Summary Statement: A request for a Level II review for the construction of 17 townhomes in
multiple 3 story buildings for a total of 39,688 square feet with off-street parking located on .63
acres in the Central Business District (CBD) following the process outlined in 7-5-9.1 of the
UDO.

Directions: The site is southeast of City Hall adjacent to McCormick Field. From City Hall, take
College Street east turning onto S. Charlotte Street. Turn left onto McCormick Place after .7
mile. The site is just south of the Pilates studio on the east side of the street.

Review:
Site
The project site is located at the southeastern edge of the Central Business District, adjacent to
McCormick Field. The site fronts on McCormick Place, which is not a Key Pedestrian Street.
Along the southern edge of the parcels is a unopened ROW, which emcompasses the sidewalk
and part of the driveway that serves McCormick Field. The site is outside of the Traditional
Downtown Core, and is in the Intermediate Height Zone. The Context Transition Zone applies
to a small area of the site which is adjacent to RM-8 zoning.

Overall Project Proposal


The proposal is for 17 townhome units, with 3 bedrooms each, in three buildings. Building One
fronts McCormick Place and has 8 units. Building Two fronts the private drive and has 6 units.
Building Three is in the rear of the property using the internal access and has three units. The
buildings meet rear setback requirements where adjacent to residential zoning, and also meets
the Context Transition Edge where height is limited for the first 100 feet from residentially zoned
property.

Access, Sidewalks, Parking


Access is provided from a single driveway on McCormick Place between Building One and
Building Two. The driveway is 20 feet wide. On street parking is currently provided on
McCormick Place (8 spaces) and with the proposed driveway, one of these spaces is removed
for a total of seven on street spaces. Ten-foot wide sidewalks are provided on both McCormick
Place and the private drive.

Landscaping & Open Space


Plans show eleven street trees being provided on McCormick Place and the private drive.
Vehicular Usage Area landscaping is not required as all the parking is internal to the buildings.
No open space or property buffers are required for this project.

Design Standards
The project has been evaluated against the design standards in Section 7-8-18 of the UDO and
found to comply with the requirements.

Zoning: The site is in the Central Business District (CBD) and is located outside of the
Traditional Downtown Core; the use proposed is permitted by right.

Required Reviews: This project was approved with conditions by the TRC on September 18,
2017. The Downtown Commission reviewed and unanimously approved the design of the
project on October 20.

Staff Recommendation:
Staff recommends approval of the design for the building and site as shown because the project
meets the UDO requirements and the intent of the design guidelines.

Suggested Motion if approving: I move to recommend approval of the McCormick Place


townhomes as presented based on site plans, elevations and materials submitted and
discussion heard during this review (including the following conditions if any).

Vice-Chairman Greiner called the meeting to order at 8:30 a.m. and informed the
audience of the public hearing process.

New Business

Downtown Design Review - McCormick Place

Urban Planner Sasha Vrtunski said that this is a request for a Level II review for the

Each unit has two parking spaces hidden from the public view. No open space or property
buffers are required for this project.

Design and Operational Standards:

Streetwall and Step-Backs: The project, being outside of the Traditional Core, has to
establish a street wall at or below the height equal to the width of the right-of-way. The

right-of-way on McCormick Place is 55 feet wide. The height of the building at the front is
26 feet to the floor of the top occupied floor so is not required a step-back.
Base middle cap orientation: The design breaks the faade up into a base middle cap
through the use different materials, as well as an evident vertical organization of the
building facades.
Pedestrian entrances: Along McCormick place and Buchanan (private drive) each unit
has a door facing the street, meeting the requirement.
Windows, doors and other openings: The front faade of Building One (McCormick
Place) has fenestration at the street level of 74%, which is in excess of the 30%
requirement for ground floor residential on a non-Key Pedestrian Streets. The upper
floors are 32%, which is above the 20% required. Building Two also meets the
requirement.
Screening of Mechanical Equipment and Dumpsters: Mechanical equipment on top of the
roofs of Building One and Two are shown to be screened by either a fiber cement wall or
behind the roof access structures (stair towers). On Building Three, the equipment will
not be visible to the street.
Materials: The ground floors have masonry in either charcoal gray or white, which also
extends vertically in sections. The alternating sections between the masonry are made of
cementitious panels, either dark gray (Building One) or white (Building Two). In addition,
there are accents also made of cementitious panels in either a light wood pattern or dark
wood pattern. Windows have anodized aluminium frames.
The proposed addition meets most aspects of the Design Guidelines and specifically
meets the following guidelines:

Recommendation 11A: Consider a recessed principal entrance in order to identify the


entrance and provide shelter.
Recommendation 11E: For residential-only buildings, exterior entrances for individual
ground-floor units (and access to units on upper floors through other entries) are
provided.
Recommendation 13A: A change in materials/colors alone may not be sufficient to show
base middle cap organization or other organizing principle. Consider adding three-
dimensional articulations to the plane using authentic materials providing variations in
thickness and texture.
Recommendation 1D : Provide a clear transition between the base (lower portions) of the
building and upper floors at the street wall height by way of color and material changes
that may use contrasting colors of the same material or a change in the material or
module of the material used.
The need for rooftop equipment should be anticipated at the design and project approval
stage so that proper screening can be anticipated and incorporated into the design in a
unified fashion.
Areas where the design could be strengthened:

The windows of Building 2 that face McCormick Place technically meet the requirement,
but seem fairly sparse since they are so high along the wall. Placing these windows
slightly lower or increasing the number would help make the design more pedestrian
friendly. It was noted that the other side of the wall is the parking for the unit.
On Building 2, the upper bands of the white cementitious panels seem oversized and
dominate the design. If the height of these sections was equal to the bottom sections, it
would probably not seem so overbearing.
The retaining wall to the rear could be softened by the addition of winter jasmine (jasmine
nudiflorum) at the top of the wall (recommended by the Design Review Committee).
Staff recommends approval of the design for the building and site as shown because the
project meets the goals of the large number of UDO requirements and the intent of the design
guidelines.

Mr. Peter Alberice, representing the client and design team, said they would like to be
under construction in late/early spring. He recapped the floor plan, noting that each unit has a
space for two cars and their own private access to the rooftop. He used exterior photo-realistic
renders of the project to show the views and materials proposed for the project. Using a
materials board, he explained the spread of the materials throughout the project and how they
have two different pallet of materials. Regarding the upper bands of the white cementitious
panels, he explained the same panels are on the other building but the color is dark gray and they
will look at possibly changing the white to the dark gray. They are still looking at some
landscaping ideas. He felt this project is a good infill project and fits in well with the downtown.

When Mr. Rentz asked what the target group will be for these townhomes, an owner
representative said that they think it will be a wide array of buyers from first home buyers to
people looking for a second home. They are currently working with a real estate agent on the
price range. The square footage range is approximately 1,800 to 2,000.

In response to Ms. Turner, Mr. Greg Hoffman, with Civil Design Concepts, described the
species of the street trees, noting that they selected those after meeting with the Citys Arborist.

Vice-Chairman Greiner opened the public hearing at 9:09 a.m.

Ms. Red Moon Song asked if there is any green building in the project.

Mr. Alberice said that for a project this scale it is difficult to do a full LEED documentation.
They have not gotten to the point of the smaller scale green building certification programs.
However, the project has to meet the minimum requirements of the N.C. Energy Code. They are
working on how to deal with stormwater management on the site and they are looking at covering
all the roofs with some type of green roof system. That has not been determined yet. The
majority of the buildings have minimum exterior walls which make them more energy efficient.

Mr. Rentz moved to recommend approval of the McCormick Place townhomes as


presented based on site plans, elevations and materials submitted and discussion heard during
this review. This motion was seconded by Ms. Summers and carried unanimously.
