andhasplateauedthelastfewyears.Contraceptiveusehasheldsteadyatabout60%,whilepreferencesforlargerfamiliesandearly
marriagemayhavestrengthenedinthewakeoftherecent2011revolution.Thelargecohortofwomenofornearingchildbearingagewill
sustainhighpopulationgrowthfortheforeseeablefuture(aneffectcalledpopulationmomentum).
Nevertheless,postMUBARAKgovernmentshavenotmadecurbingpopulationgrowthapriority.Toincreasecontraceptiveuseandtoprevent
furtheroverpopulationwillrequiregreatergovernmentcommitmentandsubstantialsocialchange,includingencouragingsmallerfamiliesand
bettereducatingandempoweringwomen.Currently,literacy,educationalattainment,andlaborforceparticipationratesaremuchlowerfor
womenthanmen.Inaddition,theprevalenceofviolenceagainstwomen,thelackoffemalepoliticalrepresentation,andtheperpetuationof
thenearlyuniversalpracticeoffemalegenitalcuttingcontinuetokeepwomenfromplayingamoresignificantroleinEgyptspublicsphere.
Populationpressure,poverty,highunemployment,andthefragmentationofinheritedlandholdingshavehistoricallymotivatedEgyptians,
primarilyyoungmen,tomigrateinternallyfromruralandsmallerurbanareasintheNileDeltaregionandthepoorerruralsouthtoCairo,
Alexandria,andotherurbancentersinthenorth,whileamuchsmallernumbermigratedtotheRedSeaandSinaiareas.Wavesofforced
internalmigrationalsoresultedfromthe1967ArabIsraeliWarandthefloodscausedbythecompletionoftheAswanHighDamin1970.
Limitednumbersofstudentsandprofessionalsemigratedtemporarilypriortotheearly1970s,wheneconomicproblemsandhigh
unemploymentpushedtheEgyptianGovernmenttoliftrestrictionsonlabormigration.Atthesametime,highoilrevenuesenabledSaudi
Arabia,Iraq,andotherGulfstates,aswellasLibyaandJordan,tofunddevelopmentprojects,creatingademandforunskilledlabor(mainlyin
construction),whichattractedtensofthousandsofyoungEgyptianmen.
Between1970and1974alone,EgyptianmigrantsintheGulfcountriesincreasedfromapproximately70,000to370,000.Egyptianofficials
encouragedlegallabormigrationbothtoalleviateunemploymentandtogenerateremittanceincome(remittancescontinuetobeoneof
EgyptslargestsourcesofforeigncurrencyandGDP).Duringthemid1980s,however,depressedoilpricesresultingfromtheIranIraqWar,
decreaseddemandforlowskilledlabor,competitionfromlesscostlySouthAsianworkers,andeffortstoreplaceforeignworkerswithlocals
significantlyreducedEgyptianmigrationtotheGulfStates.ThenumberofEgyptianmigrantsdroppedfromapeakofalmost3.3millionin1983
toabout2.2millionatthestartofthe1990s,butnumbersgraduallyrecovered.
Inthe2000s,Egyptbeganfacilitatingmorelabormigrationthroughbilateralagreements,notablywithArabcountriesandItaly,butillegal
migrationtoEuropethroughoverstayedvisasormaritimehumansmugglingviaLibyaalsorose.TheEgyptianGovernmentestimatedthere
were6.5millionEgyptianmigrantsin2009,withroughly75%beingtemporarymigrantsinotherArabcountries(Libya,SaudiArabia,Jordan,
Kuwait,andtheUnitedArabEmirates)and25%beingpredominantlypermanentmigrantsintheWest(US,UK,Italy,France,andCanada).
Duringthe2000s,Egyptbecameanincreasinglyimportanttransitanddestinationcountryforeconomicmigrantsandasylumseekers,
includingPalestinians,EastAfricans,andSouthAsiansand,morerecently,IraqisandSyrians.Egyptdrawsmanyrefugeesbecauseofits
resettlementprogramswiththeWestCairohasoneofthelargesturbanrefugeepopulationsintheworld.ManyEastAfricanmigrantsare
