7. LIAISON REPORTS
7.1 MDC & B31 Standards (E, G, H, J) B. Holbrook / R. Haupt

Mr. Holbrook reported that the B31 MDC last met in Chicago in September, they really only
cleaned up the agenda and talked about the SIF project. Mr. Haupt reported that B31J as
balloted will be similar to B31.1 Appendix D; a list of all of the SIFs and the first annex is the
old B31J. There will hopefully be a meeting in the spring to push the agenda further.
7.2 Fabrication and Examination P. Flenner

Mr. Flenner reported that they last met in Chicago in September. They went through the comments
received from the technical committee on the B31P standard. He noted that he has a lot of work to
do to work through the comments that were received and come to a resolution. They will be adding
on appendices regarding alternatives to heat treatment like temperbead and fracture mechanics.
7.3 Section IX (B&PVC) P. Flenner

Mr. Flenner reported that there was a proposal for welder certification by an AWS accredited
program

7.5 EPRI M. Cohn & Dana Couch

7.6 B31.3 R. Haupt, P. Flenner, D. Rahoi

Mr. Haupt reported that their next meeting is scheduled for April. He noted that they have a
much more aggressive equation for sustained loads than B31.1. They do not have an
equation for occasional loads; they use a term called sustained stress indices. We might
want to consider their approach for in plane and out of plane SIFs.
7.7 Section II (B & PVC) D. Rahoi
Mr. Rahoi reported that at the last meeting they came to a consensus about powder
metallurgy specifications and materials. Until -50F the point at which it becomes time
dependent they can be used with the same info as wrought materials; the allowable stress
values would be the same.

7.11 NBIC
Mr. Miletti reported that they had a significant item of interest regarding thick wall repairs
without postweld heat treatment. They want to make sure that everyone is well educated in
the dangers that this may present. There is a national board alternative weld repair for thick
wall tubes with very strict rules for personnel safety.

Mr. Monday reported that they have not met since the last time this committee met so there
is nothing new to report.
7.17 B31.1 IWG Dan Christian

Mr. Christian reported that the B31.1 IWG India was supposed to have met in November but
did not. In order to keep active IWG members involved Colleen will reach out to them and
propose them as contributing members on various subgroups.
7.18 NFPA H. Simpson

No report
7.19 Nonmetallic Pressure Piping Standards Committee - C. Henley, L. Vetter

Mr. Henley reported that they are working on three simultaneous books, NM-1, NM-2 and NM-3. All
chapters and sections of all three books have gone through subcommittee and about half at
Standards. They are about two months away from balloting the entire document to the standards
committee and board. The goal is to publish by the end of this year, once they are published B31.1
will need to review them to see how to reinforce/incorporate.
8. NEW BUSINES
Harrys Files
Mr. Holbrook reported that Harry was a member of B31.1 for more than 40 years. Brian made an effort
to speak with Mrs. Ainsworth after the sept meeting and expressed the committees condolences. Brian
got a note from Harrys son and indicated that they are in the process of cleaning out the house and
there are boxes of files that may be of use to the committee.

Following are the minutes for the ASME B31.1 Sub Group Design meeting held on January 26th, 2016, in Myrtle Beach,
SC.
The meeting was called to order at 8:00 a.m. and adjourned at 12:15 p.m with a 15 minute break.

1. Section Committee meeting format is changing. After the liason reports each SubGroup chair will have an
opportunity to report on select items. Status of all Interpretations and Code Cases will be addressed.
2. Unless otherwise notified SG Design will convenve at 8:00 AM Sharp.
3. The minutes will be published and sent out without review. Any changes or correction to the minutes will take
place at the next meeting.
4. PDH Hours Sheet is attached.
5. Our meeting minutes will be published on the C&S Connect sub-group page by the staff secretary.
6. Conference call and webex are available for the Design Sub-group Meeting and the B31.1 Committee meetings
is available at future meetings if chair is notified more than two days prior to the next meeting..
7. At future meetings, the Chair will always try to have a projector available to review revisions with the subgroup.
If you would like to have a specific revision reviewed, please either bring it on a USB or email it to the Chair in
advanced.
8. Distribution of work was discussed. Workload average is between two and three items. We will be attempting to
go to team approach. Also, other TGs workload is not significant and help may be available if needed.
9. All items included in the 2016 Edition will be retained on the Design TG agenda until the edition is published
and the PM has had an opportunity to review the items incorporation.

objections to the proposed revision to para. 115 were the definitions that were used for
components and joints which are respectively discussed in Parts 3 and 4 of B31.1. There were
no significant objections to the technical proposal for how to qualify mechanical joints except for
some minor word-smithing. Rather, the definitions were thought to be too verbose and/or
unnecessary. It should be remembered that this agenda item is the first of a two part proposed
action to reorganize a jumbled Part 3 (for components) and Part 4 (for joints) which have not
been significantly worked on in 40 years. With attention to the definitions, this should be ready

weld seam. When pipe bending is done, the question often arises about where to locate the

introduction of qualification rules in Section IX.
5/25/04 - This is related to an EPRI project that seeks to instill similar rules for TB welding
qualifications in ASME Section XI, NBIC, and B31.1. A ballot will be issued by
Christmas, 2004.

2/8/05 - The tentative approach for this change was discussed and approved in principle. More
information needs to be developed. On hold.
5/24/05 - The development of an appropriate hardness acceptance criteria continues to be a
problem. Related to Section I item BC04-1511.
9/20/05 - A white paper is currently under review which proposes a hardness acceptance
criteria. Once reviewed and comments incorporated, a ballot will be issued.
2/7/06 - There are still some remaining issues to be solved in this white paper regarding the
hardness level requirements for the temper bead qualification. These issues include
the hardness level and the load required for the hardness test (or the hardness test
method). Coordination is on-going with Section I regarding their version of this issue.
They are currently not expecting to require a hardness test acceptance criteria for P
Nos. 1 & 3. They also are not currently planning on allowing the alternative
requirement for P Nos. 4 & 5A. Work is continuing on this issue.
5/23/06 - Reported that the problem may include determination of appropriate hardness test
method.
9/19/06 - The white paper still is being drafted. Some progress has been made to identify the
hardness test requirements for the acceptance criteria.

with the data supporting this item needing to be given to the voters. The negatives are being
addressed, most dealt with the zero gap. This item will only cover the gap and will be split with
new item to cover insertion depth on socket welded components other than flanges. The gap on
the socket weld flange will be covered however.
[9/20/05] A presentation was made to the PSP by G Frederick. A ballot will be issued by
Thanksgiving (2005) to deal with the gap requirement for socket welds. A proposal will be made
to modify Para 127.3(E) and to remove the 1/16 requirement in Fig. 127.4.4.
[2/7/06] The proposal will be revised to incorporate comments and a new ballot will be prepared
by Good Friday, 2006.
[5/23/06] An attempt to resolve the comments and negatives will be made in a new ballot. A
note reference will be added on the gap. New ballot by Fathers Day, 2006.

B31.1 2014, 136.4.5 Radiography. When required by this Chapter (see Table
136.4), radiographic examination shall be performed in accordance with Article 2 of
Section V of the ASME Boiler and Pressure Vessel Code. except that the
requirements of T-274 are to be used as a guide but not for the rejection of
radiographs unless the geometrical unsharpness exceeds 0.07 in. (2.0 mm).

344.5.1 Method. Radiography of castings is covered in para. 302.3.3. Radiography
of welds and of components other than castings shall be performed in accordance
with BPV Code, Section V, Article 2.

T-274.1 Geometric Unsharpness Determination.
Geometric unsharpness of the radiograph shall be determined in accordance with:

D = distance from source of radiation to weld or object being radiographed

d = distance from source side of weld or object being radiographed to the film
F = source size: the maximum projected dimension of the radiating source (or
effective focal spot) in the plane perpendicular to the distance D from the weld or
object being radiographed
Ug = geometric unsharpness
D and d shall be determined at the approximate center of the area of interest.
NOTE: Alternatively, a nomograph as shown in Standard Guide for
Radiographic Examination SE-94 may be used.

Following are the minutes for the ASME B31.1 Sub-Group General Requirements meeting held on
January 26, 2016 in Myrtle Beach, SC. The meeting was called to order at 8:00 a.m. and adjourned at
12:15 p.m. with no breaks. With travel restrictions due to inclement weather, attendance was limited.

2016-01 Appendix N is written in 3 Chapters N-I, N-II and N-III with no regard to
metric values. N-I is Definitions, which have no conversions needed. N-III
is Materials, and there is one location where -20F is mentioned and (-29C)
can easily be added. N-II, Design, contains several tables and formulas in
Parts 1 - 2 in imperial units only. Parts 3 6 have metric conversions
(including table values) where needed. I suggest we send this back to the
subcommittee that wrote Appendix N for an update of Parts 1 and 2.
