ORDER:

The Government is providing Intuitional Care to Children in need


of Care and Protection and Children in Conflict with Law by maintaining
a number of children homes in the State. Taking into consideration the
need to track children under institutional care and to monitor the
quality of all Residential Child Care Institutions which are spread-out
and diverse in providing services to children, the Government intends to
develop a web-based child tracking system, as envisaged under the
Integrated Child Protection Scheme [ICPS].

2. The Government with an objective to protect children in the State


had constituted the “A.P. Society for Protection and Empowerment of
Women and Children” which will be the convergent body of all concerned
departments to implement the Integrated Child Protection Scheme [ICPS]
under the guidance of Govt of India (GoI) in the State. Following the
signing of MoU by the State, to implement ICPS, the Ministry Women &
Child Development had also sanctioned an amount of Rs. 10 lakhs under
the “General Grant-in-Aid support need based/innovative intervention
program” as a part of the State budget sanctioned for the State for the
year 2009 -10.

3. Accordingly, Government held several discussions with C-DAC,


Hyderabad, which is a scientific organization of Department of Information
Technology, Ministry of Communications and IT, Government of India.
The C-DAC, Hyderabad is a Knowledge centre with the components of
Knowledge Creation, Knowledge Dissemination, Knowledge Application to
grow in the areas of Research & Development, Training and Business
respectively. The R&D focuses of the center are e-Security,
EmbeddedSystems, Ubiquitous Computing, e-Learning and ICT for
Development. It has also developed a number of products and solutions
such as EnSafe, RealSafe, e-Sikshak, e-Savya, CET Automation Tool,
Quality Assurance Analytics Tool for e-Learning and cutting edge
technologies like e-Suraksha Concept Lab, Malware Resource Center,
Ubiquitous Research Center, Walk-in e-Learning Technology Laboratory,
etc. Hence it is decided to entrust the job to C-ADC, taking into
consideration its vast experience and expertise in the area of software
development and C-DAC being a scientific Society of the Ministry of
Communications and IT, Government of India.

4. An MOU will be entered into with CDAC to undertake the


proposed “web- based children homes monitoring software” to track
children in institutional care.

5. The Government after careful examination of the proposal, hereby


sanction an amount of Rs.11.00 lakh (Rupees Eleven Lakhs only)
(Rs.10.00 lakhs as 1st instalment and Rs.1.00 lakh as 2 nd instalment) to
the Director, C-DAC, JNTU Campus, Kukatpally, Hyderabad-500 085
under the ICPS Budget for the year 2009-10. The Director, Women
Development and Child Welfare Department is requested to release the
said amount to the Director, C-DAC.
