
The Central Executive Committee of TSPEA has met
on 12.12.2015 and deliberated thoroughly on the following
long pending issues which are to be resolved by
Managements.
1. Sanction of Additional Posts: The Association is
requesting since long time for approval of the proposals
on Additional posts in the Engineering cadre submitted to
the Government by TSGENCO, TSTRANSCO, TSSPDCL &
TSNPDCL long back.
It is to submit that the work load on the Engineers has
increased in many folds in view of the huge programmes
like Generation addition, Transmission Evacuation and 9
hours day time power supply to agricultural sector etc.,
Apart from these programmes in Power Sector, the work
load has increased in connection with the State Government
programmes like Lift Irrigation Schemes, Water Grid and
TS-I PASS policy etc,.
Hence, the Association requests the Management to
obtain approval for the sanction of additional posts from
the Government which are submitted as per old norms
and requirements to meet with the above work load and to
complete the above programmes successfully.
2. Providing of Pension facility on par with State
Government Employees: The Government is extending of
Pension facility to the employees working in all the
Departments of State Government, who are recruited before
2004. The Association is also requesting to extended the
same facility to the Engineers recruited between 1999 to
2004 by conversion of EPF to GPF since long time. The
issue is pending in the Government for approval with minor
queries.
In this connection the Association submits that the
Engineers recruited between 1999 to 2004 who are covered
in this issue are presently playing vital roles in the all the
Power Utilities. Hence the Association feels that the above
requests is very much reasonable, genuine and hence
requests for getting approval from the Government by using
your good offices to provide above facility to the Employees
recruited between 1999 to 2004 on par with State
Government Employees.
3. Bifurcation of Employees: The Association appreciates
the Managements for taking initiation and bold steps
regarding bifurcation of employees between Two States.
This being a sensitive and sentimental issue need to be
completed with in minimum time. But the issue is not
resolved totally and the Association feels that the attention
and efficiency of the employees is being diverted on the

with Chief Minister Sri K. Chandrasekhar Rao garu, Minister for Energy Sri G. Jagadish Reddy garu.
account of above situation and needs special attention to
complete the process of the bifurcation at the earliest.
Hence, the Association requests the management to
take all necessary steps for allotting all the AP Native
Employees to their State and arrange to issue orders for
joining of the Engineers/Employees of the Telangana Native
but working in AP Power utilities at the earliest. The
Association stands by the Managements in all the steps
taken in this connection.
4. Medical Policy: The issue of revision of medical policy is
being discussed by the Association since past several years
as the employees are facing difficulty due to insufficient
provisions in the medical policy. In this connection, it is to
submit that the Association has taken lead role in deciding
the contribution premium from the members so that
maximum help can be extended to the deceased member
and even then the suffering of the members could not met
to the full extent.
Hence, the Association requests the Managements to
review the present policy and formulate a new policy inline
with State Government Health Scheme and issue cashless
credit cards to meet the actual expenditures in total incurred
by sufferer with the support of contribution of employees.
5. Recruitment of Assistant Engineers: While thanking the
Managements and Govt. for taking up recruitment of AEs in
big way, the Associations requests the Managements to
take all necessary steps to recruit the AEs to full notified
numbers without leaving any of single post vacant in all the
utilities as the AEs are essentially required at this moment
of time to commensurate with heavy workload.
6. Issuing of promotions to Assistant Engineers to fillup
the balance vacancies in ADE cadre: The Association
appreciates the management for issuing the promotions
in various Engineering cadres recently in a big way to
eligible Telangana Engineers. But a few of the vacancies in
ADE cadre are still left over. The Association requests the
management to issue promotions to all the eligible Assistant
Engineers to fill up the balance vacancies in ADE cadre
and arising vacancies in other cadres.

Managements to consider the above long pending issues
favorably and issue orders accordingly to boost the morale
of the Engineers at this crucial time so that fullest output
can be execrated for achieving the huge mandate of the
Telangana Power Sector.

Purchase of1000MW power from Chattisgarh State by
TSDISCOMs – Certain Views & Suggestions - Submitted –

Telangana State Power Engineers’ Association (TSPEA)
is a main Association of Telangana State Power Sector which
is a successor entity of APSEB Engineers Association
working since 1956 in Power Sector representing all the
Engineers from the cadre of Assistant Engineers to Chief
Engineers / Executive Director working in TSTRANSCO,
TSGENCO, TSSPDCL & TSNPDCL.
TSPEA, being a responsible and constructive role
playing association in the TS Power Sector, would like to
submit the following for your kind perusal.
It is a known fact that, the new state of Telangana was
facing acute Power Shortage at the time of formation. Added
to the crisis, Government of Andhra Pradesh has gone back
in scheduling/sharing the Power on the existing PPAs in
contrary to the provisions of Andhra Pradesh Re-
Organisation Act - 2014.
Thereafter, Government of Telangana has plunged into
action to tackle the power crisis and initiated several steps
on short, medium and long term basis.
Further, Government of Telangana has introduced
gigantic programmes of supplying immediate power to
industries under TS-iPASS Policy, 9 hours Power Supply to
agriculture sector, Telangana Water Grid Project, Lift
Irrigation Schemes and providing uninterrupted 24x7 Supply
through Power For ALL (PFA) scheme to all categories of
consumers etc.
TSGENCO has started construction of new Power
plants and optimised its generation through increased PLF.
Govt of Telangana has been pursuing regularly to get extra
power from the quota of un-allocated power from Central
Generating Stations. Apart from above, the TSDISCOMs
have been carrying out precise power planning and
procuring power on short and long term basis through
competitive bidding procedure through open tenders.
With the unstinted support from State Government, able
guidance of Honourable TSERC and concerted efforts of all
engineers, TS Power utilities have overcome the hurdles
and have been able to supply reliable and quality power
supply to all categories of consumers without any power
cuts/restrictions from more than one year.
TSDISCOMs have been utilising every opportunity to
provide quality and reliable power to all categories of
consumers, as adequate and reliable power holds the key
for industrial promotion as well as sustainable agricultural
development in the new State of Telangana.
Keeping in view the various public welfare schemes
initiated and carrying out thorough discussions & taking
suggestions from the various stake holders including our
prestigious association TSPEA, TSDISCOMs/Government
of Telangana have decided to purchase Power from
Chattisgarh State and entered into MOU with state of
Chattisgarh for purchase of 1000 MW Power from upcoming
Power plant at Marwa. Chattisgarh State GENCO is having
PPA with Chattisgarh State DISCOM for sale of power with
the rate to be decided by Chhattisgarh State Electricity
Regulatory Commission (CSERC).
The MOU between the two neighbouring states and
between the Government utilities is more transparent and
beyond any doubt/controversy. CSERC is a statutory body
and the tariff to be decided is expected to be very reasonable
and beyond any speculation.
The MOU method adopted for this PPA is one of the
Long Term Power Procurement Processes and adopted
by GoTS for procurement of power after thorough
discussion duly carrying out brainstorming sessions with
various energy experts.
It is clearly stipulated in the PPA that the agreement is
Coterminous with the approval of Transmission Corridor
by PGCIL. Hence, alleged by some objectors, paying of
fixed charges for contracted capacity without utilizing the
power due to non-availability of Transmission Corridor is
purely hypothetical and baseless.
As there are constraints of corridor from N E W grid to
South grid, there is no guarantee for Telangana State
DISCOMs for getting inexpensive power through competitive
bidding process due to huge competition for corridor. SERC
is competent authority to approve either negotiated tariff or
to adopt competitive bidding process as per the provisions.
As there is lot of competition among the Southern
States for booking the Transmission Corridor, priority will
be given to the DISCOMs having long term PPAs. Hence
TS DISCOMs having opted for long term PPA with
Chattisgarh State DISCOMs, will have an added advantage.
The initiative of Government of Telangana to develop/
procure power through public sector has been appreciated
by one and all. The terms and conditions of PPA are framed
on purely commercial and business standards.
In this connection, the Association strongly feels that
there is no irregularity or deviation of any regulations /laws
in entering PPA for purchase of 1000MW power from
Chattisgarh State by TS DISCOMs and whole process is
under the bounds of Electricity Act-2003 and Electricity
Reforms Act-1998.
Hence, the Association requests the Honorable
Commission to expedite the approval for the proposal at
the earliest in the interest of TS Power Sector and the
people of Telangana as a whole.
