(a) Linking MDGs/SDGs with National Development Plans, Budgets and Poverty Reduction and
Growth Strategy Paper;
(b) Analyzing current budget allocations for social protection, assessing MDG needs and identifying
fiscal space for achieving MDG targets for social protection;
(c) Public Financial Management Reforms, formulation of policies and plans, and identifying and
costing social protection activities;
(d) Prepare Medium-term Strategic Plans and Budgets for selected sectors including Social
Protection/ Social Security and Welfare;

11. Detailed Tasks Assigned: Detailed Tasks and/or Expected Output:
The work will involve but will not be limited to the following tasks:
• prepare a short methodological and guidance note for the team of international and national consultants on how to
proceed with the assessment and data collection on financing selected priorities of social protection programs,
including conduct cost-benefit analysis on the proposed priorities;
• analyze current government budget allocations for social protection programs (with reference to the SDGs);
• develop detailed analysis on expected fiscal requirements for the implementation of national polices to meet the
targets of the SDGs and provide initial considerations on the fiscal space to be opened up to finance the closure of
the observed social protection gaps;
• identify possible financing options to introduce and/or scale up social protection systems and provide a detailed
description of the distinct risks and trade-offs that are associated with each of the options. The uniqueness of each
country requires that fiscal space options be carefully examined at the national level and alternatives fully explored in
consultation with relevant government agencies;
• conduct training for government agencies responsible for planning, implementation and monitoring social protection
policies and programs; and
• consolidate country-level findings to come up with policy & program recommendations and prepare country reports,
strategy framework for financing, policy briefs on the requirement for financing and fiscal space for social protection
programs to achieve SDG targets and the implementation of training programs/capacity building for government
agencies responsible in designing, implementing, and monitoring of social protection programs and policies;
• in collaboration with the national consultants, prepare the regional report on financing and fiscal space for
expanding social protection programs, fiscal space and strategic framework;
• contribute as a resource person during inception and final technical workshops for capacity building and information
dissemination in DMCs;
• contribute to and support the information dissemination activities of ADB’s social protection team in ADB’s
Sustainable Development and Climate Change (SDCC) Department and the technical capacity-building activities
under the TA; and undertake other tasks necessary in relation to the implementation of the study.
