An Article Review About Managers: Competence and Efficiency.

Verboncu and Conduraches article About Managers: Competence and Efficiency (2015)

defines what a manager is and then takes into consideration what is considered a manager in

todays business world. The author stated that the term manager is a generic term which is used

both by specialists in their respective fields and by average people. A manager by the authors

definition is used for those who lead and manage a socio-economic entity (p 2). While Verboncu

& Condurache takes into consideration that effective managers are good leaders and decision

makers, they failed to consider that effective managers are more than great leader and decision

makers.

An effective manager is the backbone of any organization. Managers are responsible for

their subordinates and decisions. Verboncu & Condurache states that managers exerts a category

of work process which we consider the most important called management process. Basically,

the manager predicts (sets targets, achievement ways, he sizes resources and specifies deadlines

for meeting objectives) (p 2). They categories managers by two categories. The primary category

of a manger is to substantiate and adopt management decisions and monitor their materialization

while the other is responsible for the implementation of management decision (p 2). The authors

identification of the different roles of managers plays as key component in their paper, since and

effective manager should be both the decision maker and implementer. Good leaders should be

able to effectively lead their department or organization, based on skills and education. The authors

interpretation of an effective managers role is contradicted by their introduction of Jean- Paul

Guedj, a French specialist who believes that effective managers possess three features, he is

responsible for his own decision; he manages material, financial and human resources in order to

achieve results and he leads people, he is a leader (p 3).

The article defines and analyses what an efficient manager is and what is the role of

mangers in an organization. While Verboncu & Condurache opinin of a manager is a person who

leads and makes decision, Guedj five components contradicted their belief since an effective

managers does more than leading and making decisions. Their opinions on effective managers is

lacking. Tolentino suggests that effective mangers should also be good communicators, be able to

adopt to an ever changing business environment and be able to network effectively Management,

2014). Managers are responsible for more than just leading and making decisions. Verboncu &

Condurache examines and provides reason as to what incompetent manager is and cause of the

incompetence. It also covers how we examine efficiency and whether efficiency is simply based

on job knowledge or productivity. The article also introduces their belief of management quality,

management quality influences management efficiency and management efficiency influences

the economic efficiency (p 7). All economic decision within an organization is dependent of its

managers being able to effectively use their knowledge and skills to make proper decisions.

The article was methodological and concise by breaking down the definition of a manager,

their role within and organization. The authors empathize their important aspects of an efficient

manager, while using expertise that supported and contradicted their opinion. Adaptability is

considered to be an important aspects effective managers need, because economic environment

changes and organizations constantly needs to evolve. While the article added to the discussion on

what an effective manager is. There is no clean cut structure for effective mangers just like no

clean cut business exist. Effective mangers varies from one organization to another and can only

be efficient is the managers fulfil the roles needed in his/her organization. Most organization role

of an effective manger would be an individual responsible for the effective running, decision

making, while minimizing wastages and maximizing profits.
