Comments and Suggestions

1. Establishment of the Security Sector


As per the long-term experience gained in the field of safety and security system in China,
Railway is one of the most important elements in infrastructure sector contributing to the
fast economy development, of which the operation and maintenance has been conducted
in good manner and condition supported and protected by the state and local police force.
It is highly recommended to apply the current mature safety and security system widely
used in China; in addition, considering the cross-border characteristic of the Operation
and Maintenance Services, it is also suggested to establish Ethiopian National Railway
Police Authority/Bureau to secure the safe along the operated railway route and
infrastructure for maintaining the harmoniousness, reliability, safety and availability of the
operation of the Addis Ababa Djibouti Railway System. And in the same time, to establish
the safety and security agency within the Railway Operation Company in parallel with the
recommended Ethiopian National Railway Police Authority/Bureau, for providing the
particular safe protection services to the dedicated operation of railway transportation.

2. Law system
Establishment of Railway Law and integrated into Ethiopian National law system is
suggested, for protecting the railway infrastructure facilities and the legal rights of Operation,
which is convenient and practical for execution.

3. Via investigation, neither Ethiopia nor Djibouti is the member of International Federation
of Freight Forwarders Associations (FIATA). For better applying the rules and regulations

stipulated by FIATA uniformly, it is highly recommended that the involvement of both


Ethiopia and Djibouti into this international association.

4. Enterprise loyalty training needs to be added into the training programme of all employee,
and -Semi-military management system widely applied in China Railway System will be
introduced for Operation Management.

In consideration of the specialty of railway operation management, high attendance rate is


mandatorily required, which means, particular measurement shall be executed for
preventing the occurrence of late come, absence without cause and frequent off-duty
during the management. Therefore, in addition to the necessary law facility, the appropriate
training for loyalty and strict management method are obligatory.

5. Being the EPC contractor of the railway project, we have constructed a lot of temporary
facilities such as offices and dormitories during the project implementation. If we can win
the bid, all these facilities can be provided free of charge and treated as the capacity
building and training facilities.

6. The CCECC-CREC Joint venture has lots of equipments and instrument during the
construction of Ethiopia Djibouti Railway project. Those equipments could be provided to
the procurement entity during the management contract by certain condition.

7. Being the EPC contractor of the railway project, our consortium has the best
understandings of all the equipment, facilities and standards applied in this project. Since
all the EPC processes in the project have adopted the Chinese standard, our consortium is
able to provide a full set of technical specifications and operation regulations to fit the
Chinese standard and also accommodate the local situation. Therefore, it is well belied that
the operation handled by our consortium will be the most efficient, safe and reliable.

8. All the equipment, facilities and locomotives are purchased from China, and our
consortium definitely has very good connections with each supplier. Thus, we can
guarantee that our consortium can provide the best services in capacity building,
maintenances, repairs and other aspects during the future operation period.

9. Being the EPC contractor of the railway project, our consortium has the best
understandings in the design codes, technical specifications, structures in each field and all
features of electrification, communication and signaling works. Therefore, our consortium
can fully assure you that we can provide the best maintenance and operation services in
the future.
