Development Finance News Letter-SBP BSC August-2010
The month of July also witnessed enhancement of the scope of the DFSD through inclusion of Islamic
banking. Islamic banking despite making tremendous progress in the past 7-8 years is still in nascent
stage in Pakistan. It was felt that the faith based banking has a lot of developmental appeal also and if
promoted properly would increase financial inclusion. Realizing this potential, the DFSD and Islamic
Banking Department (IBD) which is now headed by Mr. Saleem Ullah the ex Director of DFSD, have
decided to collaborate. All the DFSUs have been instructed to focus on the promotion of Islamic
banking as well. In this regard, the DFSUs have formulated the focus groups consisting of varied
stakeholders such as bankers, academia, Islamic Organization etc. I am optimistic that the field units
will be able to replicate the similar level of effectiveness in promoting Islamic banking as in other
sectors.
One of the highlights of the month was the participation of DFSU Peshawar in the Aman (Peace)
Mela Swat. In our opinion it is a very big symbolic gesture which signifies that things are returning to
normal in the previously war torn area.
DFSD believes that financial inclusion would also entail gender balanced approach. In this regard,
DFSU Lahore conducted two workshops which aimed to increase financial literacy in the female
SME entrepreneurs.
DFSUs have also facilitated the ongoing internship program and various projects have been allocated
to the interns attached to the respective units.
Considerable efforts were also made by the DFSUs for linkage formation as well as capacity
enhancement. In this regard, all the DFSUs conducted several visits to key stakeholders and also
participated in fairs and seminars.
I am happy to note that Chief Managers of all the offices are now actively involved in the activities of
the DFSUs. This is indeed commendable as their support is perhaps the most important element in
improving the efficacy of the efforts of the field units.
Agriculture Sector
Quetta On 23-07-2010 the all Regional Chiefs of commercial banks were advised
to take serious steps to achieve PPP-III targets by time.
Rawalpindi DFSU Rawalpindi held review meetings with participating banks in
connection with monitoring the performance of PPP-III from 5-8th July,
2010 at Rawalpindi, Islamabad and Abbottabad. After that further review
meetings were held on 14th July, 28th July and 20th July at Rawalpindi,
Mianwali and Attock respectively.
Sialkot DFSU Sialkot held a meeting with Joint Publicity Committee comprising of
Six Bankers on 15th July, 2010. The DFSU team and Deputy Chief
Manager, BSC Sialkot alongwith Regional Head ABL and Agri General
Manager NBP visited focal points at Tehsil Daska and Pasrur on 28th July,
2010 .
Sukkur A review meeting for seeking status of implementation of Agriculture credit
Pilot Project Phase-III was arranged on 13th July, 2010 at SBP BSC
(Bank), Sukkur under the Chairmanship of Mr. Sajid Ali Shah, the Chief
Manager SBP BSC (Bank) Sukkur. Mr. Ikram Ullah Qadri JJD, ACD, SBP,
Karachi also attended the meeting. The main agenda of meeting was to
discuss strategies for effectively implementation of the Pilot Project in all
five pilot districts viz. Khairpur, Ghotki, Naushero Feroze, Larkana and
Shikarpur.
As per approved surprise visit plan of focal points, DFSU team paid visits
of various focal points established at taluka level in districts Khairpur and
Shikarpur on 21st July and 28th July, 2010 respectively to ascertain the
status of One Window Operation under Pilot Project Phase-III

About 30 participants attended the workshop. Mr. Kamran Akram Bakhshi, Senior Joint Director,
Credit Agricultural Department, State Bank of Pakistan was the guest speaker and resource person of
the aforesaid workshop.
Sukkur Office
2nd Dates Exhibition & Seminar Khairpur (Desk)-2010 held On 29-30 July 2010
Sukkur DFSU participated in the two days “Dates Exhibition & Seminar Khairpur (DESK)-2010”
held on Thursday 29th & Friday 30th July 2010 at Khairpur. The exhibition and Seminar arranged by
District Government Khairpur was formally inaugurated by the honorable Chief Guest, Syed Qaim
Ali Shah, Chief Minister of Sindh on Friday the 30th July 2010 at about 06.00 pm.
The Exhibition was aimed at promoting the exports of dates of Khairpur district besides, promoting
small house hold/cottage industry. Around 50 stalls displaying various verities of dates produced in
district Khairpur and handicrafts prepared in the region were established. Number of local people as
well as people from adjoining areas visited the Exhibition. Various importers and exporters were also
invited to visit the festival.
A beautiful view of different kinds of dates stalls during the festival at Khairpur
DFSU, SBP BSC (Bank), Sukkur also established a stall wherein brochures containing guidelines of
various schemes launched by ACD, SMEFD, Microfinance Department, PRI and Islamic Banking
were displayed for the information of stakeholders. The Chief Manager, SBP BSC (Bank) Sukkur
along with both Deputy Chief Managers (Admin. & Banking) also visited the exhibition and
interacted with all stall holders.
On Sunday the 1st August, 2010 a concluding ceremony was arranged with Syeda Nafisa Shah, MNA
& Chairperson, NCHD in the chair as Chief Guest. The DFSU officials attended said program and
received a special award of Shield and festival participation certificate.
Microfinance Sector
Miscellaneous
DFSU-Faisalabad visited the Social Welfare Society at United Bank, Satyana Bungalow and TMA,
Tandlianwala on July 09, 2010 in order to arrange awareness/ dissemination program about financial
services being provided by the MFBs/MFIs in the area of Microfinance.
Multan Office
Commercial as well as microfinance banks should provide patronage to the craftsmen of their
region in order to promote crafts which have immense export potential.
MFBs need to increase the size of micro loans up to Rs.50,000/- for individual borrower.
SBP in collaboration with regional chambers should arrange display of work done by micro
enterprises at PIA passenger lounge, Daewoo terminal etc to help promote their market
linkages.
Peshawar Office
DFSU Peshawar arranged a Microfinance Focus Group meeting on 28-07-2010.The meeting was
chaired by CM, SBP-BSC (Bank), Peshawar. The agenda points of the meeting were discussed one by
one and the views of the participants were collected on the issues. The representatives of KB and
NRSP delivered presentations on the role and achievements of their organizations. DFSU Peshawar
briefed the various initiatives taken by SBP for the promotion of Development Finance. During the
meeting a representative of KPKCCI proposed to the chair to transform the helpdesk at KPKCCI into
a mobile helpdesk that facilitates the business community on their door-step.
SME Sector
Faisalabad Office
Mr. Sajjad Ali Shah, Chief Manager, State Bank of Pakistan, SBPBSC (Bank), Faisalabad, chaired the
meeting of Local Commercial Bankers & representatives of Trade Bodies/ Business Associations of
Sargodha at Pearl Hall on July 28, 2010 to apprise the stakeholders about the initiatives taken by SBP
for developing an inclusive financial system in the country and also to listen to their observations,
feedback, concerns particularly relating to banking area. A large number of stakeholders attended the
meeting.

program covered the Accounting side and based on SMEDA‟s Accounting Package (software) –
SMAP. The software was installed on the computers at I.T lab and participants were trained by given
demonstrations and provided with opportunity to practice themselves for preparing the various
financial statements and keeping the record of their financial transactions.
Peshawar Office
Various snaps of the Swat Aman Mela which was also visited by the Chief Minister of Khyber Pakhtunkhwa
DFSU Peshawar went to participate in Swat Aman Mela from 12-18th July, 2010 but due to some
unavoidable circumstances, the Mela was moved to Kalam district. DFSU Peshawar conducted a
meeting with Banks on 12th July, 2010 in Mangora to cope with this situation and to decide their
further strategy. It was decided that Banks will move their stalls to Kalam Mela from 15-16th July,
2010. In this meeting DFSU Peshawar gave a comprehensive presentation regarding SBP Schemes
announced for the Malakand Division in particular and the province of Khyber Pakhtoonkhwa in
general. DFSU Peshawar visited the stall of ZTBL at 14th July, 2010 at Kalam and also visited the
stalls of HBL, UBL, MCB
Presentation on Circular 11
The SBP Team Comprising of Mr.Muhammad Ishfaq Sr.JD SMEFD, CM SBP-BSC, Peshawar and
DFSU Peshawar visited the chamber on the request of the KPCCI to remove the confusion among the
stakeholders especially the bankers regarding the SMEFD Circular No. 11 of 2010 on markup
incentive given by the prime minister in January to revive the economy of the KPK Province. The
visit was paid on 22nd July, 2010.
Mr.Muhammad Ishfaq Sr.JD SME Finance Department advised the banks that in compliance of SBP
Circular No. 11 of 2010 the Banks, DFIs and MFBs shall charge mark-up rate on all business loans
(Corporate, SMEs, Agriculture & Microfinance) outstanding as on 31st December, 2009 of the
borrowers of KPK, FATA, PATA @ 7.5% p.a. or six month KIBOR-offer side, whichever is lower,
for next two years (i.e. up-to 31-12-2011) except loans extended to Cigarette, Textile, Cement, Sugar
and Beverages Sector. A number of questions were raised by the bankers and the business community
regarding the fiscal relief which were attended to their full satisfaction. The confusions of the
stakeholders present on the occasion were removed on the spot.
The 4th Half-yearly meeting of SME Finance Focus Group (SMEFFG) was held at SBP BSC (Bank)
Quetta on 29th July, 2010 under the Chairmanship of the Deputy Chief Manager SBP BSC (Bank)
Quetta. The meeting was attended by the participants from various banks, QCCI, NGOs, AHAN,
SMEDA and Directorate of Industries & Commerce Balochistan. A detailed discussion over the
agenda points was made. These points covered the areas like Refinancing Facility for Modernization
of SMEs, Awareness workshops by Financial Institutions, Lack of education among the SMEs
Finance borrowers, Coordination with Provincial Government, Sharing the bankers risk in selected
SME borrowers, Improper documentation, their remedies and role of revenue department, Formation
of SME task force to educate potential borrowers of SME, Creating a favorable business environment
for SME in far flung areas of Balochistan by offering special incentives in relaxation in Mark-up rates
and Introduction of small SME applications in local languages in the whole province etc. In addition,
a sub-committee of the group was formed to implement the decisions made in the meetings and
others.

Islamic Banking
Promotion of Islamic banking has recently been included in the DFSD mandate of activities. We
believe that Islamic banking has a lot of potential in Pakistan and can also play a catalyzing role for
increasing financial inclusion. During July all the DFSUs were instructed to form focus groups and
to start playing a proactive role in the promotion of Islamic banking.
Faisalabad Office
DFSU-Faisalabad collected the necessary particulars of the key Islamic banking stakeholders for the
sake of creating Regional Focus Group for Islamic Finance, which will play its role for the promotion
and development of Islamic banking and finance in the region/country. The group has been approved
by the DFSD and it is going to start its activities as per the approved event calendar in due course.
Peshawar Office
HBL with cooperation of DFSU Peshawar arranged a seminar on Islamic Banking at SBP Peshawar
on 16th July, 2010. HBL has launched Islamic Banking in Peshawar with the opening of its branch in
Peshawar in April 2010 at Saddar Road,
Peshawar. The seminar was attended by
Branch Managers and DGM‟s of HBL
Peshawar & Mardan regions, guests from
business community included President of
the Khyber Paktoonkhuwa Chamber of
Commerce & Industry, academicians and
DFSU Officers. The Chief Manager SBP
Peshawar also participated in most of the

Yahya Asim discussed in detail various aspects of Islamic banking, Riba and how to conduct business
in modern age as per Shariah principles, Mr. Sajjad Majid, discussed in detail various asset products
of Islamic Banking and Mr. Muhammad Atif Hanif discussed liability side of the Islamic Banking and
explained various aspects of deposit based client-bank relationship in Islamic banking and modalities
involved in various liability products including pooling of liabilities and tagging of the assets. The
participants greatly appreciated SBP & HBL‟s efforts for promoting understanding of Islamic
Banking products & services.
Rawalpindi Office
DFSU RWP designed the structure, TORs and the name of possible Focus Group Members of Islamic
Banking and Finance In order to make the focus group more representative, a comprehensive list of
members representing government institutions, Chamber of Commerce, Trade Organizations, Islamic
Banks, Islamic Microfinance NGOs, Islamic Universities and Takaful Companies is prepared.
DFSU –RWP held a meeting with Area Manager (North) HBL Islamic Banking in SBP BSC RWP
regarding arrangements to plan an awareness program on Islamic Banking and finding other possible
avenues of cooperation between DFSU RWP and Islamic Banking, HBL. HBL Area Manager assured
that they are willing to cooperate with DFSU RWP in promotion of Islamic Banking though the
following manner;
o Arranging awareness program at Rawalpindi Chamber of Commerce and Industry.
o Arranging awareness programs at other places including universities.
o Delivering lectures to the interns on Status and Scope of Islamic Banking in Pakistan
o Participating actively in Islamic Focus Group Meetings to be held in the coming days.
Head DFSU and Director Islamic Banking Department held meeting with International Islamic
University and Ripah University in order to discuss the areas of mutual cooperation. The following
things were discussed with the management of these universities;
o Briefing about the role & functions of DFSU and Islamic Banking Department
o Involvement of these universities in designing Islamic Banking Products
o Offering internship opportunities to the students of these universities from the IBD
platform
o Arranging awareness programs at the premises of these universities

Meeting with Chairman Banking Committee SCCI for constituting Islamic Finance
Focus Group
DFSU Sialkot had a meeting with Mr. Shafiq-ur-Rehman, Chairman Banking Committee SCCI
on 30th July, 2010 for having his input for constitution of Islamic Finance Focus Group at Sialkot.
The month under review also witnessed the commencement of the internship program at SBP and
BSC offices. Under this program interns from various colleges have been attached for six weeks in
different SBP BSC offices.
Bahawalpur Office
DFSU Bahawalpur corresponded with the Regional Offices of ZTBL, NBP, and UBL to
accommodate four internees of “6-Week Internship Program for Agriculture Graduates, Summer-
2010” for 4-Weeks hands on training. An orientation session regarding functions of BSC and DFSU
was also arranged for these students on 20th July, 2010.
DFSU Bahawalpur also corresponded with Islamia University Bahawalpur to finalize the number of
students for Summer Internship Program-2010, on merit basis from Management Sciences
Department MBA (Banking & Finance) discipline and four students were selected in this regard. This
Internship program has been started from 27th July, 2010. DFSU Bahawalpur briefed the interns on
the working of DFS Unit and organized orientation/ presentation session regarding working of BSC.
The presentation was delivered by Deputy Chief Manager-DFSU.
Gujranwala Office
DFSU Gujranwala held orientation sessions with the newly inducted interns to brief them on detailed
working mechanism of the SBP BSC. They were also taken to the different units of the office for
onsite knowledge of the central banking
procedures.
Lahore Office
DFSU Lahore is facilitating three internees from different Agriculture Universities/Institutions of the
country for 4 weeks hands on training at Commercial Bank branches dealing in agriculture financing
under Lahore Office‟s jurisdiction. They have already completed their 2-weeks orientation sessions at
SBP Karachi and as advised they were referred to their interested commercial banks for hands on
SBP-BSC Interns
DFSU Lahore gave presentation on the functions and activities of SBP and DFSD/DFSUs to the
newly hired interns under 6-weeks Internship program (July-August 2010) at SBPBSC-Lahore. The
officials of DFSU-Lahore provided an overview on the functions and activities in the three major
areas viz, Agriculture/SME/Microfinance to the interns during their full day orientation with DFSU.
DFSU Lahore intends to conduct a cluster study through interns. The study is on cluster profiling of
Urdu Bazaar Lahore.The initial working on the assignment i.e; development of draft questionnaire is
in process.
Multan Office
DFSU-Multan carried out preparatory work to organize “Summer Internship Program – 2010” for
six weeks started from July 1, 2010. Unit Incharge DFSU conducted two days‟ orientation session
about the historical evolution, functions and organizational structure of SBP, BSC and NIBAF for
internees.
Muzaffarabad Office
A six week internship program was inaugurated on July 15, 2010 for the students of educational
institutions of AJK. Students were made aware of SBP-BSC functions in general and the role of
Development Finance Support Unit in particular.
Rawalpindi Office
DFSU Rawalpindi started 06 weeks internship program w.e.f 19th July, 2010. The internship program
was inaugurated by Mr. Ateeq uz Zafar, Head Islamic Banking & Finance, Islamic International
University, Islamabad. 17 Interns from 07 renowned universities of the Rawalpindi/Islamabad viz
Bahria University, Quiad e Azam University, International Islamic University, Fatima Jinnah Women
University, Arid Agriculture University, Foundation University & COMSATS are participating in the
Internship program.
The interns were given one week orientation about the role, organizational structure of SBP, SBP
BSC, different divisions‟/units of the Rawalpindi Office and overall mechanism of monetary policy.
Later on, the interns are attached for 10 days period to different divisions/units in order to provide
hands on training. Interns would be given individual projects to interns after completion of divisional
attachment.
Sialkot Office
Six internees from three different universities have been engaged at this office since 26-7-2010 for six
weeks. On their first day, Chief Manager briefed them about the functions of SBP and BSC.
Afterward DCM & Incharge DFSU informed them about working different Units. These days they are
taken to practical exposure of all units.
Gujranwala Office
Training Courses on KYC, Financial Literacy and Security Features of New Design
banknotes
DFSU Gujranwala organized a one day course on “Know Your Customer & Anti-money Laundering”
in Gujranwala in collaboration with Institute of Bankers Pakistan (IBP) -Lahore. The course was
overwhelmingly endorsed by the banking sector at large.
DFSU Gujranwala arranged a number of sessions of IBP Lahore & Karachi with the local banking
community for promoting “financial literacy program” in the region.
DFSU Gujranwala arranged a comprehensive briefing session on “Security Features of New Design
Banknotes” through in house awareness program for all employees of the office.
Lahore Office
DFSU-Lhr attended a 2-days in-house training program arranged by T&DD through NIBAF on Time
& Stress Management for the capacity building of SBPBSC Officials from July 15-16, 2010.
Rawalpindi Office
Restructuring of Library
DFSU Rawalpindi is restructuring a libarary and as part of this ongoing restructuring process they
have subscribed following three new periodicals‟/news paper for library. These periodicals will not
only help the staff members in bridging information gap but would also build their capacity.

Quetta Office
Dialogue for Aligning Courses of Higher Education with the Job Market
On 27th July 2010, A.D DFSU attended a Seminar/workshop “Dialogue for Aligning Courses of
Higher Education with the Job Market” behalf of the Chief Manager SBP BSC, Quetta. The dialogue
was arranged by the Rural Development Academy (RDA) in close collaboration with HEC,
BUITEMS & Innovative Development Organization (IDO) at Sikandar Jamali Auditorium Civil
Secretariat Quetta. The main purpose of the dialogue was to endorse and bridge the gap of skills
between the employees and employers in Balochistan.
