‘Amending the 2017 County Budget Relative to Veterans Peer Support (P2P)
Program and Authorizing Agreements in Relation Thereto
By Legislator:
Whereas, By Resolutions 119 and 231 of 2016 and 47 of 2017 Jefferson County accepted funds
from the New York State Office of Mental Health (NYS OMH) as well as from the NYS Senate
Initiative, for the Veterans Peer Support (P2P) Program (formerly the PFC Joseph Dwyer Peer to
Peer Support Program), for the period of 7/1/2016 - 12/31/2017, and modified the 2016 and 2017
County Budgets to allocate said funds, and authorized agreements with the Jefferson County
Mental Health Association, the River Hospital, and the NYS OMH, and
‘Whereas, Additional state aid in the amount of $92,500 has been received from the NYS Office
of Mental Health, and
Whereas, The additional funding needs to be recognized and contracts authorized for the
7/1/2017 - 6/30/2018 period.
Now, Therefore, Be It Resolved, That Jefferson County enter into an agreement with the NYS
OMH to receive the grant funds, and agreements with the River Hospital and the Mental Health
‘Association for the new funding and to extend the operation of the Veterans Peet Support (P2P)
Program, through June 30, 2018, and be it further
Resolved, That the Chairman of the Board of Legislators and the Community Services Director
are hereby authorized and directed to execute the above agreements subject to the approval of the
County Attomey as to form and content, and be it further

ADVISORY BOARD/COMMITTEE SUMMARY
I. HEALTH SERVICES ADVISORY BOARD
As per New York State Public Health Law Article 3, Section 357, in a county where the
legislative body constitutes the Board of Health, a Health Services Advisory Board consisting of
nine members shall be provided. Two of the appointed members shall be licensed physicians,
while the remaining are known as public members and are selected on the basis of interest and
knowledge regarding the health needs, resources and facilities of the community.
The Health Services Advisory Board counsels the Director of Public Health with respect
to the discharge of powers, responsibilities and duties.
Meetings are held only if needed to address public health issues. ‘The last meeting was
held 06/14/10.

SIONAL ADVISORY COMMITTEE,
As per NYCRR Title 10 Health Chapter V, Section 763.11 (13), the governing authority
shall appoint a group of professional personnel which includes one ot mote physicians,
registered professional nurses and representatives of the professional therapeutic services
provided by the agency to perform the activities required. ‘The findings and recommendations
shall be integrated into the agency's quality assessment and assurance program. At least,
annually, an evaluation of the agency’s program must be completed. Functions include
reviewing policies pertaining to the delivery of health care and services; making
recommendations on professional issues including the adequacy and appropriateness of services
based on an assessment of health care resources in the community, patients’ needs, available
reimbursement mechanisms and the availability of qualified personnel; assisting in maintaining,
liaison with other health care providers and reviewing clinical records.
Quality Assurance, as a subcommittee, integrates the review activities of all home health
care services provided by the agency to enhance the quality of care and treatment provided. ‘The
subcommittee reviews a sample of both active and closed clinical records to determine whether
established policies are followed in furnishing services directly or under arrangement.
Recommendations are made should needs be identified or if further follow-up services are
required,
Required quarterly meetings are in March, June, September and December on the second
Wednesday of the month at the Public Health Facility.

and the applicable server software needs to be upgraded to the latest versions in order to continue
support by year's end, and
Whereas, Public Health received DSRIP (Delivery System Reform Incentive Payment) program
funding from New York State in 2017 which can pay for the needed server software upgrades
and licenses, and
Whereas, It is necessary to amend the 2017 County Budget to recognize the revenue and
appropriate the funds in the proper account.

Comments: Oct/2017 Total Contact figures are only 3 different than Oct/2016 but the
Oct/2017 Service figures are slightly lower than last year. The Oct/2017 New and
Maintained claim total is 25% higher than Oct/2016. The Service Officer successfully
completed a week long Advanced Training session in Syracuse and the Director manned
a booth at the 4" annual Veterans Community Day held in Watertown on 10/5.
