5. On Septem ber 12,2017,Departm entofSocialServices,Child Protective Services

(DSS/CPS)receivedareportfrom ddW itness1,5'hereinafterW 1,''employedbyFamilyLife

Resource Center. A review ofthe D SS/CPS intake docum entreyealed ARBA U GH disclosed to

W 1 thathetouched thepenises ofchildren. Thedisclosure wasm adeto W 1on Septem ber 11,

2017 during a counseling session.The sexualincidentstook place in Haitiwhere ARBA UG H

hasbeen am issionary forapproxim ately 10 to 15 years. Law enforcem entspokew ith W 1w ho

Toshiba laptop athisparent'sresidene. A RBA UGH show ed law enforcem entaphotograph

located on his laptop ofa m inorreferred to hereinafterasGtM inorVictim 1''orEM V 1.'' A lso

presentin thephotograph w asM V 1's fam ily. A RBAU GH reported thatM V 1'sfatherisapastor

ata church located in H aitiand ARBA UGH hasbeen friendsw ith the fam ily since 2013 or2014.

Through severalinterviewsw ith law enforcem ent,ARBA UG H described a sexualact,nam ely, .

genitaltouching thatoccurred between ARBA UG H and M V I,which took place in M v l'shouse

in Haitilocated in an area identifed asverem ie.'' ARBA UGH reported thathe stayed atM V 1's

house and while A RBAU GH w asatthe house,ARBAU GH touched M V 1 in w aysthatw ere

touching w asskin to skin touching. Through the various interview sARBA U GH estim ated the

touching took place som etim e between 2015 and early 2017 butm ore likely 2016 when M V 1

was approxim ately five years ofage. .
