MEMORANDUM FOR RECORD

SUBJECT: Letter of Recommendation for Areyana Construction Group

l. In May 2011, members of Areyana Construction Group arrived at a new site being
constructed by our organization in the vicinity of Gardez, on FOB Thunder. We had contracted an
order for the construction of a latrine/laundry shed (approximately 32' x 20') with a completion date
of25 June 201 l.

2. The members of Areyana Construction Group performed much better than we expected.
They dug a septic tank using only hand tools, emplaced cinder blocks by hand and built the latrine
with the required number of toilets, showers, and sinks. They did not complain, and asked only for
the bare necessities of life: water, a place to use the toilet, time to pray and to eat, and reasonable
break periods. They complied with all our instructions and were friendly, helpful, and the foreman
spoke passable English, which made the job even easier.

3. The actual work they performed was as specified in the contract; the roofing, framing,
interior and exterior walls, floors and foundations were all constructed to standard. The tile and
latrine-specific items were adequate with no gross problems observed. They were relatively safe; no
one was injured during the construction and there were no grossly unsafe acts observed, which is
exceptional for local hire labor in Afghanistan. All things considered, I would definitely hire this
company again. They have demonstrated that they are willing to work long hours without complaint,
construct the required structures as specified in the statement of work, and comply with all security
standards without complaint. This made things easy and when working in an austere setting, it gave
us one less challenge to worry about.
