12. Detailed Professional Experiences required for the Assignment:

Objective and Purpose of the Assignment


The Independent Evaluation Department (IED) is conducting a country assistance program evaluation (CAPE)
for Azerbaijan. The purpose of the CAPE is to provide the Asian Development Bank’s (ADB) Board of Directors and
Management with an independent assessment of past operational performance in Azerbaijan. This information will
provide an input to the design of the subsequent country partnership strategy (CPS). The CAPE will (i) provide an
independent assessment and rating of the performance of ADB’s country programs and identify factors affecting
performance, and (ii) draw forward-looking lessons and make recommendations for the next CPS of Azerbaijan.

Scope of Work
An international consultant and a national consultant will be recruited to assist the evaluation team in the
preparation of the evaluation approach paper and the CAPE.

Detailed Tasks and/or Expected Output


i. Assist the CAPE team leader in the formulation of the evaluation approach and methodology;
ii. Review the government's strategies, policies, plans, and key programs and activities, and the ADB's
relevant corporate, program, and thematic strategies;
iii. Undertake desk and literature review pertaining to ADB support to Azerbaijan;
iv. Gather and analyze Azerbaijan’s annual disbursements of overall foreign aid (loans and grants) from
all development partners in all sectors for about 5–10 years during the CAPE period;
v. Assess the appropriateness of ADB program, government’s, and other development partners’ priorities
by reviewing development plans and spending relative to constraints;
vi. Identify actual strategic choices faced by ADB in Azerbaijan and assess the sustainability of ADB’s
country strategies in light of these choices;
vii. Review the programs, projects, and technical assistance (TA) supported by ADB to implement the
country strategies; assess the sustainability of the programs, projects, and TA projects to implement
the country strategies; and assess the implementation of ADB programs, projects, and TA projects on the
basis of sector and project selectivity and achievements against targets;
viii. Provide advice to the CAPE team in analyzing the performance of ADB, and create synergy between
two parts of evaluation, the country context and the country performance assessment;
ix. Prepare analysis and carry out surveys related to all the sector programs to determine the relevance
of ADB’s sector strategies and commitment to the strategy; ADB’s comparative advantage in the sectors;
