RIYADH The Ministry of Labor and Social Development (MLSD) and Saudi Council of Engineers (SCE) have reached an
agreement to stop recruitment of expatriate engineers with professional experience of less than ve years, Saudi Press
Agency reported Wednesday.

Furthermore, the recruited expatriate engineers will have to sit a professional exam and face an interview via SCE to
ensure that they are well conversant with the profession and their specializations.

Dr. Jameel Al-Baqawi, chairman of the SCE, and Dr. Ahmed Al-Qattan, undersecretary for labor policies in the ministry,
said the agreement would provide more jobs to Saudi engineers in the government and private sectors.

They stressed that it was compulsory for expatriate engineers to have the required experience in the pertinent eld
and documenatry proof should be provided to the eect They added that engineers will bear the consequences of
giving false information on their work experience.

The agreement comes after an earlier SCE decision that came into eect several months ago making it compulsory for
any expatriate to be recruited for work in the Kingdom to have experience of at least three years. He will also have to

This country belongs to SAUDIS only..that should be kept in mind...so what ever they think is right for their country should be
done..but as we expats are benifiting alot from their system we have an obligation to give them the right feedback...some are
as follows
Alot of the expat engineers are either jobless right now or doing a supervisor level jobs.
The private sector is playing right now.. They neither give deserving salaries nor transfers.
First of all issues like these should be solved then the decision's mentioned in the post...otherwise engineering sector will face
shortaget of experienced engineers.

Telecom Engineer
Experiance: 12+ years
Basic Salary: 4.5 K SAR
Transfer: not allowed
Family Status: Sent back due to insufficient income

Good decision .It would be good if SCE make a complete study and maintain record of Saudi Engineers with present market
demand and should make reservation for them to balance the job market.

Yes I'm sure if someone has five-years experience why he would come here... of course he will prefer to work somewhere else;
don't mind, but it's true.

Laud worthy decision by the MOL. Because I have seen many expat engineers who have recently passed out joining
construction and technology firms and they get training on job as they are without any experiece.
Why cant Saudis be given that on job training without hammering them for experience.
Very fair decision. 5-years experienced expats engineers will bring treasure of experience and increase quality to projects.
Win win for all.

It's a good move. But what about many people who are working on engineering jobs but using a non engineering degree?

This is exactly what the issue is, expatriate engineers have easy access through free visa and they get the jobs where
the Saudi engineers who are on the same footing stay behind.
Also experienced expats will definitely come as their experience will be needed.
But right now the inexperienced Saudi youth should be given the opportunities.

The root cause of saudi unemployment is protectionism. Employer has limited rights against Saudi employee.
You know this, don't you?

It's not protectionism. It's a step towards stabilization. The employers can get impatient in dealing with
Saudi employees. Also on the other, even Saudis need time to adjust and they deserve that time. Expats
have a pattern to their life and work and the young Saudis find it difficult to adjust with so many issues.
Yes, they deserve to be protected from employers who want to get expat employees on a lesser wage
and paltry or no benefits.
Saudis have to be accepted with all rights and benefits. They deserve it.

I have only three years of experience. But i think this is good for engineers as well because most of the company didn't give
enough perks to the Engineers
