Pursuant to Section 3 (E) of the Dangerous Drugs Board Regulation No. 4 series of 2016 entitled Olan Sagip: Guidelines on Voluntarily Surrender of Drug Users and Dependents and Monitoring Mechanism of barangay Anti-Drug Abuse Campaigns, capacitated personnel of the Anti-Drug Abuse Councils (ADACs) shall assess the surrenderer to determine its risks and further morbidities. Surrenderers may be classified as: 1) Low Risk, 2) Mild Risk, 3) Moderate Risk, and 4) High Risk, ‘The DILG, as member of the Rehabilitation and Reintegration Cluster of the Inter-Agency ‘Committee on Anti-lliegal Drugs (ICAD), pursuant to Executive Order No. 15 series of 2017, has been tasked to ensure the cooperation of Local Chief Executives and Local Government Units down to the barangay level on the implementation of Community-based Rehabilitation Program. Likewise, in RA 7160, also known as the Local Government Code of 1991, Local Government Units are mandated to adopt measures towards the prevention and eradication of drug abuse. In this regard, all Local Chief Executives (LCEs) are hereby encouraged to adopt and implement a Community-Based Rehabilitation Program for the following 1. Low-tisk drug surrenderers; and 2. Mild-risk drug surrenderers (once undergone detoxification program by the Department of Health), All LGU-initiated modules and learning materials on CBRP have to be developed in close coordination with the Municipal Health Officer and Department of Health (DOH). Further, in compliance to the Advisory dated 13 July 2017, the DILG is hereby mandated to continuously submit data on the implementation of CBRP on a monthly basis. Updating of said data is every last week of the month thru the google drive.
