Article1Objectiveandscope
1. This Regulation establishes common technical requirements and administrative procedures for ensuring the continuing
airworthinessofaircraft,includinganycomponentforinstallationthereto,whichare:
(a)registeredinaMemberState;or
(b)registeredinathirdcountryandusedbyanoperatorforwhichaMemberStateensuresoversightofoperations.
2.Paragraph1shallnotapplytoaircrafttheregulatorysafetyoversightofwhichhasbeentransferredtoathirdcountryand
whicharenotusedbyaCommunityoperator,ortoaircraftreferredtoinAnnexIItothebasicRegulation.
3. The provisions of this Regulation related to commercial air transport are applicable to licensed air carriers as defined by
Communitylaw.

Article2Definitions
WithinthescopeofthebasicRegulation,thefollowingdefinitionsshallapply:
(a)aircraftmeansanymachinethatcanderivesupportintheatmospherefromthereactionsoftheairotherthanreactionsof
theairagainsttheearth'ssurface;
(b)certifyingstaffmeanspersonnelresponsibleforthereleaseofanaircraftoracomponentaftermaintenance;
(c)componentmeansanyengine,propeller,partorappliance;
(d)continuingairworthinessmeansalloftheprocessesensuringthat,atanytimeinitsoperatinglife,theaircraftcomplieswith
theairworthinessrequirementsinforceandisinaconditionforsafeoperation;
(e)JAAmeansJointAviationAuthorities;
(f)JARmeansJointAviationRequirements;
(g)largeaircraftmeansanaircraft,classifiedasanaeroplanewithamaximumtakeoffmassofmorethan5700kg,oramulti
enginedhelicopter;
(h) maintenance means any one or combination of overhaul, repair, inspection, replacement, modification or defect
rectificationofanaircraftorcomponent,withtheexceptionofpreflightinspection;
(i)organisationmeansanaturalperson,alegalpersonorpartofalegalperson.Suchanorganisationmaybeestablishedat
morethanonelocationwhetherornotwithintheterritoryoftheMemberStates;
(j)preflightinspectionmeanstheinspectioncarriedoutbeforeflighttoensurethattheaircraftisfitfortheintendedflight;
(k)ELA1aircraftmeansthefollowingEuropeanLightAircraft:
(i)anaeroplane,sailplaneorpoweredsailplanewithaMaximumTakeoffMass(MTOM)lessthan1000kgthatisnotclassified
ascomplexmotorpoweredaircraft;
(ii)aballoonwithamaximumdesignliftinggasorhotairvolumeofnotmorethan3400m3forhotairballoons,1050m3for
gasballoons,300m3fortetheredgasballoons;

Article3Continuingairworthinessrequirements
1.ThecontinuingairworthinessofaircraftandcomponentsshallbeensuredinaccordancewiththeprovisionsofAnnexI.
2. Organisations and personnel involved in the continuing airworthiness of aircraft and components, including maintenance,
shallcomplywiththeprovisionsofAnnexIandwhereappropriatethosespecifiedinArticles4and5.
3.Byderogationfromparagraph1,thecontinuingairworthinessofaircraftholdingapermittoflyshallbeensuredonthebasis
ofthespecificcontinuingairworthinessarrangementsasdefinedinthepermittoflyissuedinaccordancewiththeAnnex(Part
21)toCommissionRegulation(EC)No1702/2003.
4. For aircraft not used in commercial air transport, any airworthiness review certificate or equivalent document issued in
accordancewiththeMemberStaterequirementsandvalidon28September2008shallbevaliduntilitsexpirationdateoruntil
28September2009,whichevercomesfirst.Aftertheexpirationofitsvalidity,thecompetentauthoritymayfurtherreissueor
extend one time the airworthiness review certificate or equivalent document for one year, if allowed by the Member State
requirements.Uponfurtherexpiration,thecompetentauthoritymayfurtherreissueorextendonemoretimetheairworthiness
reviewcertificateorequivalentdocumentforoneyear,ifallowedbytheMemberStaterequirements.Nofurtherreissuanceor
extensionisallowed.Iftheprovisionsofthispointhavebeenused,whentransferringtheregistrationoftheaircraftwithinthe
EU,anewairworthinessreviewcertificateshallbeissuedinaccordancewithM.A.904.

Article4Maintenanceorganisationapprovals
1.Organisationsinvolvedinthemaintenanceoflargeaircraftorofaircraftusedforcommercialairtransport,andcomponents
intendedforfitmentthereto,shallbeapprovedinaccordancewiththeprovisionsofAnnexII.
2.MaintenanceapprovalsissuedorrecognisedbyaMemberStateinaccordancewiththeJAArequirementsandproceduresand
validbeforetheentryintoforceofthisRegulationshallbedeemedtohavebeenissuedinaccordancewiththisRegulation.For
thispurpose,byderogationfromtheprovisionsof145.B.50(2)underAnnexII,level2findingsassociatedwiththedifferences
between JAR 145 and Annex II may be closed within one year. Certificates of release to service and authorised release
certificatesissuedbyanorganisationapprovedunderJAArequirementsduringthatoneyearperiodshallbedeemedtohave
beenissuedunderthisRegulation.
3. Personnel qualified to carry out and/orcontrol acontinued airworthiness nondestructive test ofaircraft structures and/or
components, on the basis of any standard recognised by a Member State prior to the entry into force of this Regulation as
providinganequivalentlevelofqualification,maycontinuetocarryoutand/orcontrolsuchtests.
4. Certificates of release to service and authorised release certificates issued before the date of entry into force of this
RegulationbyamaintenanceorganisationapprovedundertheMemberStaterequirementsshallbedeemedequivalenttothose
requiredunderpointsM.A.801andM.A.802ofAnnexI(PartM)respectively.

Article5Certifyingstaff
1.CertifyingstaffshallbequalifiedinaccordancewiththeprovisionsofAnnexIII,exceptasprovidedforinpointsM.A.606(h),
M.A.607(b),M.A.801(d)andM.A.803ofAnnexIandinpoint145.A.30(j)ofAnnexII(Part145)andAppendixIVtoAnnexII(Part
145).
2.Anyaircraftmaintenancelicenceandifany,thetechnicallimitationsassociatedwiththatlicence,issuedorrecognisedbya
Member State in accordance with the JAA requirements and procedures and valid at the time of entry into force of this
Regulation,shallbedeemedtohavebeenissuedinaccordancewiththisRegulation.
3.CertifyingstaffholdingalicenceissuedinaccordancewithAnnexIII(Part66)inagivencategory/subcategoryaredeemedto
have the privileges described in point 66.A.20(a) of this Annex corresponding to such a category/subcategory. The basic
knowledge requirements corresponding to these new privileges shall be deemed as met for the purpose of extending such
licencetoanewcategory/subcategory.
4. Certifying staff holding a licence including aircraft which do not require an individual type rating may continue to exercise
his/herprivilegesuntilthefirstrenewalorchange,wherethelicenceshallbeconvertedfollowingtheproceduredescribedin
point66.B.125ofAnnexIII(Part66)totheratingsdefinedinpoint66.A.45ofthisAnnex.
5.ConversionreportsandExaminationcreditreportscomplyingwiththerequirementsapplicablebeforethisRegulationapplies
shallbedeemedtobeincompliancewiththisRegulation.
6.UntilsuchtimeasthisRegulationspecifiesrequirementsforcertifyingstaff:
(i)foraircraftotherthanaeroplanesandhelicopters;
(ii)forcomponents;
therequirementsinforceintherelevantMemberStateshallcontinuetoapply,exceptformaintenanceorganisationslocated
outsidetheEuropeanUnionwheretherequirementsshallbeapprovedbytheAgency.

Article6Trainingorganisationrequirements
1.OrganisationsinvolvedinthetrainingofpersonnelreferredtoinArticle5shallbeapprovedinaccordancewithAnnexIVtobe
entitled:
(a)toconductrecognisedbasictrainingcourses;and/or
(b)toconductrecognisedtypetrainingcourses;and
(c)toconductexaminations;and
(d)toissuetrainingcertificates.
2. Any maintenance training organisation approval issued or recognised by a Member State in accordance with the JAA
requirementsandproceduresandvalidatthetimeofentryintoforceofthisRegulationshallbedeemedtohavebeenissuedin
accordance with this Regulation. For this purpose, by derogation from the provisions of 147.B.130(b) under Annex IV, level 2
findingsassociatedwiththedifferencesbetweenJAR147andAnnexIVmaybeclosedwithinoneyear.
3.BasictrainingcoursescomplyingwiththerequirementsapplicablebeforethisRegulationappliesmaybestarteduntil1year
afterdatebywhichthisRegulationapplies.Basicknowledgeexaminationsconductedaspartofthesecoursesmaycomplywith
therequirementsapplicablebeforethisRegulationapplies.
4.BasicknowledgeexaminationscomplyingwiththerequirementsapplicablebeforethisRegulationappliesandconductedby
thecompetentauthorityorconductedbyamaintenancetrainingorganisationapprovedinaccordancewithAnnexIV(Part147)
whilenotbeingpartofabasictrainingcourse,maybeconducteduntil1yearafterthedatebywhichthisRegulationapplies.
5.TypetrainingcoursesandtypeexaminationscomplyingwiththerequirementsapplicablebeforethisRegulationappliesshall
bestartedandfinishednotlaterthan1yearafterthedatebywhichthisRegulationapplies.

Article8Agencymeasures
1. The Agency shall develop acceptable means of compliance (hereinafter called AMC) that competent authorities,
organisationsandpersonnelmayusetodemonstratecompliancewiththeprovisionsoftheAnnexestothisRegulation.
2.TheAMCissuedbytheAgencyshallneitherintroducenewrequirementsnoralleviatetherequirementsoftheAnnexestothis
Regulation.
3.WithoutprejudicetoArticles54and55ofRegulation(EC)No216/2008,whentheacceptablemeansofcomplianceissuedby
the Agency are used, the related requirements of the Annexes to this Regulation shall be considered as met without further
demonstration.

ThisGuidanceMaterial(GM)providesguidanceonhowthe
smallestorganisationssatisfytheintentofPart145:
1. By inference, the smallest maintenance organisation
wouldonlybeinvolvedinalimitednumberoflightaircraft,
oraircraftcomponents,usedforcommercialairtransport.
It is therefore a matter of scale, light aircraft do not
demand the same level of resources, facilities or complex
maintenanceproceduresasthelargeorganisation.
2. It is recognised that an Part145 approval may be
requiredbytwoquitedifferenttypesofsmallorganisations,
the first being the light aircraft maintenance hangar, the
second being the component maintenance workshop, e.g.
smallpistonengines,radioequipmentetc.
3. Where only one person is employed (in fact having the
certifying function and others), these organisations
approvedunderPart145mayusethealternativesprovided
inpoint3.1limitedtothefollowing:
ClassA2BaseandLinemaintenanceofaeroplanesof5700
kgandbelow(pistonenginesonly).
Class A3 Base and Line maintenance of single engined
helicoptersoflessthan3175kg.
ClassA4AircraftotherthanA1,A2andA3
ClassB2Pistonengineswithmaximumoutputoflessthan
450HP.
ClassCComponents.
ClassD1NondestructiveTesting.
3.1 145.A.30(b): The minimum requirement is for one full
time person who meets the Part66 requirements for
certifying staff and holds the position of accountable
manager,maintenanceengineerandisalsocertifyingstaff.
Nootherpersonmayissueacertificateofreleasetoservice
and therefore if absent, no maintenance may be released
duringsuchabsence.
3.1.1Thequalitymonitoringfunctionof145.A.65(c)maybe
contractedtoanappropriateorganisationapprovedunder
Part145 or to a person with appropriate technical
knowledge and extensive experience of quality audits
employed on a parttime basis, with the agreement of the
competentauthority.

3.1.2 145.A.35. In the case of an approval based on one
person using a subcontracted quality monitoring
arrangement, the requirement for a record of certifying
staffissatisfiedbythesubmissiontoandacceptancebythe
competent authority of the EASA Form 4. With only one
person the requirement for a separate record of
authorisation is unnecessary because the EASA Form 3
approval schedule defines the authorisation. An
appropriate statement, to reflect this situation, should be
includedintheexposition.
3.1.3 145.A.65(c). It is the responsibility of the contracted
quality monitoring organisation or person to make a
minimum of 2 visits per 12 months and it is the
responsibility of this organisation or person to carry out
suchmonitoringonthebasisof1preannouncedvisitand1
notannouncedvisittotheorganisation.
It is the responsibility of the organisation to comply with
the findings of the contracted quality monitoring
organisationortheperson.
CAUTION: it should be understood that if the contracted
organisationortheabovementionedpersonlosesorgives
up its approval, then the organisations approval will be
suspended.
4. Recommended operating procedure for a Part145
approved maintenance organisation based upon up to 10
personsinvolvedinmaintenance.
4.1 145.A.30(b): The normal minimum requirement is for
the employment on a fulltime basis of two persons who
meetthecompetentauthoritiesrequirementsforcertifying
staff, whereby one holds the position of maintenance
engineerandtheotherholdsthepositionofqualityaudit
engineer.
Either person can assume the responsibilities of the
accountablemanagerprovidingthattheycancomplyinfull
with the applicable elements of 145.A.30(a), but the
maintenanceengineershouldbethecertifyingpersonto
retaintheindependenceofthequalityauditengineerto
carry out audits. Nothing prevents either engineer from
undertaking maintenance tasks providing that the
maintenanceengineerissuesthecertificateofreleaseto
service.
The quality audit engineer should have similar
qualificationsandstatustothemaintenanceengineerfor
reasons of credibility, unless he/she has a proven
trackrecord in aircraft quality assurance, in which case
somereductionintheextentofmaintenancequalifications
maybepermitted..

among others (titles might be different in each
organisation):

Allpersonnel,includingpersonnelbeingrecruitedfromany
other organisation should receive initial human factors
training compliant with the organisations training
standards prior to commencing actual job function, unless
theircompetenceassessmentjustifiesthatthereisnoneed
for such training. Newly directly employed personnel
working under direct supervision may receive training
within 6 months after joining the maintenance
organisation.
2. The purpose of human factors continuation training is
primarily to ensure that staff remain current in terms of
human factors and also to collect feedback on human
factors issues. Consideration should be given to the
possibility that such training has the involvement of the
qualitydepartment.Thereshouldbeaproceduretoensure
that feedback is formally passed from the trainers to the
qualitydepartmenttoinitiateactionwherenecessary.
Human factors continuation training should be of an
appropriatedurationineachtwoyearperiodinrelationto
relevant quality audit findings and other internal/external
sources of information on human errors in maintenance
availabletotheorganisation.
3. Human factors training may be conducted by the
maintenanceorganisationitself,orindependenttrainers,or
any training organisations acceptable to the competent
authority.

that they can be corrected. This does not preclude the
possible need to carry out a quality audit of such
procedures.
3. Continuation training should be of sufficient duration in
each 2 year period to meet the intent of 145.A.35(d) and
maybesplitintoanumberofseparateelements.

ofanorganisationthatmaintainsaircraftwithfewrelevant
qualityauditfindings,continuationtrainingcouldbelimited
to days rather than weeks, whereas a similar organisation
with a number of relevant quality audit findings, such
training may take several weeks. For an organisation that
maintains aircraft components, the duration of
continuationtrainingwouldfollowthesamephilosophybut
shouldbescaleddowntoreflectthemorelimitednatureof
the activity. For example certifying staff who release
hydraulic pumps may only require a few hours of
continuation training whereas those who release turbine
engine may only require a few days of such training. The
content of continuation training should be related to
relevant quality audit findings and it is recommended that
such training is reviewed at least once in every 24 month
period.
4. The method of training is intended to be a flexible
process and could, for example, include a Part147
continuation training course, aeronautical college courses,
internal short duration courses, seminars, etc. The
elements, general content and length of such training
should be specified in the maintenance organisation
exposition unless such training is undertaken by an
organisation approved under Part 147 when such details
may be specified under theapproval andcross referenced
inthemaintenanceorganisationexposition.

2.6.2.Serviceableaircraftcomponentsremovedfromanon
Member State registered aircraft may only be issued with
an EASA Form 1 if the components are leased or loaned
from the maintenance organisation approved under Part
145 who retains control of the airworthiness status of the
components. An EASA Form 1 may be issued and should
contain the information as specified in paragraph 2.4
including the aircraft from which the aircraft component
wasremoved.
2.7. Used aircraft components removed from an aircraft
withdrawnfromservice.
Serviceable aircraft components removed from a Member
State registered aircraft withdrawn from service may be
issuedwithanEASAForm1byamaintenanceorganisation
approved under Part145 subject to compliance with this
subparagraph.
(a) Aircraft withdrawn from service are sometimes
dismantled for spares. This is considered to be a
maintenance activity and should be accomplished under
the control of an organisation approved under Part145,
employing procedures approved by the competent
authority.
(b) To be eligible for installation, components removed
fromsuchaircraftmaybeissuedwithanEASAForm1byan
appropriately rated organisation following a satisfactory
assessment.
(c) As a minimum, the assessment will need to satisfy the
standardssetoutinparagraphs2.5and2.6asappropriate.
This should, where known, include the possible need for
the alignment of scheduled maintenance that may be
necessary to comply with the maintenance programme
applicabletotheaircraftonwhichthecomponentistobe

(d)Irrespectiveofwhethertheaircraftholdsacertificateof
airworthiness or not, the organisation responsible for
certifyinganyremovedcomponentshouldensurethatthe
manner in which the components were removed and
storedarecompatiblewiththestandardsrequiredbyPart
145.
(e) A structured plan should be formulated to control the
aircraft disassembly process. The disassembly is to be
carried out by an appropriately rated organisation under
the supervision of certifying staff who will ensure that the
aircraft components are removed and documented in a
structured manner in accordance with the appropriate
maintenancedataanddisassemblyplan.
(f)Allrecordedaircraftdefectsshouldbereviewedandthe
possible effects these may have on both normal and
standby functions of removed components are to be
considered.
(g) Dedicated control documentation is to be used as
detailedbythedisassemblyplan,tofacilitatetherecording
of all maintenance actions and component removals
performed during the disassembly process. Components
foundtobeunserviceablearetobeidentifiedassuchand
quarantinedpendingadecisionontheactionstobetaken.
Records of the maintenance accomplished to establish
serviceability are to form part of the component
maintenancehistory.
(h) Suitable Part145 facilities for the removal and storage
of removed components are to be used which include
suitable environmental conditions, lighting, access
equipment, aircraft tooling and storage facilities for the
work to be undertaken. While it may be acceptable for
components to be removed, given local environmental
conditions, without the benefit of an enclosed facility,
subsequent disassembly (if required) and storage of the
components should be in accordance with the
manufacturersrecommendations.
2.8.Usedaircraftcomponentsmaintainedbyorganisations
not approved in accordance with Part145. For used
componentsmaintainedbyamaintenanceorganisationnot
approvedunderPart145,duecareshouldbetakenbefore
acceptance of such components. In such cases an
appropriately rated maintenance organisation approved
underPart145shouldestablishsatisfactoryconditionsby:
(a) dismantling the component for sufficient inspection in
accordancewiththeappropriatemaintenancedata;
(b) replacing all service lifelimit components when no
satisfactory evidence of life used is available and/or the
componentsareinanunsatisfactorycondition;

considerwhethertouseitsownstafforauthorisethesub
contractor'sstaff.
4.4Thecertificateofreleasetoservicemaybeissuedeither
atthesubcontractororattheorganisationfacilitybystaff
issued a certification authorisation in accordance with
145.A.30 as appropriate, by the organisation approved
under Part145. Such staff would normally come from the
organisation approved under Part145 but may otherwise
be a person from the subcontractor who meets the
approved maintenance organisation certifying staff
standard which itself is approved by the competent
authorityviathemaintenanceorganisationexposition.The
certificate of release to service and the EASA Form 1 will
always be issued under the maintenance organisation
approvalreference.
4.5Thesubcontractcontrolprocedurewillneedtorecord
audits of the subcontractor, to have a corrective action
followupplanandtoknowwhensubcontractorsarebeing
used. The procedure should include a clear revocation
processforsubcontractorswhodonotmeetthePart145
approvedmaintenanceorganisationsrequirements.
4.6 The Part145 quality audit staff will need to audit the

The continuing training should be updated when new instruction are issued which are related to the material, tools,

Thefollowingguidelinesshouldbetakenintoconsiderationwhenthephase2trainingprogrammearebeingestablished:

1. PURPOSEANDUSE
1.1. The primary purpose of the Certificate is to declare the airworthiness of maintenance work undertaken on
products,partsandappliances(hereafterreferredtoasitem(s)).
1.2. CorrelationmustbeestablishedbetweentheCertificateandtheitem(s).TheoriginatormustretainaCertificate
inaformthatallowsverificationoftheoriginaldata.
1.3. The Certificate is acceptable to many airworthiness authorities, but may be dependent on the existence of
bilateralagreementsand/orthepolicyoftheairworthinessauthority.Theapproveddesigndatamentionedin
thisCertificatethenmeansapprovedbytheairworthinessauthorityoftheimportingcountry.
1.4. TheCertificateisnotadeliveryorshippingnote.
1.5. AircraftarenottobereleasedusingtheCertificate.
1.6. TheCertificatedoesnotconstituteapprovaltoinstalltheitemonaparticularaircraft,engine,orpropellerbut
helpstheenduserdetermineitsairworthinessapprovalstatus.
1.7. AmixtureofproductionreleasedandmaintenancereleaseditemsisnotpermittedonthesameCertificate.
2. GENERALFORMAT
2.1. TheCertificatemustcomplywiththeformatattachedincludingblocknumbersandthelocationofeachblock.
Thesizeofeachblockmayhoweverbevariedtosuittheindividualapplication,butnottotheextentthatwould
maketheCertificateunrecognisable.
2.2. TheCertificatemustbeinlandscapeformatbuttheoverallsizemaybesignificantlyincreasedordecreasedso
longastheCertificateremainsrecognisableandlegible.IfindoubtconsulttheCompetentAuthority.
2.3. TheUser/Installerresponsibilitystatementcanbeplacedoneithersideoftheform.
2.4. Allprintingmustbeclearandlegibletopermiteasyreading.
2.5. The Certificate may either be preprinted or computer generated but in either case the printing of lines and
charactersmustbeclearandlegibleandinaccordancewiththedefinedformat.
2.6. TheCertificateshouldbeinEnglish,andifappropriate,inoneormoreotherlanguages.
2.7. ThedetailstobeenteredontheCertificatemaybeeithermachine/computerprintedorhandwrittenusingblock
lettersandmustpermiteasyreading.
2.8. Limittheuseofabbreviationstoaminimum,toaidclarity.
2.9. The space remaining on the reverse side of the Certificate may be used by the originator for any additional
informationbutmustnotincludeanycertificationstatement.AnyuseofthereversesideoftheCertificatemust
bereferencedintheappropriateblockonthefrontsideoftheCertificate.

3.1. There is no restriction in the number of copies of the Certificate sent to the customer or retained by the
originator.

2.ElectronicsignatureandelectronicexchangeoftheEASAForm1
a)Submissiontothecompetentauthority
Any organisation intending to implement an electronic signature procedure to issue EASA Form 1 and/or to exchange
electronicallysuchdatacontainedontheEASAForm 1,shoulddocumentitandsubmitittothecompetentauthorityaspartof
thedocumentsattachedtoitsexposition.
b)CharacteristicsoftheelectronicsystemgeneratingtheEASAForm1
Theelectronicsystemshould:
guaranteesecureaccessforeachcertifyingstaff;

1. Exceptasstatedotherwiseforthesmallestorganisationsinparagraph12,thetablereferredtoinpoint13providesthe
standard system for the approval of maintenance organisation underSubpart F ofAnnex I(PartM)andAnnex II (Part
145).Anorganisationmustbegrantedanapprovalrangingfromasingleclassandratingwithlimitationstoallclassesand
ratingswithlimitations.
2. Inadditiontothetablereferredtoinpoint13,theapprovedmaintenanceorganisationisrequiredtoindicateitsscopeof
workinitsmaintenanceorganisationmanual/exposition.Seealsoparagraph11.
3. Within the approval class(es) and rating(s) granted by the competent authority, the scope of work specified in the
maintenance organisation exposition defines the exact limits of approval. It is therefore essential that the approval
class(es)andrating(s)andtheorganisationsscopeofworkarematching.
4. AcategoryAclassratingmeansthattheapprovedmaintenanceorganisationmaycarryoutmaintenanceontheaircraft
andanycomponent(includingenginesand/orAuxiliaryPowerUnits(APUs),inaccordancewithaircraftmaintenancedata
or,ifagreedbythecompetentauthority,inaccordancewithcomponentmaintenancedata,onlywhilstsuchcomponents
are fitted to the aircraft. Nevertheless, such Arated approved maintenance organisation may temporarily remove a
component for maintenance, in order to improve access to that component, except when such removal generates the
need for additional maintenance not eligible for the provisions of this paragraph. This will be subject to a control
procedureinthemaintenanceorganisationexpositiontobeapprovedbythecompetentauthority.Thelimitationsection
willspecifythescopeofsuchmaintenancetherebyindicatingtheextentofapproval.
5. A category B class rating means that the approved maintenance organisation may carry out maintenance on the
uninstalledengineand/orAPUandengineand/orAPUcomponents,inaccordancewithengineand/or APUmaintenance
data or, if agreed by the competent authority, in accordance with component maintenance data, only whilst such
components are fitted to the engine and/or APU. Nevertheless, such Brated approved maintenance organisation may
temporarily remove a component for maintenance, in order to improve access to that component, except when such
removal generates the needfor additionalmaintenance not eligible for theprovisions of thisparagraph. The limitation
sectionwillspecifythescopeof suchmaintenancetherebyindicatingtheextentofapproval.Amaintenanceorganisation
approvedwitha categoryBclassratingmayalsocarryoutmaintenanceonaninstalledengineduringbaseandline
maintenancesubjecttoacontrolprocedureinthemaintenanceorganisationexpositiontobeapprovedbythecompetent
authority. The maintenance organisation exposition scope of work shall reflect such activity where permitted by the
competentauthority.
6. AcategoryCclassratingmeansthattheapprovedmaintenanceorganisationmaycarryoutmaintenanceon uninstalled
components(excludingenginesandAPUs)intendedforfitmenttotheaircraftorengine/APU. Thelimitationsectionwill
specifythescopeofsuchmaintenancetherebyindicatingtheextentofapproval. Amaintenanceorganisationapproved
with a category C class rating may also carry out maintenance on an installed component during base and line
maintenanceor at an engine/APU maintenance facilitysubject to a control procedure in the maintenance organisation
exposition to be approved by the competent authority. The maintenance organisation exposition scope of work shall
reflectsuchactivitywherepermittedbythecompetentauthority.
7. A category D class rating is a self contained class rating not necessarily related to a specific aircraft, engine or other
component.TheD1NonDestructiveTesting(NDT)ratingisonlynecessaryforanapprovedmaintenanceorganisation
thatcarriesoutNDTasaparticulartaskforanotherorganisation.Amaintenanceorganisationapprovedwithaclassrating
in A or B or C category may carry out NDT on products it is maintaining subject to the maintenance organisation
expositioncontainingNDTprocedures,withouttheneedforaD1classrating.
8. InthecaseofmaintenanceorganisationsapprovedinaccordancewithAnnexII(Part145),categoryAclassratingsare
subdivided into Base or Line maintenance. Such an organisation may be approved for either Base or Line
maintenanceorboth.ItshouldbenotedthataLinefacilitylocatedatamainbasefacilityrequiresaLinemaintenance
approval.
9. The limitation section is intended to give the competent authorities the flexibility to customise the approval to any
particularorganisation.Ratingsshallbementionedontheapprovalonlywhenappropriatelylimited.Thetablereferredto
inpoint13specifiesthetypesoflimitationpossible.Whilstmaintenanceislistedlastineachclassratingitisacceptableto
