Drawer 341 Warrenton, VA 20186 Re: MeShin Application for Special Use Permit Dear Mr. Godfrey, This letter is at the direction of the Board of Supervisors. ‘As you may know the County has contracted with Mill Pond Investments, LLC to purchase two properties located in the Town of Warrenton, Those properties are located John Marshall Street having PINs 6984-33-2576 and 6984-33-3636. ‘These properties comprise the parking lot located at the comer of John Marshall and Lee Street and the former Rider Building lot. The Rider Building lot is the subject of a current Special Use Permit application by the McShin Foundation to operate a residential treatment facility. The County expects to consummate its purchase of the property in the next few weeks. Its purchase will be subject to McShin’s lease and any Special Use Permit the Town may in its legislative discretion determine to grant. ‘The County understands that MeShin’s Special Use Permit application is, or will be shortly, before the Town Council for a public hearing on that application. Please let the County know if any actions on its part are necessary on the County's part to permit that application to go forward to the Town Council for decision. The County will take such actions. The County realizes that this is a land use decision in the purview of the Town Council and it will abide by any decision the Town Council should make. While the County does not see the site as the best long term location for a residential treatment facility it does agree that a residential treatment facility operating now would be beneficial to the community. We will support the efforts of the Rappahannock Community Services Board, Fauquier Hospital, the Sheriff and the Path Foundation to find a location to construct a permanent residential treatment facility. Should the Town Council, in its legislative discretion, determine to grant to McShin the Special Use Permit to operate a residential treatment facility the County is informing the Town of its intent to enter into lease with McShin on mutually agreeable terms permitting McShin to operate the residential treatment facility in the old Rider building.
