Technology is requested in the responses to our Request for Information :-

(a) Detector Type.
(i) Specify the type of detector being used in your
thermal imaging sight?
(ii) Specify if Microbolometer Detector is being used
with the Uncooled Thermal Weapon Sight offered for
8.6mm (0.338 inches) Sniper Rifle.
(iii) Specify which technology is being offered
(Amorphous Silicon or Vandanium Oxide based)?
(b) Detector Resolution.
(i) Specify the Detector Resolution being provided
with your thermal imaging sight?
(ii) Specify the Pitch being provided with your
thermal imaging sight?
(iii) Specify the FPA being provided with your
thermal imaging sight?
(iv) Are the devices offered, conforming to minimum
FPA of 640 x 480 with pitch of 17 microns or less.

(c)Latest Technologies. What all latest technologies in


relation to clarity of the image can be offered by you
in your thermal imaging sight?
(d) Mounting.
(i) Is the thermal imaging Sight offered capable of
mounting on Military Standard 1913 compliant
Picatinny Rail?
(ii) Specify the design and mounting parameters?

(e) Reticle Pattern.
(i) Is the thermal imaging Sight provided with
reticle pattern enables aiming and range estimation
upto 1200 metres for 8.6mm (0.338 inches) Sniper
Rifle?
(ii) Define the type of reticle pattern made
available in your thermal imaging sight. Is it
possible to customize the Reticle Pattern?
(iii) Does it provide the facility of lead estimation?
(f) Zeroing.
(i) Specify the zeroing mechanism for the thermal
imaging sight?
(ii) Does the zeroing gets disturbed post firing?
(iii) Does the zeroing gets disturbed if the thermal
imaging sight is dismounted from the weapon?
(iv) Can the zeroing be carried out electronically?
(g) Field of View.
(i) Specify the Field of view of the thermal
imaging sight in Azimuth (Horizontal) and
Elevation (Vertical) in terms of degrees.
(ii) Specify the field of view in minimum and
maximum magnification?
(iii) What is the maximum Field of View that can
be offered in zoomed out mode?
(h) Dioptre Adjustment. Specify the Dioptre
Adjustment and Eye clearance.
(j) Display. Specify display used in thermal imaging
sight whether OLED/ LED/ LCD or any other better
display?
(k) Zoom. Specify the following :-
(i) Optical Zoom/Magnification.
(ii) Digital/Electronic Zoom.
(iii) Whether FoV/magnification provided is Fixed
or Variable.
(l) Image Polarity. Specify Image Polarity available in
the thermal imaging sight.

(m) Detection, Recognition and Identification
Ranges.
(i) Specify Detection, Recognition and
Identification ranges during clear night conditions
and adverse weather conditions (specify adverse
weather conditions).
(ii) Also, specify type of target and interpretation
of these terms for field evaluation. Details of world
standards being used for the same?
(iii) Please specify the maximum recognition range
which can be provided with the weight penalty.
(iv) Please specify whether with present weight
limitation, can you provide a thermal imaging sight
with recognition range of 1200 metres.
(n) Features. Specify type of controls that will be
made available on the thermal imaging sight for
Users application in active operations.
(o) Accuracy.
(i) Please specify the accuracy of the thermal
imaging sight in Minutes of Angle.
(ii) What is methodology being employed to
determine the accuracy of the thermal imaging sight
of the Sniper Rifle?
(p) Transfer of Data.
(i) Does the thermal imaging sight enable
generation of video and still images?
(ii) Can these be transferred into display device,
specify the medium of transfer and display device?
(iii) What format the video and still images will be
available as output ie Analog or Digital.
(iv) Define the type of ports(viz USB/RS 232/Any
other) being made available in the thermal imaging
sight for transfer of these video and still images.
(v) Specify what will be the resultant losses in
transmission if the data output of your device be
transmitted over radio.
(q) Power Supply.
(i) Specify the type and size of rechargeable
battery being used- viz Ni Cd/ Li Ion/Ni MH or any
other better suited battery.
(ii) What is the endurance of the batteries for
continuous use at the operating temperature range

(iii) What is the recharge cycle of battery being
offered (Number of times full charge and full
discharge of battery).
(iv) What is an arrangement for charging of
batteries - AC /DC source or both. Does any
provision exist for Solar Charging?

commercially available Alkaline batteries when
required. If yes, specify number of hours it can
sustain. Also confirm if the same can be used in the
same housing provided or alternate arrangements
will be made.
(vi) Is the battery status display along with low
battery indicator being provided?
Physical Characteristics
(r) Weight.
(i) Specify weight of the thermal imaging sight
including the batteries and picatinny mount adapter.
(ii) Specify the weight of batteries and picatinny
mounting adaptor separately?
(s) Colour. What is the colour of the thermal imaging
sight provided by you?
(t) Carriage, Storage& Transportation. Specify the
arrangement/ case being provided for carriage,
storage and transportation of the device.
Operational
(u) Does the thermal imaging sight meets the testing
parameters specified in JSS-5855-11-2009 read in
conjunction with JSS-55555-2012 or Mil std 810 F?
(v) Specify Operating temperatures.
(w) Specify Storage Temperature.
(x) Specify Humidity factors.
(y) What is the service life of the thermal imaging sight?
Specify in terms of hours. Also specify shelf life of
the equipment.
(z) Does the thermal imaging sight meet the EMC/EMI
standards? Specify the standards.
(aa) Does the thermal imaging sight have a Built In Test
Equipment (BITE).
(ab) Specify MTTR & MTBF. Also forward procedure (s)
followed for testing requisite parameters.

(ad) (i) Is the sight modular in construction? Is
modular level replacement possible at Field level?
(ii) What are the level of repairs envisaged for
maintaining the thermal imaging sight?

infrastructure and test equipments required for
providing effective engineering support for the
thermal imaging sight?
(iv) Specify limited spares, special maintenance
tools and special test eqpts for carrying out
component level repairs?
(v) Specify AMC for repair and calibration cover
for special maintenance tools and special test
equipment?
(vi) Specify whether the engineering support
package will be provided exclusively by you or will
be outsourced through sub vendors?
(ae) List out Countries/World Armies in which your
thermal imaging sight is being used and since when.
(af) What all accessories will be offered along with the
thermal imaging sight?
(ag) Specify if fused output of TI Imagery with any other
sensor is available. Specify technical details of the
same including advantages and weight
consequences.
(ah) As per para 10.2 and 10.3 of Chapter II of DPP-16,
what all technological updates can be provided
which can be subsequently developed and achieved
by using the available technology? What are the
enhanced performance parameters offered by you,
which can be incorporated subsequently?
(aj) Specify earliest time frame for establishment of
manufacturing facilities for indigenous production of
TI Sights.

(ak) Does your firm have a license to manufacture Night
Sights (TI) from Government of India?
(al) If no, has your firm applied for obtaining license to
manufacture Night Sight (TI) in India?
(am) If you are an Indian firm, do you have a joint venture
with any Foreign OEM or in-house proven
expertise? If yes, please specify and give details of
the same.
(an) If you are an Indian vendor, are you capable of
Indigenous Design and Development of the Night
Sight (TI). If yes, what are the terms and conditions
and timelines envisaged for the same? Do you have
the patent and/or Intellectual Property Rights (IPR)
for the indigenous design? please give details.
(ao) What is the level/percentage of indigenization in
terms of :-

(ap) If it is intended to carry out production in India,
please specify the following :-
(i) What is the minimum quantity of Night Sights
(TI) to be bought/ cost for transfer of technology?
(iii) Terms, conditions and capability for setting up
manufacturing facility in India.
(iv) Is the key technology or raw material for
manufacture of Night Sight (TI) available in India? if
yes, please provide details of the same.
(v) If you are a Foreign OEM, do you have any
joint venture with an Indian firm? If yes, please

Tentative Cost
(aq) What is the tentative cost of each thermal imaging
sight?

(ar) What is the cost of its accessories? Please provide


the details of additional accessories along with their
price?
(as) What is the tentative cost of product support package
and training?
(at) Original Equipment Manufacturers (OEM) / copyright
holders are requested to confirm that they are willing
for a demonstration of Night Sight (TI) in India on
Cost No Commitment Basis.
(au) Original Equipment Manufacturers (OEM) / copyright
holders are requested to confirm that they can supply
limited equipment for trials on Cost No Commitment
Basis.
(av) What is the OEMs monthly and yearly production
capability of the Night Sight (TI)?
(aw) OEMs are requested to indicate the minimum quantity
of Night Sights (TI) with which, they would be willing
to offer Transfer of Technology.
(ax) Time Schedule. Tentative date of issue of RFP is
Jun 2018. Total quantity required is 5500 (Five
thousand and five hundred only) Night Sights (TI).
After signing of the contract, the required night sights
should be delivered commencing earliest but not later
than six (06) months and completing earliest but not
later than eighteen months (18). Will your company
be able to adhere to the laid down time lines and
deliver the given quantity of the product in the given
tentative timeframe?
