ANIRA Comes UP we dont get any notification.
2. ANIRA is connected to Swicth and we needs to monitor link
between them via SNMP TRAPS
3. SNMP info will be monitored via NetQoS and Email alerts will Vinod
be configured into NetQoS to get ANIRA UP notifications
