Thank you for submitting Form 1-130, Petition for Alien Relative, to US Citizenship and Immigration
;Services (USCJS) on behalf of Gheeda Mashaal Alsiri, the Beneficiary. You sought to cJassifjl the
-Beneficiary as the child ofa US citizen under Section 201 (b) of the Immigration and Nationality Act (rNA).

USCIS is providing you with an opportunity to submit additional evidence that you believe may overcome the
grounds for the intended denial. Applicants' are afforded one opportunity to rebut the findings set forth in the
Notice of Intent to Deny. No extension of time beyond the stated eighty-seven (S7) day period, from the date
of this notice, will be permitted.

USCIS received your petition on March 9, 2016. Evidence submitted in support of your petition is as follows:
a copy of your Certificate of Naturalization issued 11/10/2015 in Campbell, CA; a Marriage Registration
Document with translation from Ibb. Yemen, showing that you married Mashaal Abdo A. Alsiri on July 24,
2003; a Birth Certificate for Gheeda Mashaal Alsiri showing her date of birth as April 12, 2004 with date of
registration November 25,2012; a Vaccination Card for Gheeda Mashaal Alsiri from Ibb. Yemen; affidavits
from a neighbor in Yemen and a cousin of your spouse; school evaluations for Gheeda Mashaal Alsiri from
grades 4 through 7; Western Union receipts for money transfers to Yemen, dated August and September
2016; photos showing you with Gheeda Mashaal Alsiri. On November 22. 2016, you were placed under
oath and interviewed by a USCJS officer in regard to your petition.

During your interview on that date you testified that your daughter lives in Yemen with her father's parents.
You said that her father has not lived with her for about IS months. You said that you do not know his
address, his whereabouts, or with whom he lives. You stated that you had not spoken with him since March
2015. You were asked why Gheeda was not born in the United States like your other two children. You
indicated that your husband prevented you from leaving Yemen at that time. You were, however, unable to
explain why your husband was against your living in the United States or why he doesn't live with Gheeda.
You also denied that you and he are separated though you had little contact with each other and you didn't
know where or with whom he lives.
In \15(1 proceedings_ it is the petitioner's burden to establish eligibility for the requested immigration benefi.t
j(lught under the I~A. The evidence. in your case, is insufficient to establish your claimed relationship to the
Beneficiary. There is no explanation as to why the registration of your child-s birth certificate was.
substantially delayed after her birth. Also, the vaccination reports, school eyaluations, or money transfer
receipts do not contain the names ofGheeda's parents.

Cpon review of your petitions and all evidence of record, it has been determined that additional evidence is
required to establish the claimed relationships. In order to demonstrate the existence of biological
relationships to the spouse and children petitioned, the petitioner is advised to voluntarily undergo
comparative blOOd/Deoxyribonucleic Acid (DNA) testing. Therefore. please submit a Specific Blood Group
Antigen test or a voluntary DNA test for the individuals listed below by a laboratory that is accredited by the

Submission to testing does not guarantee the subsequent issuance of an immigration benefit.

The results oftesting may be reported on Form G-620, or other laboratory-issued form(s). However, all
testing reports must include the results indicating the likelihood of the claimed relationship. All testing will
be conducted at the expense of the petitioner or beneficiary. Refusal to submit to a Specific Blood Group
Antigen when requested may constitute a basis for denial ofthe petition.
