I. Rationale

Youth of today are becoming aggressive. They are not frightened of the effect of their

actions as long as they are enjoying. In school, bullying becomes habitual. Almost every day

have cases of bullying. It is uncontrollable. The Senate and House of Representative of the

Philippines enacted the Anti-bullying Act of 2013, AN ACT REQUIRING ALL ELEMENTARY

AND SECONDARY SCHOOLS TO ADOPT POLICIES TO PREVENT AND ADDRESS THE

ACTS OF BULLYING IN THEIR INSTITUTIONS to prevent school from bullying.

Joaquin Guido Elementary School, a public elementary school situated at Angono, Rizal

has more or less 3 thousand pupils every school year. Every year, the school encountered

different cases of bullying from the student itself and because the school has no assigned

guidance counselor, it is in the responsibility of a school head to safeguard the school from

bullying or to make the school free from bullying. But due to the contagious behavior of

learners adopted from the environment, bullying is worsening in our school and considered

it as one of the weaknesses of the school. The school has an existing child protection

committee with the school head as the chairman, but the committee focuses only on the

awareness and conduct proceedings on the cases being held by the offender.

Since the effects of school bullying may last well after the bullying ends and even into

adulthood, prevention is very important. There is a wide variety of prevention techniques and

strategies. Parents play an important role in helping their children decide what might work
best for them. Prevention is very important. The term "prevention" is typically used to

represent activities that stop an action or behavior. It can also be used to represent activities

that promote a positive action or behavior. An effective preventive measures to address the

need of the students are essential. This is the reason why project TEAM-Threat Evaluation

and Management for Joaquin Guido Elementary School freeing to bullying exists.

II. The Innovation Description

Project TEAMS-Threat Evaluation And Management System of Joaquin Guido

Elementary School, gearing toward to Zero Bullying, shall serves as an instrument on

preventing bullying in Joaquin Guido Elementary School.

Guided by the Republic Act no. 10627 on anti-bullying, the project will cater the needs of

the pupils within the vicinity of Joaquin Guido Elementary School. Creation of different teams

to act as armor of the project, such as Preventive Measures Team (PMT), and linkages to

internal and external stakeholders like the DSWD would be one of the priority of project

TEAMS.

TEAMS shall compose of five aggressive members/teachers of Joaquin Guido

Elementary School who has the passion in helping pupils in need, the school head, teachers,

parents and 2 personalities from the DSWD. Each shall be given duties and responsibilities

and shall adhere to the rules the project will provide.

III. Project TEAMS objectives

1. Transform Joaquin Guido ES into a zero-bullying school

2. Dissemination and creation of different activities suitable to the project as to the awareness

and prevention of bullying.

3. Identify, Evaluate and Monitor the behaviors being manifests by the student using an a

checklist

4. Educate pupils, parents and other stakeholders on bullying and its preventive measures.

5. Strong linkages to internal and external stakeholders specifically DSWD.


IV. Expected Outcomes

1. A zero-bullying and safe school.

2. Protected school environment

3. An enhanced, preserved and maintained physical and mental health of pupils of Joaquin

Guido Elementary School

4. Inculcate the value of respect and obedience to all pupils of Joaquin Guido Elementary

School.

V. Methodologies and Time Frame

1. Continuous support, direction and attention from all stakeholders.

2. Building a stronger and broader collaborative efforts among all stakeholders to meet the

desired objectives.

3. Creation of effective School Safety Team.


4. The project shall be implemented on the beginning of school year until the end of school

year.

5. For sustainable purposes, project TEAMS shall continue its implementation for the

succeeding school year.

6. Different activities shall be provided at least twice a week to support needed outcomes.

VI. Innovation Expenditures

The Enhanced School Implementation Plan (E-SIP) and Annual Implementation Plan (AIP)

shall be updated and include the proposed project TEAMS for budget approval through the

Maintenance and Other Operating Expenses (MOOE) downloaded to the school head every

month. Other source of funds such as the school canteen fund under the school operational

expenses fund shall be used. The project will start at the beginning of school year 2017-

2018. For sustainability purposes, project TEAMS will continue its operation for the

succeeding school years.


VII. Indicative Implementation Arrangement

TEAMS shall provide students and parents or guardians a copy of the anti-bullying

policies being adopted by the school. Such policies shall likewise be included in the schools

student and/or employee handbook and shall be conspicuously posted on the school walls

and website, if there is any.

The TEAMS shall provide training programs, courses or activities which shall give

opportunities for school administrators, teachers and other employees to develop their

knowledge and skills in preventing or responding to any bullying act.
