Counselling

Uttar Pradesh State Entrance Examination will conduct online counselling for
all the qualified candidates for seat allocation on the basis of their rank and
choices. The following procedure will be adopted

Registration

Who are Eligible?

1. All the UPSEE-2016 qualified candidates

Procedure for Registration

A candidate has to online

1. Provide his/her credentials as follows
a. Roll Number
b. Name
c. Date of Birth
d. Form Number
2. An OTP shall be sent to the RMN of the candidate
3. Login using Roll Number and OTP
4. Change the Login Password
5. Candidate has to declare that he/she has all the valid documents
as per the following check list
(i) 10+2/qualifying examination marks sheet as per the
eligibility requirements specified in the brochure
(ii) SSC certificate for date of birth
(iii) Category Certificate (SC/ST/OBC) as specified in the
format
(iv) Sub Category Certificate as specified in the format
(v) Rural Weightage Claim certificate
(vi) Fee Waiver option certificate
(vii) Medical fitness certificate/Self Declaration
6. Online payment
a. Rs 15000 for GEN/OBC candidates
b. Rs 10000 for SC/ST candidates
This fee is adjustable against the institute fee.

First Round of Counselling

Choice Filling

1. All the registered candidates will be allowed to login as follows:

a. User Name: Roll Number
b. Password: As generated during registration
2. Display of seats
a. Institute wise and Branch Wise (together as one entity)
b. Display of Category/Sub category/FW seats only to the eligible
candidates (as per registration)
c. Choice filling for all eligible courses
d. Choice locking
3. Confirmation message is sent to the candidates RMN.

Document Verification

1. All registered candidate will have to Report to the document verification

center to verify their documents
2. The primary data base shall be modified according to the produced
documents.
3. The invalid choices shall not be considered. For example a candidate
has opted for FW seat and he/she is unable to produce the required
certificate then his/her FW seat choice shall not be considered for seat
allotment. Instead his/her valid next choice would be processed.

First Round of Allotment

Allotment of only one seat

a. All the candidates who have been allotted a seat in the first
round of counselling shall be given option for
i. FREEZE (No further up gradation is required)
1. Pay Rs 25000 (Rs 10000 for SC/ST) for this option
ii. FLOAT (want to upgrade their seats on existing choices)
1. Pay Rs 10000 (Rs 5000 for SC/ST) for this option
iii. WIHTDRAW (will go out of counselling for all rounds of
counselling)
1. Online Refund of fee paid after deducting Rs 2000
as administrative charges
If a candidate doesnt choose either FREEZE or FLOAT or WITHDRAW option
then the candidate will automatically be treated as WITHDRAWN.
4. In case no seat is allotted to a candidate then he/she can opt for
a. FLOAT option without paying any extra fee
b. WITHDRAW for full refund.

 c. If the candidate doesnt choose either a or b options then
he/she be treated as WITHDRAWN and full refund will be
initiated

Second Round of Counselling

This round of counselling is for those seats which are available in the vertical
categories after adding the vacant sub category seats in the respective vertical
category seats.

Who can participate?

1. Those who have not participated in the first round of
counselling will have to do the registration as above
2. All the candidates who have been not allotted any seat and
have opted for FLOAT option as above
3. All the candidates who have been allotted a seat and have
opted FLOAT option as above
Choice Filling

1. All the new candidates will be allowed to login as follows:

a. User Name: Roll Number
b. Password: As generated during registration

2. Display of seats

a. All vacant seats in sub categories would be added to the

respective vertical categories
b. Institute wise and Branch Wise (together as one entity)
c. Display of category/FW seats only to the eligible candidates (as
per registration)
d. Choice filling for all eligible courses
e. Choice locking
3. Confirmation message is sent to the candidates RMN.

Document Verification

1. All newly registered candidates (whom document verification is not yet

1. Only SC candidates
2. Those who have not participated in the first or second round of
counselling will have to do the registration
2. All the SC candidates who have been not allotted any seat and have
opted for FLOAT option in the previous round
3. All the SC candidates who have been allotted a seat and have opted for
FLOAT option in the previous round

This round of counselling is for those seats which are available in GEN
category after adding the all the vacant seats in all categories.

Who can participate?

1. All the candidates who have not participated in the first or second or
third round of counselling will have to do the registration
2. All the candidates who have been not allotted any seat and have opted
for FLOAT option
3. All the candidates who have been allotted a seat and have opted for
FLOAT round

Choice Filling

4. All the fresh candidates will be allowed to login as follows:

a. User Name: Roll Number
b. Password: As generated during registration

5. Display of seats

a. All vacant seats in vertical categories will be merged into one

GENERAL category
b. Institute wise and Branch Wise (together as one entity)
c. Display of GENERAL/FW seats only to the eligible candidates (as
per registration)
d. Choice filling for all eligible courses
e. Choice locking
6. Confirmation message is sent to the candidates RMN.

candidate will automatically be treated as WITHDRAWN.
8. In case no seat is allotted to a candidate then he/she will be treated as
WITHDRAWN and a refund after deducting a fee of Rs 2000 will be
initiated.

Seat allotment letter will be generated for those candidates who have
FROZEN their allotment. In case candidate has not done so even after fourth
round of allotment then allotment shall be deemed to be WITHDRAWN.

Counselling fee Refund rules

1. Full refund of fee only if NO SEAT is allotted and opted for

WITHDRAWN.
2. No refund if opted for FREEZE option at any stage
3. Withdrawal allowed at different rounds of counselling. Fee will be
refunded after deduction of Rs 2000 but once withdrawal is opted no
further chance for seat allotment will be given in any round of online
counselling.

Reporting and Bio Metric attendance

1. Report to the allotted institute

2. Documents will be re-verified as per the requirements
3. Bio Metric will be recaptured and spot verified
4. Pay the balance institute fee. No payment shall be required if a seat is
allotted under FW category.
5. Confirm the admission

Vacant Seats Reporting

1. Vacancies shall arise for one or all of the following reasons

a. Candidate who have been allotted a seat has not reported
b. Candidate is deficient in documents or biometrics or both
c. Candidate is unable to pay the fee
d. Certain or all seats are vacant after all rounds of counselling
2. The vacancies shall be reported online using digital signatures of the
authority at the institute level

Fifth Round of Counselling

This round of counselling is because seats may be vacant because of not

reported candidates at the allotted institutions during previous rounds of
counselling. Therefore, all vacant seats till this round of counselling shall be
considered for allotment. All seats will belong to GEN category.

Who can participate?

1 All the candidates who have not participated in the first or second or
third or fourth round of counselling will have to do the registration
2 All the candidates who have been allotted a seat and have reported at
the allotted institution will be given a chance to give UPGRADE option
online for this round of counselling on the existing choices.
Consequently, it may happen that the current seat is allotted to another
candidate. In case no upgrade is done then the current allotment will
remain valid.
Fee Issues
The University undertakes no responsibility for transfer of fee, if any, from
one institution to another as a result of new allotment.

(only for newly registered candidates in this round)
2. No Fee shall be charged from those candidates who
have opted for UPGRADE option in this round
ii. WIHTDRAW (will go out of counselling for all rounds of
counselling)
1. Online Refund of fee paid after deducting Rs 2000 as
administrative charges
If a candidate doesnt choose either FREEZE or WITHDRAW option then the
candidate will automatically be treated as WITHDRAWN.

ONLINE COUNSELLING ENDS

Spot Round Counselling

This round of counselling will be done only for vacant seats of Govt/Govt
Aided Institutions.

Vacant Seats

Vacant seats may be due to the following reasons:

1. Candidate who has been allotted has not reported until 23rd July 2016
2. Candidate has not deposited his/her fee
3. Candidate has deficiencies in his/her required documents
4. Seats are not allotted even after the last round of online counselling

Internal Sliding of Seats within Institutions

All the Govt/Govt aided institutions will do the internal sliding of branches as
per the following:

 1. Every vacant seat will belong to GEN category
2. A merit list as per the UPSEE ranks shall be prepared
for all such candidates who wish to change their
branch
3. No change shall be allowed to MBA/MCA/B.Arch
candidates
4. A counselling in transparent manner shall be
conducted at the institute level for branch change
with in the institutions.

Reporting of Vacant Seats (From Govt/Govt aided Institutions only)

1. All Government/Government aided institutions shall report the

vacancies through an online portal using digital signature after internal
sliding of candidates.

Category of Seats

1. Every vacant seat in this round will belong to General category

Who is Eligible?

1. All the candidates who have registered in the Online Counselling

Process and have not been allotted any seat will be eligible to
participate.
2. Fresh candidates who havent registered in any round of counselling

Who is NOT Eligible?

1. If a seat has been allotted in the online round of counselling

Process of Counselling

1. A candidate has to report at the venue specified in person with the

following:
(i) All the original documents for verification
(ii) A demand draft of
a. Rs 70000
b. All Fee receipts in original

2. Manual Counselling shall be done on the same day

3. A candidate will have an option of WITHDRAWL and in that case
his/her demand draft will be returned
4. A waiting list shall be prepared institution wise. If a waitlisted candidate
is not allotted a seat until 15th August 2016 then his/her demand draft
shall be returned.

 5. This counselling will be independent of the Online Counselling and
therefore any consequences related to fee etc. due to transfer of seat
from one institution to the other will be taken care by the candidate
himself/herself.
