2017-2018, as follows: (RBB) Consultant”.

a. Review and strengthen the design, focus,
and contents of the Medium Term Plan,
ZimASSET initiative towards improving its
implementability and desired outcomes;
b. Focused capacity building on the IRBM
system for a cohort of elected IRBM trainers
from across Government;
c. Review and strengthen the prevailing
budgeting system to make it results-based and
linked to the medium term development plan,
e.g. ZimASSET;
d. Review and strengthen the prevailing
M&E system for the Medium Term Plan
(ZimASSET) to make it results-based;
e. Review & strengthen information system
and decision-support system for ZimASSET;
f. Review and strengthen the gender issues
integration and outcomes across Government
programs;
g. Review and strengthen/develop the
National Planning and Budgeting Policy.
The support program for the Component 2.1 will
cover the following deliverables:
a. Redesigned and adjusted ZimASSET
strategic development plan for 2018-2020;
b. Developed Planning and Budgeting Policy;
c. Redesigned and adjusted program based
budgeting system for all Ministries and
Departments;
d. Training of selected group of local trainers
on IRBM (Planning, Budgeting and M&E);
e. Adjusted key performance indicator sets for
each ZimASSET Cluster group;
