After several months of interviewing County agencies and partner organizations (25+
interviews) a list of potential projects was developed. Filtered down, the remaining 29
projects are deemed useful and tangible while creating direct efficiencies in the County
business process.
These remaining 29 projects are a direct product of the interview sessions. These are the
projects that the County offices want to see established.
The projects have been grouped into three categories: Phase I, Phase II and Along the
Way. Phase I projects are foundation projects that should be built prior to addressing
Phase II projects. With that stated, some Phase II projects may be started prior to
completing the Phase I projects but this is not advised.
The projects grouped within the Along the Way category can be developed at any time
along the way.

during the interview sessions. The 29 projects define the path to reach our goals. The effort

The total number of man hours to complete the 29 projects is approximately 9,500 hours.
There is approximately 10,500 working hours in five years.
This 5 Year Strategic Plan is aligned to complete the 29 projects with one full-time
employee (FTE) with advanced GIS capabilities. Please note that this will require
the FTE to be fully dedicated to these 29 projects. This does not account for typical
department overhead responsibilities, infrastructure maintenance or reacting to any
other needs from the County.
Conclusion
It is the intent of the MCTX-GIS department to create a sharable GIS environment that
will make accessible all County GIS and GIS related information. The GIS environment
is not only the physical infrastructure but the community that supports County business.
It is our vision to “change the way GIS is viewed as a County service”. In order to succeed
with this vision we must listen to the collective needs and provide responsive solutions.
The 29 projects, requiring 9,500 man hours over a five year time span is estimated at a
worth of $1,140,000 or $228,000 per year (based on Industry Standard Rates).

The GIS Environment is the collective need, support and knowledge base throughout

organizations, city staff, inspectors, engineers, planners, voters, governing agencies,
elected officials, database administrators and GIS gurus alike.
It is recommended to leverage the resources within the GIS Environment to expand and 200 hrs $24k

911 ROAD FILTER PROJECT

The 911 Road Filter Project is a set of GIS Tools delivered through
ArcGIS Desktop with ADVANCED filtering capabilities to help
isolate roads of concern. The tooling will be directed towards
filtering roads based on changed attributes, modification dates,

Foundation Data - Parcels
Outside of addresses, the MCAD parcel information was the most requested piece of
data during the interview sessions. And it’s not surprising because parcel information
can relay a massive amount of information just from its shape alone: size, connectivity,
alignments, population density and rural living just to list a few. Then we look at the
temporal characteristics of the parcel such as ownership, land value, improvement values,
type of structures and land use, and then the importance of parcel information becomes
evident for all.
Working under a Gentleman’s Agreement, MCAD and the MCTX-GIS department will
publish a timely and sharable GIS parcel layer (refer to the Parcel Project). It is the
intention of both MCAD and MCTX-GIS to have monthly updates as a Non-Certified
Roll layer supplemented with two annual Certified Roll data sets.
This will provide one location for all County offices and Partner Organizations to acquire
current MCAD data. This simple routine will save a considerable amount of man hours
across the entire County.
