Alignment Approval Note

Sub.: Consultancy Services for ‘Preparation of DPR for Selected Stretches/Corridors of Various
road Networks (Likely to be declared as NH) in State of Maharashtra, for Up-gradation to
2–lane with Paved Shoulders/4 Lane configuration.

Name of project section: Kolhapur–Gaganbawda–Talere

1. The project section starts from Talare Junction on NH 66 (Km 287.200 of NH-66) at Km
53.600 of SH-177 (Talere village) and ends at the start of Kolhapur Ring Road at Km
138.360 of SH-177 (Balinge) and passes from important towns of Vaibhavwadi,
Gaganbawda, Aslaj, Salwan, Kale & Balinge. The length of the project section as per DPR
contract was 99.0 Km but the actual length of the project section along existing road
alignment comes to 83.950 Km.
2. There is requirement of 2-lane with paved shoulder for the entire stretch as the traffic
(AADT) is 5883 PCU (year 2016).
3. The project section has been proposed to be divided into 3 numbers of sub sections for
improvement as per following details-
(i) from Ch. Km 53.600 (Design Ch. 0.000) to Ch. Km 85.450 (Design Ch. 30.670),
design length 30.670 Km;
(ii) from Ch. Km 85.450 (Design Ch. 30.670) to Ch. Km 138.360 (Design Ch. 82.440),
design length 51.770 Km;
(iii) construction of RUB on new alignment from Ch. Km 64.850 (Design Ch. 10.830)
to Ch. Km 67.000 (Design Ch. 12.900), design length 1.670 Km and construction
of major bridge over Bhogawati river near Balinge on new alignment from Ch. Km
135.200 (Design Ch. 79.300) to Ch. Km 135.700 (Design Ch. 79.800), design
length 0.530 Km, i.e. total design length 2.200 Km.
4. Following new bypasses/major realignments are proposed in the project section where land
acquisition is required –
(i) Realignment due to construction of RUB at Kokisare (LC-21, Rly Km 287/9) from Ch.
Km 64.850 (Design Ch. 10.830) to Ch. Km 67.000 (Design Ch. 12.900), design length
1.670 Km;
(ii) Realignment due to construction of major bridge Bhogawati river near Balinge on new
alignment from Ch. Km 135.200 (Design Ch. 79.300) to Ch. Km 135.700 (Design Ch.
79.800), design length 0.530 Km.

For the above bypasses, it is proposed that construction contract should be awarded
separately after the land acquisition is completed. Therefore, these bypasses have been
proposed to be taken up in Phase II. The detailed techno-economic study for 2-3 alternative
alignments shall be separately submitted for approval.
5. Considering the development of new bypasses/major realignments in phase II , the entire
project section has been improved as per IRC SP- 73 -2015 except at following locations due
to site constraints –
(i) Certain curves could not be improved as per IRC: SP-73-2015 standard as it involved
land acquisition/ demolition of structures/ cutting of hills/filling on valley side etc and
therefore it has been improved to the possible extent within available ROW.

(ii) In the existing alignment portion, where new major realignment/new bypass are
proposed, only strengthening through BT pavement with geometric improvements
possible within ROW has been proposed (with 1 year defect liability period as NH
traffic will not use this section after construction of new bypass/realignment).
6. Accordingly , the construction work in the project section is proposed in following manner –
(a) Phase I ( ready for Immediate bidding with more than 90 % encumbrance free land
availability)
(i) from Ch. Km 53.600 (Design Ch. 0.000) to Ch. Km 85.450 (Design Ch. 30.670),
design length 30.670 Km (availability of land 90.40% even after LA required due to
proposed curve/junction/alignment improvements);
(ii) from Ch. Km 85.450 (Design Ch. 30.670) to Ch. Km 138.360 (Design Ch. 82.440),
design length 51.770 Km (availability of land 90.17% even after LA required due to
proposed curve/junction/alignment improvements);

(b) Phase II (bidding can be done after acquisition of land or clearance from
Forest/wildlife/sanctuary )
(i) RUB Realignment: from Ch. Km 64.850 (Design Ch. 10.830) to Ch. Km 67.000
(Design Ch. 12.900), design length 1.670 Km {included in sub section-III}.
(ii) Stretch passes through forest land from Ch. Km 85.450 (design Ch. 30.670) to Ch.
Km 85.780 (design Ch. 31.000), length 0.30 Km {included in sub section-II}.
(iii) Stretch passes through forest land at bridge realignment near Salwan from design
Ch. 56.000 to Design Ch. 56.150, length 0.15 Km {included in sub section-II}.
(iv) Realignment due to construction of major bridge over Bhogawati river near
Balinge on new alignment from Ch. Km 135.200 (Design Ch. 79.300) to Ch. Km
135.700 (Design Ch. 79.800), design length 0.530 Km {included in sub section-
III}.

7. Detailed feasibility study, cost estimate, EFC/SFC proposals are accordingly being prepared.
