CONSENT AGENDA
RECOMMENDATION:
Approve a Resolution adopting a Memorandum of Understanding (MOU) between the City and Carmel-by-the-
Sea Fire Ambulance Association for the period January 1, 2017 through June 30, 2019, authorize the City
Administrator to execute the Memorandum of Understanding, and adopt the Ambulance Association
classifications salary plan in accordance with Municipal Code 2.52.520.
BACKGROUND/SUMMARY:
The City of Carmel-by-the-Sea ambulance staff includes six (6) firefighter/paramedic positions. All are
represented by the Ambulance Association. The negotiation teams have met and conferred in good faith
regarding wages, benefits, and other terms and conditions of employment. The parties commenced
negotiations on December 16, 2016 and worked collaboratively through several meetings to reach an amicable
resolution.
The City and Ambulance Association have also agreed to various union MOU language updates. These updates
clarify existing language, and delete obsolete language. The updates do not change existing benefits nor is there a
related fiscal impact.
This recommendation aligns with the Citys goals of balancing continued fiscal prudence in planning for potential
impacts of CalPERS pension costs, while also continuing to position the City as a competitive employer in the
job market for public safety employees.
Accordingly, staff recommends that the City Council approve a Resolution adopting a Memorandum of
Understanding (MOU) between the City and Carmel-by-the-Sea Fire Ambulance Association for the period
January 1, 2017 through June 30, 2019, authorize the City Administrator to execute the Memorandum of
Understanding, and adopt the Ambulance Association classifications salary plan in accordance with Municipal
Code 2.52.520.
FISCAL IMPACT:
The fiscal impact for the across-the-board increases retroactive to January 1, 2017 is approximately $7,500 and
the upcoming 4% salary increase (effective January 1, 2018) is approximately $8,000. The City will absorb both
of these amounts in the existing operating budget. The last wage increase effective January 1, 2019 will be
budgeted accordingly in the City's fiscal year 18/19 operating budget.

WHEREAS, the current Memorandum of Understanding (MOU) between the City and employees
represented by the Carmel Fire Ambulance Association expired;
WHEREAS, the City of Carmel-by-the-Sea has been in negotiations with the Carmel Fire Ambulance
Association (POA) regarding salaries and benefits; and
WHEREAS, the City and the Carmel Fire Ambulance Association have reached an agreement which is
embodied in the attached Memorandum of Understanding for the period of January 1, 2017 through June 30,
2019.
WHEREAS, Municipal Code 2.52.520 and amendments thereto provide, among other things that the
City Council establish the legal current salary range from the salary schedule for each class of position.
WHEREAS, the salary resolution is adopted annually or periodically by the City Council upon review
and recommendation of the City Administrator; and
WHEREAS, the California Public Employees Retirement Law, at Section 570.5 of the California Code
of Regulations Title 2, requires the City to publish pay rates and ranges on the Citys internet site and the City
Council to approve the pay rates and range in its entirety each time a modification is made; and
WHEREAS, staff recommends that the City Council adopt the current City pay rates and ranges for
Carmel Fire Ambulance classifications (Exhibit A).
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:
1. Authorize the City Administrator to execute the Memorandum of Understanding between the City of
Carmel-by-the-Sea and the Carmel Fire Ambulance Association. (Exhibit B)
