4. INTRODUCTION
This Material Requisition is divided into three sections. The first section, tem nos. 1 to 9
‘addresses the technical requirements. The second section, item no. 10 specifies the quality control
aspects and the third section, item nos. 11 to 14 lists the document requirements,
In case of conflict between any Specification and/or Drawings, the Drawings shall take precedence.
PART A - TECHNICAL SECTION
2. GENERAL
24, Scope
“This MR (Material Requisition) describes the requirements for supply of materials/equipment listed
in section 4. (Scope of supply)
“This MR specification covers the requirements for procurement, handling, fabrication, testing, and
shipping, It is not intended to provide all the detailed requirements of these processes. The
materials included in this specification are not to be construed to represent an exhaustive list of
approved materials for equipment. Nelther is the intention of this specification to be selection
guide for materials based on corrosion performance in these applications.
“The Supplier shall assume sole responsibilty for the design, fabrication, testing, supply and
performance of the equipment with accessories, and shall ensure that the equipment with
accessories are in conformance with this MR, as well as other documents which form pert of this
MR or Purchase Order/Contract
Inspections by the Buyer shall not relieve the Supplier in any way of his obligation to maintain @n
adequate test, inspection and documentation program of his own, and shall not relieve the
Supoler of any obligation under this MR. Furthermore, any inadvertent overlook of deviations from
some requirements of this MR shall not constitute @ waiver of these requirements, or of the
Supplier's obligation to correct the condition when itis discovered, or of any other obligation under
the MR,
‘This MR only states the lowest technical requirement, neither specifying all technical detalls, nor
referring to the pertaining code and standard fully. itis the Supplier's responsibilty to ensure that
the complete delivery complies with all relevant codes, standards and specifications.
‘The Supplier shall include a list of exceptions and/or clarifications to this specification This list of
exceptions shall include the specification reference number, the clause in question, and @ detailed
explanation of the deviation. No deviation from this specification and its referenced documents is

Even if the Buyer specifies the quality, material and making of the equipment with accessories, this
does not in any way affect the Supplier's guarantee and complete responsibility for the
performance. The same applies if the Buyer accepts any changes to the specifications,
Conflicts between this MR and any ofits attachments shall be brought to the attention of Buyer for
resolution. The Supplier's notice to Buyer must be written, and the Supplier shall take no action on
affected items until receiving in writing either, a resolution of the conflict or a specific waiver
exempting them from the requirement of this paragraph for each and every conflict. The resolution
of such conflicts shall be at the sole discretion of Buyer. Any and all additional costs resulting from
such resolutions shall be to the Supplier's account unless the Supplier made written notification
prior to the date of the Purchase Order or the conflict occurred as a result of changes made Py
Buyer after the date of the Purchase Order.

3. PLANT DATA
3.1. Plant description
Taiwan Power Company (TPC) is planning to build two (2) X 800MW coal-fired power generating
units for Talin Power Plant Renewal Project. The plant site is selected at Kaohsiung Harbor, which
is on southwestern coast of Kaohsiung City in Taiwan.
This requisition is for equipment for two (2) units. The Seawater Flue Gas Desulphurization
(SWFGD) system will be installed to clean SO2 created during boiler combustion.
In a SWFGD system flue gas is scrubbed in an absorber and cleaned from acid gases (S02) by
‘means of an intimate contact with seawater.

4.3, Shop Drawing Converting
‘The design drawings shall be interpreted and translated into shop drawing by the Supplier. The
shop drawings shall give complete instructions for cutting, punching, drilling, welding, assembling
and field erection.
‘The shop drawing design shall be based on workshop fabrication of components to the greatest
possible extent, and, care shall be taken tothe difficult space conditions for site erection. This has
to be agreed upon with the Buyer.

6. DESIGN REQUIREMENTS
6.1. Design Codes & Standards
‘All codes and standards referred in this section shall form a part of this spectfication. The latest
issues of the codes and standards shall apply to all design and fabrication of the steel work. The
local codes and regulations from local government or industrial district shall be complied, Including
latest published case rulings, interpretations, and addenda in force at the date of award to the
‘Supplier, Should there be any confict inthe reguiations, the stricter regulations shall be adopted

6.1.1, The structural steel shall be designed, detailed, fabricated and erected in accordance
with BTR, DSSSB, CSSSB and the Specfication for Structural Stee! Buildings or the
Code of Standard Practice for Steel Buildings and Bridges of the AISC, unless noted
otherwise.
6.1.2. Structural steel shall be as defined in the Chinese National Standards (CNS 13612
63262) "Steels for Building Structure” latest edition, and also defined as plate and sheet
steel.
6.1.3. The fabrication shall conform to the R.O.C steel code "Design Specification for Steel
Structure Building" latest editions and supplements.
6:14. Connections and materials for high-strength steel bolts shall be in accordance with the
"Spectfications for Structural Joints Using ASTM A325 type 3 or A490 type 3 Bolts’,
latest edition by the Research Council on Riveted and Bolted Structural Joints of the
Engineering Foundation. All welding shall be in accordance with the "Structural Welding
Code," latest edition, published by AWS, plus any addenda and supplements.
6.4.5. The Supplier is responsible for compliance with all National and Local Building Codes or
Laws.

‘All materials shall be new; material that have lost effective thickness due to rust or indentation of
the surface shall not be used.
‘All steel members shall be new and free from radiation pollution, the Supplier shall provide "No
Radiation-Pollution Cerificate” of Structural Steel according to "Notes for Signature of No
Raziation- Pollution Certificate’ Committee of Atomic Energy, The Executive Yuan. If Buyer
‘engineer questions the origin of structural steel, Buyer will entrust qualified third-party in radiation
reconnaissance and inspection to perform the verification. All additional fees and the cost of
remedial action shall be paid by the Supplier in case structural steel incur radiation pollution, on
the contrary it wll be paid by Buyer.

Welds shall be designed utilizing ES0XX conforming to CNS Z7038 or E7OXX conforming to AWS
'AS.1, Only low-hydrogen type electrodes shall be used. All welding of structural steel may be by
the shield metal arc, submerged arc, gas metal arc or flux-cored arc welding processes.

tread shall have a nosing, The nosing shall be CNS G3057 SM400 or ASTM A36 checkered plate.
6.2.35. Steel Stair
‘The channel stringers of stair shall conform to CNS G3057 SM400 or ASTM A36.

6.2.3.7. Checkered plate
Checkered plate shall conform to CNS G3057 SM400 or ASTM A36
6.2.3.8. Base Plate
Column base plates shall be ASTM A36/A572 solid steel plates. The maximum allowable bearing
pressure on foundation shall be in accordance with the AISC specification.
6.2.4. The through-thickness properties of structural steel shall also meet the requirements of
R.O.C codes and standards.

7. FABRICATION REQUIREMENTS
7A. General Requirements
7.4.1. The structural steel shall be designed, detailed, fabricated and erected in accordance
with BTR, DSSSB, CSSSB and the Specification for Structural Steel Buildings or the
Code of Standard Practice for Steel Buildings and Bridges of the AISC, unless noted
otherwise. (latest editions in effect at time of Purchase Order),
7.4.2. Allwworking points indicated on the design drawings shall be adhered to in the detailing
of the Work.
7.13, The Buyer's final Design Drawings shall govern the type of connection to be used, i.e.,
bolted or welded, Detailing and fabrication shall be in strict accordance with the final
Design Drawings.
7.1.4. Connections shall be detailed per Sections 7.3, 7.4, and 7.5 of this Specification.
7.1.5. Allwelding shall be done in accordance with Section 7.6.
7.4.8. Pieces shall be formed to the shapes and sizes shown on the drawings. Shearing and
punching shall produce clean, true lines and surfaces. Witers shall be filed smooth and
neatly fitted. All cutting, drilling, and welding shall have burrs removed
7.1.7. Ailforming, rolling, and bending shall be done by pressure tools and not by blows.

7.1, Torch cutting shall not be permitted on exposed work, or where it may affect tolerances.
No holes may be flame cut. Plasma arc is considered flame and is not permitted as @
means to cut holes, (Exception: Anchor bolt holes larger than 26mm diameter may be
flame cut in base plates.) All shapes shall be saw cut to length unless otherwise
approved in writing by Buyer:

7.1.13, Substitutions of sections or modifications of design details shall be made only as
approved in writing by the Buyer. All design changes proposed By tne Supplier must be
Slouded on the field erection and Shop Drawings and bils of material and contain the
note: "ALSTOM to verify".
TA14, Plate layout shall be accomplished to minimize the number of splices The Supplier
shall provide the sizes of all plates to be used in the fabrication of this work with its
proposal, The Buyer reserves to its sole discretion the right to reject he use of plate
sizes which would result in an excessive number of splices.
7.1.15. Splces resulting in the intersection of four plates at any point are not permitted. The
mrinimnum offset of splices in adjoining plates shal be eight (6) times the thickness of the
thickest plate at the joint.
7.1.16. Splices shall also not be made under any attachment tothe plate unless shown as such
on the Buyer's drawings for whatever reason, or unless they form a part of @ field joint
required by the Suppliers shipping imitations and are detalled on the Buyer approved

7.1.17. _ Splicing of fat, and rolled, bent and otherwise formed plate in any combination including
Recombination with other shapes as a substitute for roled, drawn or otherwise

Profiles shall be purchased with rounded corners, or treated as above

Tolerances and Shop Errors
Final Design Drawings will not take into consideration normal erection tolerances. The
Supplier shall consider such tolerances in his detailing of those items that must fit into
ther work and make reasonable allowances for adjustment ofthe parts.
Structural members consisting primarily of a single rolled shape shall, unless otherwise
specified, be straight within the appropriate tolerances allovied by CNS 13812 63262, or
as prescribed below. Built-up structural members fabricated by bolting or welding,
nises othernise specified, shall be within the tolerances allowed for the wide flange
shapes by CNS 13812 G3262 or by the requirements below
Compression members shall not deviate from straightness by more than 4/1000 of the
anial length between points which are to be laterally supported.
Completed members shall be free from twists, bends, and open joints. Kinks or bends
shall be cause for rejection of material.

Work which does not conform to the requirements of the Design Drawings, or which

‘The sum of the combined tolerances of the individual assemblies shall be within + 6mm.

Nozzle flanges shall be shop installed to within & 1° plumb and rotation, to within + 3mm
ofthe horizontal and vertical design location, and to within + 3mm in stick out. Flatness
of the nozzle flanges shall be within + 1.5mm.
Rectangular gas handling flange faces shall be held to within + ‘3mm on both lateral
dimensions and diagonals at the open end only.

In noncoated joints, paint, including any inadvertent overspray, shall be excluded from areas
loser than one bolt diameter but not less than 25mm from the edge of any hole and all areas
within bolt pattern.
Galvanized faying surfaces shall be hot dip galvanized in accordance with ASTM Specification
'A123 and shall be roughed by means of hand wire brushing. Power wire brushing is not permitted.
7.6. Machine Bolt
7.61. ASTM A307M Gr.A M46 machine bolts shall be used for ladders, stair treads, purins,
girts, handrail posts and window frames.
7.6.2. _Allmachine bolts shall be hot-dip galvanized and conform to ASTM A153.

Cored wire, designed for operation without the use of externally supplied shielding gas (i
e. air wire), is not allowed. Such wire is also not to be used with arc shielding gas.
All welding materials and workmanship shall conform to the requirements of AWS D1.1
Welding electrodes for use with CNS13812 SN400C/SN490C or SN400B/SN4908 steel
shall be of the E7OXX per AWS A5.1 for shielded metal arc welding (SMAW), or similar
stress class for other welding methods. Only low-hydrogen type electrodes shall be
used to weld high strength steel.
Electrode for complete penetration welding shall have 27J@-29 °C charpy v-notch
toughness.
Weathering series electrode shall be used to weld A242 or A586 steel. Substitutions for
material and electrodes must be approved in writing by Buyer.
Each weld shall be uniform in width and size through its full length, Each layer of
welding shall be smooth and free of siag, cracks, pinholes and undercut, and shall be
completely fused to the adjacent weld beads and base metal. In addition, the cover
pass shall be free of coarse ripples, high crown, and deep ridges or valleys between
beads.
Butt welds shall be slightly convex, of uniform height, and have full penetration.
Fillet welds shall be of specific size with full throat and the legs of uniform length.
Minimum weld dimension is 5mm unless noted otherwise on drawings
Repair, chipping or grinding of welds shall be done in such a manner as not to gouge or
reduce the base metal thickness.
All full penetration welds used to splice structural shapes shall be verified by
radiographic testing unless otherwise specified by Buyer. Splicing of shapes, angles,
pipes and tubing shall not be permissible except where specifically noted on the design
drawings or otherwise approved in writing by the Engineer.
Clips, reinforcing pads, gusset plates and similar attachments on the wetted side of the
components shall be fully seal welded.
Surface Preparation, Painting and Galvanizing
All surface preparation, coating and galvanizing will be in strict accordance with Coating
Specification 100103-0-SW/11611-00-MESPE-0001
All surfaces where site welding is required shall be masked / taped in a distance of
minimum 50 mm from welding area, prior to painting/galvanizing. The masking tape

Reports shall cover chemical and physical properties of specified steel plates and
structural shapes and be submitted prior to fabrication, Additionally, copies of mill test
reports shall be provided for all fasteners provided as part of the work.
The Supplier shall provide "No Radiation-Pollution Certificate of Structural Steel "
according to "Notes for Signature of No Radiation-Pollution Certificate” Committee of
Atomic Energy, the Executive Yuen 1995.05.01. If Buyer questions the origin of
structural steel, Buyer should invite some person qualified in radiation reconnaissance
and inspection to inspect. All additional fees and the cost of remedial action shall be
paid by the Supplier in case structural steel incurs radiation pollution, on the contrary it
will be paid by Buyer.
Qualified Shop Welding Procedures
Applicable welding procedures shall be approved by the Buyer.
Welder qualification records shall be reviewed and approved by the Buyer. Only
qualified welders certified in accordance with the latest applicable sections of AWS shall
be employed under these Specifications.
Electrode and Flux Combination Certification shall be reviewed and approved by the
Buyer.
Certified copies and records shall be submitted in accordance with the Documents

‘Supplier's shop. The Buyer, Owner and their agents shall have access for inspection to
the Supplier's shop during all stages of fabrication.
Buyer must be notified twenty days prior to all shipments for inspection and no
shipments are allowed without "Approval or Waiver" by Buyer.
Buyer shall have the option to reject any items of material or workmanship that fails to
meet the quality standards consistent with this specification, the project drawings, or
good fabrication practice. Such rejections shall prohibit shipment or installation of
ejected items until such time as Buyer acceptance is obtained. The Supplier shall
promptly replace or repair the work without cost to Buyer.
Inspection by Buyer or Buyer’s representative does not relieve the Supplier of
responsibilty or liability to conform with the requirements of this specification.

10.1. Inspection & Test Requirements
10.1.1. Inspection and test requirements valid for this Contract are specified in the attached
documents,

Plan), which shall comply with the Buyer's Quality Control Plan for Fabricated Steel.

well as the notification / witnessing / cerfification requirements,

Assembled and internal parts shall be blocked, bolted, or otherwise restrained to prevent
movement of and to prevent damage to internal parts where damage could resuit from
normal handling during transit, unloading and erection.
All flanges, openings, and nozzles shall be protected to prevent damage, corrosion, and
entrance of foreign matter during shipment and storage. Special care shall be taken to
ensure threaded connections are protected from damages.
Covers, enclosures, padding, and other means to minimize corrosion, moisture damage,
Physical damage, and accumulation of dirt in equipment during shipment and storage
shall be utilized. Any repair, cleaning, or replacement of equipment due to inadequate
Protection shall be at the Supplier's expense.
Stainless steel and alloy surfaces shall be protected from carbon steel and other
contamination. In addition, if stainless steel or alloy is to be handled and shipped,
‘supplier shall submit to buyer for acceptance, provisions for protecting these materials.
If rubber materialsfinings are to be handled and shipped, special precautions shall be
taken to prevent exposure to sunlight or oll (hydrocarbons), which may degrade the
rubber materials. Such procedures and precautions shall be submitted to buyer for
review and acceptance. If other non-metallic materials/iinings are to be handled and
shipped, special precautions shall be taken to prevent exposure that may degrade the
material
The supplier shall prepare the equipment for a maximum of one (1) year of storage at
the plant site. Primary storage at the plant site will be outdoors, uncovered. If long-term
storage activity is required before the equipment is installed, the Supplier shall explain,
in a separate document, how to open package, perform preservation activity and close
again package.

41. GENERAL REQUIREMENTS
All supplier documents shall include the project front page. All supplier drawings shall use the
project drawing template.
All documents and drawings shall be identified with an Alstom document number. This document
number will be issued to the supplier by Alstom. A document keeps the decument number
throughout the project, and receives a new revision code when revised. The document numbers
willbe listed in the return SMDL (ATTACHMENT 14E SMDL (Supplier Master Document List) after
review and commented by the buyer.
12, TRANSMISSION AND HANDLING
12.1. General
12.4.1. The Supplier shall, if possible, submit documents and drawings by electronic mail
Details regarding such submittal must be agreed with Buyer in advance; agreements of
encryption and acceptable wrapping/unwrapping programs.
12.1.2. All documents which contain quality records shall be retained for at least 5 years after
the date of commercial operation. Other documents which contain information related to
administration of contracts shall be retained until 5 years after completion of the Project.
12.4.3. All verifying documents shall be stored in a safe manner by the Supplier. The
documents shall be retrievable through a suitable fling system.
42.1.4. The manufacturing documentation shall be stored to the extent necessary in order to
enable the Supplier to deliver spare parts or replace delivered equipment, or as agreed

Buyer by the Supplier are the property of the Buyer.
12.3.2. The Buyer is authorized to use them at his discretion for his own use, for the use of the
Engineers and Owner, also for projects other than that of the Order, with the sole

12.3.3. All technical documents, designs, drawings, technical information transmitted to the
Supplier by the Buyer or by the Engineers or the Owner are the property of the latter.

A penalty on submittal date shall be applied on documents marked with "Penalized" according to
P.O. starting from buyer order date.
‘Other documents required elsewhere in this specification or in the attachments to this specification
shall be made in the time frame indicated, or if no time frame indicated, in a timely manner.
Documents issued by the Supplier as per above list will be commented/approved by the Buyer
within 15 Working days from the supplier offical transmittal,
Resubmit of documents that have been reviewed by the Buyer and retumed “Not Accepted” or
“Accepted as Noted” shall be returned with corrections within 15 days from Buyer transmittal.
Drawing size shall be in accordance with ISO A series as follow: AQ, A1, A2, A3, Ad.
‘The Buyer will in the Contract/Purchase Order state in which way he wants the documentation to
be identified with project order number, equipment number and other codes for identification.
For the documentation/drawings relating to the site installation and erection of equipment, 6 (six)
electronic copies (DVD/CD) and 4 (four) hard copies shall be delivered to the buyer office prior to
the equipment delivery via air express and 4 (four) hard copies and 6 (six) electric copies
(PVDICD) shall be delivered with the equipment together with the O&M Manual.
‘The drawing head, document number and format of final version of drawing/documents shall be in
accordance with Buyer's requirement.
‘Transmittal letters shall be used when issuing documents,
KKS code will be applied in engineering and the coding rule will be provided by the Buyer.
13.2. Operation & Maintenance manuals
13.2.1. BINDING DETAILS
‘As built drawings, shop drawings and material lists shall be forwarded no later than

An index of all final documentation shall be submitted for approval by Buyer before the final
documentation is submitted. The index shall contain electronic file names.
Final documentation shall be provided by the supplier in unlocked pdf file format on a CD.
In addition, the final docunentation shall be submitted in one hard copy (A4 binder). Material shall
not be submitted in loose form but shall be completely fastened together and bound. Documents
shall be submitted in Ad format and drawings in A3
All final documentation shall have an as-built revision unless otherwise agreed with Buyer.
Supplier shall provide required quantity of sets complete with cover sheets. The O&M Manuals
should be side punched and bound in books or hard covers, since they will be incorporated in
plant operation and maintenance books,
Alll pages of shipping, handling, storage and erection instruction will be in the contractual language
(English) and will be A4 standard size.
All drawing larger than A4 size will be folded and inserted in individual A4 size transparent plastic
pockets/envelopes
‘Supplier shall submit 2 copies of drawings preferably in full size format and 2 copies in A3 format.
