CIPA (Childrens Internet Protection Act) In accordance with CIPA, Massillon City
Schools revised the Student Acceptable Use Policy to ensure laws are being followed.
This policy is updated and must be board approved as necessary changes are made.
Through SPARCC, Stark/Portage Area Computer Consortium, internet access is limited and
restricted.
Requests can be made to gain access to sites blocked through SPARCC restrictions.
Not all staff members are aware of this law and the impact it has on the technology use and
access provided by the district and county.

Parents do not always return this form because they assume teachers and staff members are
monitoring what students are doing.
Staff do not read agreement carefully and can get into some trouble with this because they do
not realize what they are doing is against policy.
Students do not know what this is and often do not understand that inappropriate use of
technology can lead to disciplinary action.
Administrators do not enforce the submission of the form by students because students are
going to be able to use technology regardless due to requirements of testing and such.

Internet Safety Technology teachers are required (at the elementary level) to teach a
lesson to all students regarding internet safety.
Students are taught to look for indicators that could be unsafe and risky.
Students learn to seek adult help if online and anything inappropriate or questionable pops up.
Students report that they go to sites such as YouTube at home, without adult supervision.
Since they are accessing these sites with potentially sensitive information, using the skills taught
by the technology teacher may help keep students safe when using technology at home.

Cyberbullying students are aware of what this is, however, they do not always report
cyberbullying
Apps such as Kik allow students to chat and share with each other in an unprotected manner.
Students gain a false sense of security and share information, threaten and harass classmates
and others.
Students do not understand the consequences of online bullying such as consequences at
school for threatening or harassing behavior online of classmates.

REFLECTION
In sharing the previous Prezi with my building administrator, he was happy that teachers were willing to be so open about
technology. He said through evaluations, he feels the responses were accurate. Its uplifting that teachers want to be
risk-takers and he understands the limitations with our technology. However, he would like to see more teachers doing
some PBL style learning in class. He believes this will help incorporate all curriculum areas.
It can be frustrating when the technology does not work, but the relationships built with students is more important.
Also, relying on technology to teach or to fill class time should make teachers cautious about what is really being learned
in the classroom.
Our teachers are doing a great job of bringing technology to the hands of students in a responsible manner. We should
encourage students to continue to take risks with learning as we feel ourselves to be risk takers too.

The last update to the plan was 2009. This was also the last board approval date.
The expiration date on the plan is 2012.
Does not reflect the current state of the district.
We now have 1:1 at the elementary buildings.
Administrators are NOT technology literate the way it is described in the plan.
Technology integration is NOT at the desired level for 2012.
Our internet access is spotty (at best).
RECOMMENDATIONS

The plan needs a complete overhaul.


Updated in all areas instructional areas, administration, stakeholders
Should reflect the current state of ALL buildings, not just some such as the middle school or high
school which are newer and more up-to-date.
Technology is used by students at a very basic level with not much professional development
regarding how to use technology as more than an online dictionary or encyclopedia.
RECOMMENDATIONS

Plan should reflect changes made by district in terms of staffing and access.
We have added a technology support teacher to each of the elementary buildings. This is an effort
to support teachers with technology integration. These people are still not utilized by the classroom
teachers because there is no concern for more technology integration.
Students at elementary level have 1:1 access to computers. This should promote more in-depth
understanding and use of technology, however, computers are still seen as a tool for testing.
